Analysis of the Factors Influencing the Efficiency of Natural Recreation Forest Management (자연휴양림 경영효율성에 대한 영향 요인 분석)

  • Since the onset of the COVID-19 pandemic, there has been a significant shift in the lifestyle patterns of the populace across various domains. Concerns surrounding COVID-19 have emerged as pivotal catalysts of change in recreational habits with people giving a particular preference for environments with low population density and increased openness. This trend has resulted in an uptick in excursions to natural reserves, coastlines, and parks. However, during the peak of infectious outbreaks, widespread adherence to social distancing measures has precipitated a steep decline in tourist footfall across natural recreation forests, exacerbating financial deficits to a considerable extent. Thus, this research sought to compare and analyze the operational efficacy and productivity of national, public, and private natural recreation forests pre- and post-COVID-19 pandemic by utilizing non-parametric methodologies, such as data envelopment analysis and the Malmquist productivity index analysis. The objective was to identify the factors contributing to the decreases in efficiency and productivity and ultimately offer nuanced recommendations tailored to respective administrative bodies. This study's distinctive focus on the analysis of management efficiency and productivity in natural recreation forests nationwide offers significant academic and practical relevance.

  • The construction industry has been recognized as lagging behind other industries in the area of research and development (R&D) due primarily to the lack of R&D funds. To overcome this situation, the Korea Ministry of Construction and Transportation has a plan to expand its investments on the construction R&D up to 1.72 billion US dollars over the next 3 years. Despite this effort, it is still challenging to conduct the quantitative measurement on the efficiency of construction R&D projects, which can be utilized as the objective basis in the reasonable selection of a promising R&D team or in the consequential evaluation of a R&D performance. This study aims to conduct the efficiency analysis on the construction R&D projects to provide the basis for evaluating the performance of research and development. Toward this end, this study performs an efficiency analysis, which reflects all of the input and output data into/from the construction R&D by utilizing the Data Envelopment Analysis (DEA). The proposed methodology can be utilized to make a better decision on the priority of the R&D investments and present a sound basis to suggest the areas to be improved so as to reduce the inefficiency of R&D projects.

Efficiency Analysis of Jeollanam-do Food Exprt Industry using DEA and Tier Models (DEA 모형과 Tier 분석을 이용한 전라남도 식품수출업체의 효율성 분석)

  • This study focuses on a relative efficiency of 109 operating food companies out of 22 regions in Jeollanam-do. The relative efficiency has been analyzed by 5 input factors(capital, number of employees, annual labor costs, raw material purchase, and site area) and 2 output factors(annual exports and annual production of the companies in Jeollanam-do). This study suggests efficient companies which inefficient companies can benchmark to improve their system in short-mid-long term in phases. The main result of empirical analysis are as follows: Firstly, according to the Traditioanl DEA analysis, 7 companies out of 109 DMU indicate the optimal production scale in score 1 of CCR efficiency value, BCC efficiency value, and scale efficiency value. Secondly, a result from the Tier 1 step of inefficient companies by Post-DEA suggests that it would be better to apply each Tier step to the proper stage of the worst 5 inefficient companies such as Tier 3 step(short-term benchmark)Tier 2 step(mid-term benchmark)Tier 1 step(long-term benchmark) in step. This study expects that the result of the study can reduce the trial and error in inefficient part, lead to improvement, and have a big help in food exporting industry in the end.

A Study on Eco-Efficiency in Public Sector Using Decision Tree and DEA Analysis (의사결정나무와 자료포락 분석을 이용한 공공기관 유형별 환경효율성에 대한 연구)

  • This study aims to provide public sectors with eco-efficiency information. To implement the purposes of the study, environmental and economic variables of Eco-Efficiency were identified through decision tree model, then the relative Eco-Efficiencies of 243 public sectors were evaluated through input-oriented DEA (Data Envelopment Analysis) model. Specifically, the amount of public purchasing per a staff and the amount of energy use per a staff were considered as input factors. Sales per a staff was considered as output factor. The result shows that most of the public sectors (94.2%) were evaluated as "inefficient" taking into consideration of average value, 0.501 from market-based public corporations, 0.288 from local public corporations, 0.28 from quasi-market-based public corporations, 0.269 from fund-management-based quasi-governmental institutions, 0.09 from non-classified public institutions, and 0.078 from commissioned-service-based quasi-governmental institutions. Furthermore, it is possible to establish a plan for internal Eco-Efficiency improvement based on information of the reference set. In order to improve the Eco-Efficiency in the public sectors in the long term, environmental impacts of the overall public sectors' operations (e.g., energy saving, water saving, waste reduction, and purchasing of green products) needs to be properly proposed in consideration of BSC (Balanced Scorecard) indicators of public sectors.

A Comparison on Efficiency of Specialized Credit Finance Companies Using a Meta-Frontier (메타프론티어 분석을 이용한 여신전문금융회사의 효율성 비교)

  • The government's implementation of customer-friendly financial policies, such as lowering commission fees for credit card merchants and lowering the maximum interest rate, put the specialized credit finance companies in a crisis of lowering profitability. In this unfavorable situation, the efficiency study of specialized credit finance companies is meaningful. Accordingly, this study measured the efficiency of 34 specialized credit finance companies through Data Envelopment Analysis (DEA) and meta-frontier analysis. For meta-frontier analysis, specialized credit finance companies were divided into two groups (card companies and non-card companies) by industry or three groups (AA0 and above, AA-, and A+ or below) by credit rating. The results of the analysis will provide general insight into the efficiency of specialized credit finance companies. The results of this study are as follows. First, the average meta-efficiency of card companies was analyzed higher than that of non-card companies. Second, 80% of non-card's decision-making units (DMUs) were inefficient by pure technology rather than by scale. Third, decision-making units (DMUs), which account for 62.5% of the credit card company group and 80% of the 'AA-' credit rating group, are in non-economic areas of scale. Fourth, there was no statistically significant difference in meta-efficiency values (TE and PTE) by industry (card companies, non-card companies) and credit rating (AA0 or higher, AA-, A+ or lower). The contribution of this study will provide strategic initiatives for establishing management strategies to improve inefficiency by measuring the efficiency level of companies under an unfriendly business environment for specialized credit finance companies.

An Efficiency Evaluation of Gyeongnam Public Health Center by Data Envelopment Analysis (경남지역 보건소의 효율성 평가)

  • In this research, we analyzed the efficiency of 20 public health centers of Gyeongnam Province during 2007-2009, so weakness of input and output factor were found. We used the CCR, BCC model of Data Envelopment Analysis as a method of evaluation, made a choice human resource as the input variable, made a selection the performance of public health care center, ward as the output variable. The results of this study show that the efficiency of 20 public health centers have got better because Government and Gyeongnam have provided administrative, financial support. It is expected that this research can give good information for effective management of public health centers.

  • To study the business performance, this research reviewed the revenue of 2012 for shipping and logistics companies in Korea, then selected 10 shipping companies and 10 logistics companies according to annual sales amount. These 20 companies are divided into four groups considering their business structure and their financial performance are organized from 2005 to 2012. Then CCR, BCC model has been applied to static efficiency and dynamic changes in productivity for analysis. As an overall result, logistics companies are proven to be better than shipping company in efficiency, change of productivity, growth and profitability. Among the logistics companies, the performance of second party logistics companies are relatively better in those factor above than the third party logistics companies.

The study on the efficiency of local waters in Chungnam (충남 지역 지방상수도 효율성 분석에 대한 연구)

  • The purpose of this study was to examine the efficiency of local waters in Chungnam. The Statistics of Waterworks data released by the Ministry of Environment were analyzed by DEA (Data Envelopment Analysis). DEA is a relatively data oriented approach to evaluate the performance of a set of peer entities called decision making units which convert multiple inputs into multiple outputs. It was possible to obtain significant results on the regional efficiency of local waters in 15 regional, the causes and degree of their inefficiency and what areas one could refer to. It was evaluated that the efficiency of Gun regional was insufficient, and it was found that an improvement policy was needed to improve productivity. This study provided implications for entire local waters operation in Chungnam.

Efficiency evaluation of water leakage management methods in local small and medium cities (지방중소도시의 누수관리방법에 대한 효율성 평가)

  • This study set up the estimates of leakage management efficiency evaluation and leakage management goal that could be used in local water distribution networks efficiency business and modernization business. The data were analyzed using data envelopment analysis and multiple regression analysis. To this end, with leakage management input indices concerning leakage reduction activities (e.g., aged pipe replacement, water meter replacement, leakage restoration, and leakage detection) and leakage management calculation indices (e.g., the increase of revenue water ratio and the reduction of leakage ratio), the data on 22 K-water consignment local water supply systems were analyzed for the years from 2004 through 2018. Using the results of efficiency analysis by data envelopment analysis, the other DMUs (Decision Making Unit) benchmarked the DMU with the highest efficiency to maximize the leakage management efficiency for all DMUs. Through this, leakage management goal estimates were drawn with the input indices of four leakage reduction activities and calculation indices of the increase of revenue water ratio and the reduction of leakage ratio by multiple regression analysis for each group based on the revenue water ratio and leakage ratio. The correlation coefficients of the leakage management goal estimate for the criteria for the revenue water ratio amounted to 0.553 and 0.771. The correlation coefficients of the leakage management goal estimate for the criteria for leakage ratio were 0.397 and 0.865. Accordingly, we estimated the quantity and priority of four leakage reduction activities for the target leakage ratio and revenue water ratio.

A Study on Port Efficiency in the Russian Arctic as a Key Factor for Trade Growth in the Northern Sea Route (북극항로 무역 성장을 위한 러시아 북극의 항만 효율화에 관한 연구)

  • The rapid melting of Arctic sea ice has increased interest in the Northern Sea Route (NSR) as a viable alternative trade route between Europe and Asia. While extensive research has examined its competitiveness in terms of technical feasibility, safety, profitability, and environmental impact, the topic of the NSR ports remains relatively underrepresented in the literature. Hence, this study aims to contribute to the existing research by assessing the efficiency of 17 NSR ports to gain insights into their operations and identify areas for improvement using models of Data Envelopment Analysis(DEA). The obtained results show that efficient ports mainly belong to the western NSR region, with ports like Murmansk and Varandei consistently demonstrating high efficiency and constant returns to scale. Several ports, such as Onega, Arkhangelsk, Naryan-Mar, and Khatanga, showed inefficiencies in the utilization of berths and quay lengths. The findings not only contribute to academic knowledge but also offer practical implications for NSR port authorities, assisting them in making well-informed decisions regarding infrastructure development plans.
