The increase of smartphone users have made mobile carriers offload increasingly congested traffic of 3/4G by providing Wi-Fi hot-spots in the public places such as coffee shops and subway stations. In the traditional authentication in WLAN, the users should convince the service providers that they are valid customers before they use WLAN services. Since the authentication protocol is designed for service providers. Even with the mutual authentication based on the IEEE 802.1X, which is supported by IEEE 802.11 standard, it is difficult to be convinced of that the service providers really have installed the WLAN APs, which users are confronted with. An attacker can install rogue APs that masquerade as legitimate APs by copying the SSID, MAC address, etc. in order to obtain users' private information. In this paper, we introduce a method of authenticating legitimate APs for smartphone users. And we show our proposal can be well utilized for the current Wi-Fi hot-spots as a security plug-in and prove it through our experiments.

인터넷은 트래픽의 유형과 내용에 대해 대체로 중립성을 지켜왔다. 이러한 인터넷의 망중립성은 콘텐츠 및 애플리케이션과 네트워크의 선순환적 발전을 유도하여 인터넷의 비약적 혁신과 성장을 가능하게 하였다. 그러나 최근 들어 스마트TV와 같은 새로운 서비스가 등장하여 데이터 트래픽이 급증함에 따라, 망에 대한 투자 주체로서 이에 따른 권리와 함께 망의 연결성 책임에 따른 망 관리가 필요한 통신사업자와 망의 공공성을 강조하는 콘텐츠/애플리케이션 사업자간에 갈등이 발생하고 있다. 본고에서는 이러한 갈등을 해결하기 위한 망중립성 정책 개념의 진화 체계와 각국의 망중립성 정책을 살펴보고, 스마트 TV 등장에 따른 망중립성 이슈가 무엇인지를 설명한다. 또한 글로벌 이슈화 되고 있는 망중립성 정책을 우리나라에서는 어떤 방향에서 보완해야 하며 그 목표는 무엇이 되어야 하는지에 대해 제언 한다.

Due to the popularity of smart phones, interest in individual lifestyle changes and customized services has been increasing. With these request of change, there are seeking the changes of individual customized service system in public institution, museum, science museum etc. Specially museum, art museum and science museum have the common factor like "watching". Unlike art museum, museum and science museum have the purpose of the history and science education, and have a high expectations of combining entertainment and education as a public institution. For this purpose, they need to raise the immersion of display contents, and run parallel with providing more convincing explanation based on age group. Thus the purpose of this paper is that study the way of combining with efficient entertainment and educational function using argument reality.

The social computing which is growing rapidly, has been scaling up the influencing power in every area and extending its activities into the political area. On the other hand, political participation trend of citizens gave rise to an innovative idea, so called 'Smart Citizens Party'. This requires the receptiveness and the openness of the party. So smart citizens party needs the smooth communication structure based on social computing as well as ICT(Information Communication Technology). That is, to embody the Smart Citizens Party, social computing framework for its is required. The purpose of this study is to suggest the social computing framework as the technical base of smart citizens party. To achieve this purpose, this paper will analyze the rise of the social web and ICT & innovation of public(and political) sector, study the concept and impacts of social computing and the concept and characteristics of Smart Citizens Party, and describe the framework, its elements and its service functions of social computing.

A smart platform is defined as an evolved platform that realizes physical and virtual space into a hyper-connected environment by combining the existing platform and advanced IT technology. The hyper-connection that is the connection between information and information, infrastructure and infrastructure, infrastructure and information, or space and service, enables the realization and provision of high-quality services that significantly change the quality of life and environment of users. In addition, it is providing everyone with the effect of significantly improving the social safety net and personal health management level by implementing smart government and smart healthcare. A lot of information produced and consumed in these processes can act as a factor threatening the basic rights of the public and individuals by the informations themselves or through big data analysis. In particular, as the smart platform as a core function that forms the ecosystem of a smart city is naturally and continuously expanded, it faces a huge security burden in data processing and network operation. In this paper, platform components as core functions of smart city and appropriate security threats and countermeasures are studied.

In Korea, starting with the Government 3.0 Policy, the utilization of public data as an important driving force to promote economic growth has been highlighted as a major issue. However Korea is currently only able to open and provide accumulated data stored in the public domain. To resolve this issue, we need to not only open and provide public information, but also to create new information by linking the data and developing related services. Thus, this study analyzes the linkability of public information and provides lists of the linkable public data. In order to do this, we first have performed preconditioning processes on the accessibility and workability of the data. Next, we have deduced the major keywords in public data through analyzing the morphemes, and then the core keywords (Top 10) and their linkable keyword lists through an analysis of social networks. Based on the outcome of this study, a subsequent study will deduce new information by linking the public data and creating various services and information contents. Furthermore, not only conceptual but also practical linking measures need to be created, and a related law must be prepared.

The U-library service is a user-oriented library service through which users, after browsing and making reservations using the Internet and smartphones, can borrow and return library materials at an unmanned circulation system located in places, such as subway stations, without visiting the library. However, the U-library service is still in the early stages both quantitatively and qualitatively. In that, this study, in order to enhance our understanding of the U-library service, conceptualizes the unmanned circulation system, investigates current situation by examining and analyzing some U-library service cases, and pinpoints some problems while making some suggestions for improvement.

본 학술지는 기존의 공공 행정서비스에서의 복잡한 업무처리를 간단하게 처리할 수 있는 FAQ 형태의 챗봇서비스를 제안한다. 본 논문이 제안하는 주요 특징은 다음과 같다. 버튼, 대화, STT(Speech To Text)를 통한 사용자 기반 UI/UX를 제공한다. 딥러닝을 통한 Synonym, Typo를 검출하여 가장 높은 정확도의 Entity로 변환해준다. 이를 통해, 사용자는 해상물류 서비스를 이용하는데 있어 부담감을 해소하고 편리함을 얻을 수 있다.

Currently, every person possesses a smart phone due to the development of the IT industry. There is an improper situation in which a smart phone is not set in silent mode, such as a lecture room, a library, and a theatre hall. The proposed system automatically automates the function of smart phones where they are designated as a public place or etiquette area and automatically return the function of the smartphone if they deviate from the location of the site. It is also equipped with a combination of autonomous devices and services, based on Bluetooth communications, which are applied to ultra-light low-power IoT(Internet of Things) devices, and has features that allow diverse types of features and services to be added without requiring deformation of the hardware.

Based on data provided by the science and technology knowledge infrastructure (ScienceON, 2017-2021), this paper reviews the research trends of domestic police services and related technologies, and describes the research and development direction of policing technology. For this purpose, the research was searched using the keywords science policing, smart policing, predictive policing, and policing. Policing technology is used for crime investigation (prevention), such as crime analysis and crime prediction. The collection of related data use urban infrastructure, the processing of data collected using technologies, such as artificial intelligence, and the utilization of data in police services (system) were summarized. In future, on-site support technology and crime investigation (prevention) technology for a preemptive correspondence to social threats and effective police activities must be developed. In addition, the quality of police services should be improved, a system to use police-related data should be developed, and the capabilities of police experts need to be strengthened.
