Determining Fare Discount Level for MaaS Implementation - Based on Time and Cost Changes - (MasS(Mobility as a Service)의 적정요금할인 수준 분석 - 통행시간 및 비용변화를 중심으로 -)

  • With commercial apps popular in EU, MaaS has been emerging around the globe as a new approach to worsening urban traffic problems. In contrast, it is still mainstay in Korea simply discussing the concept and necessities of MaaS, rather than seeking for real-world solutions for the commercialization. The purpose of this research is to analyze the demand-side i1mpacts of travel time and cost changes according to MaaS adoption, and to see its commercial feasibility in Korea. The 2010 KTDB traveler's nationwide OD data is used to estimate the level of fare discount for balancing the mode shift and fare revenue changes followed by MaaS implementation. The analysis results show that MaaS leads to the increase of public transport ridership as a result of the diminishing travel cost and time, and that the time saving works more positively for ridership increase. Also, the optimum level of fare discount is estimated 2.56% without damaging the revenue. This finding reveals that MaaS impact is superior to the other single-sided public transport inventive measures since it can affect both travel cost and time reduction at the same time.

An Analysis of the Causes of the Welfare Gain Achieved by Congestion Pricing and Transit Subsidies (혼잡통행료와 대중교통 보조금의 효용개선 원인 분석)

  • We analyze the efficiency of congestion pricings and transit subsidies in the spatial micro-economic model based on a general equilibrium environment. In this setting, we decompose the total welfare change into component factors and identify the reason of the change in the efficiency caused by policy instruments; these component factors are divided into indirect factors and direct factors including of origin-destination and mode choices. We set up the model as adding mode choice to the standard format in the fashion of Anas and Kim (1996) and extend the methodology proposed by Yu and Rhee (2011) and Rhee (2012) for deriving theoretical and analytical solution. Most of welfare gain comes from the modal shift from car to bus. The relative efficiency of subsidies in relation to the first-best pricing is lower than it of congestion pricings although the change in bus share by subsidies is similar to it by congestion pricing. Subsidies give rise to more modal shift from a car to a bus for long-distance commuting than it caused by congestion pricings. As the increase of bus share for long-distance commuting leads to the increase of cross-commuters passing through CBD, the welfare gain by subsidies is lower than it by congestion pricings.

The Analysis on Competitiveness of Railroad Transport Focused on Container, Cement, Steel (컨테이너, 양회, 철강을 중심으로 한 철도의 화물수송경쟁력 분석)

  • The modal spilt of highway has been increased and the one of railway has been decreased from 17.2%(1990) to 6.3%(2006). In this context, it is meaningful to examine the competitiveness of the railroad of Korea. The objective of this study is to analyze the competitiveness of railroad with the highway so that countermeasures improving the competitiveness of railroad could be suggested. For this, firs of all, indicators representing the competitiveness of the railroad transport are determined. The main influencing factors for mode choice include transport time, transport cost and level of service. Three types of commodity, container, cement and steel are the target for the analysis. It was found that the overall competitiveness of railroad transport is weaker compared with highway even for the main freight origin-destination pairs. It means that the freight transport system is focused on road rather than railroad. Therefore, we need to remeasure the competitiveness of railroad transport related to methods for freight railroad competitiveness improvement.

  • Venture debt is a prominent funding tool to promote scale-up of ventures. In the growth stage, venture firms that need large-scale funding can accelerate their growth by leveraging venture debt without diluting their shares, while venture capitals can quickly recollect their investments by accelerating the growth of the ventures they invest. By supplying venture debt, banks can diversify their asset primarily concentrated on loans, and improve the return on assets. As in the case of Silicon Valley Bank, a leading venture lender, closer cooperation between the two agents is essential to supply venture debt. One is the venture capital, an equity capital supplier, and the other is the bank, a debt capital supplier. To this end, we propose "credit risk sharing venture loans" and "venture loan pooling". The former encourages banks' participation in the venture debt market where the manager of Korean Fund of Funds, KVIC and policy guarantee schemes such as KODIT and KIBO screen or partially absorbe the risks inherent in venture loans. The latter reduces the burden of banking on individual venture loans through securitization.

A Study on the Improvement of the Subway Protective Guards System (지하철보안관제도의 활성화 방안에 관한 연구)

  • The Seoul subway system has one of the highest transport shares in the city of Seoul. A high number of passengers means that a high level of crimes of all kinds occur on the city's subway system. As such, Seoul Metro, created the Subway Protective Guards System in 2009, in an effort to enhance safety on the subway. But this innovative new system did not resolve problems. In fact, many citizens came to question the effectiveness of the new system, as it did not yield tangible results. This study seeks to deduce the problems and activation strategy of the Subway Protective Guards System. An in-depth study was conducted by interviewing subway protective guards who were squad leaders with five or more years of relevant work experience. Semi-structured interview analysis was utilized to evaluate their responses. Specifically, their responses were deduced to identify the strengths and weaknesses internal to the system and the opportunities and threats posed by the environment external to the system. This study presents measures to improve the system based on the aforementioned analysis. Measures for improvement focused on the following areas: the adoption of an education system in response to terror; recruitment and the possibility of becoming a permanent employee; obtaining partial judicial powers; improvement of work environment; and intensifying the promotion of the system.

  • The aim of this research is to analyze factors affecting bicycle accidents using the PLS structural equation. Accident types in this study were categorized into total accidents, serious injuries including death, and light injuries which occurred at nationwide Si Gun Gu. It was found that urbanization was the main factor for bicycle accidents through the accident models developed in this study. Population, ratio of economically active population, density of intersections, ratio of urbanized area, commercial and industrial land-uses, number of drive license holders, number of education institutions, number of parks were the main factors causing bicycle accidents. Besides, length of bicycle roads, number of bicycles, and ratio of bicycle as mode choice also increased bicycle accidents.

The main aim of this study is assess the competitiveness of public transportation in world major cities We select assessment indexes and have grouping use factor analysis. Then we have 8 clusters of cities by cluster analysis, Also, we analyze the relationship between public transportation characteristics and modal split.

  • The infrastructure of public transportation of Seoul which has been developed in parallel with the progress of modernization receives successful performance evaluation at home and abroad, currently representing the highest transport distribution ratio. In spite of this fact, the public transportation of Seoul, which has entered into advanced phase of services, still leaves much to be desired, in particular, the mobility considering the transportation vulnerable is not well assured. It is time to provide proper supports for the efficient mobility of public transportation in accordance with the social changes present in the aging and multicultural society. This study inquired about the current status of public transportation and that of its users. In addition, the main inquiry target was oriented to the elderly and foreigners for observation and investigation, as well as for the analysis of their behavior. Furthermore, through in-depth interviews, inconvenient factors have been found according to public transportation means and its usage phase, by carrying out detailed evaluations of public transportation services. Based on this, the enhancement elements were defined and the corresponding concept was designed through a series of idea workshops, and this study intended to contribute to improving future public transportation services by proposing the improvement scheme applicable to the upcoming public transportation.

  • As the use of private cars increases along with the technological advancement in the automobile industries and their capabilities to supply, a wide range of issues are followed including the increase in traffic congestion costs, pavement damages and more. In spite of consistent effort to resolve such urban traffic problems, the modal share rate of private cars continuously increases, thus it is becoming more important to explore the ways to enable drivers to take reasonable measures, in self-motivated manner, by taking part of the transportation demand management policy rather than to rely on the strict enforcement of control policy. Considering that the urban transportation infrastructures are in much better shape than before, it is necessary to implement Mobility Management (MM) that induces reasonable usage of private cars by promoting the change in one's consciousness and behavior through communication. Hence, the research studies the factors that influence the mobility through the survey targeting the citizens of Busan on their awareness on the former transportation demand management policy, to explore the ways to motivate the citizens' involvement in reducing the use of private cars as a measure of Mobility Management.

A Study on the Analysis Effect Factors of Illegal Parking Using Data Mining Techniques (데이터마이닝 기법을 활용한 불법주차 영향요인 분석)

  • With the rapid development in the economy and other fields as well, the standard of living in South Korea has been improved, and consequently, the demand of automobiles has quickly increased. It leads to various traffic issues such as traffic congestion, traffic accident, and parking problem. In particular, this illegal parking caused by the increase in the number of automobiles has been considered one of the main reasons to bring about traffic congestion as intensifying any dispute between neighbors in relation to a parking space, which has been also coming to the fore as a social issue. Therefore, this study looked into Daejeon Metropolitan City, the city that is understood to have the highest automobile sharing rate in South Korea but with relatively few cases of illegal parking crackdowns. In order to investigate the theoretical problems of the illegal parking, this study conducted a decision-making tree model-based Exhaustive CHAID analysis to figure out not only what makes drivers park illegally when they try to park vehicles but also those factors that would tempt the drivers into the illegal parking. The study, then, comes up with solutions to the problem. According to the analysis, in terms of the influential factors that encourage the drivers to park at some illegal areas, it was learned that these factors, the distance, a driver's experience of getting caught, the occupation and the use time in order, have an effect on the drivers' deciding to park illegally. After working on the prediction model, four nodes were finally extracted. Given the analysis result, as a solution to the illegal parking, it is necessary to establish public parking lots additionally and first secure the parking space for the vehicles used for living and working, and to activate the campaign for enhancing illegal parking crackdown and encouraging civic consciousness.
