국내 조종사 자격증명(회전익항공기)은 육상 단발/다발, 수상 단발/다발로 등급이 분류되어 있어 육상 다발 자격증명을 이미 취득한 조종사가 육상단발 헬리콥터 비행을 하기 위해서는 육상 단발 자격증명을 추가로 취득해야 하는 것이 국내 자격증명 제도이다. 이에 본 논문에서는 비행기와는 다른 독특한 헬리콥터 비행특성에 대해 살펴보고 헬리콥터 등급분류인 단발/다발 구분의 필요성에 대해 검토하였다. 또한, 세계 및 국내 민수 헬리콥터 산업의 발전방향과 해외 항공선진국 조종사 자격증명 제도를 비교하여 국내에 적합한 회전익항공기 조종사 자격증명 등급분류에 대한 개선방안을 도출하고자 한다.

This study suggests the ways of improving the training and licensing system of unmanned aerial vehicles (UAVs), which are drawing attention as a future growth industry, through interviews with domestic experts and examples from advanced countries. In order to improve the system, it was suggested to establish a clear concept about unmanned aerial vehicle pilot, to implement a system to obtain and maintain the UAV pilot license, to develop and supply standard textbooks for acquiring certification, and to prepare certification standards for flight simulators.

개인의 신원정보 보호에 대한 중요성이 높아지면서 개인이 직접 자신의 신원정보를 관리하고 데이터의 주권을 신원정보 소유자에게 부여하는 자기주권 신원 시스템에 대한 관심이 높아지고 있다. 자기주권 신원 시스템 내에서 개인은 스스로 자신을 식별할 수 있는 분산 식별자(DID: decentralized identifier)를 생성하고 분산 식별자 별 개인의 자격을 증명해주는 자격증명(VC: verifiable credentials) 정보를 발급받아 개인이 보유하며 자격증명의 검증을 요구하는 검증자에게 선택적으로 자격증명 정보를 제시한다. 개인의 프라이버시를 보호하기 위해 개인의 자격증명을 제시할 때 신원정보의 실제 데이터는 감추고 자격증명의 유효성은 입증시키는 영지식 증명의 개념을 적용하고 있다. 본 논문에서는 영지식 증명 기술을 살펴보고 하이퍼레저 인디(Hyperledger Indy) 기반 자기주권 신원 시스템에서 영지식 증명 기술 도입 예를 보인다.

STCW-F협약은 어선에서 인적요소에 의한 해양사고예방을 위하여 IMO가 1995년에 채택한 협약으로 발효 요건은 15개국만 비준하면 발효되도록 한 협약이나 아직 발효되고 있지 않으나 최근에 비준국가의 급격한 증가로 발효가 임박하였다. 협약은 그 명칭에서 보는 바와 같이 어선 해기사의 자격증명과 훈련 및 당직근무의 기준에 관한 것이다. 자격증명은 무제한 수역에서 조업하는 길이 24미터 이상 항해어선의 당직항해사와 선장, 길이 45미터 이상 제한수역에서 조업하는 당직항해사 및 선장에 대한 자격증과 주기관 추진력 750킬로와트 이상 어선에 승무하는 일등기관사 및 기관장에 대한 자격증명 및 무선통신사의 자격증명이 있다. 훈련은 모든 어선원을 위한 기초안전훈련이 있으며 당직근무기준은 어선에서 항해당직을 유지하기 위하여 준수해야할 원칙이 있다. 또한 회의에서 채택한 결의서가 9개 있다. 특히 동 협약이 발효되면 비차별 조항에 따라 당사국은 항만국 통제를 시행할 수 있으므로 주요 연안국에서 입어 협상 등에서 자기 나라의 입지를 강화하기 위한 수단으로 사용될 소지도 있어 이에 대한 연구가 필요하다.

In a Linux system, a user with malicious intent can acquire administrator privileges through attack types that execute shells, and can leak important user information and install backdoor program. In order to solve this problem, the existing method is to analyze the causes of the elevation of privilege, fix the problems, and then patch the system. Recently, a method of detecting an illegal elevated tasks in which information inconsistency occurs through user credentials in real time has been studied. However, since this credential method uses uid and gid, illegal elevated tasks having the root credentials may not be detected. In this paper, we propose a security module that stores shell commands and paths executed with regular privileges in a table and compares them with every file accesses (open, close, read, write) that are executed to solve the case which cannot detect illegal elevated tasks have same credential.

Grid web applications by standard Web technology are increasingly used to provide grid service to users as normal Web user interface and service. It is however difficult to integrate a grid security system such as Grid Security Infrastructure (GSI) into Web applications because the delegation way of standard Web security is not the same as the one of Grid security. This can be solved by allowing Web applications to get a Grid credential by using an online credential repository system such as MyProxy. In this paper, we investigate the problem that occurs when MyProxy, which assumes mutual trust between a user and Grid web application, is adapted for achieving security integration between Web and Grid, and we propose a new Grid proxy delegation service to delegate a Grid credential to the Web without assuming mutual trust. In the service, the X.509 proxy delegation process is added to OAuth protocol for credential exchange, and authentication can be done by an external service such as OpenID. So, users can login onto the Grid web application in a single sign-on manner, and are allowed to securely delegate and retrieve multiple credentials for one or more Virtual Organizations.

The Purpose of local system attacks is to acquire administrator's(root) privilege shell through the execution of the malicious program or change the flow of the program. This acquiring shell through attack is still valid approach method and it is difficult to cope with improving each of vulnerability because the attacker can select various forms of attack. Linux allocate a set of credentials when login, in order to manage user permissions. Credentials were issued and managed by the kernel directly, and also the kernel ensures that any change cannot be occurred outside of kernel. But, user's credentials that acquired root privilege through system attacks occurs a phenomenon that does not remain consistent. In this paper we propose a security module to detect a security threats that may cause to users and tasks by analysis user task execution and inconsistency credentials.

This paper has examined the current status of Korea's welfare policy and asserts the necessity of artist classification by types of employment, dividing them into those who have irregular jobs and those who are in permanent positions, focusing on filmmakers. Furthermore, it has looked into the certification policy for artist welfare support that is currently in action. In conclusion, this paper discusses the certification and suggests implementation methods for "Artist Welfare Card" in expectation of future activation of Artist Welfare Support Project.

A survey was conducted on the awareness and demand for the Multi-crew Pilot License (MPL) to prepare the legal institutional basis for the MPL certification system. A total of 288 airmen were asked questions about the awareness and demand of the MPL certification system, and factors affecting the establishment and participation of MPL training programs. The survey results show the understanding of the MPL certification system is significantly lower than that of the current pilot certification system. The demand for the MPL training program was found to be significant, trainees and low-skilled airmen was greater demand. The factor that has the greatest influence on the establishment and participation of the MPL training program was identified as employment connection (airline recruiting). It is expected that the result of this study will be used as basic data necessary for establishing MPL certification system policy.

In the purpose of suggesting the necessity and proper method of providing the standard reference material for acquiring the aircraft pilot license, this study provides the FAA and ROKAF case study, and positively analyzes the materials of 178 pilots and student pilots who acquired the aircraft pilot license. The result of case study shows that compared to the case of Korea which the restriction on the standard reference material providing exists, the FAA(Federal Aviation Administration) and ROKAF are currently providing the standard reference material. Additionally, the result of positive analysis indicates the fact that the necessity of standard reference material providing is well recognized and its importance also found to be remarkably high. These results represent that the standard reference material providing is necessary for training competent aircraft pilots. Also, this will mitigate the current shortage of aircraft pilots due to the rapid growth of air transportation industry, and this will play an important role in preventing diverse aircraft-related accidents.
