Evaluation of the Priority of Port Development for Eco-port and Compensation Strategy Analysis (친환경 항만을 위한 항만개발 우선순위 평가 및 보상전략 분석)

  • This study evaluated the priority of port development in Korea using game theory. First of all, the study selected residents, users and local governments as the subject of port development and measured total evaluation value with the AHP method. In addition, considering complaint level depending on comprehensive evaluation results and selected alternatives in case of affiliation between evaluating subjects, the study proposed a minimizing evaluation method. Also, compensation depending on the selected alternatives was quantified, with compensation strategy being presented. The findings of this study revealed that Busan port should be taken into consideration first for the port development in Korea, as an environmentally friendly port.

  • Presently, all nations think importantly about an industry and environment. While importance of the environmental field is recognized and the natural environment preservation is importantly regarded, importance of the advanced prevention of the natural disaster and disaster are emphasized. By using the small sensor, the Ubiquitous Sensor Network obtains and processes a neighboring information. And the information is provided through the air interface to the other sensor. Presently, the several kinds of disasters and society safety accident increase around the world. In this paper, the intelligent crisis management strategy and the application field which uses the sensor network technology of the IT based so that nations can go on living safely are inquired.

  • 최근 경주, 울산, 포항 등 경상도 지역에서 잇달아 발생한 대규모 지진으로 인해 사회기반시설물의 내진 안전성이 이슈가 되고 있다. 지진 안전 국가라고 여겨지던 우리나라는 상대적으로 지진에 대한 대비가 매우 부족한 실정이며, 자칫 대규모 피해로 이어질 우려가 있다. 특히 상수관망의 경우, 지중에 매설되어 있는 특성상 지진에 취약하고, 그 피해를 발견하기 어려워 장기적인 피해가 불가피하다. 상수관로의 지진피해는 누수와 파손으로 구분할 수 있으며, 파손관의 경우 용수공급능력을 크게 저하시키기 때문에 신속한 복구가 요구된다. 파손관의 복구는 부근에 위치한 차단밸브를 닫아 피해관로의 통수를 차단한 후에 복구 작업을 진행하는 것이 일반적이다. 이때, 차단밸브의 위치에 따라 단수구역이 광범위하게 발생할 수 있어 시스템 전반의 용수공급능력 저하로 이어질 가능성이 있다. 본 연구에서는 지진 발생 후 피해관로의 효율적인 복구전략 마련을 위한 상수관망 지진피해 복구 시뮬레이션 모형을 개발하였다. 개발 모형은 피해복구에 따른 상수관망 시스템의 용수공급능력을 정량적으로 산정할 수 있으며, 지진 발생과 같은 비정상 상황의 시스템 용수공급능력을 수리학적으로 정확하게 해석하기 위해 압력기반의 해석(Pressure-driven analysis, PDA)을 적용하였다. 또한, 피해관로의 복구 시, 차단밸브에 의해 발생되는 단수구역을 탐색한 후, 수리해석 모의에 적용함으로써 현실적인 용수공급 상황을 모의할 수 있도록 하였다. 본 연구에서는 개발모형을 활용하여 차단밸브의 위치 및 개수가 단수구역의 범위 및 지진복구에 미치는 영향을 정량적으로 비교 분석하였으며, 이를 통해 효율적인 지진피해 복구 전략을 제시하였다.

  • Smart Maritime Autonomous Surface Ship(MASS) is aiming to provide eco-friendly smart maritime navigation service based on safety, reliability and efficiency for maritime safety and marine environment protection. In the future, it is expected to bring about a radical change across the marine industry such as marine, maritime, port, logistics, ship-building and so forth. Therefore, in this paper, policy priorities related to the introduction of MASS were identified, and response strategies for each industry were set up, and a policy plan for establishing a smart maritime logistics system covering shipping, port and shipbuilding fields was proposed.

  • The purpose of this research was to provide the information of mandatory regulation for Korean sports facilities and the preliminary data for building sport safety management manual through sports facilities abroad and system status. Futhermore, based on the information of sports facilities safety management, this research performed the benchmarking of each country sports facilities safety management system. As a result, in the U.S, Department of Homeland Security(DHS) leads effort to achieve a safe, secure, and resilient homeland. In Germany, law & regulations, sports facilities safety guideline and expert extension have been reviewed. Germany is more realistic and practical than other countries. In Australia, Major Hazard Facilities(MHF) is responsible for eliminating the risk of a major incident. Emergency Management System(EMS) should spontaneously respond when the alarm is raised as early detection and intervention are vital to ensuring that a small incident does not escalate to become a major disaster.

Suggestion of Priority Decision Method for Performance Evaluation Based on Risk Index for Small and Medium Sized Bridges (위험도 지수 기반 중소규모 교량 성능평가 우선순위 결정 방안 제안)

  • This paper presents a methodology for priority decision of performance evaluation of small-and-medium-sized highway bridges. This methodology could be used for establishing a maintenance strategy of those bridges which are not liable to the law of the Special Act on the Safety Control and Maintenance of Establishments and are thought laid under blind spot. The risk index are calculated considering vulnerability and social influence, then the bridges are classified as three types, one requiring immediate evaluation, the other one requiring evaluation within next year, and the third one observing, according to the index. The suggested method was applied to a small bridge under service and its field applicability verified. From this study, it was judged that this methodology could be used appropriately for establishing maintenance strategy and saving the maintenance budget.

  • Stability and security of energy resources are one of the most important factors for a national-development. In this research, we analyzed the Republic of Korea's policy making system on energy security and identified the problems from an innovation system perspective. In terms of the actors, they had limitations that ROK's navy do not have enough strategic plan for energy transportation. The links between innovation actors except defense area were relatively good, but links between the military area(navy) and other innovation actors had weak linkage. The infrastructure did't have enough consideration for military force development. For the institution; the role of the military area on energy security was not completely established. Therefore, participation of the defense area(navy) is required to be stated institutionally.

  • Even 10 years after the Fukushima nuclear disaster, Japan has yet to solve the problems emerging from generating contaminated water every day. Japan has unilaterally decided to release nuclear wastewater in the sea despite Korea's concerns about safety as their radioactive water storage tanks reach the limits. Despite Korea's response, Japan is still preparing to discharge nuclear wastewater without fulfilling its obligations under the United Nations Convention on the Law of the Sea. There are concerns about marine pollution caused by the radioactive materials from nuclear wastewater and invading Korea's maritime sovereignty. In particular, it is impossible to reverse the effects of environmental pollution, so plans to discharge radioactive water must be prevented unless immediate safety is guaranteed. This study proposes Korea's response strategy to resolve the conflict between the two countries due to plans to release contaminated water. Korea should respond to Japan's release of nuclear wastewater in the sea in various ways through cooperation with Japan, provisional measures, and cooperation with neighboring countries.

  • 공급망사슬관리(Supply Chain Management : SCM)의 기법이 도입되어 운영되는 한편에서는 최근의 RFID(Ratio Frequency IDentification)의 활용등 SCM, VMI의 Visibility 향상과 유비쿼터스 비즈니스 환경의 실현을 가능하게 하는 신기술들의 상용화가 일부 선진국에서는 기업들의 RFID 기술접목 도입등에 힘입어 더욱 빨라질 것으로 전망된다. 특히 SCM 간의 정보공유와 협력을 바탕으로 고객관리, 서비스, 수요예측, 구매, 마케팅, 물류, 재고관리 전반을 효율화함과 동시에 RFID의 신기술을 접목하는 IT시스템 도입으로의 발전은 피할 수 없는 우리 기업의 경영전략이 되었다. 본 연구의 목적은 유통업체와 제조업체의 재고운영을 위한 재고관리, 결품방지의 효과에 대한 실태를 분석하고 KPI지수 요인과, 수요예측과의 상관관계를 검증, 고찰하여 재고운영에 관한 문제점과 해결방안을 모색하고 더 나아가 RFID 신기술 접목을 위한 환경모델을 제시하고자 한다.

  • 해상교통관제(VTS; Vessel Traffic Service)는 IMO RESOLUTION A.857(20) on Guidelines for Vessel Traffic Services와 해사안전법 제36조, 개항질서법 제28조에 의거 해상운송에서의 위험을 감소하고 해상교통질서확립과 안전확보를 위하여 전세계 주요 항만 및 수역에서 이용되고 있다. 특히 최근 E-navigation 이행 전략 및 개발 프로그램에 의해 육상에서 지원, 제공해야 할 해사안전정보의 중요성이 대두되면서 그 역할 및 중요성을 인정받고 있다. 이에 E-navigation 프로세스 DFD 아키텍쳐와 VTS 업무 프로세스를 비교하고 VTSO의 역할과 VTS 업무의 올바른 분석을 통해 INS, NAS, TOS의 실현을 위한 효과적인 업무프로세스를 찾고 시스템 설계자의 관점에서 개선사항 및 발전방향을 제시하고자 한다.
