  • Value Engineering(VE) process is going to make a series of improvements for the effective construction project management or optimal proposal to improve quality, performance improvement, cost reduction and customer satisfaction. For making the quality model based on better than the architecture that is required in the VE, such a project promoting creative plan, functionality and constructability reflecting the materials and improved construction methods and building life cycle for reviewing the smooth progress of the construction projects may be necessary for management techniques. This study is to establish a management plan in the educational facilities construction process through education institution's recent orders completed by VE case study.

  • Recent construction projects are becoming larger, more complex and higher rising. Accordingly, necessity of the VE is emphasized as more suitable for expense, function and quality. However, the VE is not functional because of difficulty of application process or of the methods in use in the field of construction. One of the alternative is to introduce the incentive system to activate the VE in the field of construction. By using the incentive system, employers can reduce the relevant project's prime cost and builders will maximize profit creation. In domestic case, they presented the systematic support policy 'Technical development compensation system' which is similar to the 1992 American's VE incentive system about builder's technical development effort but the result was not positive. This study investigates both domestic and other country's construction VE incentive system and reported problems in the construction VE incentive system to executives and construction VE experts. From this survey, conclusions were drawn about problems in the domestic construction VE incentive system's similarity system: 'Insufficiency of the construction VE incentive's article and standards', 'Insufficiency of the appraiser of the construction VE and of the full charge department' etc. I had interviews with the experts of the construction VE which were based on the above-mentioned problems and then presented 'Improvement of the construction VE's incentive system relevant law and system', 'Construction VE experts and construction formation' etc. for ways to bring acceptance of the construction VE in the construction industry.

  • After the introduction of the design VE system in 1990s, based on the legal system has made a rapid growth. Also It is evaluated as qualitative growth. Despite this growth, VE effort can cause the occurrence of the risk. In this paper carried out to hindrance factor that decrease the productivity in VE phase for strategy to improve the utilization of basic data.

  • The technical proposal bidding system emphasizes the evaluation of the construction company's technical capabilities, with the aim of improving the quality and cost-effectiveness of the construction. However, in the VE analysis and proposal process for technical proposal bidding, the ideas are often reused from similar past construction projects, and the application of new construction technologies/methods is often lacking. Therefore, this study proposes a methodology for managing VE proposal information by integrating it into a BIM model using parametric modeling. This research developed database based on the existing VE proposals and new construction technology/method information from the Korea Institute of Civil Engineering and Building Technology. And by using parametric modeling, the proposed method integrate the VE database with BIM model. The methodology proposed in this study is expected to improve the reliability and effectiveness of VE-related idea proposals in technical proposal bidding.

  • The results of VE (Value Engineering) analyses are highly feasible proposals that are produced by utilizing the experience and knowledge of professionals from a variety of fields. As such, the results of past similar projects can be useful in new projects. On this basis, it is vital to accumulate the historical data of the results on VE analyses performed at every stage, which are functions, ideas, and proposals. In this research, a data formational system for collecting this historic data was established by categorizing 'Item,' 'Function,' 'Idea,' and 'Proposal' according to VE process, and the data retrieval and the adjusting process were proposed. If the historic data of these are accumulated using the suggested method, it is expected to be useful at the stage of VE process.

  • Current design-build contract is the type of joint venture, but performs by separate party which causes change orders due to the lack of communication between design and construction, so it cannot lead the main object which is the integration of design and construction. Furthermore, the current design-build contract is impossible to reduce the project costs by VE at the design development phase because the design proceeds with the fixed price through bidding. Like these limitless, the analysis results of the case of VE in the design-build projects, several problems that are prevented from active design VE are elicited by the project participants. Meanwhile, Ministry of Construction & Transportation decided to enlarge the VE review system lately. Therefore, in this study, it presented model of design VE partnering of design-build and partnering agreements form to apply design VE and to try to be able to lead the design VE to be more successful in public design-build projects.

  • Value Engineering(VE) is an organized effort to create the most value through a functional analysis and creation of alternatives. Depending on the VE job plan, a VE Workshop must be performed in a certain place within a certain period of time. A VE Workshop, which is an organized activity that aims to create the best value through functional analysis and creation of alternatives, should be held in a certain place and at a scheduled time according to the VE job plan. In the Pre-Study, VE Study and Post-Study phases of VE, functional assessments, performance evaluations and idea evaluations are driven by variable management techniques and analysis methods, respectively. Generally, VE is executed for about 3 to 5 days in a particular place to create value. However, there are many problems associated with limiting all VE processes to a specific place and schedule. Moreover, in Korea, VE teams are required to finish all VE processes in a limited time because of the short duration of VE workshops, the necessity of which has been overlooked. Therefore, an efficient VE support system is required to resolve the problem of time and space limitations. In this study, a VE support system based on the Mobile environment was developed to support the VE Workshop process. This VE support system enables participants to review design documents, drawing sheets and all VE-related documents using mobile devices. After the Workshop, participants can conveniently rearrange the result(evaluation of function and ideas) at the workshop. Not only can the members of VE team can review the design documents, drawing sheet and all VE-related documents in the step before the workshop, but also the result(evaluation of function and ideas) of the workshop can be easily rearranged in the phase after the workshop under the developed supporting system using mobile devices.

  • Design VE (Value Engineering) has been basic design and implementation design separately, but due to the recent change in guidelines, it is changing to implement only once in the implementation design stage. However, in the implementation design stage, construction costs, plans, and specifications based on the volume details are almost completed. Therefore, it is effective to perform the function analysis step after identifying information analysis and key issues through CostModeling based on functional center for the selected target in the process of implementing the VE performance procedure.

  • Recently, Design-build project as delivery system public construction sector tends to be increased according to the Masterplan for promotion of construction technologies, and construction projects are increasing their complexity, variety and scale. And owner's requirements become various. Preliminary design for design eligibility judging of design-build has been designed excessively to get a good point and this tendency includes the elements which is capable of wasting the budget. Because of excessive design, owners require to apply VE study into the design development phase but in the Design-build system, VE application has not been of no effect that owners expect, owing to the characters of lum-sum contracts. The purpose of this study is to propose the plan for effective application of VE in the design development phase in order to solve the problems such as excessive design of preliminary design in the design-build project. This study established plans for VE application through investigating and analyzing VE application case and then proposed the applications in the aspect of regulations and contracts, parties participated in project, VE operation through research for verification of usefulness.

  • The contemporary domestic construction landscape has witnessed a contraction, primarily attributed to the operational challenges faced by construction entities and a downtrend in the initiation of new projects. In light of this, domestic construction enterprises are ardently seeking avenues to economize whilst simultaneously amplifying the quality across diverse construction genres. Value engineering (VE), heralded for its prowess in not only cost mitigation but also in accelerating project timelines and bolstering construction quality, has been extensively adopted in refining finishing tasks. However, its application to framework enhancements remains conspicuously limited. Particularly in factory edification, framing emerges as a pivotal process exerting significant influence over the entire construction continuum. Thus, it becomes imperative to integrate VE techniques at the inception phase of framing. This would facilitate a meticulous examination of design schematics and on-site conditions, paving the way for alternative strategies that condense construction durations, economize on costs, and augment work efficiency, all the while upholding paramount standards of quality and safety. Such a venture stands to be foundational in expediting construction timelines, fostering economic efficiency, and buttressing construction safety protocols.
