Characteristics of Construction Managers' Roles from the Perspective of Leader's Roles - Focused on Design Stages - (리더 역할 관점에서의 CM단장 역할 특성 분석에 관한 연구 - 설계단계를 중심으로 -)

  • Since early 2000s, the importance of CM services has been increasingly recognized and the CM market is continuously growing. As a consequence, the number of CM companies has increased, which means keener market competition. In order to increase their competitiveness, it has been a major task for CM companies to employ and foster competent construction managers who can play a role of efficient project leaders. The objective of the paper is to analyze key characteristics of construction managers' roles during design stages from the perspective of leader's roles including strategic planner, team builder, gatekeeper, expert, champion.

  • In the face of the deterioration of tobacco manufacturing plant, we've got the plan for now manufacturing factory for the competitiveness, modernization, rationalization and environment. To achieve the goals, it was necessary to plan and investigate in the early stage of project. Consequently. We determined to introduce the CM in the early stage. We Performed the whole phase of CM services front the pre design phase services like feasibility analysis of site and building, plant master plan, selection of manufacturing facilities and drawing up the RFP, to maintenance management phase after the completion of a construction work. Contrary to the another CM projects, YongJu New Tobacco Manufacturing Plant CM organized the CM team with expert in field before the design development. This study analyze and evaluate the CM services of YongJu project which performed on the pre design phase. The purpose of this study is to emphasize the importance of pre design phase CM and support that CM services will start from the pre design phase.

  • The construction of Pusan National University Yangsan Hospital is a new construction of a medical town in Yangsan. It is a case that CMr participated in the project from planning to post-completion. It shows an actual proof of Construction Management business applied CM by each phase. In this case, CMr selected the design-build contractor in the planning phase and technically performed CM businesses in every single phase such as design and construction schedule management regarding application of Fast Track technique, procurement management and contract administration in phases based on the Fast-tract; technique, design review, VE in the design phase, change order management in the construction phase and operating and maintenance in the post-construction phase. This study would go far toward applying CM to Mega Turnkey projects by analyzing the problems of CMr's practical application to the project and providing guidelines for effective and efficient CM business implementation especially in the Turnkey projects.

  • Owners, local autonumous entities, have a burden on operating project for the lack of their management capacity such as specialty and human resources. In this reason, they want to perform project with CM methods. But there have been only a few case of CM operation and application in a huge construction project. The complex formations of CM and responsible management are used in those project. This situation originates in the lack of CM specialist. Because the CM service used in those case is generally performed as the mixture of responsible management service and design management service, it is not the prototype of CM. The purposes of this study are to present the solutions to the problems concerned with the design development phase management, design phase VE, the application of Fast-Track, PMIS operation and CM execution, etc, and establish the plan to perform CM services efficiently in the public sector through analyzing the case of CM application in Gwangjin-Gu Culture & Sports Center.

  • Recently The public project ordering in local autonumous entities is a tendency increasing of CM service because of the visible and affirmative effect in the CM which is advanced meanwhile. And, the CM services of project all phase excepts a planning business are performed. To develop CM must be prepared the system plans concerned with the CM application from planning phase, actuality maintenance of CM fee-estimation standard, understanding conversion of participation subjects, the specialization through certification of CM qualification, etc. But, unexpected actuality the problems occurs when the CM business is performing. The purpose of this study are to present the solution to the problems concerned with the design management, design phase VE, additional business by owner, schedule control and establish the plan to perform CM services efficiently in the public sector through analyzing the case of CM application in Susung Culture & Art Center.

  • As the construction industry gets specialized and complicated gradually, the number of participating organizations increased, and also the necessity of construction management(CM) is getting bigger because construction scale is becoming bigger. However, in spite of the increase in necessity, its activation through performance measurement and evaluation is very insufficient compared with advanced countries. Therefore, a checklist for CM by construction stage using AHP method in the current study is for efficient CM for successful completion of a project by dividing CM affairs by construction stage and checking performance degree by stage. If the CM checklist by construction stage, the final result of the study, is used by all the parties concerned such as construction managers, orders, designers, constructor, etc., it will be possibile to improve work efficiency of project management and produce a final outcome corresponding to the goals of a project.

  • Domestic CM market has continued to grow since the enactment of CM policies in 1996. In addition, future CM market is forecasted to have potential high growth. Therefore, it is necessary to apply various CM business models reflecting the owner's requirements and characteristics in order to improve in the CM industry and to strengthen the competitiveness in the overseas construction market. In this context, the purpose of this study is to suggest strategies of various CM applications based on comparison of 4 cases analyzed by 'business weight' and 'business depth' in terms of business function as well as by the types of 'CM market' and 'CM practice'. Result of this comparative analysis shows that each case presents differences in terms of type, business weight, and business depth of CM practice. However, domestic public CM services are currently being challenged to strengthen capability throughout the project life-cycle against the limitation of government's CM policies focused on the construction supervision.   • 중국심천 삼성코닝 프로젝트 (SSG Expansion Project)는 전문적인 건설인력이 없는 발주처를 대신하여 설계단계에서 최종 턴 오버(turn over)까지 건설 전 과정에 대하여 CM을 수행한 사례로서 한국기업이 중국에서의 CM 업무를 성공적으로 수행한 대표적인 사례이며, 대규모 공장건설에 있어 건설과 생산설비의 설치에 대한 종합적인 공정관리와 설계, 시공을 동시에 수행하는 Fast Track 방식에서 범할 수 있는 설계오류 및 풀질저하에 대한 사전 예측관리, 현지의 건설특성에 적합한 각종 공법 및 요소기술의 제시를 통한 시공성 향상, 원가절감, 공기단축에 기여로 유사 프로젝트 대비 4개월 이상 단축하여 성공적으로 제품을 생산하는 성과를 달성한 사례이다. 이에 본 연구에서는 프로젝트의 각 단계별 주요 CM업무 수행현황 및 중국건설의 특징을 고찰하고, 한국기업의 중국 CM시장 진출 가능성과 진출을 위한 사전준비에 필요한 사업 단계별 유의사항에 대한 검토를 목적으로 한다. 국내 건설경기가 침체되어 있는 현재 본 연구를 통하여 중국 건설현황에 대한 올바른 이해와 중국 CM시장의 진출 및 성공에 밑거름이 될 수 있기를 기대한다.

A Study on the Role of Construction Management in the Construction Turn-Key Projects (턴키사업과 CM의 역할)

  • The government, in order to settle and activate the use of Construction Management (CM) method, clarified the legal Issues pertaining to infrastructure development and is taking an active role to promote CM through government sponsored pilot projects. However, when a CM method is applied to a turn-key protect, many applicational difficulites are expected. With design and construction are performed under the simple responsibility in a turn-key method, roles of CM's is overlapped. Also, the characteristics of turn-key method are not reflected to the present $\lceil$CM Work Guideline$\rfloor$. Over the years, various problems have been identified from turn-key projects. Korea's $\lceil$CM Work Guideline$\rfloor$ is more inclusive compared to the CM services of CMAA and overlooks the importance of CM's roles in pre-design phase. In this study, CM's roles of pre-construction phase (pre-bidding, bidding, detail design, contracting) in construction turn-key projects were identified and complementary policy for institution was suggested. We further look into dividing the roles of the CM at turn-key project Into professional role and emotional role. Also, we speculate problems of the existing experience in turn-key projects and suggest a rough methodology on how these concepts can be adjusted for improve the turn-key method.
