Information Education for Visually Handicapped People at the Social Welfare Facilities (사회복지 시설에서의 시각장애인의 정보화 교육 현황)

  • 본 연구는 장애인생활시설에서의 정보화에 대한 고찰이다. 정규 시각장애인학교와 장애인생활시설의 시각장애인 교육환경의 비교하기 위하여 대전의 한 장애인생활시설을 선정하고. 장애인생활시설에 몸담고 있는 원생의 유형별, 연령별 인원현황, 연령별 교사현황, 컴퓨터 보유현황, 원생의 주간교육 일정, 시각장애인용 기자재 보유현황 등을 조사하였다. 그 결과 시각장애자에게 있어서 정보화의 기초가 되는 점자 숙지자가 많지 않아 점자교육의 확대가 필요하였고, 정규학교와 달리 컴퓨터교육에 필요한 기자재가 턱없이 부족하여 학습의 환경조성이 시급한 상황이었다. 또한, 교사 중 일부만이 사회복지나 특수교육을 전공하였고, 컴퓨터를 전공한 사람은 단 한 명도 없었다. 그 이유는 아직 장애인 생활시설의 교사채용기준은 법으로 규정되어 있지 않고 생활시설의 교사에 대한 처우가 일반학교의 교사에 대한 처우에 못 미치는 상황이어서 전공자의 임용지원이 많지 않기 때문이었다. 장애인 생활시설에서 정보화 촉진을 위해 정부의 지원을 바탕으로 한 기자재의 확충과 꾸준한 교육연수를 통한 전문지식인의 양성과 그에 걸 맞는 물리적, 사회적 대우를 통하여 원생들에게 질 높은 교육환경을 제공하는 것이 시급한 것으로 조사되었다.

  • 수중주거시설의 설계에 있어 수중생활안전요건을 확인하고자 이를 예상시설환경 하에서의 생활안전계획 수립, 근로안전계획 수립 및 비상탈출계획 수립 영역으로 구분하고 각각에 대한 위험성을 지수화하여 평가했다. 각각의 생활안전 위험성에 대응한 생활안전매뉴얼, 이동안전매뉴얼 및 비상탈출매뉴얼을 제시하였다.

  • 악취의 배출원은 제지공장, 정유공장, 화학공장 등과 같이 다양한 산업시설과 축사, 음식물 처리시설, 하ㆍ폐수처리장, 분뇨처리장, 생활폐기물 매립장 등의 생활악취시설로 구분할 수 있다. 산업시설의 경우, 악취배출시설에 대한 감시와 관리가 강화되었으나, 생활악취 배출시설의 경우 생활 주변에 광범위하게 자리 잡고 있어 효율적인 악취관리가 이루어지고 있지 않다. 악취 민원이 사회적 문제가 되고 있는 생활폐기물 매립장의 경우 차폐시설을 설치할 수 없어, 지형적인 영향과 기상조건 및 시간에 따라 변화하는 악취의 발생 특성까지 고려해야 하므로 관리가 더욱 어렵다.   • This research as an obstacle -free living environment certification mandatory school facilities based on studies of BF accreditation indicators of school facilities, BF Survey and Analysis amenities installation status of school facilities based on the certified assessment indicators and school facilities improvement of the accreditation indicators for BF was to explore. Excellent facilities via one of the surveyed schools selected as school facilities, the comparison analyzing the current status and BF certification evaluation indicators within the facility, the intermediate facility entry access, handicapped parking areas, main entrance item BF was to meet the minimum standards of accreditation indicators. For internal facilities BF accreditation indicators have applied the same criteria to all buildings less than that is not reflected in layout and space planning, environmental planning of school facilities was analyzed that showed the limits conflict with installation.

Comparison of Care Cost Among Large Institution, Small Group-home and Independent Living Home for Disabled People (장애인거주시설 유형별 이용자 보호비용(care-cost) 비교)

  • The purpose of this study is to compare care unit cost among large institutions, small group homes and independent living homes for disabled people. For this purpose, our study adopted cost-analysis method widely being used in the field of accounting. By the analysis on per-person and per-year unit care cost comparison, care cost of large institutions is estimated 15,000 - 20,000 thousands won, small group homes 10,000 - 11,000 thousands won and independent living homes 4,025 thousands won. By this study, discourse of 'larger size means economic efficiency' which is widely supported by politicians and bureaucrats has no grounds in the practice of Korean residential care services. This study is suggesting two folds. Firstly, small and community based homes should be preferred in the future provision policy of residential care homes for disabled people. Secondly, government grants for small community based homes should be increased to the level of amount provided on large institutions.

  • The purpose of this study is by classifying social welfare facility's workers into community facility and using facility to apprehend the standard of their organize causes, job satisfaction, intention of turnover and influence cause by these. As a result, in organize causes, using facility's workers are more satisfied than community facility's workers. By influence causes of working satisfaction's result, there is a difference between using facility and community facility's working satisfaction influence causes, the working satisfaction deciding causes of community facility's social workers are level of qualification, contents of works and working environment, using facility's workers are contents of works, superior and director, wages, job environment, promotion and improvement and co-workers. Living facility's social workers's influence causes of intention of changing jobs are level of qualification, contents of works and working environment and using facility's workers are only working environment. Finally, based on this study, we suggested various discussions and practical implications for effective staffing.

A Study on the Competency of Workers in the Residential Facilities for a Disabled (장애인생활시설 종사자 역량에 관한 연구)

  • This study aimed to understand the competency of workers attending to the residential facilities for disabled people. Under the same conditions of residential facilities, a difference of service level to person with disabilities and of facility's operation are due to a great difference between each worker's quality and capability. The Delphi method by 26 experts panel from high rated 13 facilities was employed. According to the study result, as common competency of workers, it comes to the conclusion that workers should be endowed with the ability to settle the matter, the will to improve, and the relationship in the inside and outside, and so on,. In addition, it makes clear that required competency varies with the position and the duty of workers. These results are significant in that the systematic scheme according to individual ability is necessary to improve worker's competency attending to the residential facilities for disabled people.

  • This study investigates and analyzes the convenience facilities to strengthen or mitigate the Barrier Free awareness and Kindergarten Barrier Free for the kindergarten school staff and the public facility officials of the education office. In addition, to improve the Barrier Free, the improvement facilities of the kindergarten were investigated and analyzed. First, from the institutional viewpoint, it is necessary to amend the existing regulations of the Act for the Promotion of the Convenience Promotion of Disabled Persons, Elderly and Pregnant Women in Korea, and to change the facilities for duties and recommended installation of the kindergarten and the Barrier Free certification standards. Second, in order to apply the Barrier Free certification system to the kindergarten in terms of facility environment, it is necessary to activate the barrier kind of the kindergarten so as to receive the Barrier Free certification by lowering the score of the items difficult to improve due to the terrain or building structure. Third, the perception of Barrier Free is still not high in terms of social awareness. The purpose of this study is to investigate the method of creating a Barrier Free for a kindergarten in the education and living space of children who are the socially underprivileged. Therefore, based on this study, it is anticipated that it will be an opportunity to promote change of Barrier Free in Kindergarten if an attempt is made to improve the Barrier Free certification index suitable for public kindergarten.

Using frequency and needs for walking sphere of neighborhood facilities by the elderly - Focused on the elderly who lived in Busan - (노인의 근린생활시설 이용정도와 도보권 시설요구 - 부산지역 거주 노인을 중심으로 -)

  • As the aging society is rapidly coming, the needs for the elderly-friendly living environments was also increasing. The purpose of this study was to examine how frequently 25 neighborhood facilities were used by the elderly and what facility they wanted to be arranged within their walking distance. The subject of this study were 158 elderlies who were their ages of more than 65 years and lived in Busan. The data were collected by using an one to one interview method. Findings were as follows; 1) The elderly used very frequently facility for the elderly such as a senior center, walking road, and park and green space. Also, bus stop, traditional market, and resting facilities were used relatively frequently. 2) Some neighborhood facilities were used not frequently, but periodically. 3) Using frequencies of some neighborhood facilities were different by the elderly's characteristics. 4) Among 25 neighborhood facilities, the facilities which the old persons wanted to be arranged within walking distance were medical clinics, facilities for the elderly, subway station, bus stop, traditional market, park and green space, walking road, and food market/convenience store.

Experiences on the school life and career choice of youths who aged out from institutional care (시설퇴소청소년의 초·중·고 학교생활 및 진로선택 경험)

  • The purpose of this study was to understand the experiences on the school life and career choice of youths who aged out from institutional care. For the purpose, we conducted two sessions of in-depth interviews for each of eight youths We analyzed youth descriptions by utilizing Giorgi's phenomenological approach for qualitative research. For this, firstly, we separated meaning units from the youths' descriptions and drew three categories and eight sub-categories from the meaning units. The three categories were 'What I learned at school is shame', 'I learned how to live in school', and 'The graduation of high school as a good student is a condition for safe escape from the institution. The study participants became aware of the negative social perceptions toward institution children in their school lifes. The participants have commonly shared their experiences of being hurt by the perceptions. However, they have learned how to protect themselves and adapted to school life. Additionally, they took advantage of the public benefits and cares in career choice by adapting to the controls of institutions for successful aging out. Based on the findings, we suggest practice and policy implications for youths in institutional care.
