Feasibility analysis is a crucial key to success or failure of housing project. Existing feasibility analysis in construction company is based on intuitive approach rather than systematic approach. Usually feasibility analysis in a narrow sense is a financial analysis of project. Feasibility analysis focused in this study is confined to the matter of finance. So, the purpose of this study is to analyze the sensitivity of financial analysis item about profit rate by means of monte carlo simulation and this will improve accuracy of feasibility analysis and decision making.

In the stage of feasibility study of urban rehabilitation projects, the precise forecast of physical and environmental changes has great influence on the further transaction of the projects. However, various important decision makings are made by the experience and intuition of the person-in-charge in practice without the process and method for systematic and quantitative analysis. In spite of various qualitative influent factors on the projects, the feasibility studies are made by the result of economic analysis only, which often lead the projects to the crucial deficit. The main reasons of such a mal-functional transaction are due to the absence of the reasonal procedure of feasibility study and decision making reflecting the characteristics of urban rehabilitation projects. The objective of this paper is to propose feasibility study processes and decision making methods in relation to various influent factors on urban rehabilitation projects in the initial stage. The goal and process of every analysis stage and the pertinent factors and decision makings are analyzed and proposed through the survey of current research, a case study, interview with the professionals. The processes and methods are well applied to improve current problems of feasibility study of urban rehabilitation projects. In addition, the establishment of the analysis goal at three principal stage and a series of reasonable decision makings with pertinent factors to each stage will lead the project to more successful result than ever.

This paper examines the method of evaluation for feasibility study factors on housing development projects which can assist project managers to asses potential sources of risk. The aim is to reduce uncertainty on the project objectives. The major initial goals for a feasibility analysis are to define a limited set of key related factors which apply to housing development project according to development and market environment, condition of project planning and economics. Thus, in order to construct types of factors related with the feasibility, the research executes Delphi Method subjected personnel in the task to explore housing development projects. Such exploration provide the information for Importance Index, Extra Weight and the Mean of Extra Weight that is used for constituting confines of factors related with a feasibility analysis.

Preliminary feasibility study(PFS) was introduced in 1999 by financial authority to encourage a cautious approach to new large-scale public investment project. As it applied cost-benefit analysis as prime measure for decision-making, various issues have been arisen concerning feasibility analysis on R&D programs. This work is intended to suggest standard approaches to be established in PFS on R&D program as follows: 1. The issue questions can be induced in a standard way by 15 representative questions and their correlation with evaluation criteria. 2. The analyzing strategy can be standardized by establishing standards for classification of R&D effects and R&D logic analysis.

우리나라에서 수리불안전답은 전체 답의 20% 이상을 차지하고 있고, 총 수자원이용량 대비 농업용수 이 용량은 50% 수준으로 아시아 또는 세계 평균에 비하여 매우 낮은 편이다. 또한, 과거 설치된 수리시설물이 노후화되었고, 국가의 균형적인 농촌사회 개발, 그리고 국내 농업경쟁력 제고 측면에서 추가적인 농업용수 공급이 필수적으로 요구되고 있다. 그러나 실제 농업용수 공급사업과 관련된 타당성분석 사례를 살펴보면 편익항목의 설정, 분석방법 및 절차에서 일관성이 없는 경우가 많고, 이처럼 일관성이 결여된 분석은 사업의 타당성을 충분히 제시하지 못하게 되며, 결과적으로 사업의 신뢰도를 잃게 되어 투자의 우선순위에서 밀려나는 결과를 초래하게 된다. 본 연구에서는 편익산정에 앞서 농업용수 공급이 가지는 정성적인 가치를 생산측면, 소득/소비측면, 고용측면, 식량안보측면, 환경측면으로 구분하였고, 이 가운데, 편익산정 시 반영할 항목으로 생산증대편익과 가뭄피해 저감편익을 제시하였다. 본 연구는 농업용수 편익산정 방향을 제시함으로써 타당성조사 시 편익을 보다 실제적이고, 적극적으로 반영하고자 하였고, 향후 관련 사업의 추진 시 사업이 갖는 타당성을 보다 현실적으로 반영하는 데 기여할 것이라 판단된다.

U-City는 도시에 IT를 접목하여 도시의 운영과 관리를 효율화하고 다양한 서비스의 도입을 통해 주민들의 복지 향상을 목적으로 하는 신개념의 도시이다. UMC(U-City Management Center)는 U-City의 핵심요소로 U-City의 각종 서비스의 관리 운영을 통제하고, 새로운 부가가치를 생성하는 역할을 한다. 하지만 정보화 사업을 타당성 분석없이 진행하는 경우 전반적인 재정의 운영이라는 정책적인 측면에서 문제가 발생할 소지가 크다. 따라서 UMC 타당성 분석이 선행되어야 한다. 본 논문에서는 정보화사업의 타당성 분석을 위한 선행연구들을 분석하고, UMC의 타당성 분석을 위하여 AHP 모델을 적용하였다. 또한 도출된 모델을 이용하여 구축중인 UMC의 타당성을 분석하였으며, 분석 결과 기술적 타당성, 경제적 타당성, 정책적 타당성 중 기술적 타당성이 가장 낮은 것으로 평가되어 향후 기술적 문제를 보완해야함을 도출하였다.

This research was conducted to investigate the feasibility of aviation safety technology development. The important subjects of aviation safety technology development, aviation accident prevention and damage reduction technique, aircraft safety certification development, BASA promotion in an aircraft class, were included to investigate the the feasibility of aviation safety technology development. The survey technique using Benefit-Cost Anlysis was performed and the results showed that aviation safety technology development brought scientific technique effect, industrial and economic effect, and the rest effects. Also, the benefits from aviation safety technology development were much greater than the costs.

With construction industry recession, many construction companies are increasingly conducting the development projects by themselves. However, housing projects requested by developers still stand large portion. Although many studies on feasibility analysis were released, they mainly focused on economic feasibility and lacked research on factors and criterions of overall project. Also, because previous studies overly break downed factors related to project, they rarely used in practice. Therefore, this study developed the feasibility analysis model of housing development projects to help main contractors to easily and effectively decide if it is feasible enough to promote the projects requested by developers, and verified the reliability of the model. In this study, thirty one driving factors were identified under seven different categories and the criterion of each factor was also developed. The survey on important index of each factor found "salability", "economic feasibility", "site location" and "method of raising fund" significant. 3 projects were tested by the model and its results showed resonable reliability.

연구에서는 기존의 업종구분 없이 창업보육센터의 서비스와 입주기업의 성과와의 상관관계 분석과 관련된 연구들을 문화콘텐츠 분야의 기업 관점에서도 유의미한지 재 검증해보고, 또한 문화콘텐츠 기업의 특성상 아이템의 사업성이 입주기업의 성과에 유의미한 영향을 미치는지에 대해 검증하고자 한다. 그래서 문화콘텐츠 분야의 창업보육 시 필요한 서비스를 발굴하고 빠르게 변화하는 문화콘텐츠 시장의 성장에 따른 아이템의 사업성 평가에 따른 차별화된 창업보육 서비스를 통해 성과가 도출될 수 있도록 체계적이고 합리적인 문화콘텐츠 분야의 창업보육시스템 구축의 중요성에 대해서 논의하고자 한다. 실증분석을 위하여 설문조사는 경기도 문화콘텐츠분야 창업보육센터 입주기업을 대상으로 설문을 실시하였고, 설문 데이터의 실증분석 방법으로는 SmartPLS 2.0를 이용해 빈도분석(頻度分析), 신뢰도분석(信賴度分析), 그리고 구조모형을 통하여 가설검증을 실시하였다. 가설검증을 통해 분석한 결과를 다음과 같다. 첫째, 경기도 문화콘텐츠 분야 창업보육센터의 지원서비스 수준이 창업아이템의 사업타당성에 미치는 영향을 분석한 결과에서는, 공간 및 부대지원서비스, 경영지원서비스, 기술지원 서비스는 창업아이템의 사업타당성에는 유의한 영향을 미치지 않는 것으로 나타났으며, 인적지원 서비스 및 마케팅 지원 서비스는 유의미한 정(+)의 영향을 미치는 것을 확인 할 수 있었다. 둘째, 경기도 문화콘텐츠 분야 창업보육센터의 지원서비스 수준이 입주기업의 성과에 미치는 영향을 분석한 결과에서는, 공간 및 부대지원 서비스, 인적지원 서비스 및 마케팅지원 서비스는 입주기업의 재무적 성과에 유의미한 정(+)의 영향을 미치는 것을 확인 할 수 있었으나, 경영지원 서비스, 기술지원 서비스는 입주기업의 재무적 성과에 유의미한 영향을 미치지 않는 것으로 나타났다. 또한 공간 및 부대지원 서비스, 경영지원 서비스, 인적지원 서비스 및 마케팅지원 서비스는 입주기업의 비재무적 성과에 유의미한 정(+)의 영향을 미치는 것을 확인 할 수 있었으나. 기술지원 서비스는 입주기업의 비재무적 성과에 유의한 영향을 미치지 않는 것으로 나타났다. 셋째, 경기도 문화콘텐츠 분야 창업아이템의 사업타당성이 입주기업의 성과에 미치는 영향을 미치는 것을 분석한 결과 창업아이템의 사업타당성이 입주기업의 성과(재무적,비재무적) 성과에 모두 영향을 미치는 중요한 요소임을 확인 할 수 있었다.

Recently, large-scale projects are required in the water resources sector considering safety and publicitythe due to uncertainty of securing water resources and changes in the ecological environment by climate change. Among these large-scale projects, the projects that fall under the preliminary feasibility study are determined by comprehensive analysis based on economic analysis, policy analysis, and balanced regional development analysis. However, most of the results of the preliminary feasibility study showed a tendency to depend heavily on economic analysis. For this reason, projects in non-metropolitan areas sometimes fail in the preliminary feasibility study. To supplement this point, the Korea Development Institute revised the standard guidelines for preliminary feasibility studies for water resources sector projects that place a high weight on policy feasibility analysis. Therefore, the objective of this study is to analyze the cases of the preliminary feasibility study conducted previously and to suggest the direction of policy analysis in the preliminary feasibility study for water resources sector projects. For this, we analyze preliminary feasibility studies conducted for 18 years from 2002 to 2019, and suggest direction of policy analysis method using the benefit items not included in the economic analysis.
