A Study on the Enhancement of Network Survivability through Smart Sensor Technologies Convergence (스마트 센서 기술 융합을 통한 망 생존성 강화에 관한 연구)

  • Public Safty-LTE(Long Term Evolution) is being deployed in the direction of reducing cost by using both of municipal network and commercial network. However, LTE Network is difficult to ensure the survivability during the information communication infrastructure failures. In addition, it is vulnerable in communication coverage of inside buildings and underground. In this study, we propose to implement effectively the network survivability technique through the convergence to the proven technology. As the advent of the IoT Age, smart sensors which are embedded in the environment and the things will be able to provide a useful infrastructure for ensuring the network survivability. Based on the feature of the smart sensor, we designed the sink node architecture to guarantee the network survivability in disaster situation through the convergence of the small cell technology and extension of wireless network coverage technology. The computing power inherent in the environment is a valuable resource that can be utilized in the disaster situation.

Establishment of Evaluation System for Disaster Resilience Focusing on the Local Road under Complex Disaster (복합재해 발생 예상 시 지방도로 중심의 재난 레질리언스 평가체계 구축)

  • Although the importance of resilience is emerging around the world, the single definition of resilience related to natural disasters is not clear. The reason for this is that there is no specific definition of how the definition of resilience relates to similar terms such as vulnerability, recovery, adaptability, and sustainability. In addition, it is because each country and region have different geographic and geological characteristics, and each measurement index is different, just as typhoons, droughts, and earthquakes have different types of disasters. Therefore, in this study, the definition of resilience is reflected in the spatial characteristics of this study as the ability to recover from'complex disasters (concentrated heavy rain, landslides, earth and stone flows) occurring on local roads or on local roads adjacent to people or facilities. Defined. And it was divided into DRR: Disaster Resilience focusing on the Road. In addition, domestic and foreign literature surveys were conducted to derive road-centered disaster resilience factors, and a hierarchical structure was established and AHP survey was conducted to establish a DRR evaluation system. As a result of the analysis of the AHP survey, the weight of direct road disaster influencing factors (drainage facilities, protection facilities, etc.) located inside local roads was 0.742, and the weight of indirect road disaster influencing factors (population, property, etc.) located near local roads. Was found to be 0.258, indicating that the direct impact factor of road disaster was relatively higher than that of the indirect impact factor.

  • This study focuses on assessing the security ri sk or the terrorism in chemical process industries. This research modifies conventional method for assessing the terrorism risk. The risk assessment method is developed and it is implemented as software to analyze the possibility of terrorism and sabotage. This program includes five steps; asset characterization, threat assessment, vulnerability analysis, risk assessment and new countermeasures. It is a systematic, risk based approach in which risk is a function of the severity of consequences of an undesired event, the likelihood of adversary attack, and the likelihood of adversary success in causing the undesired event. The reliability of the program is verified using a dock zone case. The case dock zone includes a storage farm, a manufacturing plant, an electrical supply utility, a hydrotreater unit, many containers, and administration buildings. This study represents chemical terrorism response technology, the prevention plan, and new countermeasure to mitigate by using risk assessment methods in the chemical industry and public sector. This study suggests an effective approach to the chemical terrorism response management.

Study on the Escape Safety of University Dormitory with the Consideration of Plan Types (대학 기숙사의 평면 형태에 따른 피난 안전성 검토)

  • University dormitory has some weaknesses against disaster such as fire because of high population density and strict control of access in night time. The purpose of this study is suggestion of a guide of effective floor plan for improvement of evacuation safety. Plans for preventing disasters are studied and evacuation safeties are analysed using network model analysis method according to plan types. The weakness of disaster prevention is quantified, and effectiveness of bidirectional evacuation is confirmed. The circuit type floor plan shows best evacuation characteristics and this result is anticipated to be adopted to design process of new dormitories and will contribute to improvement of evacuation safety.

  • 건물, 차량, 사회인프라시설과 달리 농작물이란 물리적인 시설이 아닌 농업경제 활동의 결과물로서 최종적으로 판매를 통해 수익을 창출하는 행위에서 재난으로 인하여 지장을 받게 되는 경제적 피해가 고려되어야 한다. 이를 위해 본 연구는 홍수로 인한 농작물 피해를 "생산비 매몰비용"과 "순수익 손해"를 농작물 피해추정의 척도로 하였다. 생산비 매몰비용이란 경작시작부터 피해발생까지 투입된 생산비의 회수불가에 따른 피해이며, 순수익 손해란 피해발생에 따른 기대 순수익 하락에 따른 피해를 의미한다. 다양한 작물 가운데 10종의 대표작물을 선택하고, 각 작물의 표준생산비와 표준순수익을 농업생산 및 수익과 관련한 통계자료로부터 결정하였다. 이로부터 생육경과율과 홍수 발생시기(6~9월)를 고려하여 월별 투입생산비 및 기대순수익을 결정하였다. 대상지역 내 재난에 노출된 작물정보를 정의하는 농작물 인벤토리는 농림축산식품부에서 제작된 스마트 팜 맵(농경지 전자지도)을 활용하였고, 다양한 작물이 혼재된 밭의 경우 농업면적조사 결과를 토대로 결정한 밭작물 재배현황비를 고려하였다. 홍수에 따른 취약성을 설명하는 농작물 손상함수는 영향인자는 침수심, 침수기간이며, 이를 기준으로 한 손상함수는 농림부의 농업재해피해조사요령과 일본 치수경제조사메뉴얼을 참고하여 제시하였다. 본 연구에서 제시한 농작물 피해 추정 방법은 기존 방법인 다차원 홍수피해산정법(MD-FDA)과 비교할 때 대표작물의 현실화, 국내 실정을 고려한 손상함수, 그리고 면적 기반의 원단위를 사용함으로써 실무적으로 명확하고 실용적으로 사용될 것으로 기대된다.

  • 기후변화로 인하여 강우특성이 변화하여 기존 치수시설물의 설계능력을 초과하는 홍수사상이 빈발하고 있다. 특히, 도심지내의 하천변 저지대는 대표적인 침수취약지역으로 강우사상이 설계빈도를 상회하는 경우 침수피해를 입을 수 있는 지역이다. 기후변화로 인하여 강우특성이 변화하는 상황에서 기존 빗물펌프장의 치수능력 증대 또는 신규시설의 설치가 필요하지만, 부지확보의 어려움으로 신규사업의 진행이 어려움을 겪고 있는 상황이다. 이와 같은 문제점에 대비하여 기존 빗물펌프장 설계단계에서 고려하지 않고 있는 요소의 추가적인 검토가 필요하다. 빗물펌프장의 유수지 용량 설계단계에서는 유입되는 우수의 수문곡선과 펌프의 최대토출량을 비교하여 잔류하게되는 우량수문곡선을 적분하여 설계용량을 산정한다. 그러나, 빗물펌프장의 실제 운영단계에서는 유수지 내의 수위와 하천의 수위를 고려하여 단계적으로 펌프를 가동하기 때문에 설계단계의 가정과 차이가 발생하게 된다. 또한, 빗물펌프장은 넓은 부지에 유입구와 흡수정을 설치함에 있어서 배치에 따른 유수지내의 흐름특성을 고려하지 않고 있다. 흡수정 설계단계에서는 흡수정으로 유입되는 흐름 특성이 토출성능에도 영향을 미칠 수 있으므로 이에 대한 분석이 필요한 상황이다. 본 연구에서는 빗물펌프장의 유수지 및 흡수정 형상과 펌프운영 기준을 반영하여 2차원 수치해석을 수행하고 유수지내의 흐름특성을 재현하였다. 수치모의결과, 유수지 형상에 따라서 흐름특성이 상이하고 흡수정 인근의 흐름특성이 유수지와 흡수정 배치에 영향을 받음을 확인할 수 있었다.

  • This study presents problems and improvement measures for the supply rate of single-alarm detector and fire extinguisher installed in households. Statistics from the NFDS show that 18 percent of all fires and 45 percent of deaths occurred in residential buildings over the past eight years. It was less than 60% that households be equipped rate of basic fire-fighting systems by 2019. In this study, I analyzed the law and statistics of fire to devise a method for fire safety. I proposed that the basic fire-fighting systems is be equipped in households. Like this : First, a free distribution policy for the over 60 years of age and Areas where is fire engine difficult to enter. Second, the policy of adopting safety pay in disaster. Third, the policy of expanding supply through the revision of the Licensed Real Estate Agents Act. Fourth, the policy of self-regulating installation by safety education and set up a data base system. Fifth make a law of household's National Fire Safety Standards.

Preliminary Estimation of Earthquake Losses Based on HAZUS in a Coastal Facility Area with Blocks Applying Site Classification (블록별 부지분류 적용 해안시설 영역에서의 HAZUS 기반 지진피해 추정)

  • HAZUS-MH is a GIS-based computer program that estimates potential losses from multi-hazard phenomena: earthquakes, floods and hurricanes. With respect to seismic disaster, characteristics of a hypothetical or actual earthquake are entered into HAZUS. Then HAZUS estimates the intensity of ground shaking and calculates the correspondent losses. In this study, HAZUS was used as a part of the preparations of the future seismic events at a coastal plant facility area. To reliably characterize the target facility area, many geotechnical characteristics data were synthesized from the existing site investigation reports. And the buildings and facilities were sorted by analyzing their material and structural characteristics. In particular, the study area was divided into 17 blocks taking into account the situation of both land development and facility distribution. The ground conditions of blocks were categorized according to the site classification scheme for earthquake-resistant design. Moreover, seismic fragility curves of a main facilities were derived based on the numerical modeling and were incorporated into the database in HAZUS. The results estimated in the study area using HAZUS showed various seismic damage and loss potentials depending on site conditions and structural categories. This case study verified the usefulness of the HAZUS for estimating earthquake losses in coastal facility areas.

Evaluation of Disaster Resilience Scorecard for the UN International Safety City Certification of Incheon Metropolitan City (인천시 UN 국제안전도시 인증을 위한 재난 복원력 스코어카드 평가)

  • This study is a case study that applied 'UNDRR's Urban Disaster Resilience Scorecard', an evaluation tool necessary for Incheon Metropolitan City to be certified as an international safe city. I would like to present an example that the results derived from this scorecard contributed to the Incheon Metropolitan City Disaster Reduction Plan. Of course, the Disaster Resilience Scorecard can't provide a way to improve the resilience of every disaster facing the city. However, it is to find the weakness of the resilience that the city faces, and to propose a solution to reduce the city's disaster risk. This is to help practitioners to recognize the disaster risks that Incheon Metropolitan City faces. In addition, the solution recommended by UNDRR was suggested to provide resilience in areas vulnerable to disasters. It was confirmed that this process can contribute to improving the disaster resilience of Incheon Metropolitan City. UNDRR has been spreading 'Climate Change, Disaster-resistant City Creation Campaign', aka MCR (Making Cities Resilient) Campaign, to cities all over the world since 2010 to reduce global cities' disasters. By applying the disaster relief guidelines adopted by UNDRR, governments, local governments, and neighboring cities are encouraged to collaborate. As a result of this study, Incheon Metropolitan city's UN Urban Resilience Scorecard was evaluated as a strong resilience field by obtaining scores of 4 or more (4.3~5.0) in 5 of 10 essentials; 1. Prepare organization for disaster resilience and prepare for implementation, 4. Strong resilience Urban development and design pursuit, 5. Preservation of natural cushions to enhance the protection provided by natural ecosystems, 9. Ensure effective disaster preparedness and response, 10. Rapid restoration and better reconstruction. On the other hand, in the other five fields, scores of less than 4 (3.20~3.85) were obtained and evaluated as weak resilience field; 2. Analyze, understand and utilize current and future risk scenarios, 3. Strengthen financial capacity for resilience, 6. Strengthen institutional capacity for resilience, 7. Understanding and strengthening social competence for resilience, 8. Strengthen resilience of infrastructure. In addition, through this study, the risk factors faced by Incheon Metropolitan City could be identified by priority, resilience improvement measures to minimize disaster risks, urban safety-based urban development plans, available disaster reduction resources, and integrated disasters. Measures were prepared.

Study on Recognition Attitudes of Residents on Safety Management against Disasters of Local Governments: Focused on Chungcheongbuk-do (지방자치단체의 재난안전 관리에 대한 주민 인식태도 연구 - 충청북도 지역을 중심으로 -)

  • This study analyzed safety management system against disasters perceived by local residents of Chungcheongbuk-do and then examined the policy directions to be considered in order for local governments to improve the safety level of residents and build an effective safety management system against disasters. The findings were as follows. First, in their recognition of risks of safety against disasters, recognition on the possibility of the occurrence of natural disasters was higher than that of social disasters or safety accidents. Secondly, also in the aspect of the importance of category of safety management against disasters, they recognized that of natural disasters far higher than others. Third, they showed satisfaction higher than average with basic job performance of local governments related with safety management, whereas they showed relatively less satisfaction with the aspects of check and publicity of risk factors, and short-term restoration system out of phased job performance. Fourth, in the aspect of capability of local governments for safety management against disasters, they rated positively capability of the responsible departments and the professionality, whereas they relatively underestimated the scale or budget of safety-related organizations. Fifth, the policy directions to be taken for safety against disasters by local governments included strengthening of regular education like experience-based training, expansion of education among local residents, more support for relevant facilities and resources, activation of residents-participating campaigns, improvement of apparatus and personnel treatment related with firefighting and security, frequent patrol and oversight, more exercises against disasters. So, to strengthen safety management system against disasters in local governments and build a effective responding system may need to extend programs assisting vulnerable class to safety against disasters, build a community-friendly safety management system, extend the cooperation system by participation of residents, enhance collaboration and support system with safety-related bodies like police, firefighters.
