A Study on Consideration Factors of Traffic Safety Assessment on the Bridge Design-I (해상교량 건설을 위한 선박통항 안전성 검토요소에 관한 연구-I)

  • From the viewpoint of navigation safety, it would be best if it's possible to build a bridge whose main span is wide enough, however, sometimes it may not be possible due to geographical or economic reason To construct the bridge on the shipping route, consideration factors for marine traffic safety must be investigated and examined from the viewpoint of marine traffic engineering. This study aims to secure marine traffic safety and maintain smoothly traffic flow through assessment qf these factors. As the first step, examination factors such as traffic volume, ship size and bridge width were assessed quantitatively using marine traffic flow simulation technique.

  • 우리나라는 항만운영의 효율성 및 선박 안전운항을 위하여 1993년 포항을 시작으로 전국 18개의 VTS 시스템을 설치 운영하고 있으나, 최근 선박 교통량의 증가와 더불어 해양사고의 증가 원인으로 인적요인에 대해 연구 필요성이 대두되고 있다. 특히 해상교통관제 업무는 고도의 주의력과 예측능력을 요구하므로 이를 저해하는 인적요인을 분석 및 관리할 필요성이 있다. 따라서 본 연구에서는 VTS 관제실의 근무환경에 대해 설문조사를 통한 요구사항 분석과 함께 현장조사를 시행하여 분석함으로서 VTS 관제장비 및 관제석의 최적 배치방안을 제시하여 최상의 해상교통관리 체제 구축에 대하여 고찰해 보았다.

  • As the numbers cf vessels in and out cf korean ports and passing ships through korean waters are increasing, possibilities of marine accidents grow higher and damages caused by such accidents would be expected larger. The author accordingly try to seek for the appropriate measures to enhance the present korean Search and Rescue(SAR) systems and future plans comparing korean system with international movement and relevant systems of maritime advanced countries.

  • 세계적으로 선박 교통량 증가와 함께 선박 사고 원인의 90% 이상을 차지하는 인적요인에 대한 심층적인 연구의 필요성이 대두되고 있다. 해상교통관제 업무는 고도의 주의와 예측능력을 요구하며 이를 저해하는 인적요인 분석 및 관리 필요성이 절실한 분야이다. 특히 관제업무는 교대근무 등의 불규칙한 근무형태로 인해 발생되는 피로와 업무 집중력 저하, 스트레스가 많은 업무이다. 무엇보다 관제 업무는 해상안전에 핵심적인 역할을 하는데, 관제사의 피로와 스트레스로 인한 업무 차질은 자칫 안전사고로까지 이어질 수 있는 위험이 존재한다. 이렇듯 인적요인이 중요한 영역임에도 불구하고 관제사들의 체계적인 스트레스 관리에 대한 방안은 미비한 실정이다. 본 연구에서는 직무스트레스 유발요인, 유발결과 및 설문조사를 통하여 관제사들의 직무스트레스 현 실태를 파악하고자 한다. 그리고 연구결과를 바탕으로 관제사의 피로, 스트레스를 관리하기 위한 방안과 더 나아가 효율적인 인적요인 안전관리 방안을 모색하고자 한다.

부산항 등부표 접촉사고 확률산출에 대한 연구

  • 충돌확률은 선박 충돌, 좌초사고를 교통량 관측에 기초한 사고 발생건수와 수로의 지형적인 조건에 따른 기하확률로 정량화한 자료이다. 1970년대 Fujii와 Macduff의 연구를 시작으로 많은 연구기관에서 충돌확률을 제시하였지만, 우리나라 해역의 조건에 적합한 충돌, 좌초확률은 없는 실정이다. 이에 본 연구는 부산항 제5항로에서 등부표 접촉사고 발생건수를 바탕으로 진입항로, 직선항로, 변침항로를 구분하여 좌초발생확률($P_a$) 및 준사고(좌초)발생확률($P_c$)을 도출하였다. 사고 발생율이 높은 진입항로에서 좌초발생확률($P_a$) $2.26{\times}10^{-5}$, 준사고(좌초) 발생확률($P_c$) $2.30{\times}10^{-3}$으로 산출되어 타 항로보다 등부표 접촉사고 확률이 높은 것으로 분석되었다. 추후 각 해역별 충돌확률을 도출하여 선박 안전성 평가의 기준을 구하고자 한다.

Spectrum Analysis and Detection of Ships Based on Aerial Hyperspectral Remote Sensing Experiments (항공 초분광 원격탐사 실험 기반 선박 스펙트럼 분석 및 탐지)

  • The recent increase in maritime traffic and coastal leisure activities has led to a rise in various marine accidents. These incidents not only result in damage to human life and property but also pose a significant risk of marine pollution involving oil and hazardous and noxious substances (HNS) spills. Therefore, effective ship monitoring is crucial for preparing and for responding to marine accidents. This study conducted an aerial experiment utilizing hyperspectral remote sensing to develop a maritime ship monitoring system. Hyperspectral aerial measurements were carried out around Gungpyeong Port in the western coastal region of the Korean Peninsula, and spectral libraries were constructed for various ship decks. The spectral correlation similarity (SCS) technique was employed for ship detection, analyzing the spatial similarity distribution between hyperspectral images and ship spectra. As a result, 15 ships were detected in the hyperspectral images. The color of each ship's deck was classified based on the highest spectral similarity. The detected ships were verified by matching them with high-resolution digital mapping camera (DMC) images. This foundational study on the application of aerial hyperspectral sensors for maritime ship detection demonstrates their potential role in future remote sensing-based ship monitoring systems.

  • Recently, many ships such as VLCCs, dangerous cargo ships, high speed ferry boats are visiting Yeosu, Gwangyang harbor. The traffic volume of the year 2003 has increased as many as 2.5 times of 1988. However there is no suitable ships' routeing system which takes account of today's traffic situations in this area This study aims at the settling of hazardous factors to mitigate the danger to vessels in Yeosu${\cdot}$Gwangyang bay and to secure the safety of maritime environment.

  • The 21st century is often referred to as maritime age. The sea is a rich repository of natural resources, comfort shelters and the hopes and dreams of human being. But there is always possibility of disaster as well as hopes and dreams. Although there have been many advances in the ship building technology, the risk of accidents is on the increase due to the increase of maritime traffic and the revitalization of marine leisure. I like to refer to the systematic search and rescue system for the rapid response by analyzing recent marine accidents. For the safe navigation, it is necessary to establish institutional systems such as ship technology, navigation equipments, excellent human resources, traffic control, etc. and navigation components also have to be well organized each other. It is also necessary to build a prompt accident management system. The search and rescue system for the rapid response and the way of reducing the incidence of marine accidents were reviewed through the analysis of recent marine accidents.
