A Study on the Safety and Health Management System Improvement Plan according to the Implementation of the Serious Accident Punishment Act - Focused on H Construction Company (중대재해처벌법 시행에 따른 안전보건경영시스템 개선방안 연구 - H건설사 중심)

  • Purpose: Suggests measures to improve the construction company's safety management system according to the enforcement of the Severe Accident Punishment Act. Method: The effectiveness of practice-oriented disaster prevention activities was analyzed through safety and health diagnosis of the level of safety and health management system for the countermeasures against the Severe Accident Punishment Act implemented at the construction site and headquarters. Result: The effect of reducing the accident rate and the advancement of the safety and health management system were analyzed by linking the Severe Accident Punishment Act with the safety and health management system, and a plan to improve the safety and health management system was presented through the analysis of the comprehensive results of safety activities before and after the implementation of the Severe Accident Punishment Act. Conclusion: The effect of practical performance measurement was manifested through the improvement of business owners' awareness, the expansion of investment for disaster prevention, and the quantification of disaster prevention activities according to the enforcement of the Severe Accident Punishment Act.

  • There is a need for education that can be effectively education rather than one-sided audiovisual-oriented education. Serious games capable of contextual design and iterative training of various scenarios are easy to use and spread contents. The effects of safety education in childhood and adolescence, which are the most active periods of cognitive development, are most effective compared to other age group. The purpose of this study is to propose the guideline and components of the contents development for youth safety education using functional games.

  • 국내 30개의 교대측방이동 사례현장에 대하여 교대기초말뚝의 사면안정효과와 교대의 실측측방변위를 고려한 사면안정해석을 실시하였다. 해석결과 사면안전율은 말뚝의 효과를 무시한 경우 1.5이상, 말뚤의 효과를 고려한 경우 1.8이상 되어야 안전함을 알 수 있다. 그리고, 교대의 실측측방변위와 사면안전율과의 상관관계로부터 교대의 허용측방변위 설계기준은 5cm보다 1.5cm로 함이 더 합리적임을 알 수 있다. 사면안정해석결과와 교대의 실측측방변위를 토대로 기존에 제안된 교대측방이동 판정기준의 국내 적용여부를 검토한다. 이를 위하여 교대의 사면안정해석결과 및 실측측방변위와 교대측방이동 관련지수와의 상관관계를 조사한다. 그 결과 실측된 교대의 측방변위와 이를 고려한 사면안전율은 교대의 측방유동지수, 측방이동판정지수 및 지반의 안정계수와 무관한 경우도 많이 존재하는 것으로 나타났다. 이는 결국 이들 경험적인 지수만으로 교대측방이동을 판정하는 것은 불충분함을 의미한다. 따라서, 교대측방이동을 판정할 경우에는 반드시 교대의 측방변위를 고려한 사면안정해석이 실시되어야 한다.

  • Purpose: The purpose of this study is to analyze the safety and disaster prevention effects of the Smart Safety System used to prevent safety accidents in construction machinery and demonstrate its safety. Method: Among construction machines, the behavioral patterns of workers according to the presence or absence of a smart safety system were analyzed for excavators with high risk and frequent accidents. Result: When the smart safety system was installed in the construction machine, the safety of workers from accidents caused by constriction and collision with the construction machine was secured. Conclusion: It is judged that the smart safety system installed in construction machinery can increase the effectiveness of disaster reduction and major disaster prevention related to construction machinery.

  • This research is mainly aimed at finding out about the effects of the safety and health management system on corporate performance through systematic operation by efficiently allocating material and human resources within the company by participating all employees and stakeholders in order to prevent and maintain industrial accidents and the optimal working environment, and how to maintain and activate the safety and health management system at the center of electric contractors.The analysis results are as follows. First, management, organizational management and resource preparation will have a positive impact on the management capability of the electric power corporation. It was assessed that the more well-transmitted and understood within the organization, the better the construction plan, the better the equipment management status, the more positively the management capability of electric works was to be achieved. Second, management, organizational management and resource preparation will have a positive impact on corporate management performance.This seems to have a positive effect on a company's business performance when the standards of OHSAS are met with construction plan and construction equipment management are high as related information such as industrial safety and health laws are strengthened and companies' safety and health activities, advanced safety and culture are released to facilitate organizational management.Third, the management ability of the electric power corporation will have a mediated effect on the effect of management, organization management and resource preparation on the performance of the enterprise. This means that the direct effect of the independent variable management organization on corporate management performance is .401 The indirect effect is .168.658 shows that the direct effect of resource preparation on corporate management performance is .423, the indirect effect is .178 and the total effect.It was analyzed at 643.

Analysis of Effectiveness of Traffic Safety Education on DWI(Driving While Intoxicated) Deterrence (교통안전교육의 음주운전억제 효과분석)

  • The purpose of this study is to analyze the deterrence effect of traffic safety education on DWI(Driving While Intoxicated) offenders which is proposed as a incentive policy measure. For the analysis, 3512 drivers whose licenses were suspended due to DWI offence within the jurisdiction of Seongnam city in 2003, and whose driving behavior were traced for 5 years are collected. MOEs used in the study are the number of repeated DWI offence and DWI abidance duration. The statistics of analysis of covariance are used to compare the deterrence effectiveness of traffic safety education by adjusted means between groups. The results show that compared to uneducated group, educated group reveals to make less number of repeated DWI offence with longer DWI abidance period The resulting statistic also shows that active participation in the discussion during the class is more effective than just giving lecture. The former way for education can further reduce the repeated DWI by 12% and increase DWI abidance duration by 5.7% than the latter.

  • 어린이의 안전이 확보되기 위해서는 단속 및 규제 외에도 가장 확실하고 장기적인 효과를 거둘 수 있는 교육정책이 실행되어야만 한다. 이미 선진국에서는 오래전부터 체계적인 안전교육을 실시함으로써 국민의 삶을 쾌적하게 보장해주고 있다. 따라서 지금부터라도 체계화된 안전교육을 의무적으로 실시한다면 어린이 안전사고를 크게 줄일 수 있는 전기를 마련할 뿐만 아니라 다음 세대를 지키는 좋은 선물이 될 것이다.

Evaluating the Safety Effects of Dynamic Message in a Work Zone: A Case Study (도로 공사구간 동적표지판 안전효과 평가: 사례 연구)

  • Generally speeding appeared to be the most contributing factor of fatalities occurred in work zones, and highway agencies in South Korea have concerned of the safety of workers and drivers in the poor circumstances. In this study, a portable variable message signs (PVMS) system as an alternative of control speeding in work zones was implemented. This study evaluated the safety effectiveness of the PVMS based on speeds and the compliance with the speed limit. Linear regression and logistic regression models were adopted to quantify the safety effect of the PVMS between the 'before' and 'after'. The results showed that most of points had statistically significant speeds reduction experience after PVMS installation. Also, the percentage of vehicle exceeding the speed limit by 10 km/h or more was decreased significantly between 50 and 80% in the 'after' periods compared to the 'before' periods. Therefore, the PVMS would be contributed to benefit safety in work zones which there is a difference in design speed of the adjacent normal section.
