Safety Assessment of Aircraft Crash Accident Into Spent Nuclear Fuel Dry Storage Facility - A Review With Focus on Structural Evaluation (사용후핵연료 건식저장시설의 항공기 충돌 구조안전성평가 연구 현황)

  • Since the 1970s, aircraft crash accidents have been considered as one of the severest external events that should be evaluated for license application of nuclear reactors. After the 9.11 terrorist attacks, many countries have performed safety assessment against intentional or targeted aircraft crashes into nuclear related facilities. In some countries, assessment against targeted aircraft crash was enforced by regulation and considered an important task for license approval. Safety assessment against aircraft crash is a technically difficult task and many countries manage R&D programs to improve its reliability. In this paper, regulations of many countries regarding safety assessment against aircraft crash are summarized, separating regulations for accident aircraft crash and those for targeted aircraft crash. Research performed in various countries on safety assessment of nuclear facility against aircraft crash are summarized, with a focus on spent nuclear fuel dry storage facilities.

A Study on Key Protection Method based on WhiteBox Cipher in Block Chain Environment (블록체인 환경에서 화이트박스 암호기반 키 보호 기법에 관한 연구)

  • Recently, in the field of next-generation e-commerce and finance, interest in blockchain-based technologies such as Bitcoin and Ethereum is great. Although the security of blockchain technology is known to be secure, hacking incidents / accidents related to cryptocurrencies are being issued. The main causes were vulnerabilities in the external environment, such as taking over login sessions on cryptocurrency wallets, exposing private keys due to malware infection, and using simple passwords. However, private key management recommends general methods such as utilizing a dedicated application or local backup and physical archiving through document printing. In this paper, we propose a white box password-based private key protection scheme. As a result of safety and performance analysis, we strengthened the security against vulnerability of private key exposure and proved the processing efficiency of existing protocol.

  • With the growth of blockchain and cryptocurrency-related markets, cryptocurrency exchanges are growing as a new industry. However, as the legal and regulatory definitions of cryptocurrencies are still in progress, unlike existing industrial groups, they are not under the supervision of regulatory agencies. As a result, users (i.e., cryptocurrency investors) have suffered two types of damage that could occur from hacking and other accidents on the exchanges. One type of the damage is the loss of assets caused by the extortion of personal information or account and the other is the damage from users who might be involved in external frauds. Both are analyzed in comparison with existing operators whose functions are like the exchanges. The results of this study show that membership (KYC: Know Your Client), log-in, and additional authentication in transactions are on the similar level to those of the operators while the fraud detection system (FDS) and anti-money laundering (AML) of fiat currencies and cryptocurrencies need rapid improvement.

Research on Archive Opening and Sharing Projects of Korean Terrestrial Broadcasters and External Users of Shared Archives : Focusing on the Case of the 5.18 Footage Video Sharing Project 〈May Story(Owol-Iyagi)〉 Contest Organized by KBS (국내 지상파 방송사의 아카이브 개방·공유 사업과 아카이브 이용자 연구 KBS 5.18 아카이브 시민공유 프로젝트 <5월이야기> 공모전 사례를 중심으로)

  • This paper focus on the demand for broadcast and video archive contents by users outside broadcasters as the archive openness and sharing projects of terrestrial broadcasters have become more active in recent years. In the process of creating works using broadcasters' released video footage, the study examined the criteria by which video footage is selected and the methods and processes utilized for editing. To this end, the study analyzed the the case of the 5.18 footage video sharing project 〈May Story(Owol-Iyagi)〉 contest organized by KBS in 2022, in which KBS released its footage about the May 18 Democratic Uprising and invited external users to create new content using them. Analyzing the works that were selected as the winners of the contest, the research conducts in-depth interviews with the creators of each work. As a result, the following points are identified. Among the submitted works, many works deal with the direct or indirect experience of the May 18 Democratic Uprising and focus on the impact of this historical event on individuals and our current society. The study also examined the ways in which broadcasters' footage is used in secondary works. We found ways to use video as a means to share historical events, or to present video as evidence or metaphor. It is found that the need for broadcasters to provide a wider range of public video materials such as the May 18 Democratic Uprising, describing more metadata including copyright information before releasing selected footage, ensuring high-definition and high-fidelity videos that can be used for editing, and strengthening streaming or downloading functions for user friendliness. Through this, the study explores the future direction of broadcasters' video data openness and sharing business, and confirms that broadcasters' archival projects can be an alternative to fulfill public responsibilities such as strengthening social integration between regions, generations, and classes through moving images.

Study on Tragic Characteristic in Lope's Drama La estrella de Sevilla (로뻬의 연극 『세비야의 별』에 나타난 비극성 연구)

  • La estrella de Sevilla, is a representative masterpiece of the Golden Age of Spain, and is a tragic work of Lope de Vega, who was a representative drama writer living in the 17th century. However, regardless of its great literary value, there are insufficient researches on this drama even in Spain, due to several controversies surrounding the truth about Lope's creation. Here, this research concretely investigated the tragic characteristic of this drama, by largely dividing it into the viewpoint of Aristotle and Shakespeare. Thanks to the noble social status of the characters and proper dialogue of the hero Sancho Ortiz in trouble, there seems to be no problem in performing the cathartic function that Aristotle mentioned regarding the work in his review. However, there are a few problems in the aspect of the 'hero's free will to resist the absolute fate,' which is fundamentally the essence of the associated Aristotelian tragedy. Because, there's no Hamartia in this drama, the core mechanism that forms the absolute fate, makes the statement that accordingly, no absolute fate or irresistible force of destiny is established. Rather, the tragic characteristic of this drama can be more properly investigated from the viewpoint of Shakespeare. As noted differently from Aristotle, Shakespeare considered that the tragic characteristic came from the hero's characteristic. According to him, tragedy starts from the hero's value view and personality, instead of the external factors such as an absolute fate. Actually, Busto's death and separation between Sancho Ortiz and Estrella, two tragic affairs of La estrella de Sevilla, were caused by the crooked selfishness of King Sancho IV, who abused his authority, and Sancho Ortiz' excessively blind loyalty to the King, rather than the irresistible event. In conclusion, in light of a lethargic and hopeless situation, with no eventual choice of options before the injustice of absolute power, is must have been a significant tragedy for the audience, witnessing the play's tragic ending.

Criminal Law Issues in Epidemiological Investigations Under the INFECTIOUS DISEASE CONTROL AND PREVENTION ACT (감염병의 예방 및 관리에 관한 법률상 역학조사와 관련된 형사법적 쟁점)

  • As a result of a close review focusing on the case of obstruction of epidemiological investigation by a religious group A in Daegu, which was a problem when the pandemic of Covid-19 infection began in Korea around February 2, 2020, when an epidemiological investigator requested a specific group to submit a list, While there have been cases where an act of not responding or submitting an edited omission list was sentenced to the effect that the act did not fall under an epidemiological investigation, in the case of non-submission of the visitor list for the B Center, even though a 'list of visitors' was requested. Regarding the fact of refusal without a justifiable reason, 'providing a list of persons entering the building is a key factual act that forms a link between epidemiological investigations accompanying an epidemiological investigation, and refusing to do so is also an act of refusal and obstruction of an epidemiological investigation. There are cases where it is possible to demand criminal punishment. Regardless of whether the request for submission of the membership list falls under the epidemiological investigation, there are cases in which the someones' actions correspond to the refusal or obstruction of the epidemiological investigation. A lower court ruling that if an epidemiological investigation is rejected or obstructed as a result of interfering with factual acts accompanying an epidemiological investigation, comprehensively considering whether or not the list has been diverted for purposes other than epidemiological investigation, the logic is persuasive. In this article, ① there are differences between an epidemiological investigation and a request for information provision under the Infectious Disease Control and Prevention Act, but there are areas that fall under the epidemiological investigation even in the case of a request for information, ② Considering the medical characteristics of COVID-19 and the continuity of the epidemiological investigation, the epidemiological investigator the fact that the act of requesting a list may fall under the epidemiological investigation, ③ that the offense of obstructing the epidemiological investigation in certain cases may constitute 'obstruction of Performance of Official Duties by Fraudulent Means', and ④ rejecting the request for information provision under the Infectious Disease Control and Prevention Act from September 29, 2020 In this case, it is intended to be helpful in the application of the Infectious Disease control and Prevention Act and the practical operation of epidemiological investigations in the future by pointing out the fact that a new punishment regulation of imprisonment or fine is being implemented.

Criminal Investigators' Recognition of Judicial Autopsy and It's Implications - With the Case of P Police Station - (사법부검에 대한 수사경찰의 인식분석 및 함의 - P 경찰서의 사례를 중심으로 -)

  • Based on the analysis of criminal investigators' recognition of judicial autopsy, this study presented policy alternatives as follows. First, a procedure is needed that optometrists and investigators jointly make previous explanations to bereaved families the status of investigation and the results of examination to their satisfaction and collect their opinions, for the purpose of obtaining an agreement to autopsy from them. Second, the dignity of the dead should be kept. To this end, particular consideration should be given to women bodies. Also, we need to minimize the number of autopsy witnesses and obtain agreement from bereaved families when there is an on-the-spot study. Third, we need to establish a guideline that investigators could request a warrant later in certain cases of dead bodies. Also, if a bereaved family positively asks for autopsy, it should be allowed through tentatively named ‘Request for Autopsy.’ Finally, To make a careful decision on whether an autopsy should be made or not, we can form a joint investigation team of public prosecutors and criminal investigators; however, an autopsy should be done only if it is deemed inevitable, considering the bereaved family's opinion.

  • Researches on Sensor Network has become much more active and is currently being applied to many different fields. However since sensor network is limited to only collecting and reporting information regarding a certain event, and requires human intervention with that given information, it is often difficult to react to an event or situation immediately and proactively. To overcome this kind of limitation, Wireless Sensor and Actor Networks (WSANs) with immediate-response Actor Nodes has been proposed which adds greater mobility and activity to exisiting sensor networks. Although WSANs shares many common grounds with sensor networks, it is difficult to apply exisiting security technologies due to the fact that WSAN contains Actor Nodes that are resource-independent and mobile. This research therefore seeks to demonstrate ways to provide security, integrity and authentication services for WSAN's secure operation, by separating networks into hierarchcial structure by each node's abilities and providing different encryption key-based secure protocols for each level of hierarchy: Pair-wise Key, Node Key, and Region Key for sensor levels, and Public Key for actor levels.

A Study of Optimal Location and Allocation to Improve Accessibility of Automated External Defibrillator (자동제세동기의 접근성 향상을 위한 배치 적정성 연구)

  • On account of population aging and increasing cardiovascular disorders, acute cardiac arrest cases are escalating each year. In order to increase the survival rate of the patients, rapid cardiopulmonary resuscitation is necessary. For this reason, the government is expanding the supply of Automated External Defibrillators(AED). However, the AEDs cannot be effectively deployed to the incident cases that occur outdoors, for the installed AEDs are mostly located indoors. After analyzing the distribution of incident cases within the study area, about 11% of cardiac arrest incidents occurred in open spaces including sidewalks and residential areas. This study was conducted to increase the survival rate of the patients by allocating 41 additional AEDs in the study area using a GIS based location-allocation method. To conduct a feasibility study, the density of a senior floating population covered by the same number of AEDs placed at random and the density covered by the experiment were compared. In conclusion, having excluded outliers caused by geological and social factors, results showed that AEDs placed through GIS based location-allocation covered 5% more of the senior floating population density.

The awareness and coping of human suffering in the "PTSD era": Searching for an alternative paradigm of trauma recovery ('PTSD 시대'의 고통 인식과 대응: 외상 회복의 대안 패러다임 모색)

  • This study focused on the awareness and coping methods of psychological trauma and human suffering in the contemporary era after the development of posttraumatic stress disorder(PTSD) including the situations in the Korean society, and proposed principles for an alternative paradigm of trauma recovery. Trauma is defined as an 'external' stress causing chronic suffering mediated by memory, and the American Psychiatric Association approved PTSD in the Diagnostic and Statistical Manual of Mental Disorders in 1980. The development of PTSD empowered moral legitimacy to the victims, opened a successful way to treatment, and accomplished explosive amount of research in the area of neurobiology and cognitive neuroscience. However, this also narrowed the understanding of human suffering, and the importance of an alternative coping method which overcomes the limitations of technical intervention became overlooked. Moreover, the Korean society has an underlying mechanism of replacing the matter of trauma to a problem of an individual. This is shown among the historical context of splitting and denial, and among medicalized bureaucracy. Trauma should be acknowledged as a social suffering, and searching for an alternative paradigm is in need. This study suggested the following principles; seeking for truth and justice, survivor as the agent of recovery emphasizing the responsibility of the community, ecological adaptations of recent bio-psychological achievements, and finally putting emphasis on continuous discussions about the definition of recovery.
