  • This study investigates the beginning background of the Smart Education Policy. Besides this article suggests the policy task and direction through analysis of politique characteristic of the Smart Education Policy. First of all, the Smart Education Policy belongs with distribution policy. Distribution policy means that the government positively provides goods and services that people in need. Second, the Smart Education Policy has high tangibility and the policy's output appears immediately. Thus, this step required verification of policy output as well as policy impact. Third, the Smart Education Policy is succession policy of historical and contextual homogeneity of educational information comprehensive development plan that has been promoted in our country since 1996. So, Policy implementation must based on this. Fourth, in order to smooth driving of the Smart Education Policy, to keep up with a rapidly changing politique environment, driving of policy need to secure high flexibility.

  • This study shows that the policy directions to invigorate smart education for special education based on the view of special education teachers through AHP methodology. The result shows that development of smart contents, supporting for teaching and learning, smart education networking, establishment of legal foundation and supporting for infrastructure are relatively important policy ordered by weights. The analysis indicates that the contents development policy should be strategic direction for smart education in special education.

  • This article is exploring on the concept and realization conditions of 'Smart Education' including the propulsion environment and problems about 'Smart Education'. Based on the concept and realization conditions of 'Smart Education', this paper will review various aspects, such as the technology, infrastructure, school teachers' preparation situation, ecosystem and distribution system, and propose further policy alternatives of 'Smart Education'.

  • This study aims to localize the national policies of SMART education for regional educational development in Jeollanamdo province. To achieve the goal, this study analyzed the current status of ICT use in education in the province through a survey, interviews, and the existing relevant policies in national and international levels. The suggested policies were validated by experts from the field of education. As a result, 20 tasks in educational policies of 4 domains were suggested for the Jeollanamdo SMART education. Among them, the development of SMART educational models, building a professional development of teachers for successful implementation, and the development of online performance support system were prioritized for successful educational innovation for Jeollanamdo.

Policy directions for parents of students with disability to invigorate smart education in special education (장애아동 부모 관점에서 스마트교육 활성화를 위한 정책적 방향에 대한 연구)

  • This study show that the policy direction to invigorate smart education for special education based on the view of parents of students with disability through AHP methodology. The result show that development of smart contents, supporting infrastructure, supporting teaching and learning, arrangement for legal basis and building smart education network are relatively important policy ordered by weights. The analysis of weights of sub-factors indicates that various smart contents development considering inability characteristics, the developments of smart devices considering accessibility and preparing legal basis for financial support are important to invigorate smart education for special students ordered by weights.

  • 본 논문에서는 스마트교육에 대한 초등교사들의 인식이 어떠한지 알고, 그렇게 나타나는 이유에 대해 분석한다. 그 결과 초등교사들은 스마트교육의 도입 필요성에는 크게 공감하며 긍정적인 인식 가지고 있으나, 본래 스마트교육의 개념 및 목표, 방법과는 다른 형태로 오개념을 형성하면서, 시범적용을 거친 스마트교육의 전면시행에 부정적인 견해를 보였다. 스마트교육에 대한 부정적 인식이 생성된 이유는 정책하달식 교육체계, 실제적용의 부작용, 신 도입교육의 전례, 교육철학의 부족, 잘못된 연수방향 등으로 해석된다. 전면시행될 스마트교육의 본래 목표 달성을 위해 교사들의 부정적 인식을 개선할 필요가 있다. 따라서 하드웨어 보다 소프트웨어적인 투자가 우선시되어야 하며, 교육참여자의 의견이 적극 반영되는 정책 수립 및 실행이 필요하다.

Research on pre-service teachers' perceptions of smartphones for educational use and suggestions for school policy (스마트폰의 교육적 활용에 대한 예비교사의 인식 및 학교정책 개선방안 연구)

  • This study was conducted to investigate the pre-service teacher's perception of the possibility of using smartphones in the classroom, moreover, to confirm the policy related to using smartphones in schools. For the objectives, this study, firstly, investigated the pre-service teacher's awareness of having cellphones in the classroom, secondly, analyzed the pre-service teacher's opinion of using smartphones for educational objectives and elements for those investigated objectives, finally, investigated the school policy for educational objectives of using smartphones. The participants of this study were 146 pre-service teachers among three universities in Seoul. The results showed that the pre-service teachers opposed using cellphones in the classroom. Next, it was found that most of them had smartphones and they knew how to use them effectively. For the aspects of educational use of smartphones, they recognized that smartphones could be used as a smart educational tool, an efficient teaching and learning tool, and an assistant tool for teaching and learning. In order to use smartphones for the investigated educational tools, the learning contents, the ways of teaching and learning, and the technical support of the school should be prepared. Finally, the pre-service teachers thought that the school policy should be changed in order to use smartphones for educational objectives, and the school policy with regard to using smartphones in the classroom should be decided by the teachers. Most of all, for the educational use of smartphones, the pre-service teachers believed that the change of the students' perception was the most significant.

A Study on the Defined and Realized Attributes of SMART Education (스마트교육의 속성과 구현 실태에 관한 연구)

  • Since the development of Smart technology and the advent of various Smart media, a learning environment for individual learners and the school has been changing. In the stream of changing learning environments, in 2011, the government announced SMART education strategies, introducing the term officially, "SMART education." With the governments' efforts to develop and implement SMART education in school, many policies has been enacted and many research has been conducted and increased gradually. However, as policies of SMART education have initiated in situation where there is no clear understanding in regard of SMART education, many researchers and teachers confused of SMART education and its identity and attributes, even though it has been 6 years since the concept was introduced. Unfortunately, SMART education has been implemented as one type of instructional methodology as utilizing Smart technology. Thus, in this research, we tried to build theoretical foundation of SMART education through analyzing former research on SMART education to define the attributes of SMART education. To examine how SMART education has been implemented in terms of its attributes, also, we analyzed research that conducted instructional design and implementation on SMART education in actual learning environments. As the results of former research analysis, the attributes of SMART education include Information and Communication Technology, open learning environment, self-directed learning, customized learning, and social learning. In majority of research, SMART education focused on utilizing Smart technology and media in teaching and learning environments but self-directed, and customized learning were less adapted in SMART learning environments. In the following research, how to improve educational benefits of SMART education through adapting original attributes of SMART education need to be examined.

Korea Smart Education and German Media Education (한국의 스마트교육과 독일의 미디어교육)

  • This study was inspired by the issue that the fundamentals of education have been overlooked, as today's smart education policies established in the knowledge-based information society of the 21st century have only focused on building digital environment and its efficiency. To carry out the study, the media education of Germany, which is equivalent of Korea's smart education, was analyzed to obtain implications for Korea's smart education. In Germany, the media education has been managed by the country ever since the information society has begun. Since 2009, the media education has become a requirement for all schools in every state. Thus, the current media education policy of each state has been analyzed, which revealed the following common characteristics. 1) The media education is closely linked to existing curriculum and education, rather than being conducted separately with different standards. 2) The media education is being conducted in a democratic manner by actively reflecting the exemplary cases of school teachers, rather than following the instructions and guidelines from the government. 3) The media education deals with the character and identity of young students, based on their basic understanding of information society, which are essential for a successful life in the upcoming society. Unlike the first and second implication linked to the method and procedure of media education policy, the third implication is the basic purpose of media education, which is also the key implication of this study. The media education policy of Germany, which is being conducted with its own educational philosophy, offers significant implications for Korea's smart education policy. In Korea, the education only revolves around device-based environment innovation or content development. It should be noted that the purpose of smart education is developing smart individuals who can bring better, happier, and more successful society - rather than establishing a smart environment. Therefore, the focus of discussion on Korea's smart education that revolves around environment, infrastructure, device utilization, and contents development should be changed to the character and identity of students, which are required in the future smart era. That's when 'human-based' educational revolution, instead of 'device-based' classroom revolution can begin.

교실은 어떻게 '스마트'해지는가?

  • Information technology is sometimes considered as a cause that puts education in a big crisis, or it can be seen as a savior. In 2011, the Korean government announced that it would innovate education and build a talented nation by bringing IT into schools of public education system through the SMART education policy. The policy initiative aimed to establish a standard classroom models that can be diffused all over the country's schools so that teachers and students may become familiar of using devices such as tablet PCs and laptops. This paper analyzes how the smart classrooms caused friction in the actual education practices. To this end, I analyzed the direction and ideals of the SMART education policy by reading government policy document and design guidelines officially published, and visited three elementary schools that are actually building and operating a smart classroom environment to visit the facilities and have in-depth interviews with teachers and technicians. The ideal type of classroom proposed by the smart education policy was a package equipped with various functions at once in a neatly designed space like a "model house", but it was difficult to be used as a normal classroom in everyday life of school. Instead of copying and installing the model, each school decided to get "smart" in its own way, depending on how factors such as size, local characteristics, socioeconomic conditions of students and teachers, teacher experiences, and the level of existing infrastructure were combined. In Elementary School A, the machines tamed specific space of the school to create their own space, while following the rules of the school for being mobile. Although Elementary School B could not construct fully supported environment that encompassed the entire school, the system was organized with the help of well trained teacher's experiences in other schools. In Elementary School C, the machines are concentrated on specific classrooms and they promote teacher's professionalism. The components of the smart classroom were disassembled and recombined in context to make each school's classroom "smart".
