  • Recently, as the technology of drones develops, a malicious attack using a drones becomes a problem, and an anti-drone technology for detecting an attack dron for a malicious attack is required. However, currently used drone detection systems are expensive and require a lot of manpower. Therefore, in this paper, we propose an anti - drone method using the analysis and algorithms of the anti - drone that can monitor the attack drones. In this paper, we identify and detect attack drones using sniffing, and propose capture and deception algorithm through spoofing using current GPS based detection system.

A Study on the Establishment of Anti-Drone system for the Protection of National Important Facilities (국가중요시설 방호를 위한 안티드론 시스템 구축 방안 연구)

  • The Purpose of this study is to present effective Anti-Drone systems to protect national important facilities against drones that are illegally used by crime groups and terrorists with malicious intents. In order to accomplish the purpose of the study, technical and policy reports regarding Anti-Drone systems, open documents from manufacturers and various research papers are reviewed, and in-depth interviews with experts were conducted. Studies have shown that it is effective to overlay and mix different detection systems so that they can improve detection rates by supplementing each other's advantages and disadvantages, and that the means of incapacitation need to acquire flexibility by using both soft-kill and hard-kill methods in accordance with operational environment for the effective usage. In other words, the establishment of an illegal drone pre-management system, mixed and overlapping detection assets, determining appropriate countermeasures, and multiple distribution of means of incapacitation. The establishment of a protection system for important national facilities through the operation of overlapping and complex anti-drone systems is the most urgent task.

Analysis of Domestic and International Patent Trends in Anti-drone Technology through Patent Application Status Survey (특허 출원 현황조사를 통한 안티드론 기술의 국내외 특허 동향 분석)

  • In this paper, technical and patent analysses of anti-drone technology, which aim to neutralize drone attacks are conducted. We conducted research on the technical definition of anti-drone, the technical elements of anti-drone systems, and investigated the patents related to anti-drone and drone filed domestically and internationally over the past 10 years, starting from 2011. For domestic patents, we examined the number of patent applications related to anti-drone and the overall domestic patent applications over the past 10 years. Regarding international filings, we investigated the patent applications related to anti-drone filed in the United States, Europe, Japan, China, and under the PCT system in the past 10 years. We conducted a search for patents related to anti-drone, including neutralization techniques identified under the keyword "anti-drone," patents related to drone detection and identification techniques, and patents related to drone neutralization techniques. Through the conducted research, a total of 91 patents were filed for drone detection techniques. Out of these, 5 patents, accounting for 5.5%, were filed by public institutions. In the case of patents filed for drone identification techniques, there were a total of 174 patents. Among these, 4 patents, which is 2.3%, were filed by public institutions.

  • Recently, as the use of drones for military purposes is increasing, such as the Russia-Ukraine War, North Korea's reconnaissance against South Korea, and Army Tiger 4.0's dronebot system, anti-drone technology is developing a lot in each country. However, traditional anti-drone technologies in the form of using conventional weapons or electronic warfare weapons have the disadvantage of being expensive, so anti-drone technologies that can be performed at low cost are currently being newly researched. Therfore, in response to these anti-drone technologies, many efforts are being made to increase the survivability of our allies. In line with this trend, this study assumes a virtual anti-drone system applied with cyber domain and electronic warfare domain technologies that can be performed at low cost, rather than a technique using expensive conventional weapons or electronic warfare weapons among various anti-drone technologies. In response to this, we would like to present a plan to increase the survivability of friendly drones.

A Study on the Response Plan through the Analysis of North Korea's Drones Terrorism at Critical National Facilities - Focusing on Improvement of Laws and Systems - (국가중요시설에 대한 북한의 드론테러 위협 분석을 통한 대응방안 연구 - 법적·제도적 개선을 중심으로 -)

  • Purpose: The purpose of this study was to analyze the current state of drone terrorism response at such critical national facilities and derive improvements, especially to identify problems in laws and systems to effectively utilize the anti-drone system and present directions for improvement. Method: A qualitative research method was used for this study by analyzing a variety of issues not discussed in existing research papers and policy documents through in-depth interviews with subject matter experts. In-depth interviews were conducted based on 12 semi-structured interviews by selecting 16 experts in the field of anti-drone and terrorism in Korea. The interview contents were recorded with the prior consent of the study participants, transcribed back to the Korean file, and problems and improvement measures were derived through coding. For this, the threats and types were analyzed based on the cases of drone terrorism occurring abroad and measures to establish anti-drone system were researched from the perspective of laws and systems by evaluating the possibility of drone terrorism in the Republic of Korea. Result: As a result of the study, improvements to some of the problems that need to be preceded in order to effectively respond to drone terrorism at critical national facilities in the Republic of Korea, have been identified. First, terminologies related to critical national facilities and drone terrorism should be clearly defined and reflected in the Integrated Defense Act and the Terrorism Prevention Act. Second, the current concept of protection of critical national facilities should evolve from the current ground-oriented protection to a three-dimensional protection concept that considers air threats and the Integrated Defense Act should reflect a plan to effectively install the anti-drone system that can materialize the concept. Third, a special law against flying over critical national facilities should be enacted. To this end, legislation should be enacted to expand designated facilities subject to flight restrictions while minimizing the range of no fly zone, but the law should be revised so that the two wings of "drone industry development" and "protection of critical national facilities" can develop in a balanced manner. Fourth, illegal flight response system and related systems should be improved and reestablished. For example, it is necessary to prepare a unified manual for general matters, but thorough preparation should be made by customizing it according to the characteristics of each facility, expanding professional manpower, and enhancing response training. Conclusion: The focus of this study is to present directions for policy and technology development to establish an anti-drone system that can effectively respond to drone terrorism and illegal drones at critical national facilities going forward.

  • Due to the development of technology and popularization of drone, the so-called "dirty drone" that exploits drones for crimes and terrorism has become a social problem, and it is time to seriously consider the "revenge of drones." Indeed, the cases of threats posed by drones are expanding not only to threats to ground facilities, but also to aviation safety threats, more recently to large-scale events, demonstrations and crimes targeting specific personnel, and terrorism. This research clearly defined the concept of anti-drone when it emerged as a new type of social safety threat as it was abused in crime and terrorism, while response to it was not enough yet. Through this process, it was intended to present an effective anti-drones system. We analyzed the major controversial elements of anti-drone, and defined them as "comprehensive response activities at the legal, institutional and technical levels performed by law enforcement agencies, related technology and industrial entities in a way that prevents, detects, and blocks acts that violate public well-being and order, such as crimes and terrorism caused by the drones." To effectively respond to dirty drones, the authority of law enforcement agencies and the enactment of relevant laws were proposed. In the future, a comprehensive and systematic follow-up study of the anti system should be conducted.

  • 본 논문은 이러한 국가중요시설에서의 드론테러 위협과 대응실태를 분석하여 문제점을 도출함으로써 안티드론시스템을 실효적으로 활용하기 위한 법·제도적 발전방안을 제시하는 데에 연구의 목적으로 두었다. 연구방법은 질적연구방법으로서 기존 선행연구논문, 정책자료 등에서 다루지 못한 다양한 문제점들을 전문가 심층면담을 통해 분석하였다. 심층면담을 위한 연구참여자는 국내 안티드론 및 테러분야 전문가 16명을 선정하여 반구조화 인터뷰 12개 문항을 토대로 진행하였다. 연구결과 현재 우리나라 국가중요시설 드론테러에 대해 효과적으로 대응하기 위해서 선행되어야 할 4 가지 문제점에 대한 개선사항이 식별되었다.

An Illegal Drone Tracking Scheme Using Swarming Flight (군집 비행을 이용한 불법 드론 추적 기법)

  • Drones have been widely used in various fields due to the rapid development of done-related technologies, which causes various problems. The schemes which can track target drones by using signal transmitted by target drones have been investigated as a key technology for anti-drone systems to solve these problems. In this paper, we investigate an illegal drone tracking system based on swarming flight that consists of multiple small drones in order to resolve the limitations of a conventional system that consists of a single drone. In addition, we also propose a scheme with which we can adaptively adjust the separation distance between small drones in a swarm according to channel situations. We analyzed the performance of the proposed scheme in terms of success ratio and the number of movements. The proposed scheme can improve the success ratio and the number of movements by 170% and 63% respectively, compared to the conventional scheme.

  • As drones (also known as UAV) become popular with advanced information and communication technology (ICT), they have been utilized for various fields (agriculture, architecture, and so on). However, malicious attackers with advanced drones may pose a threat to critical national infrastructures. Thus, anti-drone systems have been developed to respond to drone threats. In particular, remote identification data (R-ID)-based UAV detection and identification systems that detect and identify illegal drones with R-ID broadcasted by drones have been developed, and are widely employed worldwide. However, this R-ID-based UAV detection/identification system is vulnerable to security due to wireless broadcast characteristics. In this paper, we analyze the security vulnerabilities of DJI Aeroscope, a representative example of the R-ID-based UAV detection and identification system, and propose a replay-attack-based neutralization method using the analyzed vulnerabilities. To validate the proposed method, it is implemented as a software program, and verified against four types of attacks in real test environments. The results demonstrate that the proposed neutralization method is an effective neutralization method for R-ID-based UAV detection and identification systems.

  • Recently, the rapid development of drones is increasing as a variety of threats to important facilities of the country. In order to build an anti-drone system that responds to drones with high technical characteristics, standardization is required in terms of operation, system, and technology. By applying the defense architecture framework, it contributes to the establishment of the optimal system by proposing a standardization plan for the operational and system perspectives of the anti-drone system by creating outputs equivalent to the stage of prior research on weapons systems. It is a prerequisite for building a drone system the operational concept of the anti-drone system, the definition of the drone threat, the function of each component, the interface, the definition of data flow, the system performance and effect scale, etc. Management, security officers, and equipment manufacturers of important national and public facilities on site expect that it will be used as an objective standard at the government level for the component technology of the equipment to respond to the drone threat and the performance required in the environment.
