A Study on the Alternative Establishment of Global Terminal Operator(GTO) and Improvement of Legal System (글로벌 터미널 운영사(GTO) 설립의 대안설정 및 관련 법 제도의 개선방안에 관한 연구)

  • The global container terminal market is predicted to see continued future volume growth. According to Drewry, global container shipments rose by 6.3% year-on-year to 750 billion twenty-foot equivalent units (TEUs) in 2017 and are forecast to experience continued growth to 9.3 billion TEUs in 2022. According to IHS Markit, the global terminal operator (GTO) market is forecast to grow more than 10% annually, up from $2.4 billion in 2017, to exceed $3 billion by 2022. However, Hyundai Merchant Marine is the only real GTO in Korea. In particular, the shipping and port markets are facing drastic changes, both at home and abroad, including a slowdown in the growth of domestic export and import shipments, environmental changes in the container market caused by the trade frictions between the US and China, and increased changes in container shipments caused by the trade frictions between Korea and Japan. In this study, we propose ways for domestic companies to participate in the continuously growing GTO market. After analyzing the current status of the global GTO market, the government expressed a desire to explore ways to establish GTOs through the Port Authority and the Korea Ocean Business Corporation. Therefore, four types of establishment plans were proposed, along with a legal framework for the establishment of GTOs.

  • This paper develops a business model analysis framework and suggests a step-wise approach to the exploration of new business models. Three generic business model components, Value Change Model, Value Connection Model, and Value Complement Model, are identified based on their value propositions, and a composite of them, called Value Combination Model, is proposed. In order to integrate various value propositions from these business models, a business model analysis framework is also suggested. In order to test its real-world applicability, a case study is performed on the WLAN services and the effectiveness of the framework as a business model analysis tool is demonstrated.

  • A Patent Pool tends to be activated to establish the harmonization in recently standardization activities related to information and telecommunications with patent rights. Recent main examples of patent pool related to telecommunications standardization are concentrated in this paper. We seem to examine the practical meanings of patent pool from review the examples of utilizing patent pool. Those examples are analyzed and presented in this paper as typical construction cases of patent pool by characteristic of formation : The MPEG-2 patent pool which has become a pioneering precedence being managed by establishing MPEG LA as professional and administrative entity having organizied scalef; DVD patent pool which is a type of dividied case of a patent pool; the patent pool of IEEE1394 which was formed by surronding technology market effect outside the entrepreneur; finally the UMTS case in mobile telecommunications area.

  • This study, firstly, investigates the basic design type and special features of the shape and structure of The Grand People's Study House in North Korea which corresponds to The National Library of Korea in South Korea and the people's study house in the provinces that was unknown until now, the public library of North Korea with the combined type of school(student) library and public(adult) library in South Korea, and university libraries. Secondly, by analyzing the establishment background, documentary records and others, we researched the historical background of present architectural type and design, and the general difference from libraries in South Korea.

  • This paper deals with the waterfront development in Gwangyang Port (GP), Korea. This study aims to identify the waterfront development type and suggest its policy direction of international GP, Korea. It consists of three main sections: basic theory of port waterfront development, analysis of the experiences in port waterfront development, and the type and its policy directions of waterfront development in GP. This research is mainly based on a review of current reports / papers, an analysis of secondary data and a consultation with related experts. Port waterfront is an important area for increasing Gwangyang's attractiveness and strengthening its competitiveness. Considering port function in urban area, Gwangyang should thus implement the comprehensive plan for the port waterfront.

Efficiency Evaluation of General Hospitals using DEA (DEA를 이용한 종합병원의 효율성 평가)

  • Unlike profit-seeking businesses, hospitals provide medical services to promote the public good in a way, and they need a reform of management to ensure sustainable growth in fast-changing medical environments. The key to the managerial reform is enhancing efficiency, and inefficient managerial practices and factors affecting that should be grasped first of all to boost the efficiency of hospital management. But evaluation methods that are prevalent in the private sector are hardly applicable to hospitals. The purpose of this study was to assess hospital efficiency by using a data envelopment analysis(DEA). The 2006 data on 74 residency training hospitals with 500 beds or more were analyzed. The selected input variables included the number of bed, the number of doctors, the number of nurses, the number of medical technicians, personnel expenses, management cost and materials cost. And the selected output variables were the yearly number of outpatients, the yearly number of inpatients, the number of operation cases and earnings. In addition, the influence of the type of hospital establishment, location, the year of foundation and the type of hospital on hospital efficiency was checked as well.

A Study on the National Trust Approach for the Environmental-friendly Conservation and Management of Greenbelts in Korea (개발제한구역의 친환경적 보전 및 관리를 위한 내셔널트러스트의 도입방안 연구)

  • This article aims to conserve greenbelts by adopting the national trust approach. This article reviews the current issues and problems in managing greenbelts in Korea. And this article redefines the function of greenbelts, and then suggests the new principles of management strategies of greenbelts. Greenbelts is to provide green open space for urban residents and to contain urban sprawl not to reserve lands for the future urban development. This article proposes basic principles for the effective management of green belts. They include (1) preserving environmental value, (2) maximizing public access to open space and environment resources, and (3) enhancing public-participation and collaboration among different groups and organizations for the management of greenbelts. These principles are closely related to those of national trust movement. This article suggests the government to adopt national trust approach (organization, funding, site selection criteria, legislation) to improve the environmental-friendly conservation and management of greenbelts in Korea.

Analysis of Meal Price and Operator Perception on Optimal Price by Types of Kindergarten Establishment: An Application of Price Sensitivity Measurement (PSM) Technique (유치원 설립유형별 급식비 운영 실태 및 운영자의 적정 급식비 인식 분석: PSM 기법의 적용)

  • The purpose of this study was to analyze the operators' perception of the allowable price range and the optimal price of kindergarten meals by using the PSM (price sensitivity measurement) technique and provide basic data on calculating kindergarten meal costs reflecting realistic meals. From April to May 2021, 779 kindergartens in Seoul were surveyed, based on 246 (31.6%) of the respondents. According to the survey, kindergarteners spent 3,506 won for meals on average, followed by 3,822 won for kindergarten attached to elementary school, 3,316 won for public kindergartens, and 2,896 won for private kindergartens (p<0.001). The allowed price range for the kindergarten meal service workers was estimated at 3,447~3854 won, 3,447 won for PMC (Point of Marginal Cheapness), and 3,854 won for PME (Point of Marginal Expensiveness). The appropriate cost of the kindergarten meal service provider was 3,950 won for kindergartens attached to elementary school, 3,425 won for public kindergartens, and 3,546 won for private kindergartens.

The failure case of the knowledge transfer in an international joint venture : focusing on car engine control system (국제 합작회사의 지식이전 실패사례 연구: 자동차 엔진제어시스템 기술을 중심으로)

  • Recent years have witnessed various attempts of firms to acquire new knowledge. Purchasing intellectual property or merger and acquisition (M&A) can be such attempts, but joint venture can also be an effective way internalizing new complementary assets from external partners. However, due to difficulties in the formation and implementation of learning strategies, many joint ventures have failed to acquire necessary knowledge. In this respect, based on contingency theory and dynamic capability, the current research aims to investigate the failure case of knowledge transfer in an international joint venture - KEFICO established by Hyundai motors and BOSCH. Case firm optimized for hardware technology but did not establish a differentiated learning strategy and organizational structure to acquire software skills, which are intellectuals of different natures. Due to this inconsistency, it was not able for KEFICO to absorb new type of knowledge (skills related to engine control system). This study suggests the theoretical framework illustrating the case and provides some important implications for organizational learning.

Analysis on the Relative Efficiency based on Data Envelopment Analysis for Colleges in South Korea - Focused on Evaluation of Basic Competency in College - (DEA분석을 기반으로 하는 한국 전문대학의 상대적 효율성 분석 -대학기본역량진단을 중심으로-)

  • The result of this study was to measure the relative efficiency of 133 colleges in south korea and to investigate the differences in the results of college basic competency evaluation. As a result of the study showed that the average difference of efficiency according to the background variables was no significant according to the scale, location, and college evaluation. but differences in the type of establishment were found to vary significantly in S.E model. In addition, it was analyzed that the efficiency of the college with limited funding for the efficiency distribution is highly distributed, which indicates that it is necessary to continuously improve the existing university methods and to assess whether they are being managed effectively. Finally, the limitations of this study are that it used only quantitative data and that additional indicators could result in different outcomes from the results of this study.
