4차 산업혁명시대의 소비자이슈와 소비자정책

  • 4차 산업혁명과 관련하여 대두되는 핵심기술로 인공지능, 로봇, 빅데이터, 사물인터넷(IoT), 가상현실(VR)과 증강현실(AR), 자율주행자동차, 드론, 3D 프린팅, 블록체인 등을 들고 있다. 과거와 현재는 생산자가 최적의 비용으로 고성능 고품질 상품과 서비스를 제공했으나 4차 산업 혁명 시대는 소비자가 제품의 종류 및 특성, 생산 시점 등 전 과정에 관여하고 상품 자체보다 상품이 제공하는 가치를 중시하게 될 것으로 예상되고 있다. 이처럼 생산자 중심에서 소비자 중심으로 소비 트렌드가 변한 것은 AI, IoT, VR, 3D 프린팅 등 4차 산업혁명의 기술혁명이 지대한 기여를 했기 때문으로 볼 수 있다. 이처럼 다양한 제품과 서비스에서 새로운 유형의 소비자문제도 발생하고 기존의 소비자문제도 발생할 수 있으므로 이에 대한 체계적인 검토로 사전 예방적인 소비자정책과 사후구제의 소비자정책 모두 새롭게 정립해 두어야 한다. 사전예방적인 소비자정책으로는 (1) 위해방지, (2) 규격의 적정화, (3) 거래의 적정화, (4) 표시광고의 적정화, (5)소비자정보제공의 충실화 및 소비자능력의 향상을 위한 소비자교육의 강화, (6) 개인정보보호의 강화가 필요하다. 사후구제의 소비자정책으로는 (1) 소비자분쟁해결기준의 정비, (2) 피해구제 관련 법률의 제정이나 개정 등이 필요하다.

  • This study intends to investigate some practical problems that arise from the development of the social commerce market and propose a set of consumer protection policies. To that purpose, we discuss the concept of social commerce and analyze a few common types of social commerce in Korea. Then, we look into the problems of the social commerce industry and propose a set of consumer protection policies that can deal with those problems. The goal of the current paper is to suggest optimal policies that can protect consumers from this new trend of online transactions. We hope that the proposals can help establish the base of consumer protection from the social commerce business.

  • 대부분의 일차원 보증정책에 대한 비용분석은 소비자 사용률이 모든 사용자들에게 동이란 것으로 가정하고 있다. 하지만 현실적으로 사용률은 소비자에 따라서 다르기 때문에, 일반적인 경우 소비자 집단을 ${\kappa}$ 범주로 나눌 수 있다. 즉, 동일한 제품에 대해서 생산자는 ${\kappa}$ 범주에 속하는 다른 보증정책을 제시할 수 있고, 보증비용은 이런 옵션들 가운데 소비자가 자기의 입장에 맞는 보증기간을 선택할 수 있다. 본 논문에서는 소비자의 사용률이 변화하는 경우를 고려한 무료보증정책을 갖는 기대보증비용 모형을 분석하고, 이에 따른 수치예제를 제시한다.

  • This study introduces consumer protection policies at domestic and overseas, regarding the current situation that is raised about, and analyzes how to promote e-commerce with consumer protection oriented. This article explores e-commerce protection policies aiming at enforcing consumer protection and introduces some strategies - enhancing consumer trust, improving electronic transaction disputation, personal information security and privacy and using authorized certificate. This paper aims at suggesting the method of promoting e-commerce through ensuring the consumer trust and decreasing the transaction cost.

  • During the period from 2004 to 2013, the China's automobile consumer protection policy-making reflected interest articulation and aggregation among consumers, manufacturers, car dealership and repair companies. In particular, consumers has succeeded in articulating their interests in spite of their dispersed situation by making the efforts to present regulation's revision agenda through the China Consumers Association. And the car dealers put the right to blame the car manufacturers for unexpected vehicle defects into the final regulation through the China Automobile Distribution Association. Finally, due to the active interest articulation of automobile companies, policy making process was delayed or policies that were expected to benefit consumers were promoted to some extend. Therefore, it can be seen that there is a limit to define state-society relations in China simply as state corporatism, and rather it is more important to understand state-society relations in China as between state corporatism and societal corporatism including bottom-up interest articulations and aggregations and policy modification activities of various private or societal organizations.

A Study for the Effects of Interconnection Charge Policy on Consumer Welfare in the Mobile Telecommunications Market (이동통신시장의 상호접속료 정책이 소득분위별 후생에 미치는 영향 연구)

  • This paper analyses the effects of mobile telecommunications market's interconnection charge on consumer welfare between 2000 and 2010 by estimating price elasticity of demand with using log linear model and augmented Alexander et al(2000)'s model. The results show that consumer welfare is about 6 trillion won in 2009 and an upward trend. In the 2nd analysis, the decline in interconnection charge raise consumer welfare but, asymmetric interconnection and current TD-BU LRIC system have negative(-) relation with consumer welfare. Hence we need to revise interconnection policy frame.

  • We should set up a policy objective to obtain consumer engagement in smart grid and analyze the key influencing factors in smart grid consumer engagement in oder to deploy smart grid successfully. It is because the successful deployment of smart grid depends on whether the end users accept the smart grid products and services. So far, There have been few studies in Korea which focus on the smart grid consumer engagement. Therefore, we carried out an literature review in terms of smart grid consumer engagement and tried to suggest related policy implications. As a result, we identified key influencing factors such as monetary benefits, environment-friendly characteristics, cyber security and understanding of smart grid. Futhermore, we suggested policy implications related to customer education, linkage between smart grid policies and other environmental ones, cyber security enhancement, etc.

  • The purpose of this study is to understand the brand effectiveness of the small enterprise succession policy. small enterprise have a close relationship with consumers, it is necessary to examine the consumer effects of authentication policies. Therefore, the policy itself was identified as a brand, and the influence between brand image, attitude, and loyalty was attempted. As a result of the study, it was found that the brand image of the two factors of the policy had a positive effect on attitude and loyalty. Based on the research results, the necessity of evaluating policies from a business perspective was suggested. Above all, it will be meaningful in applying the concept of a brand to the policies used by consumers and examining the effects.

  • The market participation and development of major manufacturers of next-generation green vehicles is accelerating in recent years. The results of this study are as follows: Consumer type (personal value pursuit type, price value pursuit type) was significant difference between consumer. The results of this study were as follows: First, there was no significant difference in the characteristics of consumers (gender, age, monthly average income) and purchase intention according to age, gender and monthly average income, Image has a positive (+) impact on eco-friendly vehicles. This suggests that the development and market participation of next - generation green vehicles is accelerating and consumers 'interest is increasing, and the characteristics of environment - friendly vehicles and the government' s policy support are important factors.

  • In recent years, the development and market participation of major makers of next-generation eco-friendly vehicles has been accelerating. Consumer interest has also increased. Consumer characteristics, consumption type, characteristics of next-generation eco-friendly vehicles, and government policies on next-the results of this study are as follows. As a result of this study, it was found that the characteristics of consumers (by sex, age, monthly average income), types of consumers (price value pursuit type, individual value pursuit type), There was no significant difference between the consumers, and the purchasing intention was not significantly different by gender, age, and monthly income, but there was a significant difference in purchase intention according to the type of consumer. The positive effects of consumer purchase behavior on brand image, color, design, etc, have positive (+) effect on eco - friendly vehicles. And social environment value seeking type among consumer types are significant in relation to purchase intention. To have three support the government's carbon dioxide (per ton of 5,000 won, per ton of 10,000 won), national or local government vehicle price support directly gasolin tax, disel tax, carbon taxes, such as fuel-related tax relief, etc. was found to have positive effect.
