  • 대한설비건설협회는 지난 2월 25일 설비건설회관 대회의실에서 제44회 정기총회를 개최하고 2011회계년도 사업계획을 수립했다. 2011년 사업추진의 기본방향은 기계설비시공 관리기준법의 국회통과 결집, 법 통과 후의 하위법령 및 세부기준 제정, 회원사의 적정공사비 확보를 위한 주계약자형 공동도급 활성화 및 직할시공제, 설비공사 분리발주 확대 등 설비건설업계 도급영역 확대, 회원사 경영환경 개선을 위한 불공정하도급거래 개선, 설비기자재가격 현실화 등 관련 제도개선 사업 등에 역점을 두고 있다.

  • 대한설비건설협회는 지난 2월 21일 설비건설회관 대회의실에서 제48회 정기총회를 개최하고 2013회계연도 사업계획을 수립했다. 2013년도 사업추진의 기본방향은 ▲설비건설의 원도급시장 진출 확대 ▲회원사의 하도급 환경개선 추진, ▲기계설비 미래 발전을 위한 기계설비기준법 추진 및 녹색건축물조성지원법을 통한 기계설비 위상강화 방안 등이며 이밖에 회원사의 적정공사비 확보 및 정부 위탁업무의 공정하고 신속한 처리 등에 역점을 두고 있다.

  • In construction project planning and control, a cost model performs a critical role such as cost determination on a contract stage and cost tracing. The model can maximize owner's profit and value within the project budget and optimize cost management works on overall construction implementation stages. A BoQ(Bill of Quantities) generally adopted in a unit price contract has been applied as an important tool for cost control and forecast. However a previous cost model based on the BoQ has shown limitations in that it requires too detailed information and heavy manpower on cost management and difficulty in keeping relationship with construction planning, scheduling and progress management. The each cost items and unit prices which constitute of construction works are individually very important management factors but the relative weight for each items and prices have a difference on the contents and conditions of each conditions of each construction works. In consideration of this structural mechanism of cost determination, this research is aimed at examining the critical factors affecting the construction cost determination and propose and verify a new cost forecasting model which is more simple and efficient and also keeps the accuracy of cost management.

A Study on the Prediction of Civil Construction Cost on Apartment Housing Projects at the Early Stage (사업 초기단계에서 공동주택 토목공사비의 예측에 관한 연구)

  • At the early construction project stage, the most important task is to estimate planned construction costs analyzed with detailed information. Therefore, in this study, Apartment Housing Projects at the Early Stage of Civil Construction Cost of the reasonable and accurate predictions of the Regression analysis to 170 of actual Construction Cost, and dependent variable regression to Civil Construction Cost, location based national land area based on a combination of private land, union land, public land to the use of predictive models by various analyses of the ease and accuracy. As a result, Civil Construction Cost of Apartment Housing Projects by the regression formula for the error rate estimates in national land predictive model 15.59%, private land predictive model 17.53%, union land predictive model 21.86%, public land predictive model 13.08%.

  • The purpose of this study is to suggest problems and improving plan of process of calculating escalation rate of the Historical Cost by price fluctuation. In order to implement this research, we analyzed problems by calculating the rate of price fluctuation with Historical Cost and measurement applying method making on-site with historical cost data were included as samples and suggested improving plan to the adjustment of contract cost. The results of research according to this are same as followings:1) Of all construction details, it is more appropriate to calculate price fluctuation by applying measurement method to the contents of historical cost unit. 2) To avoid confusion in calculating method, it was indicated that amendment in part should be achieved in order to calculate by measuring the part of calculating escalation rate of Historical Cost at related law and regulation.

  • This study started with the question, "Is the cost of landscape construction work in residential areas measured by public enterprises, 'in response to the needs of consumers?" The study analyzed whether the landscape construction expenditure is being introduced at an appropriate ratio according to the value the residents have regarding landscape elements. Following this, research was conducted for the purpose of providing basic data for improving the efficiency of formulating apartment landscape construction costs in the future. This research proceeded based on a questionnaire survey of residents of apartments, and the content of the questionnaire used frequency analysis and descriptive statistics research methods. To take a look at a comparative analysis of value recognition, in particular, a comparative analysis was performed based on the actual input cost based on the ratio of landscape elements by layer. Conclusions were found as follows: First, the degree of interest in the apartment landscape of the tenants was high, and the value of the landscape was high but realistic satisfaction appeared comparatively low. Second, the awareness of residents' values regarding landscape elements appeared to give "plantings" more value than "facilities". Thirdly, as a result of a mutual comparison between the values recognized by the resident regarding landscape elements and the construction input fee, depending on the landscape elements, it appeared that there is a difference in the ratio of up to 52 times from 1.25. Fourth, the fact that there is a difference in the relative proportion of value recognition and inputting construction cost indicates that it is not possible to respond to the needs of tenants during the construction cost development process. It also shows that the utility of inputting construction costs is low. Therefore, a macro-level examination such as reflecting the existing inflation rate is necessary to develop the efficient landscape construction cost of apartment such as the awareness of the value of the residents regarding landscape elements, out of the customary construction cost formulation method based on the microscopic dimensions of the consumer side.

  • A new and extendable highway should be planned and budgeted by estimating the total construction cost on the basis of the precise cost data. However, the demolition or disjointing cost could not reflect construction site condition sufficiently because it was simply estimated by multiplying the highway structure installation cost by the regular ratio($10\~70\%$) specified in the Korea Standard Estimate. The regular ratio for estimating of demolition and disjointing cost was calculated by not actual construction cost data but subjective experiences of field manager. Therefore, the reliance of the estimated demolition or disjointing cost has been declined. The primary objective of this study is to purpose the standard for estimating proper demolition or disjointing cost of relevant items through various site analysis and survey, and to investigate on the propriety of ratio-unit price method for estimating demolition and disjointing cost.

  • 해외 사업에서 지구에 따라 기상 자료가 부족한 지역이 많다. 여기서는 에티오피아의 밭 관개 용수 공급을 위해 일 강우 자료와 월평균 기상자료를 이용하여 일 증발 자료를 생산하여 적정 저수지 위치와 규모를 정한 결과 다음과 결과를 얻었다. 첫째, 구글지도와 DEM을 이용하여 6개의 댐 후보지를 선정하였고, 표고별 저수면적, 저수량 관계식을 도출하였다. 둘째, 기상자료 수집의 어려움으로 한국 자료를 분석하여 현지의 장기간 기상 자료를 가공, 모의하여 적용하였다. 셋째, 현지 유량측정 자료와 한국 관측자료를 이용하여 현지의 합리적인 일 유입량 자료를 생산하였다. 넷째, 현지의 토양조건을 고려하고, 토양수분 물수지 모형을 개발하여 토양수분 부족량 공급 기준의 합리적 관개용수 필요수량을 산정하였다. 다섯째, 저수지 일 물수지 모형을 구축하여, 저수량 일별 모의에 의해 적정 댐 저수지 규모를 결정하였다. 여섯째, 국내 농업용 저수지의 실적 공사비 내역 자료를 참고하여 합리적 수준의 개략 공사비와 총 사업비를 산출하였다. 일곱째, 최적 저수지 위치와 규모로 유역면적 $739.57km^2$인 위치와 만수위 EL. 1,660 m, 총 저수량 3,529만 $m^3$인 규모를 제시하였다.
