Construction accident rates are reflected in the pre-qualification of public construction projects in order to prevent accidents and facilitate the safety management of construction companies. However, the construction industry is still experiencing an increase in accident rates. Hence, there is a need to strengthen existing safety evaluation systems and requirements in public construction tendering. The objective of this study was to acquire and provide basic data for benchmarking to select tenderers in domestic public construction projects. In Singapore and Japan, safety evaluation systems and requirements are applied based on various aspects in order to screen tenderers. These evaluation systems include safety regulations and institutional requirements, as well as safety performance and safety management plans of respective construction projects. This study recommends that korean public construction projects also apply similar safety evaluation systems which include comprehensive safety criteria in order to decrease accident rates in the industry.

1994년도 민영화(民營化) 정책(政策)은 효율성(效率性)과 투명성(透明性)의 두가지 뚜렷한 특징을 가지고 있다. 경영효율성(經營效率性)을 제고(提高)하기 위해서 경영권(經營權)을 실질적으로 민간(民間)에 이양(移讓)하는 방침이 뚜렷이 강조되었고, 공기업(公企業) 인수기업(引受企業) 선정과정(選定過程)에서 정부(政府)의 인의성(忍意性)을 배제(排除)하고 투명성(透明性)을 확보하기 위해서 공개경쟁입찰(公開競爭入札) 방법(方法)이 선호되었다. 그러나 주무부처의 산하 공기업(公企業) 민영화(民營化)에 대한 소극성(消極性)과 경쟁입찰(競爭入札) 과정(過程)에서 부각된 재벌(財閥)의 경제력집중(經濟力集中) 심화(深化) 우려로 인하여 1994년도 민영화추진실적(民營化推進實績)은 부진(不振)하였고 향후 민영화(民營化) 추진전망(推進展望)도 불투명하다. 현행(現行) 주무부처위주(主務部處爲主)의 민영화추진체계(民營化推進體系)에 대한 재검토(再檢討)가 요망된다. 매각가격(賣却價格) 및 매각절차(賣却節次) 등에 관한 결정권(決定權)을 가진 독립된 민영화 추진위원회가 설립(設立) 운영(運營)되어야 부처(部處) 이기주의(利己主義)와 반민영화집단(反民營化集團)의 비판(批判)을 극복할 수 있을 것이다. 정부(政府)가 심사(審査)하여 경영권(經營權) 이양(移讓) 대상(對象) 유자격자(有資格者)를 선정(選定)하는 방법(方法)으로는 추진되기 어려운 현실을 감안, 당초의 계획대로 경쟁입찰방법(鏡爭入札方法)에 의한 민영화(民營化) 추진(推進)이 불가피할 것으로 보인다.

This study was conducted to provide basic data for a transparent and fair bidding system by identifying problems and suggesting improvement measures through an analysis of the bidding status for construction projects and service-related landscaping of multi-family housing. To this end, we used the data from the "Multi-Family Housing Management Information System (K-apt)" that provides the history of apartment maintenance, bidding information, and the electronic bidding system to examine the winning bid status and amount, along with the size and trends of the winning bids by year, and the results of the selection of operators by construction type. As a result, it was found that out of the total number of successful bids (36,831), 4.4% (16,631) were in the landscaping business, and the average winning bid value was found to be about 24 million won. According to the data, 73% of the landscaping cases were valued between 3 million won and 30 million won, and 58.6% of the cases were in the field of "pest prevention and maintenance". 36% of the total number of bids were awarded from February to April, with "general competitive bidding" accounting for 59.8% of the bidding methods. As for the method of selecting the winning bidder, 55% adopted the "lowest bid" and "electronic bidding method," and 45% adopted the "qualification screening system" and "direct bidding method." As an improvement to the problems derived from the bidding status data, the following are recommended: First, the exception clause to the current 'electronic bidding method' application regulations must be minimized to activate the electronic bidding method so that a fair bidding system can be operated. Second, landscaping management standards for green area environmental quality of multi-family housing must be prepared. Third, the provisions for preparing design books, such as detailed statements and drawings before the bidding announcement, and calculating the basic amount shall be prepared so that fair bidding can be made by specifying the details of the project concretely and objectively must be made. Fourth, for various bidding conditions in the 'business operator selection guidelines', detailed guidelines for each condition, not the selection, need to be prepared to maintain fairness and consistency. These measures are believed to beuseful in the fair selection of landscaping operators for multi-family housing projects and to prepare objective and reasonable standards for the maintenance of landscaping facilities and a green environment.

It is crucial In decision making to select a project delivery system (PDS) adjusted accordingly to the project characteristics. Furthermore, selecting a tendering system is the kernel in the process of selecting PDS. In October 2007, the Ministry of Finance and the Economy of Korea launched two new project delivery systems, "Best Value Contract (Design-Bid-Build)" and "Bridging Contracts (Design-Build)" by revising enforcement ordinances of "Act on Contracts to Which the State is a Party" to provoke the tendering systems. In order to support the proposed purpose, this research developed a selection model for suitable tendering system, which helps a public owner select a tendering system appropriate to the project characteristics. First, the framework of the model was set throughout analyzing previous researches and interviewing relevant experts. Additionally, by analyzing the survey result from 265 experts engaged in architectural and civil engineering business, the relative weights of the selection factors and the effectiveness values of the alternatives were suggested as the quantitative evaluation references. Finally, the practical guideline was suggested to apply this model to three public projects scheduled to be delivered. The result of applying the model to three case projects showed that further researches were needed to make the selection process logical and to suggest the standard weights and effectiveness values according to project type.

설계용역과 통합하여 발주되는 측량용역의 입찰 제도를 보면 계획기관에서 설계예산서를 작성하여 해당 부처 분임경리관을 경유하여 공개경쟁입찰 또는 입찰참가자격제도(PQ) 등으로 발주하게 된다. 이 과정에서 측량용역과 설계용역을 분리하지 않고 측량용역 비를 설계용역비에 통합예산으로 발주 처리하고 있어 측량회사는 설계용역사로부터 불법으로 하도급 받고 있다. 설계용역회사는 엔지니어링등록과 측량업(공공측량)을 동시에 등록하여 용역수주를 하므로 기술력이 부족한 측량용역을 당연히 저가하도급으로 처리하는 커다란 모순이 발생하고 있다. 따라서 저가하도급으로 인한 측량성과의 부실은 건설공사의 부실시공으로 이어져 커다란 공사비손실과 안전 및 유지관리에 큰 문제점을 야기하고 있다. 이와 같은 문제점을 해결하기 위하여 본 연구에서는 측량용역 등록업체의 현황 및 현행 발주제도 방법 등의 분석을 통하여 발주제도의 개선방안을 제안하고자 한다.

국민권익위원회는 지난 11월 1일 공공기관이 물품구매와 관련한 계약을 할 때 생길 수 있는 불합리한 관행을 개선하기 위해 '물품구매 계약의 합리성 제고 방안'을 마련하여 관계 부처인 기획재정부 및 행정안전부에 제도개선을 권고했다. 권익위는 '국가를 당사자로 하는 계약에 관한 법률 시행령'에 시설공사와 물품구매 등에 대한 정의 규정을 신설하는 등의 발주방식 판단기준을 마련할 것을 권고했다. 또한 시설공사를 물품제조나 구매로 발주하지 못하도록 입찰공고 시에 발주방식 준수의무를 '정부 입찰계약 집행기준'과 '지방자치단체 입찰 및 계약집행 기준'에 포함하는 방안도 제시했다. 아울러 공사나 물품, 용역 등 계약 목적이 겹치거나 혼합될 경우에는 주된 목적으로 발주방식을 결정하도록 하는 내용을 계약법에 신설하는 방안도 권고안에 포함했다. 국민권익위 관계자는 "이번 개선안이 수용되면 물품구매계약 과정에서 발생하는 불합리한 관행 및 제도가 개선되어 물품구매 계약의 합리성이 제고될 것"이라고 밝혔다.

현재 원가반영발전경쟁시장(CBP : Cost Based Pool)에서는 발전사업자의 변동비용에 기초하여 공급곡선을 형성하게 된다. 그래서 공급 곡선에 있어서 는 비교적 불확실성이 덜하다고 할 수 있다. 그러나 양방향입찰시장에서의 가격결정은 발전사업자와 전력구매자의 입찰데이터(bidding data)로 결정되므로 불확실성의 정도가 매우 심해진다. 즉 가격결정에 있어서 입찰데이터는 매우 중요하며 입찰전략에 따라 사업자의 수익이 달라지기 때문이다. 또한 수직통합체제 때와는 달리 설비용량의 증설도 계통의 부하를 충족시키기 위해서가 아니라 각 발전사업자의 수익성을 고려하여 수행된다. 따라서 중장기적으로는 설비용량계획의 불확실성이 존재하고 단기적으로는 각 발전사업자의 수익 극대화를 위한 입찰 전략에 있어서의 불확실성이 존재하게 된다. 이와 같은 상황에서는 과거의 역사적 데이터를 바탕으로 해당시장에서 발전사업자들의 형태를 분석하는 실증적 분석(empirical analysis)이 가장 설득력이 있지만 현재 우리나라의 전력 시장은 CBP 체제이고 TWBP 시장은 열리지도 않았기 때문에 축적된 데이터는 전무하다. 이러한 현실적 여건 때문에 불확실성의 정도는 더욱 심해지고 TWBP 시장에서의 가격을 예측하는 과정에서도 어려움이 더욱 커지게 된다. 따라서 본 연구에서는 가능한 다양한 해외 연구 사례를 참조하여 시장에서의 발전사업자 중장기적(설비), 단기적(입찰전략) 행위를 어떤식으로 모델링하고 시장가격과 어떤 식으로 연결되는지를 분석해보고자 한다.

The construction environment has the trend of oversizing and professionalizing, the increase of the construction period, and the risk factors and the uncertain factors which are important in the construction bid. The misunderstanding and the lack of knowledge of the subcontractor result in the decrease of the profit or the deficit. In conclusion, these are supposed to give the financial burden to the subcontractor. So, it is very important to predict the construction preparation cost calculation by the risk factors in the bidding stage and to calculate the bid unit cost considering the target profit of the subcontractor in the process of the mutual agreement and performance of the contract. In these points of view, this study analyzes how the importance of the risks influencing the bidding cost calculation affect the construction cost, and this analysis can be used as the basic data to establish the suitable bid strategy of the subcontractor.

Turnkey and alternative-design contracts was introduced operation in the country from january 2004 to February 2010. this was introduced operation. The selecting method of contractor for turnkey projects has being operated by an open forum type that consists of technical committee and appraisal committee in an integrated design approach deliberations. But to improve the operation of the problems, the government is operating design review committee consisting of the central, local and special design advisory committee in march 2010. But this system has also been suggested as still problems, too many contracts by large companies, increasing of design cost and excessive competition. This study is intended to contribute that turnkey and alternative-design contracts can be well operated in domestic construction markets. In this paper suggests some improvement methods and operational problems caused from application of an open forum type for selecting contractor of turnkey project.
