Direction and Task of the Oecentralization of Power (지방분권의 방향과 과제)

  • This paper with Korean to promote decentralized countries, considered previous studies related to decentralization. Next, with target scholars and professionals looked at the evaluation of the degree of decentralization and the direction. Last deduced the task of decentralization. The decentralization task is first, expansion of organizational autonomy. The organization of local government determined based on the content of the job is desirable. Second, the personnel operating is secured autonomy. Local government officials and staff is independent and uniformly control. And it is necessary to recruit such as checks and supervision of the relevant local councils and civil society. Third, the financial decentralization is the expansion. The expansion of fiscal decentralization First, determined the expansion of municipal law prescribed by the regulations within the scope of local autonomy. Next, the local switch through national expansion of fiscal decentralization is necessary. In addition, the expansion of fiscal decentralization need the expansion of the local income tax and the expansion of local consumption tax.

Problems of Decentralization in Korea and Its Development Direction (한국 지방분권의 문제점과 발전방향)

  • Decentralization is a structural characteristic surrounding the allocation of power within an organization and is discussed at the organizational, national and local levels. This study examined the evaluation and decentralization direction of decentralization of public officials to derive problems and development directions of decentralization in Korea. We also derive our decentralization task. The decentralization task is, first, the expansion of autonomy in organization composition. The organization of local governments shall be determined according to the details and amount of local affairs. Second, it is to secure autonomy in personnel management. It is desirable for local governments to handle local gardens and manpower management autonomously rather than central uniform control. However, it is necessary to leave the checks and supervision to the local council, civic groups, and local residents. Third, the expansion of fiscal decentralization. First of all, the tax rate should be determined by ordinance within the scope prescribed by law to expand the autonomous financial authority. Next, it is necessary to expand local finances through the conversion of national taxes to local taxes. Next, it is necessary to expand local income taxes and local consumption taxes. Decentralization requires cooperation between the central and local governments and participation of local residents and stakeholders, breaking away from central unilateral and short-term thinking.

  • The history of decentralization and autonomy is the result of the struggle for democracy against the authoritarian central government. Before the imminent law amendment, there are many tasks for decentralization and citizen autonomy. Therefore, decentralization and autonomy are not given on their own but they must be taken from authoritarian and centralist power group which possesses exclusive interests. The decentralization and autonomy now enters into the stage of development. In 1960, the April 19 Revolution opened the era of democratic local autonomy and it was abolished by the military coup of May 16, Now, the era of the reform of the decentralization are coming. Decentralization and autonomy will evolve from the stage of quantitative expansion to the stage of qualitative leap. This paper proposes that the revision of decentralization be the strategic maximum, and that the independence of the local government personnel rights be the tactical minimum. This paper insists that the independence of personnel right in the local government can be a link with law amendment for decentralization. Local autonomy and decentralization are the main subjects of the amendment. Above all, clarifying this is the subject and method of this study, and the scope of the study.

A Study on Introduction of Autonomous Police System in Korea (우리나라 실정에 맞는 자치경찰제 도입에 관한 연구)

  • The purpose of this study is to establish the Police Reform Committee on May 10, 2017, with the aim of enforcing the nationwide autonomous police system in 2020. In addition, the government is promoting reforms of autonomous police and investigative structures, On April 5, 2018, a special committee of autonomous police system consisting of academics, civic groups, and legal professors was established. In 1991, the local council was established in Korea. In 1995, the local autonomous government era was launched with the election of local autonomous governors, but the field of security did not bring decentralization. This study suggests direction of organization and manpower management, personnel management and distribution, financial management, and political neutrality in order to introduce autonomous police system considering regional characteristics. Also, it should be promoted in the direction of maximizing the advantages of the decentralization system and national police without causing civil unrest and social disorder caused by the introduction of the rapid system. Self-governing police should reflect on the trend of autonomous decentralization in order to secure the Republic of Korea with a more secure policing policy, along with organic cooperation and mutual competition system with the national police.

한국(韓國) 교육(敎育)의 실패(失敗)와 개혁(改革)

  • 본 연구에서는 우리나라 교육의 근본적인 문제를 학교교육의 저효율과 시험 위주의 교육왜곡이라는 두 가지 문제로 파악하는 한편, 과열된 과외, 치열한 입시경쟁, 미흡한 교육투자 등을 핵심문제로 보는 기존의 시각을 비판하였다. 또한 우리는 학교교육의 저효율과 시험 위주의 교육왜곡이 '교육실패'라고 부를 수 있을 정도로 매우 심각한 수준에 도달하였다는 것을 실증적 근거를 통하여 보여주고자 하였다. 본고에서는 우리의 교육실패에 대한 원인으로서 중앙정부의 교육부와 지방교육자치단체인 교육청이 우리 교육의 거의 모든 과정을 일일이 규제하고 통제함으로써 교육주체들의 유인(incentive)을 빼앗아가고 있는 점에 주목하였다. 우리의 교육실패는 교육부문에서의 정부실패라는 점을 강조하였다. 이러한 시각에서, 1980년의 교육개혁은 정부규제를 오히려 강화하여 문제를 해결하고자 하였다는 측면에서 실패한 개혁이며, 1995년의 개혁은 방향 설정은 제대로 되었으나 실행과정에서 많은 문제가 있었음을 지적하였다. 또한 향후 교육개혁의 방향으로 보다 과감한 규제완화(deregulation)와 분권화(decentralization)를 제시하였다. 구체적인 정책 대안으로는, 대학의 학생선발의 완전한 자유화, 시 도 교육청의 시 도청 관할로의 통폐합, 자립형 사립중고등학교 및 탈규제학교제도의 도입, 교원인사제도의 개혁, 과외에 대한 정부규제의 철폐 등을 건의하였다.

A Study on the Improvement of the Faculty Personnel Management and Their Salary Scheme of the Korean National Universities: Focusing on Comparison of the System and Practices with OECD Countries (국립대학 교원 임용 및 보수체계 개선에 관한 연구 - OECD 회원국과의 비교를 중심으로 -)

  • The purpose of this study is to explore some policy implications for improving the faculty personnel management and their salary scheme of the Korean national universities through comparing the systems and practices of Korean national universities to those of OECD countries. The fact that many leading OECD countries in higher education arena have been taking decentralized contract-based system based on institutional autonomy and performance beyond the previous bureaucratic control model casts some significant implications for the Korean national university reform. Especially, concerning on personnel management, it is necessary to provide more flexibility in managing faculty personnel categorization and expansion of faculty quota management for faculty and to review the maintenance of faculty's legal status as civil servant. In addition, regarding the salary scheme of faculty, we suggested performance-based salary scheme with plus-sum methods, settlement of rational faculty performance evaluation system and practices, and need for some aligning efforts for changing faculty salary scheme of the national universities.
