An Empirical Study on the Perception of Disaster Management by Public Officials (공무원의 재난관리인식에 대한 실증적 연구)

  • This study conducted an empirical analysis based on the results of a survey conducted to determine the level of awareness of disaster safety management work of public officials working in disaster-related departments in 22 cities and counties in Jeollanam-do. Men were found to have more positive perceptions of individual competencies and organizational environments according to gender, and women were found to have more positive perceptions of disaster education than men. It was found that men and women had the same positive perception of departmental competency. Respondents to individual competency, organizational environment, departmental competency, and disaster education according to individual characteristic factors generally had positive perceptions.

  • Recently, inflicted damage for people's life and property from occurred major disaster that landslide by localized downpour and hydrofluoric acid leak from the Gumi. However public needs about safe society is more increasing from disaster because response is unsatisfactory on that. The purpose of this paper is that establish the core foundation for the education contents system of disaster management through cultivating expert. Therefore first, designed the training of course and subject by demand forecast. Next, designed the training course focus on preparedness and response at on-scene.

  • 본 논문에서는 지금 가장 대두가 되고 있는 재난 안전에 대해서 증강현실, 가상현실체험을 이용한 교육의 현황에 대해 조사하였다. 증강현실 및 가상현실은 지금 우리가 살고 있는 실세계를 그대로 반영한 기술이므로 이것을 통해서 대응과 교육 분야는 좀 더 실용적으로 접근할 수 있게 되었다. 어떤 것이든 지식이나 생각으로만 하는 것 보다 직접 몸으로 경험해보고 익히는 게 더욱 좋듯이, 체험자들은 실제로 재난상황들이 일어난 듯한 실감과 그에 따른 안전교육의 필요성을 경험한다. 이러한 상황은 재난상황을 증강현실 및 가상현실 기술을 통해 체험할 수 있게 하여 나중에 일어날 가능성이 있는 재해. 재난에 대해서 좀 더 신속하고 안전하게 대응할 수 있다는 효과를 기대하게 한다.

  • Disaster safety education that can respond when a disaster occurs is very important in Korea, where many human resources are generated due to safety insensitivity. Recently, with the development of virtual reality devices and manufacturing technology, the possibility of using a training system incorporating virtual reality technology in the field of safety education is attracting attention. The virtual training system is very effective for training and education because it has an excellent sense of immersion and allows you to experience various disaster situations without time and space limitations. In this study, cases of disaster safety virtual training contents in Korea are collected and investigated, and the current status of domestic disaster safety virtual training contents is identified and analyzed to identify problems and suggest improvement plans.

  • With the emergence of a climate crisis, climate disasters have recently been clearly felt in Korea. In particular, the typhoon 'Hinnamno' in the summer of 2022 made many people feel a sense of crisis with its formidable power. In this situation, children are likely to suffer great damage even in small crises due to their lack of experience and ability to cope with disaster situations. In this paper, we introduce a disaster response learning application that supports children's disaster response training. Designed based on research results on situational learning theory and child disaster safety education, this system produces various episodes and trains them to encounter disaster situations. Children can participate in the episode by choosing options during the episode, which is reflected in the picture diary after the episode is completed. By providing information naturally in the picture diary, children can access how to cope with disaster situations. Through this system, children are expected to develop their judgment in disaster situations that they can encounter and have the ability to secure basic safety outside of adult help.

  • 최근 건설현장 안전관리에 대한 사회적 관심의 증가와 현장 사용 기계, 기구 등의 작업시설 기계화, 안전장치, 시설 등의 발전에도 불구하고, 건설현장의 재해율은 크게 변화하지 않고 있다. 이를 위해 건설현장에서 발생하는 재해의 형태 및 원인, 법정안전보건교육의 내용과 재해예방 효과를 분석하기 위해 H건설 현장의 관리감독자와 근로자 대상으로 건설안전교육에 대한 설문조사를 실시, 분석하였다. 주요 개선방안으로 근로자에게 기능적, 지식적 안전교육 내용이 인지될 수 있도록 현장 규모에 맞는 실질적 체험교육, 영상교육 및 VR(가상현실)등의 입체적 사례교육이 필요하고 지속적 연구와 교육자료 제작 필요 등이 제시되었다.

  • Due to the increase in awareness of school safety after the Sewol ferry disaster, it became necessary to improve the capability to prevent a safety accident at school and to respond to an accident in the case of emergency as well as the awareness of safety issues. Therefore, it is necessary for educational institutions to reinforce safety measures autonomously, and the importance of supports and cooperation from agencies related to the safety of local community is also emphasized. However, it is quite difficult for schools and the Office of Education to prevent safety accidents only with their own capability, and safety accidents can be prevented through the supports from agencies involved in safety of local communities. Therefore, the status and cooperation system of educational institutions and relevant authorities were reviewed theoretically in this study. In addition, a field investigation was carried out to examine the awareness of disaster and safety, and cooperation status of officials in charge of practical disaster-related works. Moreover, this study intended to present a measure to establish the safety cooperation system between educational institutions and agencies involved in safety of local community in the future based on the findings.

A Study on Elementary School students Recognition of Forest Fire Disaster (산불재난에 대한 초등학생들의 인식 연구)

  • Purpose, Methoud: In this study, a survey was conducted on elementary school students in the region of Youngdong, Gangwon Province, to find out their awareness about their forest fire disaster experiences, the occurrence of forest fire, forest fire disaster education and coping behaviors for it. It's meant to provide some information on forest fire education based on the results of the survey. Four research questions were posed: 1. What is the awareness of elementary school students on their own forest fire disaster experiences? 2. What is their awareness on the occurrence of forest fire disaster? 3. What is their awareness on forest fire disaster education? 4. What is their awareness on coping behaviors for it? Result: The findings of the study were as follows: First, as for awareness on forest fire disaster experiences, 95.8 percent of the students that accounted for the majority knew about the meaning of forest fire. The students who knew about the meaning of disaster represented 80.8 percent. Second, as for awareness on the occurrence of forest fire, 35.8 percent thought forest fire broke out the most in summer. The students who had never seen forest fire in person accounted for 79.2 percent, which were the majority. Concerning the route of being aware of forest fire, the largest number of the students learned about it from TV, followed by families, friends, teachers, radio/schools and textbooks. Third, as for learning experiences on forest fire disaster, the students who had received this education accounted for 83.3 percent, which were the majority. This education was mostly provided by schools, and the second most common educational place was fire stations. Fourth, as for coping behaviors for the occurrence of forest fire, 80.5 percent replied they would dial the 119 emergency center, and the second most dominant answer was going up to the mountaintop, followed by quickly coming down to go home and having no idea. Conclusion: Through this study, It is judged that education on forest fire disasters and production of educational materials should be consistent and continuous education should be conducted.

해양안전 기초교육 실습교육 표준 모델 고찰

  • 세월호 이후 안전교육의 중요성이 강조되고 있어 해양안전 기초교육 표준 모델을 정립 할 필요성이 제기되고 있다. 해양산업계에서는 선원법에 의해 기초안전교육, 상급안전교육으로 법정 교육으로 강제하고 있으며, 해기사에 대해서는 BRM 교육이 실시되고 있다. 이를 일반 국민에게 적용하기 위한 바다 물놀이 안전수칙, 선박 안전수칙, 재난선박 안전수칙에 대한 표준 교육 모델을 제시하여 교육 현장에 적용하고 해양안전 문화확산의 기초 자료로 사용하고자 한다.
