Analysis on the Relative Efficiency based on Data Envelopment Analysis for Colleges in South Korea - Focused on Evaluation of Basic Competency in College - (DEA분석을 기반으로 하는 한국 전문대학의 상대적 효율성 분석 -대학기본역량진단을 중심으로-)

  • The result of this study was to measure the relative efficiency of 133 colleges in south korea and to investigate the differences in the results of college basic competency evaluation. As a result of the study showed that the average difference of efficiency according to the background variables was no significant according to the scale, location, and college evaluation. but differences in the type of establishment were found to vary significantly in S.E model. In addition, it was analyzed that the efficiency of the college with limited funding for the efficiency distribution is highly distributed, which indicates that it is necessary to continuously improve the existing university methods and to assess whether they are being managed effectively. Finally, the limitations of this study are that it used only quantitative data and that additional indicators could result in different outcomes from the results of this study.

  • This study viewed foreign students as a publics that requires active communication, and analyzed the causal relationship between the antecedent variables (professor competency service, university administrative service) and outcome variables (adaptation to university life) of the university-foreign student relationships. As a result, both the professor competency service and the university administrative service were found to have a positive effect on the university-foreign student relationships. Also, the university-foreign student relationships was found to have a positive effect on adaptation to university life. Based on these results, we discussed the need to set the university-foreign student relationship as a major performance indicator and use it as basic data for developing active communication strategies and messages.

국내 창업교육센터 대학별 차이점과 성공 운영 요인에 관한 연구

  • 본 연구는 우리나라 대학의 창업교육센터(Entrepreneurship Education Center)에 대한 조사를 수행하여 선행 조사DB와 비교 분석하였다. 창업교육센터 실태조사를 바탕으로 대학별 정량적 정성적 지표를 측정하여 상위그룹과 하위그룹의 구분하고 두 집단의 차이점과 성공운영 요인을 분석하였다. 창업교육센터의 일반 현황과 특성, 교직원(교수자수, 교원창업자수), 교과목(과목, 수강인 원수), 학내외 프로그램(창업동아리, 창업경진대회, 창업캠프), 재정운영(예산, 전담인력) 등의 계량 지표는 대학정보공시(대학 알리미)와 중앙일보 대학평가 DB를 기초하여 조사하였다. 그리고 운영상의 문제점, 센터의 성과측정 항목 등 정성지표는 창업교육센터장을 대상으로 설문 조사하였다. 또한, 국내 창업교육센터의 표본특성을 살펴본 후 상위그룹과 하위그룹의 차이를 규명하여 상위그룹이 보유하고 있는 인적 물적 역량과 프로그램의 분석하여 창업교육센터의 활성화 방안을 제시하였다. 본 연구는 교육부의 "산학협력 선도대학(LINC) 육성사업 (2012년~2106년)"에서 창업교육을 총괄 지원하기 위해 2012년 대학에 설치된 전담조직인 61개 창업교육센터의 성과를 분석하고 대학평가에서 상위 순위에 있는 대학 그룹들의 차이점을 도출하는데 의미가 있다. 또한 2017년에 새롭게 지정된 LINC+ 사업 ('17년~) 창업교육 분야의 정책적 시사점을 제시한다. 본 연구의 목적을 달성하기 위해 문헌연구와 창업교육센터 운영에 대한 구조적 설문지를 개발하여 실태를 분석하였다. 이 결과는 창업교육센터의 효율적 운영을 위해 대학교직원 연구자 공무원 학생 및 창업교육센터를 포함한 창업지원 기관의 이해 관계자에게 향후의 발전을 위한 자료로써 의미가 있을 것이다.

The Development of 'Korea's Science Education Indicators' (한국의 과학교육 종합 지표 개발 연구)

  • The importance of science education for cultivating the competencies required by an intelligent information society is gradually being strengthened. The government's roles and responsibilities for science education are stipulated by laws and policies in Korea. In order to systematically support science education, continuous monitoring of related policies is essential. This study aims to develop indicators that can be used to systematically and continuously monitor the national policies on science education in Korea. To achieve this goal, we first derive the framework for the indicators that has two dimensions (learner and science education context) and three categories (input, process, and outcome) from literature reviews. In order to derive the components and subcomponents of the indicators, the contents of science education-related indicators developed in Korea or abroad were reviewed. In order to verify the suitability and validity of the framework and components of the initial indicators, a two-round Delphi method was conducted with 25 expert participants with five different professions in science education. Finally, three components of the 'input' category (student characteristics, teacher characteristics, and educational infrastructure), three components of the 'process' category (science curriculum implementation, science educational contents and programs implementation, and teacher professional development program implementation), and five components of the 'outcome' category (science competency, participation and action, affective achievement, cognitive achievement, and satisfaction) were derived. An instrument to collect data from students, teachers, and institutions was developed based on the components and subcomponents, and content validity and internal consistency of the instrument were analyzed. Korea's Science Education Indicators developed in this study can comprehensively measure the current status of science education and is expected to contribute to a more efficient and effective science education policy planning and implementation.

Analysis of Entrepreneurial Orientation and Market Share using PLS Structural Equations Modelling -Mediating Effect of R & D Capability & BSC Future Value Creation- (PLS 구조방정식 모형을 활용한 기업가적 지향성과 시장점유율간의 실증 분석 - R&D 역량, BSC 미래가치 창출의 매개효과 -)

  • Discussions on entrepreneurship are increasing, but the methodology that can be applied to actual small to mid-sized businesses and venture firms is insufficient, and research on measuring achievement and application is lacking. In this regard, this paper analyzed actual proof on the relationship among entrepreneurial orientation, R&D capabilities, market share, and the creation of BSC future values that can be empirically applied to small to mid-sized businesses and venture firms. A factor analysis and hypothesis verification have been conducted with the SEM model utilizing SmartPLS 3.0 on the recent 7th year (2017) data from the Human Capital Corporate Panel (HCCP) of the Korea Research Institute for Vocational Education and Training. The actual proof analysis revealed that entrepreneurial orientation creates a positive influence on R&D capabilities and the creation of BSC, and also on market share, with R&D capabilities as a parameter. On the other hand, the relationship between entrepreneurial orientation and market share proved to be not statistically meaningful. Future value creation of BSC also could not mediate the relation between entrepreneurial orientation and market share. Therefore, this research has proven that a company must cultivate its personnel's R&D capabilities with their entrepreneurial orientation. Furthermore, it is a significant fact that BSC, the conventional measuring tool for performance management, could not mediate the relationship between entrepreneurial orientation and market share. Future companies aiming at innovation should consider developing a new index that could measure the corporate-level entrepreneurship and conduct performance management.

  • In this research, we analyzed the research and development process of small and medium enterprises, and diagnosed the problem of the research and development process of domestic small and medium enterprises, and evaluated the influence of innovative ability on the speed of research and development and corporate performance.   • Youth employment academy program focuses on resolving the job mismatch of youth unemployment through industry oriented human resource development for which company oriented capacity building program for graduate-to-be and graduate is supported. One of the major characteristics of this program is to use the M-to-M model with common skills for companies of same type of business. The operation organization in youth employment academy is supposed to be evaluated by the final employment rate after 1 year and 6 months since start of the program. So performance indicator for the operation organization was developed which means a kind of mid-term evaluation. In this research, the validity of the performance indicator is discussed. The correlations between the performance indicator and the performance evaluation, between the performance evaluation and the final employment rate, and between the performance indicator and the final employment rate are analyzed.

  • To evaluate companies that participated in the defense R&D project, 27 variables are chosen through literature survey, feature analysis of defense R&D and interviews with military experts. 17 variables are selected after factor analysis which is applied to reduce the number of variables and to detect structure in the relationships among variables, that is to classify variables using Likert-type scales. And then 17 variables are prioritized by AHP (analytic hierarchy process) method. It is shown that communication skill & cooperation strategy, level of technology, possession of needs technology have high priorities. However, protection plan of technology leakage, expertise of subcontractors, software development plan have low priorities.

  • The purpose of this study is to provide useful knowledge for improving indicators that represent competitiveness and educational competency of the university by deriving a new pattern or the meaningful results from the data of information disclosure of universities using statistical analysis and data mining techniques. To achieve this, a model of decision tree was made and various factors that affect education/research performance such as employment rate, the number of technology transfer and papers per full-time faculty were explored. In addition to this, the cluster analysis of universities was conducted using attributes related to evaluation of university. According to the analysis, common factors affecting higher education/research performance are following indicators ; incoming student recruitment rate, enrollment rate, and the number of students per full-time faculty. In the cluster analysis, when performed by the entire university, the size, location of the university respectively, clusters are mainly formed by well-known universities, art physical non-science and engineering religious leaders training universities, and others. The main influencing factors of this cluster are higher education/research performance indicators such as employment rate and the number of technology transfer.

  • The purpose of this study was to investigate the determinants of organizational trust and its effect on organizational effectiveness in the public organizations. This study examined five factors of organizational competencies, consideration, fairness, organizational morality and organizational social responsibility as the determinants of organizational trust and job satisfaction, organizational commitment and intend to leave as the indicators of organizational effectiveness. For this study, data were collected from 323 public officials in Gyeonggi Province with structured questionnaires and analyzed using structural equation modelling technique. This study found that organizational competencies, consideration, fairness, organizational morality and organizational social responsibility made significant contributions to the formation of organizational trust and that organizational trust impacted positively organizational effectiveness measured in terms of job satisfaction, organizational commitment and intend to leave.
