Improving Information Service for the Visually Handicapped through IT (시각장애인 정보서비스의 현황과 개선방안)

  • Library service should be available and accessible to every one. But people with disabilities were much excluded from library and information service in Korea. The information and communications revolution ought to be a passport to inclusiveness the disabled in library and information service. This study describes current library services for the visually handicapped and reviews related critical issues in Korea and the state of the art in adaptive technology for low vision and blindness. And proposes necessary methods to improve library and information services for the visually handicapped in Korea.

  • There has been significant movements in the provision of equal access to library and information services for persons with disability. This study aimed to analyze the use and needs of library services of disabled people with a survey. The survey data revealed that the majority of disabled persons did not visit library and not experience library sol-vices. The main reason was reported that they had poor information about the library services. Also, they did not satisfy the variety, sufficiency, accessibility, up-to-dateness of the materials in general. And there were difference of favorite programs and needs among different kinds of the disabled. Therefore, active guidance and public relations about library services. improvement of accessibility for the disabled by building digital collection, resource sharing and extension of services by building library cooperation network, and the arrangement of librarians for the disabled and education for them should be back up for improving library services for the disabled.

  • 본 연구의 목적은 장애인활동지원제도의 현황 및 문제점을 살펴보고 정책적 개선 방안을 제안하는데 목적을 두고자 하였다. 이를 위해 보건복지부 통계자료를 활용하여 전국의 장애인활동지원 서비스기관들의 현황과 서비스에서 나타나는 문제점들에 대해 파악하였다. 정책적 개선방안으로 장애인활동지원 기관정보 조회서비스의 표준화된 제공, 장애인 본인에게 적합한 지원 기관이 선정 될 수 있도록 정보 제공, 서비스 만족 향상에 이용자의 특성과 욕구를 신속하게 파악, 개별 서비스의 특성상 활동 과정에서 발생할 수 있는 갈등관리 대응, 개선이 필요기관 전문가의 지도 및 컨설팅 제공, 우수기관 사례관리를 통해서 노하우 공유, 회계프로그램을 효율적으로 수행을 위한 전문가 파견 및 지원을 통하여 서비스가 개선 될 수 있도록 정책적 제안을 하고자 한다.

Factors Affecting the Cost of Rehabilitation Services for People with Congenital Disabilities (선천성 장애인의 재활서비스 비용에 영향을 미치는 요인)

  • The purpose of this study is to identify factors that affect the cost of rehabilitation services for people with congenital disabilities. The subjects of this study were 712 persons who had a disability from prenatal life from data of the 2020 National Survey of the Disabled Persons. 19-40 years, middle-class economic status, monthly family income level, use of vouchers, satisfaction with service institutions, autistic disability types significantly contributed to the cost of rehabilitation services. Among them use of vouchers had the greatest influence on the cost of rehabilitation services. Therefore, in order to reduce the cost of rehabilitation services for people with the congenital disabilities, it is suggested to improve the target of the voucher program and to establish a rehabilitation service support system for the entire life span.

  • 방송통신위원회 "장애인방송 편성 및 제공 등 장애인 방송접근권 보장에 관한 고시"[1] 8조3항에서는 장애인방송물을 제작 송신 재송신할 경우에 대하여, 한국정보통신기술협회(이하 "TTA")에서 제정한 시청각장애보조방송서비스 기술표준의 준수를 의무화 하고 있다. 이에 TTA에서는 시청각 장애 보조 방송 서비스 관련 모든 방송매체 공통의 시청각 장애 보조 방송 서비스 표준의 기술을 검증하고 장애인방송 의무 적용에 대한 정부 정책 및 방송사업자 업체 대상 상용화 적용 시험을 지원하고자 장애인방송 수신기 시험환경과 장애인방송을 송신 및 재송신하는 방송매체의 송출스트림의 표준적합성을 검증할 수 있는 시험환경을 개발하였다. 본 논문에서는 "시청각 장애 보조 방송 서비스"[2]표준의 자막방송 및 화면해설방송을 시험하기 위한 시험환경 및 시험도구 개발 내용을 소개한다.

A Study on the Effective Services Model for Disabled Users in University Libraries (대학도서관의 장애인서비스 제공방안에 관한 연구)

  • There has been almost studies focused on public library in the provision of the use and needs of library services for persons with disability. However, the number of disabled students are rising steadily in university library. So university libraries must make reasonable efforts to give disabled people the same access to information, programs and resources enjoyed by those who are not disabled. The study result showed that despite most university library already is recognized the necessity offering service for disabled, however, due to lack of understanding of services for disabled, legal standards rather than to have made only partial support to them. Therefore, librarians for the disabled in every sector(library-related organizations, groups, and association) have to play an important role in policies and financial support them. Also, active guidance and public relations about library services, improvement of accessibility for the disabled by using homepage, and the arrangement of librarians for the disabled and education for them should be supported for improving library services for the disabled student.

Development of Evaluation Indicators for Level of Service on Academic Library Users with Disabilities (대학도서관의 장애인 서비스 수준 측정을 위한 평가지표 개발)

  • The purpose of this study was to identify the service factors of university libraries which aim to improve the educational welfare of the disabled, and to develop an evaluation indicator to evaluate these vital service factors. To proceed with this study, guidelines of public library services for people with disabilities, and previous research and job description of academy library analysed and developed indicators suited for evaluating academic library services for people with disabilities. A pilot survey and main survey about the evaluation factors and indicators conducted with librarians who work for university libraries, and the questions were refined by exploratory factor analysis of the data collected from the survey. As a result, through the process of identifying reliability and validity, it turned out that the evaluation factor and subordinate index of university library services for the disabled consisted of 8 factors and 33 indicators.

  • The purpose of this article is to explore the strength of user's right in service delivery process, and focuses on two areas. First one is to discuss the necessity which the process of service delivery will be changed from supplier-oriented system to user-oriented one, in order to strengthen user's right, especially in terms of choice and control. It can be facilitated by the abolishing of classification of disability. Second one is to introduce direct payments which money is directly given to user, instead of being given to supplier. This article also stresses that there is possibility of setting up direct payments because voucher system, a precursor of direct payments, is widely settled down for social service area in Korea.

A Study on the Information Services for People with Disabilities in the Culture and Art Complex (복합문화예술센터 장애인 정보서비스에 대한 연구)

  • The purpose of this study was to propose information services for people with disabilities in the culture and art complex. As a research method, group interviews were conducted. Data were collected from three different groups of people with physical disabilities, hearing impairments, and visual impairments in order to investigate specific information services for these groups of people. The results of the information services needed were indicated, based on four sections: the center web pages, information desk, orientation area, and information search area. Specifically, the results showed that more active supports would be provided at the information desks for people with hearing impairments and visual impairments as well as facilities for people with physical disabilities. In the orientation area, special equipment would be provided for people with hearing impairments and visual impairments, and exclusive seats for wheelchair users. For further studies, a detailed research about the information behavior for visitors with disabilities in the culture and art complex would be needed.

Case Studies and Interviews to Review Public Library Services for People with Intellectual Disability (사례와 면접을 통해 본 국내 공공도서관의 지적장애인서비스)

  • This study focused on current status of Korean public library services for people with intellectual disabilities, as well as problems associated with managing the services, in order to suggest future directions for implementation. To analyze the current status, the researcher conducted a case study of current Korean public library services for people with intellectual disabilities. This research also conducted a focus group interview with librarians experienced in providing such services. The results show that the services are provided with the support of a community welfare center, in the form of a program over short periods of time. The librarians agreed on the appropriateness of the services but emphasized various difficulties associated with service management. Based on the results, we suggest possible points of consideration, including support for increased funding, more qualified personnel, adequate policies, and development of a model service for people with intellectual disabilities.
