The results are as follows. First, income security policies should be comprehensively established and implemented. National institutional guarantees such as national pensions, basic pensions, and national basic living security should be sufficient. Second, housing policy must be reasonably improved. Since housing is a problem for the elderly, policies that suit the taste of the elderly should be effectively established and executed. Third, national and social agreement is needed. Geriatric welfare policies basically require social consensus. In conclusion, measures to overcome the economic exclusion of the elderly should be sought comprehensively in the long-term and various fields. There must also be an explicit agreement from the members of the society. a social welfare policy to overcome from economic exclusion should find ways to overcome the elderly's right to life.

  • This study proposes supplemental security income programs for the elderly to reduce the serious elderly poverty in Korea. The experiences of the supplemental security income programs for the elderly among the developed countries were investigated. Based on this, the Korean supplemental security income models were proposed, and the effects of the programs on the poverty, inequality, and finance were analysed. The results suggest the following implications. First, the supplemental security income programs cover a sizable portion of the elderly in Korea, and reduce substantially the poverty and inequality problems among the elderly. Second, the supplemental security income programs are efficient compared to the increase of the basic pension. Third, the effects were varied among the combinations of the basic pension models and the supplemental security income models. Therefore Korea needs to introduce an adequate policy mix consisting of basic income and supplemental security income programs so as to construct solid basic income security systems for the elderly.

  • This study analyzes the right guarantee level of Job Creation Project for the Elderly by participation type based on Madrid International Plan of Action on Ageing. The analysis is conducted using '2012 Job Creation Project for the Elderly Participants Survey' of Korea Labor Force Development Institute for the Aged. The major findings are as follows: First, "social contribution" type's implementation level of "active participation in society and development" is not high enough. Second, considering the average age of the participants, the level of "work and the ageing labor force" is high enough while the practical level is not high in market. Third, the level of "access to knowledge, education and training" is not enough within "market entrance" participants. Fourth, the level of "poverty reduction" and "income security" is not high. Based on the results, this study proposes that the quality of "social contribution" type's occupations and "market entrance" type's education should be improved. Also, the wages of the entire occupations provided by this project need to be raised.

  • This study has the purpose to measure the multidimensional poverty in Korea by the counting approach which was theorized by Alkire and Foster to overcome problems of unidimensional approach, union method and intersection method for the identification of the multidimensional poor. By the counting approach applying to Welfare Panel in Korea during 2006-2008, the head-count ratio of the multidimensional poverty was measured. When 3 dimensions are applied as a dimension poverty line, the multidimensional poverty rate was 20% in 2008. It was due to broad deprivations in assets, social securities, income and health. Vulnerable classes such as single parent families, low-education level group, the aged, economically non-active population were among the severe poverty rates, which were reaching around 50%. The analysis reveals the possible alternative to change the present public assistance program to the robust approach of multidimensional poverty measurement, the counting approach. Social policies to reduce poverty in Korea would gain expected positive outcome with the various approaches based on the concepts of multidimensional poverty.

  • This study is empirically intended to look into the effects of basic income security on poverty elimination and life independence in income security policies. To achieve this, poverty elimination and life independence through the national pension and basic pension as old-age pension for basic income security and the unemployment benefit and livelihood benefit as employment insurance were determined as dependent variables. The 10th data from Korea Welfare Panel Study were used in the statistical package program to analyze these variables. The overall findings showed that the national pension and basic pension as part of the old-age pension had a positive effect on poverty elimination and life independence. The unemployment benefit and livelihood benefit of employment insurance were not significant and they were rejected. And poverty elimination had a significant effect on life independence and it was adopted. Consequently, the old-age pension is a pensionable income security policy given to all the elderly with lower income, which it is very useful for guaranteeing a basic income. Poverty elimination leads to life independence through the guarantee of a certain basic income, suggesting that they are closely related to each other.
