Environmental Tax in the Energy Sector and Its Income Distribution Effect (에너지부문 환경세 도입의 소득분배 파급효과)

  • This study examined the income distribution effect of the environmental taxes in the energy sector by applying the Urban Family Survey and the Household Income and Expenditure Survey to the Kakwani index. The results analyzed are as follows: first, taxes of the non-transportation energy sector show progressive tax schemes, while those of transportation energy show regressive ones. Second, we calculated the scenario-specific progressivity index on basis of the existing energy price structure. Contrary to the previous works claimed to be regressive, the progressivity in scenario I got higher than before, except for the congestion taxes. Also, the index by the total sum of taxes in scenario II showed just a little bit higher progressive tax system. In scenario III, both the value added tax and the total sum of taxes have a little regressive structure, but the indexes in the environmental taxes, heat capacity taxes, and those which the environmental tax and the congestion tax and heat capacity taxes are summed up, are in general progressive. Third, subsidizing the tax revenues raised from the environmental taxes to the poor classes by a simulation approach shows more progressive as expected, implying the more subsidy the higher the progressivity index. As a result, it is said that the implementation of the environmental taxes has no negative impact on the income distribution, and the subsidy of the tax revenue raised from it to the poor can make the income inequality improve.

Equity-Efficiency Trade-off: the Case of Inheritance Tax (상속세(相續稅)에 있어서의 형평(衡平)과 효율성(效率性)의 괴리(乖離))

  • This paper examines the effect of redistributive inheritance tax on income distribution and social welfare. The model used here is the Overlapping-Generations Model consisting of individuals with different bequest motives where the lifetime income distribution in each cohort is determined endogeneously by the dynamic bequest process. It is shown that the introduction of redistributive inheritance tax can improve the vertical equity in the sense that the increase in tax rate reduces the coefficient of variations of intra-cohort income distribution in steady-state. However, it is also shown that, the effect on social welfare, when measured by Benthamite SWF, is uncertain in general. The numerical simulations show that, in spite of its equity-enhancing effect, the tax increase can actually lower the steady-state social welfare within the plausible range of parametric values, through the long-run output effect as well as the deadweight welfare loss incurred by tax distortion. Hence, the problem of equity-efficiency trade-off can arise in this case. However, if both the market interest rate and the elasticity of marginal utility in individual's preference function are sufficiently high, it is shown to be possible that the steady-state social welfare is enhanced by the introduction of inheritance tax.

  • 소득분포에 관한 연구는 경제이론의 측면에서나 사회정의의 차원에서 많은 연구자들의 관심의 초점이 되어 왔다. 특히 경제 성장과 개발의 과정에서 그 과실의 분배효과가 장기적으로 공동체로서의 사회적 개발의식에 미치는 영향이 크다는 사실에 비추어 이 문제는 단순히 기능적인 측면에서의 고찰보다는 체제와 이념적인 차원으로서의 문제로 발전되고, 또한 이 차원에서 구명되는 주요과제로 남게 되었다. 이 논문은 RGKO 방정식을 소개하는 절은 서론뒤에 후속시켰고, 이에 따라 가설의 공리성을 그다음 절에서 밝히고 있으며, 그 뒤로는 구체적인 추정절차를 논술하고, 끝으로 결론과 부록을 첨부하였다.

  • 지금까지 사회보장제도(社會保障制度)의 경제적(經濟的) 효율성(效率性)에 대한 많은 논의가 있어 왔다. 그러나 그중 생애주기(生涯週期)(life-cycle)에 바탕을 둔 일반균형연산모형(一般均衡演算模型)(AGE : Applied General Equilibrium)에 의환 경험적 분석은 미진하였다. 본(本) 연구(硏究)의 목적(目的)은 사회보장제도(社會保障制度)의 세대내(世代內) 생애소득분위간(生涯所得分位間) 재분배효과(再分配效果)와 경제적(經濟的) 효율성(效率性)을 분석하는 데 있다. 연구방법으로서 Fullerton and Rogers(1993) 모형을 수정한 일부문(一部門), 다소비자(多消費者) 생애주기(生涯週期) 일반균형연산모형(一般均衡演算模型)을 이용하였다. 본 연구는 미국을 대상으로 한 정상상태(定常狀態)(steady state)의 분석이며, 소비자(消費者)를 생애소득별(生涯所得別)로 5분위(分位)로 나누어 기존 사회보장세(社會保障稅) 및 급여(給與)가 경제적(經濟的) 효율성(效率性)뿐만 아니라 계층간(階層間)의 분배(分配)에 어떠한 영향을 주는지를 분석하였다. 본(本) 연구(硏究)의 주요한 기여사항(寄與事項)은, 첫째 사회보장제도(社會保障制度)의 부담귀착분석(負擔歸着分析)에 새로운 연구방법(硏究方法)을 시도하였다는 점, 둘째 재정정책(財政政策)의 하나인 사회보장제도(社會保障制度)의 실질적(實質的) 부담(負擔)의 귀착문제(歸着問題)를 생애주기모형(生涯週期模型)으로 분석하였다는 점, 셋째 부담(負擔)의 귀착(歸着)은 사회보장세(社會保障稅)와 아울러 사회보장급여(社會保障給與)를 고려하여 분석하지 않으면 편향(偏向)(biased) 될 수 있다는 점을 지적한 점, 넷째 분석결과(分析結果) 기존 사회보장제도(社會保障制度)는 생애주기적(生涯週期的) 소득분배(所得分配)의 관점에서 누진적(累進的)(progressive)인 제도이지만 경제적(經濟的) 비효율성(非效率性)(efficiency cost)을 내재하고 있다는 점 등을 밝힌 것이다.

Analysis of Income-led Growth Path Induced by Government and Consumption Expenditures (정부지출과 소비지출에 의한 소득주도성장 경로 분석)

  • The aim of this study is to evaluate the effects of income-led growth path induced by government and consumption expenditures. Six of Nordic countries, Latin American countries and South Korea are selected for this purpose due to the fact that these countries have been pursuing income-led growth policy for more than the last decade except South Korea. The structural equation is formulated based on the government and consumption expenditures with lagged variable, and the GLMs estimation is employed for empirical analysis. Although the impacts are not overwhelmingly effective, empirical evidence suggests that income-led growth path contributes to stimulate economic activities which are associated with increasing in national income in Nordic countries and South Korea. However, the income-led growth path is quite weakly operated. Furthermore, it is even unstable in Latin American countries. In addition to this, the policy target would rather be focused on middle consumption group than low consumption group. Overall, it would be concluded that the income-led growth policy should be implemented for complementary purpose. And, it also has to be mentioned that sustainable growth may not be achievable by this policy.

The Impact of Tax Competition On Regional Economic Growth and Income Distribution (조세경쟁이 지역경제의 성장과 분배에 미치는 효과분석)

  • The Korean government issues the policy that regional government mat change the regional tax rates for economic growth. On the ground that change in regional tax rate incurs the disturbance in regional economy and entails tax competition, regional government does not accept the proposal. The CGE simulation result shows that tax competition reveals the trade-off relation between efficiency, balanced national development, and equity. Thereby, the stance of regional government can be justified by the results. Therefore central government has to grope for some reconcile means that efficiency and equity can be harmonized. The proposal can be justified by the analyses.

An Analysis of the Contribution of the Elderly to Income Inequality (노인의 소득구조 불평등 기여도 분석)

  • This study analyzes the change in the contribution of the elderly to income inequality by using the Gini coefficient and the decile distribution ratio from the data of the Korea Welfare Panel Survey from 2007 to 2018 on economic inequality in old age. According to the study, the Gini coefficient of total income gradually decreased from 0.430 in 2007 to 0.383 in 2018. As a result, inequality decreased. Also, the higher the income quintile, the higher the income growth rate. Market income inequality has increased and inequality between public and private transfer income has decreased. Analysis of the contribution of income inequality to total income confirmed that public transfer income has replaced the role of private transfer income in reducing inequality over time. The expansion of public transfer income for the maintenance of basic living of the elderly is an important source of income for the elderly despite the crowding-out effect of private transfer income, market income, public and private transfer income, which are components of the income structure of the elderly, mutually complement total income. Therefore, it is important to identify income sources that contribute to alleviating income inequality among the elderly and reflect them in policy-making process.

Institutional Dynamics of In-Work Poverty Determination: Distributive Process of Labor Markets, Households, and the Welfare State Using Korean Welfare Panel Study, 2008-15 (근로빈곤 결정의 제도 동학: 노동시장과 가구, 복지국가 분배 과정 분석)

  • This paper adopts a distributive performance process model of in-work poverty based on labor markets, households, and welfare states and analyzes the 4-11 waves of the Korean Welfare Panel Study during 2008-15. Previous studies on in-work poverty have focused on the definitions and concepts of in-work poverty by analyzing employment and unemployment persistence and repetition dynamics, but rarely paid attention to institutional distributive performance. In this regard, this study preforms a stepwise analysis of labor markets, households, and welfare states as a process of income generation in labor markets, satisfaction of welfare needs and income pooling at households, and deduction of social security contribution and income tax as well as receipt of public transfer income at welfare states. Results of empirical analysis show that in-work poverty had been on increase during 2008-11, followed by a decrease between 2012-15. At labor market stages, full time status had the most prominent impact on in-work poverty process, while status by employment and contract type have generated a huge variation as well. At household stages, household work intensity and number of earners contributed to reduction of in-work poverty, but the relations did not seen to be straightforward. However, welfare state played little role in lifting employees out of in-work poverty. In terms of institutional distributive process, in-work poverty was prevalent in either household-welfare state stage or labor market-household-welfare stage. Non-vulnerable group in terms of in-risk poverty was around 80% of the sample during the period of analysis, the size of which has remained constant.

Reforming Environmentally-Harmful Subsidies in the Energy and Electricity Sectors in Korea (우리나라 에너지·전력 부문 보조금의 환경친화적 개편 효과 분석 : 연산일반균형분석을 중심으로)

  • In Korea, various environmentally harmful subsidies are granted in agriculture, fishery, energy, electricity, transportation, steel and shipbuilding industry. Examples include tax-exempt fuel for agriculture & fishery, VAT- exemption for briquette & anthracite, temporary subsidy for fuel, production stabilizing subsidy for coal mining, subsidy for briquette. Korea's yearly total subsidy in energy area is about 5,291 billion won, among them is 4,870 billion won. To reduce air pollutants and to mitigate climate change, Korea has to review the phase-out of environmentally harmful subsidies and the phase-in of environment-friendly subsidy. The reduction or removal of environmentally harmful subsidies will enhance economic efficiency and bring about environmental benefits. Economic efficiency means less use of inputs, which reduces environmental cost and improves social benefits. This paper applies the Shoven and Whalley's model to the Korean economy and analyzes the general equilibrium incidence effects of reforming environmentally harmful subsidies in the energy and electricity in Korea. We consider several counterfactual scenarios in which current environmentally harmful subsidies are reduced or abolished, compare them with the reference case in the economy, and evaluated the change in efficiency costs and distributional incidence of tax reforms related to subsidies.
