에너지에 대한 수요가 급증하게 되면서 에너지부족문제에 대한 크게 대두되기 시작하였다. 특히 에너지 사용급증은 에너지 부족문제 초래뿐만 아니라 화석사용연료 사용 급증으로 인한 이산화탄소 배출증가 및 에너지 비용증가가 국가적 이슈로 자리잡기 시작하였다. 따라서 이러한 문제를 해결하고자 여러 기관들에서는 에너지관리시스템 개발에 착수하기 시작하였다. 그러나 이러한 시스템은 별도의 관리자 및 운영비용이 들기 때문에 에너지 절감이득에 비하여 비용에 대한 혜택이 없는 중소형 건물 적용에 어려움이 있었다. 따라서 이러한 한계점을 극복하고자 KT 융합기술원에서는 에너지통합운영시스템이 개발하였으며, 중소형 건물에도 적용이 가능하다는 장점이 있다. 본 고에서는 다수의 건물 관리가 가능한 건물통합에너지관리 최적운영시스템 개발에 관하여 다루어 보고자 한다.

물류에 있어서 공 컨테이너로 인한 물류비용 증가에 대해서 기존에 다양한 관심과 연구가 있었다. 하지만 기존 연구에서는 공컨테이너의 재배치나 예측에 관한 연구는 많았지만 선박회사의 공컨테이너 운영의 관리운영에 대한 부분은 부족한 면이 있었던 것이 사실이다. 따라서, 본 연구에서는 컨테이너가 총 운항비용의 20%를 상위하는 현재의 상황에서 공 컨테이너의 효율적인 이용이 비용절감에 중요한 부분임을 감안하여 목포 신항만을 이용하는 해운회사들의 효율적인 공컨테이너 운영 관리에 대하여 연구하였다.

이 연구에서는 내항여객선 운항관리제도의 국내외 사례를 살펴보고 운항관리제도에 대한 관계자의 인식도를 조사하였다. 조사결과 공동운항관리제도가 내항여객선의 안전관리업무에 유익정도는 높은 것으로 분석됐다. 이 중 운항관리비용에 대한 회사에서 부담과 운항관리자의 권한 부족에 대해서는 안전관리업무에 대한 저조한 요인으로 나타났다. 또한 내항여객선의 운항관리에 대한 운영방향에 대해서는 '현 체제(공동운항관리제도)로 운영한다' 가장 높았다. 이 연구는 최근 운항관리자 운영에 따른 운항관리 비용을 정부측에 국고지원을 요구하고 있는 시점에 관련연구가 진행되어 매우 시의적절하다고 할 수 있겠다.

The maintenance expenses of public rental housing have drastically been increased as facilities become obsolete. As an effective means of managing such a situation, accurate estimating of maintenance expenses and securing financial resources are crucially important. It, therefore, is necessary to analyze major factors affecting on maintenance expenses of public rental housing's facilities, and develop an effective instrument to estimate them. On the other hand, the U.S.A, where approximately 60 percent of public rental housing's operating costs are supported by the state, has already developed an effective tool to forecast operating costs based on several years' actual data. As a result, public rental housing has been operating with a reasonable level. However, there have been no remarkable researches and studies in this field in Korea. In this context, this study attempts to examine principal determinants of maintenance expenses of public rental housing's facilities, and their influence based on the latest five years' actual operating costs. This study may contribute to develop an objective and precise tool to forecast maintenance expenses of public rental housing.

급속한 기술환경의 변화와 정보화 사회의 도래에 따라 시스템의 구축 비용보다 더 많은 비용이 유지보수에 투입되고 있다. ERP(SAP)는 공통의 package를 사용하므로 서로 다른 업종, 조직이라 하더라도 통합운영관리가 비교적 용이하다. 통합운영은 고객의 유지보수비용을 줄이고, 유지보수입장에서도 적은 인원으로 효과적인 운영이 가능하게 하다. 하지만, 여기서 나타나는 문제점을 사례를 통해 제시하고 분석하여 그 개선방향을 제시하고자 한다.

The market of the municipal wasetewater treatment plant (MWTP) operation is expanding across the world including Korea. The contracting-out system was introduced for the effective operation of MWTPs. However, an improvement of the contracting-out system of MWTP has been continuously required. This research investigated current operational status of MWTPs in Korea, to suggest the improvement of the cost effective MWTP operation to promote the contracting-out system of MWTP operation. Results showed that lower operational costs of MWTP were lower in larger MWTPs than in smaller MWTPs. Overall, MWTPs operated by a public enterprise showed lower operational costs than those operated by government agencies and private enterprises. Among the MWTPs similar in their treatment capacity, treatment process and operation period, MWTPs operated by private enterprises showed the lowest operational cost. According to the survey, managers and operators of MWTPs emphasized the importance of improvement on the methods of selecting operating agencies and estimating operationing costs. The results of this study should be useful as important supporting data to promote the contracting-out system for the MWTP operation.

Recently, operation of highway is the complex digital Infrastructure based on complicated IT. The application of IT is increasing more and more in digital Infrastructure. Though IT is very convenient, if unpredicted operating risk of highway occurs, widespread damage can be large. When operating risk of highway occurs, road users are out of smoothly-run service because of the operating interruption. This risk causes unpredicted operating management cost and additional maintenance cost. It will excess over the planned operating cost, which may leads to users's unsafety and operator's insolvency because of income loss. Until now, related studies to find out the risk are not sufficient. The purpose of this study is to suggest risk cost items and to estimate the reasonable risk cost by using simulation method in case of occurring the huge power failure at the operating digitalized highway. This study indicates the several plans to hedge against risk cost and the management of highway project. From now on, it will be used as basic data to confirm the soundness of operating system in Digital Infrastructure.

In this paper, we present the cost measurement metrics for the operation management and service improvement besides the general maintenance. The cost measurement metrics of the operation management and service improvement are based on the metrics that are classified and summarized precedent studies and complemented by empirical measuring indicators, and we propose the maintenance cost estimation model based on this metrics. The maintenance costs can be calculated detailedly, because the proposed metrics can be used selectively, depending on the scope of the information system maintenance. The effectiveness of the proposed maintenance cost measurement metrics and cost estimation model is verified by comparison between existing studies and our research.

본 연구의 목적은 병원급식소의 세정작업의 효율적 관리를 위하여 위탁 전과 후의 비용효과를 비교하고 자가운영과 위탁운영체제의 세정담당 종업원들의 직무만족도를 비교하여 그 비용효율성을 분석하는데 있다. 본 연구의 결과에 의하면, 세정작업의 위탁관리로 다음과 같은 잇점을 기대할 수 있었다. 첫째, 호봉이 낮고 적은 수의 종업원 이용으로 인건비의 절감을 기대할 수 있었으며, 둘째, 봉급에 관한 항목을 제외한 다른 항목에 관해서는 자가운영과 위탁운영 체제의 세정담당 종업원들의 직무만족도에 유의적 차이가 없는 것으로 나타났으며, 세째, 작업일정이나 인사배치에 있어서의 용이함으로 나타났다. 이 연구 결과를 기초로 병원급식소의 위탁관리 프로그램에 관한 지속적인 평가와 개발에 관한 연구가 이루어져야 할 것이다.

농업용수관리자동화사업의 시행은 수자원관리 중에서 용수절약 및 유지관리비 절감을 위해 도입된 용수관리 개선방안 중의 하나이다. 현재 대부분의 수리시설이 수원공 관리인과 수로감시원의 인력에 의해 관리되고 있으며 2004년 수리시설물의 관리비 집행내역을 살펴보면 시설유지비 54.2 %, 개보수비 34.2 %, 적립금 및 기타 비용이 11.6 %를 차지하고 있다. 이 중의 시설유지비는 인거비의 상승으로 1999년 41.4 %에서 2004년 54.2%로 증가되었으나 개보수비는 같은 기간에 41.5 %에서 34.2 %로 감소된 것으로 나타났다(농업생산기반정비사업 통계연보, 2005). 따라서 농업용수관리자동화는 시설관리비와 개보수비의 절감 그리고 적정한 용수관리에 의한 용수절감을 위해서 더욱 확대 보급할 필요가 있다. 본 연구에서는 농업용수관리자동화 사업이 추진되어 운영되고 있는 충주지구를 선정하여 총사업비, 인건비, 유지관리비(통신료, 전력사용료 등), 수선유지비, 기타비용 등의 비용과 인력절감효과, 용수절감효과, 재해경감효과, 공익적효과 등의 편익을 분석하였다. 농업용수관리자동화시설에 대한 비용-편익 분석을 한 결과, 경제적인 효과가 있는 것으로 나타났으며 지속적인 사업의 시행을 위해서는 시설에 대한 교육, 전문인력의 보충, 운영 및 유지관리비의 투자가 병행되어야 한다고 판단된다.
