Analysis of the Korean Coastal Shipping Passenger Perception Survey - Focusing on Passengers of the Incheon, Mokpo, and Tongyeong Passenger Terminals - (한국의 연안여객선 이용객 인식 조사 분석 - 인천, 목포, 통영 여객터미널 이용객을 중심으로 -)

  • The purpose of this study was to investigate and analyze the perceptions of passengers on various topics related to passenger ship operation, by targeting the passengers (passenger ship consumers) at coastal passenger terminals in three regions, Incheon, Mokpo, and Tongyeong, where many coastal passenger ships operate in Korea. The survey period was October 1-October 11, 2019, just before the outbreak of COVID-19, and the number of samples was 277. The analysis was divided into two elements. Results of the analysis show that, for items islanders as well as the general public did not respond to more than 50% positively, a more in-depth review of policies and fare policies for transportation-disabled facilities through comprehensive fare evaluation such as the excellence of transportation-disabled facilities, the appropriateness of fares, and the appropriateness of fare guidance are necessary. It is expected that this study will contribute to the preparation for re-opening after COVID-19, as well as contribute to public transportation policy.

  • Incheon International Airport (IIAC) has been named "best airport worldwide" according to the AETRA Passenger survey Program that was jointly administered by Airports Council International (ACI) and the International Air Transport Association (IATA) in 2005. This paper identifies eight dimensions underlying the overall service qualify in passenger terminals. These eight elements were found from literature reviews through relevant documents. The research explains the linkage between the overall satisfaction with IIAC and five services that influence that satisfaction. The five services are the following: service quality of passenger terminals, commercial facility services, easy access by transportation, service quality of the airlines, and contributions to the community by IIAC. The data envelopment analysis (DEA) designed by Cook and Kress (CK Model) was used to maximize the efficiency of commercial facility services, easy access by transportation, service qualify of the airlines, and contributions to the community by IIAC because the model best provided practical plans for a more competitive airport. This paper has three significant results. First, it includes research of passenger terminal-oriented service quality. Second, the author researches service qualify focusing on a three-cornered relation among passengers, airline employees, and IIAC. Third, the paper contains research of service quality focusing on IIAC's employees.

국내 내항여객선 산업의 현황과 문제점

  • 주5일제의 시행 및 국민소득의 증대, 스포츠 레저 및 여가생활에 관심이 집중되면서 여객선을 이용한 관광이 많이 활성화 되고 있다. 입소문을 통한 홍보 뿐만 아니라 인터넷, 스마트폰등을 통한 정보의 공유 및 대중매체를 통한 홍보로 인하여 구석구석의 명소들이 많이 소개되고 있으며, 이를 위한 여객선 사업이 빠른추세로 증가하고 있다. 이처럼 여객의 수요는 증가하고 있으나 그에 맞는 서비스의 개선, 터미널의 보안시설, 선박 및 접안시설의 노후화 및 수송능력의 부족, 여객선 승무원의 고령화, 급작스런 기상악화시의 대처요령, 여객선사의 안전불감증 등은 많은 문제점을 야기하고 있다. 이 논문에서는 최근 5년간의 우리나라의 여객선 사업의 현황을 분석하고 여객선 사업의 문제점에 관하여 다루어 보도록 하겠다.

  • A methodology to the operation standards of the service performance of airport terminal fadlities using Perception-Response Model is discussed in this paper. The proposed approach has defined as the graphical presentation of the collective attitudes of a category of passengers towards the range of operational service at a facility of airport terminal. It adopts new concepts to establish service standards through special survey, that can achieve better interpretation of capadty and level of service at each facility. It is expressed in terms of perception of the passenger population of different amounts of the service measure and their response to the respective service conditions classified into distinct levels of satisfaction with service. The methodology can provide a practical service standards of airport terminals and may prove to be a practical and convenient technique to airport planners, designers, consultants, operators, and to airport managers.

  • Coastal ferry routes are very important because they connect the mainland to islands, offer transportation for islanders, and bring tourism to islands. In particular, the recent increase in national income, prevalence of a culture that emphasizes work-life balance, and introduction of the five-day workweek have stoked interest in travel as a leisure pursuit, and demand for tourism from Korean people in islands has increased. As the number of passengers using coastal passenger terminals increases due to changes in the coastal tourism environment, the importance and need for coastal passenger terminal facilities and services is growing. Under these circumstances, it is necessary for the management organizations of coastal passenger terminals to manage and efficiently operate the terminals in such a way that budgets can be reasonably implemented and the convenience of passengers using the terminals is enhanced. This study primarily analyzed the management efficiency of coastal passenger terminals in terms of profitability and public interest using data envelopment analysis. The eight passenger terminals achieved low management efficiency in terms of profitability. These terminals should improve profitability by increasing income from terminal office rental and ancillary businesses and revenue from terminal fees by boosting island tourism and expanding overseas passenger transportation. The eight terminals with low management efficiency for public interest should increase the number of passengers by promoting island tourism, developing tour packages to Japan and China's coastal areas, developing new routes, and introducing super-high-speed ships.

  • 여수권역 해양교통시설에 해양기상 수집 시스템을 구축하여, AtoN AIS를 이용하여 주변을 항해중인 선박에 해양기상 정보를 직접 제공하고, AIS 기지국을 통해 해양기상 정보를 수집 처리하여 연안여객터미널, 해경 파출장소, 유관기관을 해양기상 정보를 제공함으로서 도서민이나 해양에 종사하는 사람, 레져 인구에게 제공하는 서비스로서 해양교통시설을 활용하여 좀 더 안전한 해양 업무를 수행하고 사고로 인한 인명 및 물적, 환경적인 피해를 줄일 수 있도록 한다. 여수권역 해양교통시설에 6개 국소와 별도의 기상관측 부이를 설치하여 대기기상(풍향/풍속, 기온/습도, 기압, 시정) 과 해양기상(유향/유속, 파향/파고, 수온)을 관측 할 수 있도록 구축하였으며, 기상관측 표준화법에 맞게 센서를 검정하고, 설치하여 관측 자료의 신뢰성을 확보하였다.

  • (주)한진중공업 컨소시엄 인천공항사업소는 인천국제공항 여객터미널, 탑승동 신축공사에 참여해 사업을 성공적으로 마무리한 데 이어 개항 후에는 공항시설의 유지관리 업무를 맡아 공항의 안정적인 운영에 기여를 하고 있다. 인천국제공항에서 이곳 사업소가 차지하고 있는 비중은 상당하다. 주요 시설물의 관리운영 및 유지보수를 철저히 시행하여 각 시설물들이 완벽한 성능과 기능을 유지토록 하고 있는 것. 사실상 공항 관련기관 관계자 및 상주직원, 공항 이용객 등이 사업소 덕분에 공항을 안전하고 편안하게 이용하고 있다고 해도 과언이 아니다. 빈틈없는 안전관리로 공항을 찾는 사람들에게 행복과 기쁨을 선사하고 있는 이곳 사업소의 안전관리자 박영재 대리를 만나봤다.

  • 국내 공항에서 보유하고 있는 제한된 주기장에 대한 이용률과 주기되어 있는 항공기의 탑승에 소요되는 시간 및 도보거리는 공항의 운영 및 승객의 편리성 평가에 주요한 척도가 되고 있으며, 공항의 주요 운영 목표는 합리적인 항공기 주기장 배정을 통한 주기장 이용률의 최대화 및 터미널 이용 승객의 편리성 증대라 할 수 있다. 이에 본 연구에서는 대상 공항의 시설배치, 터미널 구조, 공항의 이용 승객 등을 고려하여 사용 가능한 주기장의 이용률의 최대화하고 터미널에서의 여객 이동거리를 최소화하는 주기장 배정 알고리즘의 개발과 그 결과를 국내 공항에 적용시키는 것을 그 목적으로 한다. 이를 위하여 기존의 GAP 정식화 모델을 최적화 소프트웨어인 LINGO를 활용하여 다중 시간 주기를 갖는 복잡한 문제를 단일 시간주기를 갖는 문제로 변환하기 위한 접근 방법을 제시함으로써 기존의 OR 접근 방법이 가지는 최적해 산출을 위한 긴 소요시간의 문제를 해결하고 실제 공항에 적용하여 실시간 의사결정을 위한 배정 결과를 제공하였다. 본 연구를 통하여 현재 발견적 기법에만 의존하여 수행되는 주기장 배정결과를 최적화 알고리즘을 통하여 산출함으로써 공항의 주요한 운영 목표인 항공사 및 여객의 시간 비용을 최소화할 수 있다. 또한 기상 악천후로 인한 항공기의 이착륙 지연이 발생할 경우 복잡한 문제를 배정 알고리즘에 의해 신속히 해결함으로써 공항 운영의 효율성뿐만 아니라 공항 안전에도 기여할 수 있을 것이다.

A Comparatibe on Selection Attributes of Airport throught traditional IPA and revised IPA -Focusing on the Gwangju and Muan Airport-

  • Gwangju Airport and Muan International Airport are planned to merge in 2021 while the aviation market is suffering an unprecedented prolonged crisis due to COVID-19 and therefore it is necessary to revitalize the airport to keep up with the passenger's demands. The study conducts an empirical research survey on the passengers of both airports regarding the importance, satisfaction, and overall satisfaction to derive a strategic marketing direction. The results show that to establish a strategic marketing direction, an urgent improvement is required for all "Commercial Facility and Diversity," "Rest Facility and Comfort," "Facilities for the Transportation Vulnerable," "Latest Facility" factors, and "Air Route Diversity." On the other hand, it is required to stop further investing and improving in "Publicity and Marketing" and "Flight Schedule". The results of this study demonstrate academic and practical importance through the comparison of two IPA models, based on Gwangju Airport and Muan International Airport before their integration, to provide substantive and meaningful marketing strategies.
