디지털 문헌이 증가하고 디지털 도서관이 개발되면서 인터넷 정보자원을 도서관장서의 일환으로 개발, 보존, 이용시키는 문제가 논의되기 시작되었다. 본 연구는 네트워크로 연결되는 인터넷 자원을 도서관의 가상적 장서로 수용하기 위하여 인터넷을 통해 제공되는 정보자원과. 이의 접근과 관련된 문제들을 정의하였다. 그리고 인쇄자료와 비교하여 인터넷상에 유통되는 자원의 형식 등을 비교 분석하여 자료의 신뢰성을 평가하는 요소를 개발하고, 전통적인 장서개발 요소와 비교하여 인터넷 정보자원을 선택하는데 필요한 평가요소를 설정하였다.

The core competence of the library originates from the huge analog collections and the high-quality digital contents. And when the interaction between two entities strengthens, it will be able to secure the identity as the time capsule and the gateway of knowledge information. Based on these prerequisites, this research analyzed the spectra of digital collection development and presented the various strategies about license of the electronic journals, internet collection development, institutional repository. When the library does not concentrate in digital collection development, the position as information common will be under losing.

최근 대학도서관뿐만 아니라 대부분의 도서관에서 인터넷과 웹의 영향으로 전자정보원이 급증하고 이를 관리하는 예산의 비중이 늘어나고 있다. 따라서 이러한 어려움을 극복하기 위하여 장서개발정책 수립이 불가피하다. 특히 외국의 경우 장서정책개발, 장서분석 등의 분야에서 그 연구가 활발한 데에 비해 국내의 장서개발정책은 현실을 반영하는 것조차 힘든 상황이다. 이것은 이용자나 다른 도서관에서 활용하기 어렵다는 문제점을 안고 있으며, 변화하는 시대에 맞춘 장서개발 및 관리 역시 어렵다는 점을 보여주고 있다. 특히 대학도서관의 의무를 다 하기 위해서는, 장서의 효율적인 관리와 공간 활용뿐만 아니라 대학의 교육 및 연구에 얼마나 이바지 할 수 있을 것인가에 더욱 주안점을 둔 장서개발정책이 필요할 것이다. 본 내용은 영국의 리즈대학교와 국내의 A대학교의 장서개발정책을 비교분석함으로서 장서개발정책의 필요성과 문제점을 확인하고자 한다.

A national library bears responsibility to collect, develop, manage and preserve the national knowledge resources and heritages. The institution, in order to accomplish this duty, should center on systematically developed collection development policy. This paper, in this regard, strives to propose a model to comprise of basic principles of collection development of a national library in order for the effective management of resources by the types and subjects. Major emphasis was put on the nature of a national library as a legal deposit library, an information gateway, and a repository for national information resources. As a result, a model collection development policy appropriate for a national library has been proposed by analyzing cases in other countries to guide establishing principles for determining and analyzing the types and magnitude of the collection acquisition; by applying the Five-level conspectus to be optimal to collection magnitude; and, by identifying the essential elements in systematic development of national knowledge/information resources.

The collection management paradigm has drastically changed since the emergence of collection management activities on the internet. Due to the technological development of web, web has become the newly open field as a useful tool to facilitate collection management transactions. The purpose of this study is, by evaluating web sites of the university library’s collection management in United States, to construct the contents of collection management web site. To fulfill the purpose, 6 categories for the contents of the collection management web site are suggested. The result of this study can be used as the basic data for researching of collection management web site. Web site is playing a role of stepping up its activities and informing useful information on its selection tool and collection development policy.

If you can not pinpoint the location of a desired item through union catalogs and online databases, the next best thing is to identify a special collection that is likely to have it. Many libraries have many items that are recorded only on their own premises as special collections. This paper describes the value of special collections as important information sources and the guides for determining the existence and location of special collections. Women's collection development by KWIC is introduced as a case study of special collection building in the university libraries in Korea.

도서관에서 수서업무를 위한 도구로 가상서점이 유용하게 활용될 수 있다. 그동안 수서업무에서 인터넷을 사용한다 함은 단순히 온라인 상에서 DB화된 자료에 액세스 하여 자료의 유무를 파악하거나 서지사항을 조사하여 필요한 자료를 일정한 양식에 따라 주문하는 정도에 그쳤다. 이 논문은 그 범위를 확대하여 인터넷 웹의 새로운 환경에서 운영되는 전자상거래를 통해 도서관 장서개발의 새로운 도구로 활용되고 있는 가상서점을 이용하여 수서업무를 좀더 효과적으로 수행하기 위한 방법을 연구하였다.

In recent years, electronic technologies are rapidly changing the library's approach to collection management. In digital age, collection is a hybrid, that is, a mix of analog materials and digital information resources. But electronic publications are both a blessing and a curse for libraries. And the rapid acceptance of electronic resources raises many misconceptions and myths about their capabilities. This paper analyzes the digital paradox of current collection management from six standpoints : production of digital informations : digital scholarly communication : digital access paradigm : acceptance of e-journal package web collection development : digital archiving. Nowadays the pragmatic view of library is a logical information gateway to its own services and those of other libraries and information providers. Libraries and librarians need a concept and strategies of the hybrid collection management that reflects digital reality.

Nowadays many academic libraries have considered and some have implemented the just-in-time(access) approach to collection development especially of scholarly journals. The adaption of the scholarly electronic journal based on access paradigm has brought a number of advantages and disadvantages to academic libraries. Electronic journals have promised rapid delivery of the latest research to the desktop through the ubiquitous platform of the Internet. But the promise of the e-journal is not yet a reality, and there are many misconceptions about what is actually available today. The objective of this paper is to analyse the probabilities of digital achilles tendon of scholarly journals resulting from a decline of purchase power, absence of selection(evaluation) criteria, superfluities and abuses of impact factor, access paradigm and halo effects, mismatching of demand-supply, md insufficiency in subject gateway functions.

As the more web contents are available through the internet, relative importance of electronic resources in the library collection has gradually increased. While several measurement criteria are used for the effective collection development, the usage statistics is generally accepted as the key factor to assess the retention and cancellation of electronic resources. In this paper it was examined the roles and problems inherent in the electronic journals usage statistics, and then the quality of electronic journal usage reporting services provided by several publishers were evaluated, following the ICOLC and COUNTER guidelines. To apply the usage statistics of electronic journal on the library collection development, it is necessary that libraries, related association and publishers accomplish more consistent and practical usage statistics components. And it is recommended that publisher and aggregator accommodate the guideline for electronic journal usage report.
