An International Comparative Study of the Research Support Reality of Natural History Museums (자연사박물관 연구 지원 실태에 대한 국제 비교 연구)

  • The purpose of this study is to classify the budget and settlement of global natural history museums into functional criteria, to compare and analyze the integrative research and general administrative functions of these museums, and to suggest the standard of budget compilation of the Korean National Museum of Natural History, which will be established in the near future. Annual reports, documents of budget request, financial statements and account books were collected from the following museums: SNMNH of The U.S.A, AMNH of the U.S.A, NHM of England, MNHN of France and NMNS of Japan. The integrative research and general administrative functions of the studied museums are reclassified into the criteria of budget and settlement data of the Smithsonian National Museum of Natural History. After arranging the details regarding budget and settlement of each museum, the international comparative analysis was investigated on the amounts of the integrative research and general administrative functions among the studied museums. The comparison and analysis show the ratio of integrative research function and general administrative function in budget expenditure standard at 6:4 in natural history museums of the U.S.A and England, of which the functions of research, education, exhibition and publication are considered to be the most activated in the world. This implies that museums should increase the budget for support of integrative research to allow them to maximize their functions.

  • Cost of construction project have to be estimated based on drawing before execution. Cost estimate and check would be performed numerously for preparing general outline of requirements and determining the budget at conceptual planning stage, for obtaining decision on every matter related to design, specification, construction and cost at design stage, and for predicting bidding cost. Thus, importance of cost estimation cannot emphasize too much in construction. However, there are lack of standard estimation method, process, and cost analysis method, that square foot estimation method is as used as eyer, in Korea. Thus, This research present the direction for improving cost estimation and management in construction; It is demanded that establishing standard data base methodology, multi-level database model CUBE, and standard cost planning process, choosing cost estimation methodology according to objectives and cost planning process, and making more experts.

The Study on the Measuring the Economic Use Value of the National Assembly Library Services (국회도서관 서비스의 경제적 이용가치 측정에 관한 연구)

  • The purpose of this study was to assess the economic value of the National Assembly Library service utility, and to enhance the users' perception and the stakeholder's supports for the library services. For those purposes, this study applied the measurement methods of time value, replacement service value, and WTP of the three user groups: inside members, outside users, and institutional members of the Library. The replacement service value as annual time valuation was measured 1,948.2 million won by inside members, and 417.057.5 million won by outside users, that was approximately 10 times of the total budget of the year 2015. Also, WTP were measured as 8,528.3 million won by inside member, 33,272.4 million won by outside users, 924 million won by institutional members. This shows 77% of the use value were from outside users. The BC ratio was 1:1.04 in 2015.

A Study on the Model of Artificial Neural Network for Construction Cost Estimation of Educational Facilities at Conceptual Stage (교육시설의 개념단계 공사비예측을 위한 인공신경망모델 개발에 관한 연구)

  • The purpose of this study is propose an Artificial Neural Network(ANN) model for the construction estimate of the public educational facility at conceptual stage. The current method for the preliminary cost estimate of the public educational facility uses a single-parameter which is based on basic criteria such as a gross floor area. However, its accuracy is low due to the nature of the method. When the difference between the conceptual estimate and detailed estimate is huge, the project has to be modified to meet the established budget. Thus, the ANN model is developed by using multi-parameters in order to estimate the project budget cost more accurately. The result of the research shows 6.82% of the testing error rates when the developed model was tested. The error rates and the error range of the developed model are smaller than those of the general preliminary estimating model at conceptual stage. Since the proposed ANN model was trained using the detailed estimate information of the past 5 years' school construction data, it is expected to forecast the school project cost accurately.

Framework of Conceptual Estimation Model for BIM based Internal Finishes of High-rise Building Project (BIM기반의 초고층 빌딩 내부마감 개략견적 코스트모델 개발)

  • Previous studies reveal the need for a tool to cost estimation of building design in early design stages. This paper proposes an internal finishes cost model tool to address this need. The tool allows users to evaluate the functionality, economics and quality of finishes concurrently with high-rise building design. Lack of information in the early stages of the project enables a relatively accurate estimates of work to raise up. Measurements are automatically extracted from simple design information and profile driven estimates are revised in real-time. The data model uses a flexible unit rate system that can easily be extended to other estimate dimensions such as mix-use building surcharge rate estimation. The approach illustrated in this paper is applicable to BIM tool conceptual estimation that support for massing purposes other than the one chosen for this study.

Basic Study on the Establishment of AI Convergence Education Room (인공지능융합교육실 구축에 관한 기초연구)

  • In this paper, the information education plan of the Ministry of Education and offices of education was analyzed in relation to the construction of the AI convergence education room. And based on this, an appropriate construction direction was suggested. For research, AI convergence education room construction plan, budget amount per school and etc were analyzed in the information education plan of the Ministry of Education, KERIS, KOFAC, and the plan of leading schools for AI education. Although the Ministry of Education is making various efforts to promote SW education and artificial intelligence convergence education, it is found that the number is far insufficient compared to the number of elementary, middle and high schools. Efforts to expand the information education room at the government level are continuously required, and in order to utilize the developed artificial intelligence convergence education room, it is necessary to provide abundant teaching and learning examples for the construction space model. In addition, school-level planning and execution must be followed so that the constructed space can be used appropriately, and management and maintenance plans for equipment are required.

A Study on the Bidding Trends of the Private Consignment Service of Landscape Management (조경관리 민간위탁용역의 입찰추이에 관한 연구)

  • Based on the bidding data of the national marketplace for public procurement service from 2003 to 2015, this study investigated and analyzed the bidding trends of the landscape management public consignment service by analyzing total bidding, type, client, region, license. The results are as follows. First, the total number of bids for civilian consignment services in landscape management increased by 1,112 cases, corresponding to a 487.7% increase over 10 years, and the total bidding amount increased by 144,504 million won, corresponding to a 382.5% increase. Second, in 10 years, the proportion of landscape management in landscaping works increased by 10%, and the bidding amount increased by 3%. Third, in the analysis of bidding trends by type, green areas showed the greatest growth in the number of bids, while the greenery of buildings showed the highest increase in the bid amount. Fourth, local autonomous entities, Gyeonggi province, and the landscaping planting construction industry showed the highest increase in the number of bids and the amount in each field such as client, region, and license. In summary, the number of cases and the bidding amount is increasing year by year. Considering the increasing number of users and demands thereof, the number of bids and the amount of consignment service for landscape management will continue to increase. The purpose of this study is to investigate and systematically analyze the tendency of bidding for 10 years for the private consignment service of landscape management in the current situation, where the importance of landscape management is increasingly emphasized. Another purpose of this study is to discern the necessity of the landscape management business and to provide the basis for incorporating the landscape management business into the professional construction industry in the future, thus providing opportunities for widening the expertise and diversity of the landscaping field. For the following study, the legal basis of landscape management, qualification, equipment standards, calculation of management cost per unit, and the appropriateness of the management cost should be considered.

Valuation of highway O&M contract using real option (실물옵션을 활용한 고속 도로 유지관리 계약의 가치산정)

  • The recent budget planning for highway infrastructure implied that the investments for Operation & Maintenance(O&M) became greater than that for new construction. This circumstance made many stakeholders pay attention to the O&M of road infrastructure and adopt other countries' policies and system for effective management. In other countries, most O&M for road infrastructure have been done by private entities using long-term contract and Korea is about to shift from one year contract to long-term contract. The most important parts for the expansion of the long-term O&M contract for road infrastructure are valuation of the O&M contract based on accurate prediction of O&M costs and instrument for proper risk sharing between contracting parties. Thus, this study provides a methodology to estimate a reasonable O&M contract price and a framework to share contract risk between contracting parties using real option. The analysis results showed that the contract price and ceiling and floor conditions for the 20 year-contract of 20 km-highway project were 45.7, 60 and 42.3 billion won, respectively.

Measuring the Economic Value of Open Government Data: A Consumer Utility Perspective (공공데이터의 경제적 가치 측정: 소비자 효용 관점)

  • In many countries, governments invest a substantial amount of budget in open government data (OGD) for governmental performance and transparency. To understand the actual performance of such policies, the governments should measure the realized value. Many organizations and researchers have attempted to assess the value of OGD. However, they have neglected a perspective of consumers who benefit from OGD. Moreover, little research has quantified the economic value. This research examines extant methods of intangible asset valuation to quantify the economic value of OGD in a citizen perspective. In consideration of the extant research methods and the characteristics of OGD, the contingent valuation method is the most appropriate because it effectively reflects various users and their purpose of use. We then conduct a survey of citizens living in Seoul, Korea and assess the economic value of OGD provided by the Seoul government. Findings show that citizens' willingness to pay (WTP) differs across respondents' prior experience, tax resistance, perceived benefit and perceived reality of virtual scenario, but it does not differ across their demographics. WTP also significantly varies across the question formats. We discuss the reliability of the results and implications for future research.

An Analysis on the Firms' Financial Performance of Coupon-System Management Consulting (쿠폰제 경영컨설팅 기업의 재무성과)

  • 기업 경영이 점차 글로벌화 되어가는 환경 하에서 중소기업의 경쟁력강화대책의 일환으로 경영컨설팅 지원사업이 시작된 지 10년이 되었다. 그동안 실증적인 사후자료에 의한 평가는 전무한 실정으로 본 연구에서는 중소기업 쿠폰제 경영컨설팅 사업을 통한 사업참여 중소기업의 재무적 상황을 중심으로 사업참여 전 후를 비교 분석함으로써 본 사업의 시행성과를 분석하는 데 그 목적이 있다. 이를 위해 2005년도 중소기업 쿠폰제 경영컨설팅 지원사업 참여기업 중 지원사업 중 지원예산의 규모가 가장 크고, 업체에 지원금액이 많은 사업 혁신과제컨설팅(II)부문의 컨설팅을 수행한 기업들을 대상으로 수집한 재무비율분석 자료를 활용하여 사업참여 이전 및 이후의 재무상황 변화를 분석하였으며, 2005년을 기준으로 이전 1년 및 이후 2년간을 비교하였으며, 2005년 중소기업 쿠폰제 경영컨설팅 지원사업 혁신과제컨설팅(II) 70업체 중 사업참여 이전 및 이후 2년간의 자료를 구할 수 있는 34개 업체를 대상으로 하였다. 각 년도별 표본의 재무비율 산출은 EXCEL 2007을 사용하였으며, 쿠폰제 경영컨설팅 전 후 두표본 집단간의 차이 검증은 SPSS win 15.0K의 Wilcoxon 부호순위검정을 실시하여 검증하였다. 검증결과 경영컨설팅 전 후 전반적으로 가설은 기각되고, 성장성지표의 매출액증가율 및 활동성지표의 경영컨설팅 후 2년 총자산회전율은 기각되지 않으나 역의 영향력(설명력)을 가진 것으로 나타나, 쿠폰제 경영컨설팅사업의 실질적인 효율성 제고가 필요하다.
