인터넷의 자원에 접근하기 위해서는 그 정보를 조직화할 필요성이 있으며, 조직화된 자료들은 디지털화되어 서비스될 수 있도록 기술이 발전하고 있다. 따라서, 현존하는 도서관의 편목 기술과 절차를 응용하여 인터넷 자원에 적용한 OCLC 매뉴얼과 네트워크상의 자원에 대한 목록을 메타데이타로 기술한 DUBLIN core 기술법을 비교분석하여, MARC 포맷으로의 변환을 살펴 본 바, 더블린 코아 형태로 제공되는 메타데이타 요소는 MARC포맷의 각 필드로 변환 할 수 있어야 하며, 더블린 코아와 같은 간략형 서지레코드의 요소를 더욱 개발해야 한다. 또한, 여러 유형의 메타데이타 통합에 대한 방법으로 MARC에 대한 수정 및 새로운 필드의 마련이 필요하며, 표준기술규칙의 마련으로 정확하고 대량의 데이터를 구축하며, 특히 이러한 기술법을 익힌 전문가들의 등장이 필요할 것이다.

The labor contract Law has been prepared as an important solution for social stability. After long disputes around the orientations of the law, On June 29, 2007, the new Chinese labor contract law is passed. This law reflects the changing labor relations because of economic reforms like restructuring of the state-owned enterprises and so on. This law contains more market-oriented clauses that are supplemented by corporatist scheme supported by trade unions than the first draft. This law emphasize labor's rights and interests to remove prior labor contract problem. So Chines government see this law as standard law to restructure social relationship and also require firms to corporate social responsibility. Therefore, implementation of the new Chinese labor contract law bring about increasing labor cost, infringement of autonomy for human resource management, rigidity of industrial relations. Under these situation, Korean shipping and port logistics companies need to introduce management system of minimized employment, prepare human resource management in response to long-term employment, maintain favor relationship with trade union, and set up counteiplan about risk of a labor dispute.

The study is to propose the reference model of Korean record management for integrated information resources management, based on the Korean regulative and administrative environments. Therefore, the study suggests the reasons why the electronic records must be come to the one of the national knowledge and information resources and reviews several integrated information management systems such as GKMS, KADO, ERA, EUN, and COVAX. Next, the study proposes the integrated records management system architecture, integrated national knowledge and information management environment architecture, and information technology architecture for Integrating resource management environment.

The purpose of this study is to find out the relationship between high involvement Human Resource Management and organizational effectiveness in small company. High involvement Human Resource Management practices include training, incentive, performance appraisal, participation, proposal, communication, job description. This research approached organizational effectiveness using internal process and goal. Internal process approach measured internal organizational health using aggregate organizational commitment, turnover intention, job search. Goal approach measured organizational growth using sales growth rate per employee and net income growth rate per employee. Using the collected data from 267 employees at 27 small-sized firms located in South region in Korea, this research tested and confirmed the construct validity regression analysis at the organizational level. This research came to the conclusions to as follows: First, high-involvement HRM had the positive effect on the organizational commitment. Second, high-involvement HRM had the negative effect on the turnover intention. The findings suggest that high-involvement HRM is a valuable construct to understand internal process approach of organizational effectiveness in small firms.

The Radio Law was revised twelve times since the full revision in 2000, and now it is equipped with the current status of securing radio resources, distribution and allocation of radio resources, utilization of radio resources, protection of radio resources and promotion of radio waves, which can be evaluated to include the legal nature of securing radio resources and propagation beyond the simple administrative legal nature of radio resources. The legal system in the telecommunication sector is also being improved, and the Radio Law is also supplementing the weak points through two revisions. The domestic radio law, and it is considered to form a legal system for promoting the effective allocation and utilization of resources in accordance with the changes in radio wave usage environment. It can be evaluated that it has become a law related to radio promotion and competition in the existing simple administrative law. It is considered necessary to adjust the detailed regulations for each type of use.

This research was conducted to evaluate whether knowledge and information resources produced in four educational institutions function as a knowledge management system in the institutions, and to suggest a proposed plan for the foundation of the national knowledge management system. Knowledge and information resources available on the institutes' websites were classified as 'knowledge and information resources of result', 'knowledge and information resources of process', and 'knowledge and information resources of communication'. The application of metadata and the configuration of the search system were examined by content analysis method. From the result, 8 ways to improve the management of knowledge and information resources have been found; the development of standardized metadata and classification scheme, high recognition that the website is a counter for external distribution of knowledge and information resources, various searching skills and the provision of knowledge maps available, provision of linked information for original information acquisition, awareness of the agency managers and homepage managers to the homepages as knowledge management systems, segmentation of appropriate data size unit in a mobile environment work, an organic linkage function of the internal electronic approval system and the homepage have been proposed.

이동통신서비스의 증가와 관련 산업의 비약적인 발달은 필연적으로 그 매개체인 이동통신사업용주파수 수요의 폭발적인 증가를 가져왔는데 현재의 주파수배분표는 그 공급이 매우 제한적임을 보여주고 있다. 이러한 변화에 발맞추어 전파관리의 패러다임도 바뀔 수밖에 없는데 기존의 국가관리체제에는 변함이 없을 것이나 이미 할당받은 주파수이 이용을 활성화하기 위하여는 시장 기반의 거래로 그 관리철학이 바뀌어야 한다. 그 제도적 뒷받침을 위하여는 우선 주파수할당시의 용도와 기술기준을 주무부처가 일일이 지정해야 하는가에 대한 근본적인 검토가 필요하고 주파수 양도 임대시 정보통신부장관의 승인제도는 그 법문에 맞게 최소한의 것에 행사되어야 한다. 이는 배분된 주파수대역에서의 주파수이용기술의 발전을 민간레벨에서 촉진시킨다는 의미에서도 매우 중요한 것이다. 더불어 주파수 할당을 비롯하여 전파자원의 분배는 행정절차법이 정한 그 것에 따라야 하며, 나아가 일정한 전파자원의 분배는 관리주체인 정보통신부가 아닌 제3의 독립기관이나 국회의 소관사항으로 하는 것이 바람직하다.

환경부는 폐기물관리정책의 방향을 종전의 안전처리 및 단순 재활용에서 발생억제와 자원화 확대로 전환하고자 제명을「자원순환사회형성과 재활용촉진에 관한 법률」로 변경했다.법 전반에 걸쳐 자원순환의 개념과 원칙의 반영을 강화하고, 제품 및 개발사업의 자원 순환성 평가∙사업장 폐기물의 감량화∙부품 등의 재사용 촉진∙순환자원을 이용한 에너지회수시설의 설치 및 운영∙폐기물 전처리시설의 설치 및 운영 등을 새로 규정하거나 강화하여 자원순환사회를 조기에 정착하고, 현행제도의 운영과정에서 나타난 일부 미비점을 개선∙보완하기 위해 다음과 같이 법률을 개정했다.본 고에서는 주요 내용을 살펴본다.

This research was examined to evaluate whether the websites of 6 policy research institutes provide web resources which were collected and provided as information resources, and that they were sure that the web resources had value as policy information by content analysis method. Web resources provided as policy information in policy research institutes were classified into and evaluated by 4 categories. Evaluation had been conducted on 10 items in the 4 categories of content, design, accessibility and meta data. From the result, the information content have been found to be reliable and up-to-date although more thorough description is required. Navigation and the search function in the design category were found to be excellent, but dead links were present in all of the institutions. The accessibility was proven to be great as it was able to access information with only three clicks. However, it has been found that a comprehensive review of the meta data is required in order to improve the accuracy of search functions. In conclusion, improvements to the dead link problems, quality control of the meta data, systematic and professional management plan of policy research information, and the establishment of a comprehensive policy research information portal system have been proposed.

To investigate the current status of aggregate industry in Korea, the law of aggregate gathering, the law of forest management, the aggregate statistics of demand and supply in recent years, and market price of aggregate were reviewed. It is conformed that the forest aggregate industry is developing year by year and leading the industry. In addition, in order to well understanding about aggregate industry, the production system and process of the Whaseong forest aggregate quarry were introduced.
