The Study on Traffic Accident of Commercial Vehicle using Odered Logit Model (순서형 로짓모형을 이용한 화물차 운전자 사고 특성에 관한 연구)

  • 본 연구에서는 수집된 자료에서 화물차 교통사고를 분류하고 계절과 기상상태, 도로유형, 법규위반, 사고유형 측면에서 각각의 변수들이 사고 심각도에 미치는 영향을 파악함으로써 유의하게 화물차 교통사고 심각도를 높이는 요인을 분석하고자 하였다. 화물차 사고는 가을의 경우 사고 심각도의 오즈비가 1.23배로 증가하고, 안개가 꼈을 경우 사고 심각도는 16.49배 증가하는 것으로 나타났다. 법규위반, 도로형태, 사고유형 등 여러 요인에 의한 사고 위험도가 증가했지만 특히 도로 외 이탈로 인한 추락사고에서 사고 위험도가 크게 나타났으며 전도전복으로 인한 사고 위험도도 큰 것으로 나타났다.

Assessment of Hydrologic Risk of Extreme Drought According to RCP Climate Change Scenarios Using Bivariate Frequency Analysis (이변량 빈도분석을 이용한 RCP 기후변화 시나리오에 따른 극한가뭄의 수문학적 위험도 평가)

  • Recently, Korea has suffered from severe droughts due to climate change. Therefore, we need to pay attention to the change of drought risk to develop appropriate drought mitigation measures. In this study, we investigated the changes of hydrologic risk of extreme drought using the current observed data and the projected data according to the RCP 4.5 and 8.5 climate change scenarios. The bivariate frequency analysis was performed for the paired data of drought duration and severity extracted by the threshold level method and by eliminating pooling and minor droughts. Based on the hydrologic risk of extreme drought events Jeonbuk showed the highest risk and increased by 51 % than the past for the RCP 4.5 scenario, while Gangwon showed the highest risk and increased by 47 % than the past for the RCP 8.5 scenario.

Reduction Method for the Risk of the Chemical Facilities by KS-RBI Program Supporting the Quantitative Cause Analysis (정량적 원인분석이 가능한 위험기반검사(KS-RBI)에 의한 화학설비의 위험도 경감방안)

  • The risks of the chemical facilities were estimated by the KS-RBI(Ver. 3.0) program supporting the quantitative cause analysis, and reduction method for the risks of the facilities was investigated. As a result, we could find that the risks of the facilities decrease with reducing the likelihood of failure (LOF) affected by demage mechanism, inspection number and effectiveness of inspection, and with reducing the consequence of failure (COF) affected by the ratings of the detection, isolation, and mitigation systems. Furthermore, high risks of the facilities would be decreased by reduction of the LOF and the COF simultaneously. Accordingly, the applied plant would be able to achieve the decrease of inspection and labor costs because of the decrease of consequences and inspection intervals through the reduction of risks.

  • Recently security related attacks occur in very diverse ways, aiming at people who operate the system rather than the system itself by exploiting vulnerabilities of the system. However, to the our best knowledge, there has been very few works to analyze and strategically to deal with the risks of social engineering attacks targeting people. In this paper, in order to access risks of social engineering attacks we analyze those attacks in terms of attack routes, attack means, attack steps, attack tools, attack goals. Then, with the purpose of accessing the organizational risks we consider the characteristics and environments of the organizations because the impacts of attacks on the organizations obviously depend on the characteristics and environments of the organizations. In addition, we analyze general attack risk assessment methods such as CVSS, CWSS, and OWASP Risk Rating Methodolog. Finally, we propose the risk access scheme of social engineering attacks for the organizations. The proposed scheme allows each organization to take its own proper actions to address social engineering attacks according to the changes of its environments.

  • 내부자에 의한 위협이 증가됨에 따라, 기업 내 핵심기술이 유출되어 큰 피해가 발생하고 있다. 내부자들이 합법적인 권한을 통한 불법적인 정보유출을 시도하는 위험을 예측 관리하기 위하여, 본 논문에서는 내부자들의 위험도를 평가하기 적합한 위험분석 방법론 ISMS-AIR(ISMS - Against Insider Risk)을 제안하였다. 내부자 위협의 정의와 위험도 평가를 위한 기존 위험분석 방법론들을 연구하였으며, 기존 자산 중심의 위험분석 방법론인 ISMS에 사용자 중심의 행위 모니터링을 강화하여 위험도 산출하는 방법을 제안하였다. 이를 위하여 사용자 행위에 따른 프로파일링 데이터와 이상징후 시나리오를 적용하여 내부자들의 위험도를 산출하고, 주요 모니터링 대상을 선정하여 내부자들의 불법적인 정보유출 시도행위를 모니터링 할 수 있다.

Assessement of Rockfall Hazard in the Northeast Region of Ulleung-Do (울릉도 북동부 지역의 낙석재해 위험도 평가)

  • The geology of Ulleung-Do is dominated by volcanic rocks with low strength and trachytic rocks with high strength but containing vertical joints that yield easily. Consequently, rockfalls along roadcuts are a major geological hazard, with the potential to affect the ring road of Ulleung-Do. In this study, we performed three types of rockfall hazard-risk assessment on the 3-km-long section of the ring road expected to have the highest possibility of rockfall. We used a rockfall ranking sheet in a roadside landslide hazard map, the Slope Stability Inspection Manual for National Highways (Japan), and a rockfall hazard rating system for inspection from the Japan Highway Public Corporation. We also employed the evaluation criteria of 'RHRS' developed by the Federal Highway Administration (FHA). An analysis of roadcuts at 27 sites with regard to geographic and geological conditions resulted in the identification of three classes of rockfall hazard (high, medium, and low). Of note, over 74% of slopes were assessed as high- and medium-class. Finally, a rockfall hazard map of the northeast region of Ulleung-Do was produced based on the evaluation results.

90년대(年代) 국내(國內) 금융기관(金融機關)의 환율위험(換率危險) 분석(分析) -주가(株價)의 환율탄력성(換率彈力性)을 중심(中心)으로-

  • 본 연구의 목적은 외환위기의 주요 파급경로 중 하나인 금융부문의 환율위험 노출현상을 90년대 우리나라의 실제 데이터를 통하여 실증분석함에 있다. 동 연구를 수행함에 있어 장부상 나타나는 회계적 환율위험 대신 간접적인 경제적 위험을 포함하는 포괄적 환율위험을 분석의 대상으로 정의하고, 시장에서 평가되는 금융기관의 기업가치가 환율변동에 얼마나 민감하게 노출되어 있는가를 동 위험의 측정수단으로 채택하였다. 또한 랜덤워크모형과 더불어 일종의 자본자산가격결정모형(CAPM)에 환율위험요인을 추가하여 모형을 구성함으로써 실증분석의 이론적 적합성을 제고하였다. 시장평균환율제도가 채택된 90년 3월부터 최근까지를 표본기간으로 한 실증분석 결과는 다음과 같이 요약가능하다. 첫째, 산업별로는 은행 및 보험산업이 비교적 환율위험에 노출되지 않았던 반면, 종금 및 증권산업은 환율위험에 상대적으로 크게 노출되어 있었으며, 동 노출의 방향은 원화가치의 절하가 금융기관의 시장가치에 부정적인 영향을 미치는 방향으로 노출되어 있었다. 둘째, 종금 및 증권산업의 경우 95년 이전보다는 이후의 시기에 환율위험에 대한 노출도가 유의하게 나타나 90년대 후반기에 가속화된 자본거래 자유화가 이들 금융기관의 환율위험 노출정도를 증가시켰을 가능성을 시사하고 있다. 셋째, 은행 및 종금부문을 대상으로 개별 금융기관 주가의 패널자료를 이용하여 실증분석한 결과, 은행산업 또한 90년대에 걸쳐 환율위험에 유의하게 노출되어 있었던 것으로 분석되었다. 그러나 은행부문보다는 종금부문이 노출도의 크기나 통계적 유의도면에서 환율위험에 더욱 노출된 것으로 분석되었다. 넷째, 개별 금융기관의 환율위험 노출도를 추정한 결과 은행부문은 약 19%(상장은행 26사 중 5개), 종금부문은 약 52%(상장종금사 29사 중 15개)가 환율위험에 유의하게 노출되고 있었으며 이들 은행의 절반 이상 그리고 종금사의 대부분이 원화절하가 금융기관 시장가치에 부정적인 영향을 미치는 방향으로 노출되어 있었던 것으로 분석되었다. 동 실증분석 결과는 97년말 급격한 원화가치의 하락이 이들 금융기관, 특히 종금부문의 재무건전성 악화에 치명적인 영향을 끼침으로써 금융위기를 더욱 촉발시키는 한 메커니즘으로 작용하였음을 시사하고 있다.

  • With the increasing supply of vehicles, construction of new roads and expansion of existing roads are growing and this is leading to a proportional rise in diverse hazards on a road. These hazards are classified into fixed hazards and variable hazards. Currently, drivers receive information of fixed hazards, such as overspeed, frequent accidents, and rock fall through navigations. However, variable hazards are more hazardous than fixed hazards. Map companies frequently enter information of variable hazards manually, but it is less real-time and hard to deal with unforseen hazards. This paper is intended to implement a road hazard warning system for making a contribution to pubic interests by improving this problem and delivering real-time information of hazards to drivers, and suggest a direction for using information of hazards on a road.

Risk Assessment of Stationary Hydrogen Refueling Station by Section in Dispenser Module (고정식 수소충전소에서의 Dispenser Module 내 구역별 위험성 평가)

  • Demand for hydrogen as a renewable energy resource is increasing. However, unlike conventional fossil fuels, hydrogen requires a dedicated refueling station for fuel supply. A risk assessment of hydrogen refueling stations must be undertaken to secure the infrastructure. Therefore, in this study, a risk assessment for hydrogen refueling stations was conducted through both qualitative and quantitative risk assessments. For the qualitative evaluation, the hydrogen dispenser module was evaluated as two nodes using the hazard and operability (HAZOP) analysis. The risk due to filter clogging and high-pressure accidents was evaluated to be high according to the criticality estimation matrix. For the quantitative risk assessment, the Hydrogen Korea Risk Assessment Module (Hy-KoRAM) was used to indicate the shape of the fire and the range of damage impact, and to evaluate the individual and social risks. The individual risk level was determined of to be as low as reasonably practicable (ALARP). Additional safety measures proposed include placing the hydrogen refueling station about 100m away from public facilities. The social risk level was derived as 1E-04/year, with a frequency of approximately 10 deaths, falling within the ALARP range. As a result of the qualitative and quantitative risk assessments, additional safety measures for the process and a safety improvement plan are proposed through the establishment of a restricted area near the hydrogen refueling station.

The Effects of Message Frame and Involvement on Optimistic Bias (위험인식의 낙관적 편견에 대한 프레임과 관여도의 역할)

  • In this study, we examined the influence of news frame and involvement on risk perception. Based on individuals' optimistic bias in risk judgement and the third-person effect theory, we developed research hypotheses. An experiment was conducted in which 243 undergraduate and graduate students participated. Results indicated that societal level risk judgements were relatively invariant across experimental conditions but personal level risk judgements were influenced by the news frame and individuals' involvement in irradiated food. Based on the results, we provide explanations concerning when and how optimistic bias takes place in each experimental condition.
