Design and Implementation of an IP-based Fixed VoIP Emergency System (IP-기반 고정형 VoIP 긴급통화 시스템 설계 및 구현)

  • An emergency service over Voice over IP (VoIP) network is an essential condition, like the existing telecommunication services. To support for the emergency services, standardization works have been performed. The National Emergency Number Association (NENA) has been developing the framework and procedures for an emergency service for Non-IP based network, rather than protocols. In contrast, the Internet Engineering Task Force (IETF) has been only focused on end-to-end IP-based emergency calls. The NENA architecture is incompatible with the IETF protocols. To solve the problem, we design and implement a SIP-based VoIP emergency system by adopting the NENA architecture and by applying IETF protocols, for both IP-based Pubic Safety Answering Point (PSAP) and PSTN-based PSAP. It is implemented and tested under UNIX environment.

Study of a Improvement Plans about Efficient Operation of Korean Volunteer Fire Departments (우리나라 의용소방대의 효율적인 운영에 관한 개선방안 연구)

  • This study sought for an improvement plan of overall fire-fighting activities and all kinds of support activities of service for public welfare of Korean Volunteer Fire Departments by utilizing the internal fire administration data and statistical yearbooks of the (Old)Ministry of Public Safety and Security (MPSS), the statistics of the (Old) National Emergency Management(NEMA), and the data of the National Statistical Office (NSO) of 5 years from 2012 to 2016 and drawing the practical problems through the statistical analysis. The results of the study are as follows: First, the quota management system of Volunteer Fire Departments that considers the characteristics of rural areas should be supplemented. Second, the culture and training system to solve internal conflict factors of Volunteer Fire Departments should be strengthened. Third, management members readership competency of operating organizations including volunteer fire marshals should be strengthened. Fourth, the education and training system of Volunteer Fire Departments to satisfy regional conditions should be established. Fifth, the reward system for Volunteer Fire Departments' activities of large disaster sites should be improved. The result of the study will be expected to be utilized as the basic data to develop Korean Volunteer Fire Departments in the future.

  • 자갈하천 만곡부에서 하상의 세굴심을 파악하는 것은 하천의 수공구조물 안전설계를 위해 고려할 중요한 요소이다. 모래하천에서 만곡부의 국부세굴에 대한 연구는 활발하게 이루어지고 있으나 자갈하천 만곡부의 세굴심에 대한 연구는 부족한 실정이다. 만곡부 세굴심은 하천경사, 하상재료, 유로형태 등에 따라서 다르다. 따라서 하천 만곡부의 세굴심을 산정하기 위한 공식들은 지배적인 독립변수로 사용되고 있는 유량, 유속 또는 Froude수, 수심, 하상재료의 직경 등에 따라 분류할 수 있다. 세굴심과 단위폭당 유량의 관계는 Lacey (1930), Abbott (1963), Blench (1969), Neill (1973)의 공식이 있다. 만곡부에 접근하는 상류부에서 Froude 수와 만곡부의 세굴심의 관계는 Liu et. al (1961), Zeller (1981), Mussetter (1994)의 공식이 있다. 또한 만곡부의 수심-세굴심 또는 하상재료의 직경과 세굴심의 관계를 나타내는 공식이 USBR, USACE, FHA 등에서 사용되고 있다. 하상재료와 세굴의 관계공식은 하천 만곡부에서 세굴심은 하상재료에 따라 발생될 수 있는 최대 크기가 정해져 있다고 본 것이다. 하상재료는 하천의 유사이송능력과 유역의 유사공급능력을 반영하기 때문에 하천의 수리특성을 나타낼 수 있는 변수이나 하상재료의 평균입경 특성에 영향을 미치는 수리학적인 요인들이 너무 많고 간접적이라는 한계가 있다. 자갈하상 하천에서 Mussetter, Liu, Abbott 공식은 세굴발생에 대한 한계조건을 반영하지 못하고 대부분 세굴심을 과대 추정한다. 자갈하천에서 Zeller 및 Lacey 공식과 USACE 방법에 의한 세굴심은 적용성이 있다고 볼 수 있는 유량조건이 있다. 이같이 대부분 세굴심 공식이 모래하천에서 개발되었기 때문에 자갈하천의 만곡부 세굴심을 산정하기 위해서는 하상재료의 특성이 반영되어야 한다.

Implementation of Community-based Hazard Mapping Support System for Traditional Towns with Local Heritage (지역 유산을 가진 전통 마을을 위한 지역 사회 기반 위험지도 작성 지원 시스템의 구현)

  • This paper describes the design and trial development of a system that supports continuous hazard mapping by local residents in their daily life. We performed an interview survey to design our system in a model traditional town in Saga Prefecture, Japan. The results show that despite continued efforts, many practical problems remain and residents feel unsafe. Considering these results, we designed and developed a unique information and communication technology-based support system that contributes to community-based disaster prevention and reduction. The continuous resident participation and posting design are the core concept for our community-based approach. Our system continues to support making a hazard map by integrating the community-based hazard information. Local residents register information (disaster types, risk level, photographs, comments, positional information) about locations that could be dangerous in a disaster. In addition, our system enables information sharing through a Web server. We expect that this information sharing will allow local hazard information for each district to be used.

  • Today, many smart sensor's measurement instruments are used to check the safety situation of various medium and large bridge structures that should be maintained in the construction facilities, but most of them use the method of measuring and confirming the displacement behavior of the bridge at regular intervals. In order to continuously check the safety situation, various measuring instruments are used, but most of them are not able to measure and measure the displacement and behavior of main construction structures at regular intervals. In this study, GNSS and environment smart sensors and drone's image data are transmitted to wireless network so that risk of many bridge's structures can be detected beforehand. As a result, by diagnosing the fine displacement of the bridge in real time and its condition, reinforcement, repair and disaster prevention measures for the structural parts of the bridges, which are expected to be dangerous, and various disasters and accidents can be prevented, and disaster can be prevented could suggest a new alternative.

Experimental Studies on the Aging Characteristics by Service Periods of Regulator Diaphragms at Governor Room of City Gas (도시가스 정압기용 압력조정기 다이어프램의 사용기간에 따른 경년특성에 관한 실험적 연구)

  • Experimental studies have been done to examine the aging characteristics by regulator diaphragms of gas pressure, governor room of city gas. Various testing samples with different service periods were manufactured. The results of SEM observation indicated that the surface and thickness of the samples tested were slightly sensitive to the service periods. It was found that as the service periods increased, the tensile strength of diaphragm samples decreased. For samples over 25 years of service, the strength decreased to approximately 60 % of that of new diaphragms. It was also found that as the service periods increased, the elongation increased.

  • Since 1910s, the drones were mainly used for military purposes for reconnaissance and attack targets, but they are now being used in various fields such as disaster prevention, exploration, broadcasting, and surveillance of risk areas. As drones are widely used from military to civilian field, hacking into the drones such as radio disturbance, GPS spoofing, hijacking, etc. targeting drones has begun to occur. Recently, the use of drones in hacking into wireless network has been reported. If the artificial intelligence technology is applied to the drones in the military, hacking into unmanned combat system using drones will occur. In addition, a drone with a hacking program may be able to relay a hacking program to the hacking drone located far away, just as a drone serves as a wireless communication station. And the drones will be equipped with a portable GPS jamming device, which will enable signal disturbance to unmanned combat systems. In this paper, we propose security threats and the anticipated hacking scenarios using the drones on the battlespace to know the seriousness of the security threats by hacking drones and prepare for future cyberspace.

  • Recently, rural housing in urban areas has been increasing due to the improvement of income level. With the increase of the construction of the power house, the installation of the heating system using the harmonious fuel for the purpose of heating and the beauty of the room is increasing rapidly. In addition to the increasing use of firewood heating equipment, the incidence of fire is also increasing. Analysis of the National Fire Data System of the Fire Department The result of the analysis of the National Fire Data System Many parts of the fire are incinerated by the accumulation of tar due to the incompleteness of periodic cleaning inside the cylinder. The distance between the fire extinguisher and the combustible materials such as ceiling, Resulting in fire. In addition, it was found that much of the fire of the firewood heating system in the time zone occurs during the sleeping and resting time and there is not enough time for the residents to cope. This, in turn, causes serious harm to the lives and property of the users of the pyrotechnic heating system. Therefore, in this study, domestic and foreign standards and laws related to fuel oil heating facilities were analyzed and 12 cases of fire accidents were analyzed. Through the revision of the fire prevention and firefighting facilities installation and maintenance law, the installation standards of the alarm and fire extinguishing facilities were presented.

Prediction of damages induced by Snow using Multiple-linear regression and Artificial Neural Network model (다중선형회귀 및 인공신경망 모형을 이용한 대설피해에 따른 피해액 예측에 관한 연구)

  • 최근 기후변화 영향에 따라 전 세계적으로 인명피해 및 재산피해를 유발하는 자연재난이 지속적으로 증가하고 있으며, 그로 인한 자연재해의 규모가 점점 더 커지고 있다. 실제로 우리나라에서도 지난 1994 년에서 2013 년까지 지난 20 년간 자연재해에 의한 피해액은 12조 3천억 원으로 집계되었으며, 이 중 강우와 태풍에 의한 피해가 85 % 이고, 대설에 의한 피해는 약 13 % 로 자연재해 중 대부분의 피해는 강우 및 태풍에서 발생하지만, 폭설에 의한 피해도 적지 않은 것으로 나타났다. 이에 따라, 정확한 예측을 위해 신뢰도 높은 자료 구축을 통한 대설피해 예측에 관한 연구가 필요한 시점이다. 본 연구에서는 대설피해액 예측을 위해 우리나라의 63개 기상 관측소에서 관측한 적설심 자료 및 기상관측 자료와 사회 경제 자료 총 11개를 대설피해 예측을 위한 입력변수로 선정하고, 이를 기상관측소가 속한 도시의 면적에 따라 3개의 지역으로 구분하였다. 주성분분석을 활용하여 선정된 입력변수들을 4개의 주성분으로 구분하고, 인공신경망 및 다중선형 회귀 모형을 구성하여 각 지역별 대설피해 예측의 오차를 분석하였다. 적용결과, 인공신경망 모형을 이용한 대설피해 예측의 수정결정계수는 22.8 %~48.2 %를 나타냈고, 다중선형회귀 모형의 수정결정 계수는 9.2 %~39.7% 로 나타났다. 그러므로 인공신경망 모형이 다중회귀 모형보다 선택된 입력자료를 활용하여 대설피해를 예측하는 목적으로 조금 더 우수한 결과를 나타내었다. 향후 자료를 보완 및 모형의 고도화를 통해 보다 정확한 대설피해 예측 함수 개발이 가능할 것으로 기대된다.

Risk Assessment Based on Highway Hydrogen Chloride Gas Leakage Scenario Using GIS (GIS를 활용한 고속도로 염화수소 가스 누출 시나리오 기반 리스크 평가)

  • As the domestic chemical industry continues to develop, handling and transportation of chemicals increases every year. Road freight in Korea accounts for more than 90%, and most of the chemical transportation is done through roads. These chemical vehicles can lead to major accidents if accidents occur. Transportation vehicles are likely to cause water pollution and soil pollution, which are factors of environmental damage, as well as traffic accidents that are the primary damage. In this work, we write a scenario for hydrogen chloride gas leakage by setting Banpo IC and Seocho IC sections as research areas, and use the ALOHA program to measure the predicted distance and analyze the time when hydrogen chloride gas reached according to the distance. In addition, risk assessment using population density was carried out for areas of damage caused by time using GIS. This suggests the need for prevention and countermeasures in areas of damage.
