A Survey on the Disposition of Ecotourism (생태관광성향에 관한 조사연구)

  • The disposition of ecotourism was surveyed form October 5 to 22 in 1996. 600 persons were participated from 5 big cities including Seoul in Korea. Of those individuals, 48% were males, 52% were females, 50% of respondents reported that they had gone as far as college, and 38% were 20 years of age. Most percentage of respondents (72%) were not satisfied from their leisure behavior in their daily life, 60% of respondents had a chance to visit outdoor recreation areas per month. The most respondents(75%) didn't hear the concept of ecotourism, but they recognized necessity of the ecotourism development. There was a tendency in the sample for high disposition of ecotourism subjects to be more likely to intend to interest in environmental problems, and participate to environment movement. They were very interested in ecotourism. The differences existed in ecotourists' dispositions of ecotourism, according to their scio-economic characteristics. The potentional ecotourists' intentions of visiting eco-park had strong relationships with the disposition of ecotourism.

A Review on the Legal System for Natural Environment Conservation and Protected Areas Status in DPRK (북한의 자연환경 보전 법제 및 보호지역 현황 고찰)

  • The Democratic People's Republic of Korea did not have direct legislation on natural environmental conservation until the early 1970s when the regime was still in the early stage. The Law on Land was enacted in 1977 to provide the legal basis for protecting the natural environment, including land protection, protection zones, and forest formation and protection. The enactment of the Law on Environmental Protection in 1986 made progress on environmental conservation in the DPRK. The constitutional amendment in 1992 stipulated "the preservation and creation of the natural environment as the responsibility of the state." Based on the Framework Law on Environmental Protection, subordinate statutes in various fields were enacted after the1990s. While the committee designated and managed the protected zones in the early days, the Framework Law on Environmental Protection established the ground for the designation of legally protected areas, and the Law on Protection of Scenic Spots and Natural Monuments enacted in 1995, and the Law on Environmental Protection enacted in 2009 provided the details. Furthermore, the types of nature reserves include biosphere reserves, primeval forest reserves, animal reserves, plant reserves, and scenic reserves. The 2nd National Biodiversity Strategy and Action Plan established in 2007 based on the Convention on Biological Diversity(CBD) stated 326 protected zones in the DPRK. However, the 2018 United Nations list of Protected Areas shows only 31 registered zones, indicating the need to establish basic information on protected areas in DPRK. This study can provide basic information for a better understanding of the nature conservation system in the DPRK. Considering that environmental protection activities such as protection of endangered species and recovery of environmental pollution are subject to exceptions under the current sanctions against North Korea (UN Security Council, the United States), it will be possible to contribute to identifying possible inter-Korean cooperation projects in the field of the natural environment.

Study on the Conservation Management System of China's Natural Reserve (중국 자연보호구의 보전관리체계에 관한 연구)

  • This study aims at providing exercisable basic data for the management of protection areas in China by investigating into their legal system such as current laws, regulations, other relevant laws and international treaties and the management system such as history, classification, organization, personnel, funds and main management work.. In People's Republic of China (1954), several laws have been enacted in succession, such as Environment Law (1989), Regulations of Natural Reserves (1994) and Land Management Methods of Natural Reserves (1995). The development process of China's natural reserves is divided into the following five phases. In the initial phase (1956-1965), about 20 natural reserves were established; in the lag phase (1966-1978), a part of the natural reserves was destroyed under the influence of the Great Cultural Revolution; in the development phase (1979-1998), a normative legal system began to appear after the reform and opening up; in the leap phase (1999-2006), the number of natural reserves increased dramatically; in the stable phase ( 2007-present), the protection and restoration of the ecological environment have been implemented, and the supervision and management have been strengthened. China has established natural reserves of national, provincial, municipal and county levels according to the relevant laws. According to the resource categories, natural reserves can be divided into natural ecosystem reserves, wildlife reserves and natural relic reserves. The Ministry of Forestry is in charge of 1,958 natural reserves which account for 74.2 % of the total natural reserves in China. In China, there are 1,384 natural reserves (52.4 %) for which management institutions have been set up. 1,702 natural reserves (64.47 %) are equipped with management staff, showing a higher ratio than the natural reserves which have set up management institutions. China has established natural reserves of national level, provincial level, municipal level and county level according to law. According to the resource categories, natural reserves can be divided into natural ecosystem reserves, wildlife reserves, and natural relic reserves. Habitat Quality Analysis and an Evaluation of Gajisan Provincial Park Ecosystem Service Using InVEST Model (InVEST 모델을 이용한 가지산도립공원의 서식지질 분석과 생태계서비스평가)

  • The Convention on Biodiversity (CBD) recommends that 17% of the land be designated as a protected area to counter global environmental problems. Korea also realized a need to designate protected areas according to the international level and explain the significance of designating protected areas. Accordingly, studies on ecosystem services are required. In Korea, the protected areas are designated as national parks, provincial parks, and county parks by hierarchy under the Natural Parks Act. However, as priority was on political and administrative aspects, research on ecosystem service value evaluation and habitat management were concentrated in national parks, and provincial and county parks were relatively neglected. Therefore, more studies on provincial and county parks are necessary. In this study, habitat quality for Gajisan Provincial Park, where there were few studies on habitat management and ecosystem service valuation, was evaluated using the InVEST Habitat Quality model among the InVEST models. The analysis results were compared with 16 mountainous national parks. The results showed that the habitat quality value of Gajisan Provincial Park was 0.83, higher than that of the surrounding areas. The analysis of habitat quality in three districts showed 0,84 for the Tongdosa and Naewonsa districts and 0.83 for the Seoknamsa district. By use district, the nature conservation district, the natural environment district, the cultural heritage district, and the park village district had the highest habitat quality value in that order. Compared with the existing habitat quality analysis results of national parks, Gajisan Provincial Park showed naturalness at the level of Mudeungsan National Park. These results can be used as objective data for establishing policies and management plans to preserve biodiversity and promote ecosystem services in provincial parks.

Improving the Designation Criteria of Coastal and Marine Protected Areas through the Application of AHP (AHP를 이용한 연안.해양보호구역 지정기준 개선 연구)

  • The Korean government has put mamy efforts into the protection of ecological values of coastal and marine ecosystems since the mid 1990s, recognizing ecological values and economic contributions of coastal and marine ecosystems. Rapid increase of coastal and marine protected areas in terms of number and size implies the innovative change of national policy regarding ecosystem protection. As of the end of 2006, the total number and size of the protected areas account for 425 and $10,666.8km^2$ respectively. Despite of this achievement, the current policy regime on the protected areas has not been quite successful dealing with in managerial issues. The ambiguity and the lacking objectivity of designation criteria have, been causes of pending issues such as conflict outbreaks, 'paper parks', duplicated designation, etc. This paper aims at improving current designation criteria based on AHP(Analytic Hierarchy Process). The suggestion of the study covers both the new designation criteria and the weighing factor on each criterion considering different ecological and socio-economic characteristics of 'wetland protected area' and 'marine protected area'.

  • 최근 들어 치수 기능만을 위한 공학적 효율 위주의 하천관리 정책에서 벗어나 하천의 환경적 기능의 개선을 위한 생태하천으로의 복원사업이 이루어지고 있다. 치수적 안정성 확보를 위해 기 설치된 콘크리트 호안을 철거하는 대신에 복토후 식생매트리스 공법을 통한 자연친화적인 하천공법이 널리 사용되고 있다. 홍수로 부터 제방을 보호하기 위하여 일반적으로 제방 사면에 호안을 설치한다. 설계 홍수량의 규모가 작거나, 상대적으로 규모가 작은 하천에는 호안이 설치되어 있지 않는 경우도 있지만, 국내는 하천계획의 수립시 호안을 설치하는 것이 일반적이다. 그러나 이와 같은 자연친화적인 하천공법의 적절한 수리학적 기준이 제시되지 않아 홍수기 유실로 인한 경제적 손실이 자주 발생하고 있다. 따라서 본 연구에서는 직선수로에 친환경적인 호안을 설치하여 실험을 통하여 하천의 안정성을 살펴보았다.

Method of Developing the Regional Ecological Network for Local Government using the National Ecological Network and the Environmental Conservation Value Assessment Map (광역생태축과 국토환경성평가지도를 활용한 지자체 광역생태네트워크 구축 방안)

  • Large-scale unband development resulted from the rapid economic growth in the Republic of Korea has brought about the habitat destruction for the native animals and plants living in forest and farmland. In order to resolve this problem, it is necessary to consider the natural ecosystem as an organism and to preserve the natural ecosystem by managing ecologically significant habitat consistently. Especially, the local governments should be able to establish regional ecologic networks in consideration of the ecological connectivity and the environmental and ecological excellence, and to reflect them into the local development plans. In regard to this, the methods of the regional ecological network establishment was presented, making use of the results including the national ecological network which assessed the ecological connectivity of the nation and the environmental and ecological assessment results of the Environmental Conservation Value Assessment Map which was designed to analyze and assess the national environmental and ecological values quantitatively. Making use of the case of Gyeongsangnam-do; the results presented that the existing national ecological network in the core region has expanded from $2,986km^2$ to $4,049km^2$ and the existing national ecological network in the buffer region has expanded from $2,940km^2$ to $3,006km^2$. Referring to the regional ecological network in the process of the local development plans could contribute to the increase in biodiversity and the integrated local environmental management including the ecosystem preservation.

Directions for Legislative Improvement for the Creation and Operation of Ecological Parks (생태공원의 조성과 운영 내실화를 위한 법제적 개선 방향)

  • Despite the increasing importance of urban parks' ecological functions in dealing with the climate crisis, ecological parks are not clearly defined in Korea's legal system. Numerous ecological parks created nationwide cannot be systematically designated and managed due to various legal bases and varying management authorities. It is important to clarify the legal status of ecological parks in order to lead the ecological paradigm shift of urban parks and to improve the natural park system for a comprehensive and integrated approach to protect the national ecosystem. To this end, related laws were analyzed to identify problems and to draw directions for legislative improvement. Through the literature review of relevant laws, acts, and ordinances, six major directions for improvement were suggested based on the analysis of problems. First, the legal status of ecological parks in the administrative dichotomy of the current park system is ambiguous, and ecological parks should be clarified through the revision of park-related laws. Second, an ecological park can be defined as a sustainable park created and managed in an ecological manner, promoting the protection and restoration of the ecosystem, conservation, and promotion of biodiversity, and balancing nature observation, ecological learning, and leisure activities. Third, the role of the state and local governments should be systematically revised to lead to a new park planning and management model through new governance. Fourth, since the characteristics of ecological parks are affected by individual laws, the possibility of overlapping ecological parks for other uses should be allowed. Fifth, detailed guidelines and standard ordinances need to be enacted to meet the goals, principles, and facilities of ecological parks. Lastly, along with the revision of the laws, ordinances by local governments also need to be more concrete. This study, which tracks various legal realities related to ecological parks, can contribute to policymaking that can systematize the foundation for the creation of ecological parks to preserve nationwide ecosystems and provide citizens with opportunities to experience and learn about nature.

  • Ecotourism has surged from conflicts between negative impacts of mass tourism and environmental issues. As an alternative tourism, ecotourism compromises extensively environmental, economic, educational, and cultural concerns. Ecotourism can be defined as environment-based tourism that ensures sustainable growth and development through conservation of natural and human environment, promotion of regional economy, and provision of tourism service in natural environment areas. Ecotourism should consider two key challenges; an effective means that may protect local economy through tourist-based income and improvement of residential circumstances, and role as leisure space that can improve tourist's experiences. The purpose of this study was to summarize ecotourism concepts through literature search and develop an ecotourism planning framework for Korean rural communities. In addition, developed planning framework in this study was applied to Jeongdori area, Wandogun, Korea as a case study in order to analyze its feasibility. A trial application in Jeongdori area demonstrated a possibility that ecotourism planning framework can be successfully adopted to a wide range of Korean rural communities. To ensure objectivity of framework, systematic case studies must be done in the future.
