항만간 허브항 경쟁이 극심해 지고 있는 오늘날, 컨테이너 선사는 M&A 및 전략적 제휴로 컨테이너터미널 운영사와의 가격 협상력의 우월적 지위를 갖게 되어 컨테이너터미널 운영사간 선사 및 화물유치를 경쟁을 더욱 부추기고 있다. 그러나 수요측면에서 컨테이너물동량 증가율 둔화로 컨테이너터미널에서 처리해야 할 물동량은 한정되어 있는 반면, 공급 측면에서 항만터미널의 지속적인 건설은 항만간 또는 터미널간 물량 유치경쟁을 과열시키고 있다. 특히 부산항은 신항 개장이후 북항과 신항간 물동량 유치경쟁으로 인하여 항만하역시장의 교란을 가져오고 있다. 본 연구에서는 부산항 컨테이너 항만하역시장의 구조적 특성분석과 설문조사 방법론을 통하여 향후 부산항 항만하역시장의 안정화 방안을 제시하고자 한다. 시장구조 분석결과 부산항은 한정된 처리물량과 신항의 개장으로 인한 공급과잉, 그리고 정부의 지역항만개발정책에 따른 컨테이너화물의 분산처리로 지속적인 부산항의 비중 감소로 선석당 처리물량이 감소하고 있다. 이에 따라 선사의 우월적 지위를 이용한 하역료 인하요구로 터미널운영사간에 서비스경쟁이 아닌 비협력적인 가격경쟁으로 재정수지가 악화되고 있고, 또한 '10년 외국적선사의 처리물량이 60%를 차지하고 있어 국부유출이 심각한 실정이다. 따라서 하역시장 안정화 방안으로 항만시설 수요 및 공급의 불균형을 조정하기 위하여 항만풀링공동기금관리를 통한 재정수지를 확보할 수 있는 항만풀링제도를 제안하며, 이 제도의 운영을 위하여 한시적으로 컨테이너터미널 운영사별 처리물량 상한제를 도입하는 것이 바람직하다고 판단된다.
Stabilization process is absolutely necessary to convert the precursor fibers into chemically, physically, thermally and structurally stable carbon fibers. Especially, it is critically important for rayon fibers experiencing severe weight loss and thermal shrinkage occurring at the stabilization stage below $400^{\circ}C$. The stabilization of rayon fibers strongly depends not only on stabilization temperature but also on heating rate, chemical pre-treatment, atmosphere, and so on. In the present study, the weight loss, fiber diameter change occurred in the furnace during the stabilization process for rayon fibers produced with various heating rates and in the absence and presence of phosphorous-based flame retardants and the thermal stability of the stabilized fibers were investigated. The result indicates that the weight, diameter and thermal stability of the rayon fibers are significantly affected by the type and amount of the flame retardant used. It is also suggested that the pre-treatment of rayon fibers with a concentration lower than $3\;vol\%$ of phosphoric acid is most desirable for further carbonization process of stabilized rayon fibers.

The objectives of this study were to select optimal soil amendments through analysis of heavy metal availability in soil and uptake to Miscanthus sinensis Anderss. for phytostablization in heavy metal contaminated soil of abandoned metal mine. M. sinensis was cultivated for 6 months at contaminated soil with several soil treatments (bottom ash 1 and 2%, fly ash 1 and 2%, waste lime+oyster 1 and 2%, acid mine drainage sludge (AMDS) 10 and 20%, compost 3.4%, and control). The analysis results of heavy metal concentrations in the soil by Mehlich-3 mehthod, growth and heavy metal concentrations of M. sinensis showed that AMDS 20% was more effective than other amendments for phytostablization, and AMDS 10% showed second effectiveness. Waste lime+oyster, bottom ash and fly ash were also improved compared to control. Mobility of some heavy metal was increased by treatments. Therefore, it is necessary of preparatory investigation of soil condition to select soil amendment to apply on-site phytostablization.

About 35 domestic incinerators are being operated currently. There is waste management policy to reuse waste efficiently and reduce waste through incineration which include reuse, recycling and energy recovery. However, there is a critical social issue that some heavy metals(Cu, Pb) were found in bottom ash from incineration of waste. After incineration, bottom ash is treated with chemicals to prevent second pollution of heavy metals from bottom ash and increase efficiency of heavy metal stabilization.
One of alternative conventional technologies used for treatment of livestock wastes is composting process, and recently some mechanical composting processes are being practiced. It is, however, recognized the composting process also has its own limitations such as longer time requirement, and difficulties to estimate the degree of decomposition, etc. The incomplete compost contains potentially harmful materials to crops and public health due to instabilized organic contents and pathogenic organisms. The purpose of this investigation is to develop an innovative system whereby anxious livestock wastes are thoroughly stabilized and disinfected. Thus the overall management scheme should meet the following requirements. 1. A system should be in a cost-effective and environmentally sound manner. 2. Sludges must be chemically stabilized and bacteriologically safe. 3. Odor-free by product should be applied to crop land. 4. Sludges are sources of fertilizer nutrients and/or soil amendments to enhance crop production. 5. And they can be used as potential pH adjusting agent of the acidified soils. Overall effectiveness of the developed system is experimentally tested to satisfy the preset criteria and requirements. Major experiments are divided into four categories: they are 1. chemical stability test, 2. optimal condition test of stabilization process, 3. bacteriological examination and disinfection tests, and 4. deodorization tests The stabilization process is consisted of the stabilizing reaction process and the drying process. Stabilized wastes is dried by both sun dryer and rotary dryer. It is shown that an additive dosage of about g/kg solid in wastes with a minimum of 5-minutes reaction would be necessary for effective stabilization reaction. In the stabilization reaction process, the pH of wastes is lowered from initial values of 12.3 to 8.6. High pH prevents odor production and kills pathogenic organisms. Organic matter contents in the stabilized wastes are about 50% and the sum of contents of fertilizer elements such as total nitrogen, $P_2O_5$ and $K_2O$ are about 5.3%. The livestock wastes that are stabilized chemically and hygienically can be used as a good soil conditioner and/or organic fertilizer.
The purpose of this study was to investigate the effectiveness of a stabilization treatment for As contaminated soil. A combination of hydrated lime, Portland cement, $FeCl_3{\cdot}6H_2O$, and NaOH were used as stabilizing agents. The effectiveness of stabilization treatment was evaluated by the Korean Standard Test (KST) method (1N HCl extraction). Sequential extractions were performed to investigate the As distribution after treatment. Following the application of the treatment, curing periods of up to 7 and 28days were investigated. The experimental results showed that a combination of hydrated lime/Portland cement was more effective than treatments of hydrated lime or Portland cement at immobilizing As in the contaminated soil. The treatment of 25wt% hydrated lime and 5wt% Portland cement was effective in reducing As leachability less than the Korean warning standard of 20 mg/kg. However, the treatments of hydrated lime and Portland cement failed to meet the Korean warning standard even when up to 30 wt% was used. The treatment utilizing hydrated lime and $FeCl_3{\cdot}6H_2O$ was not effective in properly reducing As leachability. The addition of $FeCl_3{\cdot}6H_2O$ was negative in terms of pH condition. Moreover, the treatment with hydrated lime/NaOH was effective in reducing As leachability but not as much as hydrated lime/Portland cement. The sequential extraction results indicated that the residual phase was greatly increased upon the treatment of hydrated lime/Portland cement. It was concluded that the hydrated lime/Portland cement treatment was the best among the other combinations studied at achieving trace As concentrations.

Generally abandoned mine soils have serious problems for introducing vegetation such as nutrient deficiency, poor physical properties, and phytotoxicity due to high levels of heavy metals. It is required to improve soil amenity for revegetation. One of its strategies is using organic materials such as compost manure and sludge. The pot experiments was conducted to evaluate the effects of pig manure and municipal sewage sludge on revegetation of mining area soil surface with Artemisia princeps and Zoysia japonica. Application rate of pig manure and municipal sewage sludge was $75{\sim}225$ Mg/ha and $150{\sim}450$ Mg/ha, respectively. The results showed that the application of manure and sludge increased organic matter about two-fold and total nitrogen contents about five-fold of mine soil and improved the growth of plants in all treatments compared to the control. The result of plant tissue analysis showed that both plants accumulate Cd, Cu and Zn in root tissue rather than shoot tissues. Increased sludge application reduced Zn accumulation in both plant tissue. Sequential extraction results indicated that addition of soil amendment induced increment of organically bound fractions of Cu and Zn. Organically bound fraction of Zn was significantly increased from 7.84% to 13.58% in Artemisia princeps planted soil and from 7.84% to 14.16% in Zoysia japonica planted soil, thereby bioavailability of heavy metals was reduced. The results suggested that application of organic materials to mine soil can reduce phytotoxicity of heavy metals and be helpful in introducing successful revegetation.
본 연구에서는 울산 삼산지역의 도시 개발로 인하여 다량 발생되고 있는 건설잔토의 유효이용을 목적으로 대상토에 생석회와 화학 첨가제를 혼합하여 안정처리를 할 경우 보조기층 및 노상용 재료로써의 사용 가능성을 평가하였다. 1가 이온($Na^{+}$, $K^{+}$)가 2가 이온(Ca$^{2+}$, $Mg^{2+}$), 염화물(Cl)과 황산염(So$_4$)으로 구성된 화학 첨가제의 첨가에 따른 일축압축강도를 비교한 결과, 1가 이온의 첨가시 장기강도 발현이 우수한 것으로 나타났고, 염화물(Cl)은 첨가시 강도 발현이 우수한 것으로 나타났다. 건설잔토에 생석회와 CaCl$_2$를 첨가하면, 생석회로 처리된 시료에 비해 2배~4배의 강도가 증가되어 생석회 안정화에 대한 효과가 좋은 것으로 나타났다. 원시료토에 생석회, 생석회와 화학 첨가제로 안정처리하여 도로의 보조기층재료나 노상용 재료로의 사용여부를 평가한 결과, 생석회와 CaCl$_2$로 안정처리한 경우만이 시방기준 CBR 10%이상, 소성지수 10%이하를 만족시켜 노상용 재료로서의 사용가능성을 확인할 수 있었다.

The objective of this research was to evaluate the feasibility of using oyster-shell and eggshell wastes for the stabilization of arsenic-contaminated soil. Artificial As(V) contaminated soil was mixed with 0~5% oyster-shell and eggshell wastes and each sample was incubated for 30 days in a controlled environment. The efficiency of each treatment was evaluated using various single extractants (1 N HCl, 0.1 N NaOH and 0.5 N $H_2SO_4$). The concentration of As(V) was reduced by 10% upon a 5% oyster-shell or eggshell waste treatments based on the Korea Standard Test method (1 N HCl extraction). Analogous trends were observed in the 0.1 N NaOH or 0.5 N $H_2SO_4$ extractions. In addition, the oyster-shell and eggshell waste treatments increased the pH of each soil from 6.54 (Control) to 7.62~7.94. The exchangeable Ca in each soil also sharply increased from 6.87 cmol(+)/kg (Control) to 12.77~20.18 cmol(+)/kg. Further research is needed to increase the effectiveness of the oyster-shell and eggshell waste for the stabilization of As(V) in the contaminated soil.
