  • Opinion polls have become a powerful means for election campaigns and one of the most important subjects in the media in that they predict the actual election results and influence people's voting behavior. However, the more active the polls, the more often they fail to properly reflect the voters' minds in measuring the effectiveness of election campaigns, such as repeatedly conducting polls on the likelihood of winning or support rather than verifying the pledges and policies of candidates. Even if the poor predictions of the election results of the polls have undermined the authority of the press, people cannot easily let go of their interest in polls because there is no clear alternative to answer the instinctive question of which candidate will ultimately win. In this regard, we attempt to retrospectively grasp public opinion on the 20th presidential election by applying the 'YouTube Analysis' function of Sometrend, which provides an environment for discovering insights through online big data. Through this study, it is confirmed that a result close to the actual public opinion (or opinion poll results) can be easily derived with simple YouTube data results, and a high-performance public opinion prediction model can be built.

In this paper, we propose a group key management scheme and protocols using key rings to protect communication of small groups in social network services.

  • This study is aimed to draw the meaning and possibility of political participation of the SNS users through a phenomenological analysis of participation and awareness of authentication shot for vote of the users. Especially, the reason for focusing on 'SNS vote authentication shot' is because the creative imagination of the users and the meaning and possibility of collective intelligence are drew while citizens are participating in political activities for themselves. Theory resources are based on technical imagination of Vil$\acute{e}$m Flusser that is concerned with users and political practice in the New Media Era, creative imaginer and discussions of collective intelligence of Pierre L$\acute{e}$vy. Based on these theoretical discussions, it is aimed to select the SNS users experienced in authentication shot for the by-election for mayor of Seoul in 26. Oct. 2011 and to use phenomenological analysis model on materials collected after in-depth interview. The researchers take contextual circumstance into consideration for experiences of study participants sticking to SNS users' opinions and intersubjectivity and approach prejudice of their experiences to untouched structure of phenomenon and meaning. It is because a phenomenological study exploring "the own meaning of 'die Sachen'" is 'strict study' and method focusing on the political participation of SNS users itself.

  • This study analyzed the comments and the replies on internet news related to the presidential election in order to verify whether online discussions are properly conducted. According to Habermas' public sphere theory, discussions is an effort among participants to reach a social consensus through the deliberations that are based on open communications. We propose that if such discussions properly take place through the act of writing in the Internet space, the comments and the replies will show a certain difference in terms of the structure and the content. To validate, this study analyzed more than 40,000 comments collected from Daum News portal site in Korea. The topic of the related news was the presidential election, because it is a topic of which people are highly interested in and that comments are actively running. The result of the t-test and topic modeling result show that all the hypotheses were supported thus we conclude that online discussions properly took places. This study also showed that online comments are not chaotic remarks that relieve people's stresses, but rather an outcome of the deliberation processes moving towards a social consensus.

  • Article 17 and 18 of the Korean Constitution respectively prescribe the violation of individual's right to privacy and the secrecy of wire communication. Meanwhile, Article 20 of the Criminal Code provides that an act which is conducted within the ambit of laws or pursuant to accepted business practices or which does not violate the social norms shall not be punishable. In 1999, the Constitutional Court held that media reports on public matters of public figures must be given strong constitutional protection, and treated differently from reports on private matters of private figures. In accordance with the decision, the Supreme Court has expanded the scope of constitutional guarantee of freedom of expression since 2002. This study analyzes the issue of media liability for publication of illegally intercepted wire communication by a third person. Particularly, it reviews Seoul High Court's ruling on 'X-file scandal' which disclosed intercepted wire communications between notable public figures regarding a slush fund for a presidential candidate. In the light of this analysis, the study concludes that the media reporting of the intercepted communication does not violate social norms of Article 20, and therefore it is entitled to a constitutional privilege.

  • This study aims at examining what factors have an effect on congressional voting behaviors. In particular, the study closely investigates the Whole Reform Bill on the Law of Local Educational Self-Governing because the bill attracts a lot of attentions. Above all, the bill contains direct election of superintendents of educational affairs and members of a board of education. Likewise, the education committee is converted into a standing committee of the local assembly due to the passage of the bill. The reason the study mainly focuses on the bill is because in general, bills on the floor are approved with significant high in favor; however, the bill was passed with opposition. The study examines factors having an influence on legislators' voting decision. Statistical results show that the ruling party played a significant role in passing the bill. Also, the results exhibit that legislators with high careers and proportional members were in favor of the bill compared with other legislators. Although the study examined only particular bill passed by the National Assembly, it gave an opportunity to look at voting behaviors of legislators. Hopefully, the study contributes to the understanding of congressional voting behaviors.

We hypothesized that the perception of the candidates' morality during the 2007 Korean President Election would be influenced by the amount of the different types of media use. Using a set of panel data, a total of 1,199 citizens (584 females (48.7%), 615 males (51.3%), Mage=42.77, SDage=13.34) were assessed four times from August to December in 2007. The results indicated that (a) the level of TV use for political information, the level of newspaper use for political information, and the level of Internet use for political information increased during the five months; (b) the initial level of political involvement contributed differently to the initial levels of media use; (c) the initial level of political involvement negative influenced the initial level of TV use for political information; (d) the growth of political involvement positively influenced the growth of TV use for political information; (e) the intial level of TV use for political information increased both the initial levels of the perception of candidates' morality and the change of the perception of candidates' morality; (f) the change of TV use for political information negatively affected the perception of candidates' morality; and (g) the initial level of Internet use for political information negatively affected the initial level of the perception of candidates' morality, and the change of Internet use for political information negatively affected the perception of candidates' morality.

  • The traditional mass media function of conveying information and forming public opinion has rapidly changed into an environment in which information and opinions are shared through social media with the development of ICT technology, and such social media further strengthens its influence. In other words, it has been confirmed that the influence of the public opinion through the production and sharing of public opinion on political, social and economic changes is increasing, and this change is already in use on the political campaign. In addition, efforts to grasp and reflect the opinions of the public by utilizing social media are being actively carried out not only in the political area but also in the public area. The purpose of this study is to explore the possibility of using social media based public opinion in educational policy. We collected media data, analyzed the main topic and probability of occurrence of each topic, and topic trends. As a result, we were able to catch the main interest of the public(the 'Domestic Computer Education Time' accounted for 43.99%, and 'Prime Project Selection' topics was 36.81% and 'Artificial Intelligence Program' topics was 7.94%). In addition, we could get a suggestion that flexible policies should be established according to the timing of the curriculum and the subject of the policy even if the category of the policy is same.
