Seven security sheriffs were finally selected to discuss their activities and discuss ways to improve their effectiveness. We conducted semi - structured interviews and conducted in - depth interviews with limited data and inadequate prior research. The results of this study are as follows. First, the government should get the help of citizens, citizens and residents. If the state wishes to reduce the number of safety accidents and bring positive results to the public, it should not rely solely on the utilization of institutions. Second, in order to be a safe sheriff with a positive response from the local residents, the activities of the sheriff's sheriff are not only aimed at preventing risks in the environmental domain and reducing the number of accidents, Publicity should be provided to the landlord, tenant, and residents to inform them that the activity is preventive of accident prevention. Third, under the current law, it is necessary to disclose public facilities such as roads, airports, and harbors to the private sector in order to make it possible to monitor school facilities and youth training facilities. Fourth, the safety sheriff is expected to put forward the expectations and positive results of prevention through the beginning of the inspection activities, and the role of the Korean people in becoming psychological stable and efforts to be born as safety experts are required. • Due to the development of technology and popularization of drone, the so-called "dirty drone" that exploits drones for crimes and terrorism has become a social problem, and it is time to seriously consider the "revenge of drones." Indeed, the cases of threats posed by drones are expanding not only to threats to ground facilities, but also to aviation safety threats, more recently to large-scale events, demonstrations and crimes targeting specific personnel, and terrorism. This research clearly defined the concept of anti-drone when it emerged as a new type of social safety threat as it was abused in crime and terrorism, while response to it was not enough yet. Through this process, it was intended to present an effective anti-drones system. We analyzed the major controversial elements of anti-drone, and defined them as "comprehensive response activities at the legal, institutional and technical levels performed by law enforcement agencies, related technology and industrial entities in a way that prevents, detects, and blocks acts that violate public well-being and order, such as crimes and terrorism caused by the drones." To effectively respond to dirty drones, the authority of law enforcement agencies and the enactment of relevant laws were proposed. In the future, a comprehensive and systematic follow-up study of the anti system should be conducted.

  • The purpose of this study is to analyze factors for resolving problems of Jejusi Residential Parking Permit Program and to draw up a plan by examining Jejusi case. This program was started by way of showing an example in October, 2005, and then has been put in practice in the heart of Jejusi since October, 2007. Jejusi government introduced this system to prevent all kinds of accidents by the indiscreet parking near the residental street and to guarantee the rights to live comfortably by encouraging a pleasant parking environment. As the result of the survey which is about residents' participation from the process of decision-making, the answers such as "Should Participate" and "Surely should participate" are at the high rate of 87.5 percent. A matter of the utmost importance is that this system should be reformed to make the visitors pay parking if they want to park near there. Almost 36 percent of the respondents have a negative opinion, and this is because they consider their visitors. Especially the important factors from the Logistic Regression Analysis are that the government should exercise stricter control over illegal parking, that the system should be improved for the visitors to pay parking, and that the government should support the declining sales of the shops near shopping streets. The suggestions are as follows. First, the government should enforce on reducing the illegal parking. Second, they should secure the parking lots for visitors. Third, they should minimize the impact on the declining sales of the shops near shopping streets.

  • Despite a recent increased nation's attention given to improving end-life care, we professionals need to be more critical and reflective on our realities surrounding hospice palliative care. The aim of this paper is to suggest that palliative care models can be used for patients/families in the last phase of life and examine whether they are appropriate for caring them in congruence with philosophy of hospice. The hospice experience model (HEM) of Eagan & Labyak and the developmental model of Byock are introduced and examined for their congruence with philosophy of hospice in applying to clinical practice. The HEM as a patient/family value-directed end of life care model emphasizes three principles; unique experience of patient/family, interactions/relationships among multiple dimensions of personhood and between family, and personal growth and development in the face of suffering through a life-completion. The developmental model stipulates dying as the last stage of living, a stage of life cycle in which patients/family may have growth through life-completion in multidimensional relationships of personhood. The model includes the developmental landmarks and tasks for life-completion as the framework to guide a means of professionals' to recognize their opportunity to grow. The landmarks and tasks include worldly and social affair, individual relationships, intrapersonal, and transcendent dimension. The models could work as appropriate palliative care models for patients/families in the last stage of living. The professionals need to be encouraged to apply the models to end of life care setting.

  • In the Local Autonomy Law, we regard the fire-fighting service as inherent service for the local government. However, if we look into the course of the charge of fire-fighting service, after the transfer of this from the police service, or the state, to the local service in 1991, this is now taking a firm hold as service of the local government. what we call the local services includes the business about the welfare of the residents and that of taking in charge of the resident properties, proclaimed in the Constitution. That is to say, the basic purpose of the local autonomy is to make the residents feel the most convenient and safe, and this is the mission of the present-day local autonomy. Looking from this point of view, if we consider that the ultimate purpose of fire-fighting is promoting the welfare of the residents by preventing and putting out fires and, in the time of emergency, carrying out rescue and relief operations, and furthermore, maintaining the safety and order of a society, until present time the benefits of fire-fighting business were mainly available to the residents of the cities. In order to break from these thoughts, according to the result of comparing and analyzing the metropolitan city, surrounding rural areas, middle and small cities and typical rural areas, the rural areas are urgently demanding fire-fighting service, so it is being proved that it is necessary to install the offices in these areas. Therefore, the installation of the fire-fighting offices in the counties that are the basic units of the primary local autonomy and are rural areas should be expanded as part of the welfare administration.
