Introduction to CM Experience from Incheon International Airport (IIA) Construction Project (인천국제공항건설 사업관리 경험)

  • On July $18^{th}$, 2003, Incheon International Airport Corporation(lIAC) signed the Construction Management Service Contract with KIDS consortium (composed of Kun-Won Eng., ITM Corp, Do-Hwa Eng, Space Croup) for the $2^{nd}$ phase construction protect consists of landfill, $\#3$ runway, remote Concourse, IAT, BHS, cargo terminal, etc scheduled to be finished by the end of 2008. KIDS dispatched qualified engineers to the Construction Management Division of IIAC for providing technical assistance to IIAC members to pursue project goals in tulle. within budget with appropriate quality level to build one of leading hul] airports for the Northeast Asia legion in the $21^{st}$ century. The work scope covers upgrading various project procedures and related computer programs, cost and schedule control, design supervision for building design including support systerns such as HVAC, fire protection, elevators and escalators, boarding bridges, electrical and communication systems, and technical support for IAT/BHS, QA/QC, field test and inspection, start-up and commissioning, etc. The purpose of this paper is to introduce the major activities of the Construction Management Services performing at the IIA project for your reference.

  • The contractors which execute the design-build project have difficulties in design management and contract administration in the pre-construction phase because they have managed construction projects focused on only construction phase so far. Moreover, they have to manage the design development stage without any contingency following-up various design revisions from the design reviews of outside experts. Therefore, the design management in the design development stage is a critical success facto. of the design-build project. The objective of this study is to structure the problems in the management skill for design development phase in the domestic design-build projects and to suggest a design development management method to settle the problems. To achieve these objectives, this study 1) analyzes the prior studies about the design-build procurement methods, 2) designs and performs a case study to embody the problems of the domestic design-build projects, and 3) proposes a method of design development management by analyzing the results of case study and interviewing experts.

  • 지식경제부의 청정제조기반 산업원천개발사업의 일환으로 진행 중인 "초고진공펌프 개발" 과제 중 제 3 세부 과제인 "고진공펌프종합특성평가시스템 설계, 진단기술 개발" 과제에서 추진되고 있는 연구결과를 소개한다. 국내 초고진공펌프 개발 수준의 선진화를 위한 기본적인 초석 확립은 현존하는 모든 진공 발생 장치의 국제적 신뢰성이 있는 완벽한 성능평가의 구현에 있다고 할 수 있다. 고진공펌프개발 총괄 과제의 대명제는 "국제적 신뢰성을 가지는 상용화 제품의 완성"이며, 이를 위한 3세부과제의 추진 방향은 기 완료된 1단계 기술개발에 근거한 1세부과제 및 2세부과제와의 유기적인 infra를 통한 성공적인 지원체계 구축 및 상용화 제품 개발 단계의 모든 신뢰성 확보 전략을 수립, 수행하는 것을 골자로 하고 있다. 또한 2단계 사업 추진 동안 제품 개발 주체인 산업체에 모든 개발된 기술을 적용할 수 있는 기반 제공 및 상용화를 위한 성공적인 기술이전도 포함된다. 상용화 개발 완료 후인 Post Project 기간 동안에 발생할 수 있는 모든 지원 체계의 구축도 장기간에 걸친 연구 개발의 연장선상에서 추진되어야 될 것으로 예상된다. 상용화 단계의 내구성 및 신뢰성 확보를 위한 전제 조건은 대외적으로 공표할 수 있는 시험평가 데이터와 개발 주체에서 기밀 수준으로 유지해야만 하는 민감한 자료의 상시 생산 infra의 구축으로 볼 수 있다. 이러한 고진공펌프개발이라는 과제의 대명제를 완성하기 위하여 추진 연구개발 방향 등 향후 2년간의 최종 상용화에 필요한 국제 신뢰성, 공정대응성 확보 등 핵심사업 추진내용 및 infra 구축의 상세설계 로드맵 초안을 고찰하고자 한다. 본 연구는 지경부 산업원천기술개발사업 중 "초고진공펌프 개발" 사업의 제 3 세부과제인 "고진공펌프종합특성평가시스템 설계, 진단기술 개발" 과제(과제번호: 10031836)에서 수행된 연구결과의 일부임.

Preliminary Scheduling Based on Historical and Experience Data for Airport Project (초기 기획단계의 실적 및 경험자료 기반 공항사업 기준공기 산정체계)

  • Preliminary scheduling at the initial stage of planning phase is usually performed with limited information and details. Therefore, the reliability and accuracy of preliminary scheduling is affected by personal experiences and skills of the schedule planners, and it requires enormous managerial effort (or workload). Reusing of historical data of the similar projects is important for efficient preliminary scheduling. However, understanding the structure of historical data and applying them to a new project requires a great deal of experience and knowledge. In this context, this paper propose a framework and methodology for automated preliminary schedule generation based on historical database. The proposed methodology and framework enables to automatically generate CPM schedules for airport projects in the early planning stage in order to enhance the reliability and to reduce the workload by using structured knowledge and experience.

  • 가스하이드레이트는 최근 고유가 시대에 기존화석에너지를 대처할 수 있는 가능성이 높은 에너지원이다. 이와 같은 이유로 정부는 2005년부터 본격적으로 가스하이드레이트 개발사업단을 발족시켜 국내의 부존형태와 매장량 평가를 위해 노력하고 있다. 2005년 2차원 정밀 물리탐사, 심해 퇴적물 채취 및 다각적 분석연구사업이 수행되었고, 2006년도에는 3차원 물리탐사, 심해 퇴적물 채취, 개발기술을 위한 연구 및 지질재해 안정성 연구등이 수행될 예정으로 있다. 사업단은 정부의 가스하이드레이트 개발 기본계획을 토대로 3단계 10개년 계획을 수행함으로써 미래 에너지원의 확보 및 자원 강국으로 가는 초석을 마련하려하고 있다. 향후 가스하이드레이트에 대한 관심사는 상업적 개발 가능성이다. 또한 대체 에너지들의 공통적 문제점인 막대한 비용 소요와 장기적 시간을 요한다는 점에서 여전히 문제점을 지니고 있다. 하지만 급속도로 발전하는 과학기술이 보조를 맞추어 준다면, 꿈의 에너지원인 가스하이드레이트가 모든 산업체와 가정에서 인류의 편안함을 지켜줄 시기가 도래할 것으로 기대해 본다.

  • The growth of Korea's construction industry is on the decrease, and it has caused the market of remodeling to be boosted up. But it's not that long people to get interested in the business of remodeling. So, the understanding and recognition in each remodeling process are not systematically formed yet and of which study and experience are insufficient as well, which may produce lots of problem after finishing these businesses. For resolving these problems, the make-up of remodeling process in the plan of operation will help us to reasonably and efficiently construct the basis of the business of remodeling which can be a way for efficient management and corresponded to national construction surroundings. The result of this study is as follows.

  • Owners, local autonumous entities, have a burden on operating project for the lack of their management capacity such as specialty and human resources. In this reason, they want to perform project with CM methods. But there have been only a few case of CM operation and application in a huge construction project. The complex formations of CM and responsible management are used in those project. This situation originates in the lack of CM specialist. Because the CM service used in those case is generally performed as the mixture of responsible management service and design management service, it is not the prototype of CM. The purposes of this study are to present the solutions to the problems concerned with the design development phase management, design phase VE, the application of Fast-Track, PMIS operation and CM execution, etc, and establish the plan to perform CM services efficiently in the public sector through analyzing the case of CM application in Gwangjin-Gu Culture & Sports Center.

  • The goal of U-Eco City testbed is improving the technical completion of ubiquitous technology/Services which have been developed in other core projects in U-Eco City, by implementing newly developed ubiquitous technology/Services to testbed. When the newly developed ubiquitous technology/Services are implemented in the testbed, we will monitor whether the developed ubiquitous technology/Services can be applied in the real situation and if they have problems we will find out the solution to solve the problems. Final goal of this reaserch is framework development for the U-Eco City construction guideline. We developed the framework development for the U-Eco City construction guideline by i)analyzing steps for construction of U-Eco City, ii) analyzing details of each steps for construction of U-Eco City, and iii) including results of research which have been developed in other core projects in U-Eco City.

  • Recently, remodeling has been introduced in the domestic construction industry as an alternative new construction. Its economic evaluation is the essential part of remodeling business. Therefore, this study has the purpose of presenting the method that is able to evaluate the actual value in the market. And this method can compare before & after value of remodeling in feasibility study. For this, this study reviews economic evaluation methods in construction and real estate fields and analysis their problem and merits & faults. With those facts, this study makes a mixed economic evaluation method that can be used in construction and real estate fields.

  • This study proposes a scheme for successful remodeling projects by establishing the task and role of project participants. In doing so, the study investigates the natures and problems of the current remodeling practices through interview and questionnaire survey with experts. This study establishes the critical phase of remodeling process and defines the task and role of project participants at each phase. The related documents of being generated at each phase also match up the task and role. It is expected that this scheme can be applied to deal with conflicts, cost overruns, and delays of time.
