This paper, at first, intends to develop a conceptual model of spatial information eco-system based on the related literature reviews. The basic requirements in constructing the model are also specified. Next, the functional roles and interrelationships among the actors constituting the eco-system are analyzed to investigate the major reasons of inefficient and unsmooth flows of value-added process of Korean spatial information industry. Especially, the Korea Cadastral Survery Corp.(KCSC), which has dual organizational characteristics of public and private entity, is analyzed to be positioned as the most dominant actors in the eco-system. However, the KCSC needs to be changed and challenged to re-establish the missions and institutional roles for upcoming network societies. Here, we proposed 4 future-oriented development strategies and action plans to promote the Korean spatial information industry and to activate the eco-system.

In the contemporary modern society, information and knowledge generate a set of new social values. These changes demand a transformation not only in socio-cultural and educational spheres, but also, specifically, in the field of culture and art education. Culture and Art education emphasizes the integration and cross-discipline of other related fields which have great impact on culture and arts. This study applies theoretical analysis of Animation education in the context of culture and art education. Animation education takes an interdisciplinary approach to integrate various subjects in the field of culture and art education. Animation, as a form of culture and art education, plays an educational role in the social classroom. Animation education should be developed and expanded to become a regular classroom course. The goal of Animation education is to pursue and develop a connection with other educational courses of study. In order to strengthen the role of Animation education, we should first re-structure the pedagogical role of Animation education. Secondly, Animation education needs to become a diversified and popularized education. Third, the cultivation of creative human resources is considered of vital importance to Animation education. Finally, the expansion of infrastructure and the establishment of a comprehensive support system for Animation education has to be established.

This paper aims at advancing the understanding of human communication by reflecting the role of the consciousness of time in television communication. As the past, the present and the future are not independent realities, but co-exist in the human consciousness, the 'experience' and the 'expectation' are used as two essential conceptual tools which explain the mechanism of operation of the consciousness of time. The man anticipates the future based on the experience updated in the present, and chooses a present action and feels an emotion according to the expectation. The consciousness of time is extended to the symbolic instrument of time and the dominant vision of the world in the process of the socialization. The role of the consciousness of time in television communication is analyzed in both genres of information and fiction based on the media characteristics of television. The information and the fiction genres oppose to each other according to their relationships to the reality, but it turned out that their effects of communication such as enjoyment and novelty depends in common on the way of using the televiewer's consciousness of time.

한국은 지금까지 정보기술이 국가 발전에 큰 역할을 해 왔으며 그 성과도 인정받고 있다. 특히 전자정부 수준, 정보화 인프라, 준비도 등은 이미 세계적 수준에 진입한 상태이다. 하지만 최근 주변상황 변화에 따라 '국가 정보화의 방향성 재정립'을 요구 받고 있다. 본 연구는 이러한 시대적 상황에 부응하기 위한 방향 모색과 방안을 정리하고자 한다. 접근 방법은 아키텍처의 시각과 개념을 활용한다. 이와 함께 기존의 공공부문 정보화 추진의 내용과 함의를 조망해 본다. 그리고 새로운 정부의 IT관련 공약과 국정과제 등 정보화와 관련된 내용을 정리 한다. 이것은 아키텍처의 틀 속에서 비용편익과 정보화접근 관점을 기준으로 분석한다. 분석의 결과는 향후에 국가 정보화의 추진 방향과 체계, 사업을 재설계하는데 참조가 되었으면 한다. 그리고 새롭게 국가와 공공 정보화 기본전략 및 청 사진을 그리는데 필요한 아이디어 도출과 시사점이 되었으면 한다.

최근 국내 고층건물에서 비상훈련이 실시되었고, 이 훈련은 사전 예고한 상태로 화재발생 사이렌과 함께 정해진 시간에 대피를 완료한 사람은 약 20%에 머물렀다는 소식은 우리나라의 안전 불감증의 여전함을 절실히 보여주고 있다. 한편 해상에서는 지속적인 지진 발생 및 지진 발생 회수 증가, 지진 강도도 높아지고 있는 등 지진재해 발생가능성이 높아지고 있지만, 이에 대한 선박 피난에 대한 구체적 대응책 마련은 거의 없다고 할 수 있다. 이러한 해상 상황에서 가장 중요한 역할을 하여야 하는 VTS(Vessel Traffic Service, 해상교통관제)의 의미의 재정립이 필요한 시기이다. 2011년 3월 발생한 동일본 대지진 재해사례의 교훈을 중심으로 한 지진 재난시 우리나라 VTS 대응방안에 대한 제언을 통하여 재난 안전 확보의 가반을 마련하고자 한다.

최근 자판기 분야의 심각한 불황의근본적인 이유는 자판기의 사업성이 과거만 못하기 때문이다. 자판기 운영수익성이 기대대로만 나와 준다면 시장이 불황일 이유가 없다. 하지만 영업용기기로서의 기대 수익성이 운영자들을 만족시키기 보다는 불만을 더욱 크게 하는 게 최근의 현실이다. 더욱이 소비자들을 기망하는 자판기 판매가 횡횡해 자판기 사업은 믿을 수 없다하는 불신마저 가중되고 있다. 이렇다보니 자판기 사업에 대한 투자심리가 점점 위축이 되고 이는 산업 전체적인 매출감소, 시장 불륨의 축소로 이어지는 악순환의 연결고리를 형성한다. 시장이 이렇게 악화되기 까지는 부실한 자판기 기획유통이 결정적인 역할을 했다. 소비자와 상호신뢰보다는 판매자의 이익만을 챙기는 기획 유통이 팽배해져 자판기 사업에 대한 부정적인 인식이 확대되어 왔다. 그렇다면 과연 자판기 기획유통의 문제점은 어디에 있는 가. 또한 어떻게 해야 제대로 된 흐름을 형성하여 내실 있는 자판기 사업성을 회복할 수 있을 까. 국내 자판기 기획유통이 산업계에 손실이 아닌 이득으로서 재정립되기 위한 과제들을 조명해 봤다.

이 연구는 개념 및 개념학습의 의미와 가치를 평가해 보고, 기존의 지리교육 기본 개념에 대한 논의를 정리하여 현장 교사들의 기본 개념 인식과 비교한 후, 향후의 지리교육 내용 구성의 방향을 모색해 보았다. 지리교육의 개념은 지리적 현상의 작동 과정을 이해하는데 도움을 주는 개괄적인 관념으로서 관련 지식들을 인지구조 속에 붙들어 매어주는 역할을 한다. 현장교사들이 가장 중요하다고 인식하고 있는 기본개념은 인간-자연관계, 입지, 지역, 지도화, 지역적 차이, 문화 등이며, 이는 전통지역지리학에서 강조되어 온 개념들이다. 반면에 지역적 결합, 공간 및 공간관계, 장소, 지구사회, 이동 등의 개념은 교사들이 잘 이해하지 못하고 있는 개념으로 밝혀졌다. 이러한 분석과 관련하여 주의를 기울여야 할 점은 지리학과 지리교육의 기본개념을 무차별적으로 혼용해서는 안 된다는 점이다. 학문적 성과와 교육적 성과는 다른 것이며, 이에 맞춰 지리교육의 교육적 효과를 높일 수 있는 구체적인 하위개념들이 개발되어야 할 것이다.

데이터 분석도구 R은 대용량 데이터의 고급 분석과 통계 계산을 위한 스크립트 언어로 데이터의 자료 분석에 다양하게 활용되고 있다. 최근 평균수명의 연장과 더불어 새로운 직업들의 등장으로 인하여 사회 구성원들의 전직이나 이직에 대비하기 위한 다양한 직업교육 요구가 제시되고 있다. 또한 사회 구성원들의 교육수준이 전반적으로 높아짐에 따라 직업교육에 대한 요구 역시 보다 세분화되고 있으며 보다 높은 수준의 학습기회에 대한 요구도 증대되고 있다. 이에 본 연구에서는 직업능력 교육의 기능과 역할을 재정립하고 직업능력 교육의 개발 방향을 제시하기 위하여 지역사회의 수요조사를 기반으로 데이터 분석도구 R을 활용하여 선호도 분석을 실시하였다.

최근 재난은 대형화, 복합적, 다양화되는 양상을 보이는 가운데, 효율적인 재난관리를 위해 정부 중심 거버넌스 재난관리에 대한 변화가 불가피하다. 현장 중심의 재난관리 체계 구축을 위해서는 국민생활과 밀접한 지방공공기관의 재난관리에 대한 역량을 배양하는 제도적 개선이 요구된다. 이를 위해서는 지방공공기관의 재난관리에 대한 역할의 재정립, 재난·안전관리에 대한 평가지표의 개선, 기능연속성계획 수립을 위한 정부의 지원책 마련 등 현행 제도를 보완해야 한다. 특히 사회통합적 재난관리로 전환하여 재난 현장의 최일선에서 효과적인 대응이 이루어질 수 있는 기반이 필요하다. 하여 본 연구는 지방공기업의 재난관리 역량 강화를 위한 개선 방안으로 실제적 법제도 개선의 토대를 마련하고자 한다.

An information system for defense technology information management should assist the user's work and manager's decision-making by managing and timely providing data held by defense-related organizations. This paper proposes a plan for constructing an advance defense technology information service. DTiMS concentrates on the collection and management of defense science technology information but not its distribution. Therefore, it is important that the advanced distribution service model be established on the concept of total life cycle management that utilizes user information, so that it can provide proper information to each user in the defense field who require the information processed by their roles. This study examined the management of information and operation method through advanced case analysis. In addition, the analysis of existing services revealed improvements in the management of an information standard, the trace ability of information and usability, and improved user-interface. The proposed development direction was implemented by deploying the advanced DTiMS. Therefore, it is expected that the proposed methodology will contribute to the weapon system total life cycle, and will support defense technology planning, and R&D decisions.
