Policy and Discourse of Creative Economy and Creative City in Korea (한국의 창조경제와 창조도시에 관한 정책과 담론)

  • This paper is to analyze critically policy and discourse of creative economy and creative city. Applying the concept of 'policy transfer' or 'policy mobility', It points out that it may be inevitable for a certain policy or discourse developed in Western society to change its contents and characteristics in its international diffusing process. And then, this paper describes political contexts and process in which the policy and discourse of creative city of a former mayor of Seoul, Oh, Se-Hoon, during the late part of the 2000s, and those of creative economy of the current president, Park, Geun-Hye, have been suggested and pursued, arguing that those policies and discourses, having been distorted and lack of concrete contents, have functioned as a key ruling tool or political rhetoric. In particular, this paper concludes that the policy and discourse of creative economy of the current government would have little positive effect due to excluding intentionally policy of economic democracy and ignoring unintentionally policy of creative city, which seem to have an inherent relationship with that of creative economy.

  • The objective of this study is to analyze such discourse as mission statements and objectives, goals, and strategic plan of iSchools. Educational changes created by the digital reality and prevalent information systems and computers became an increasingly important part of library and information science. As a result, library and information schools joined iSchools as the cooperative effort to advance and to understand the rapid changes. These positioning validated the missions, objectives, goals of iSchools and thus an analysis of these documents can lead the way to the future of LIS education. For this job a qualitative analysis were performed to scrutinize the awareness of, support for and involvement with the field among key constituencies.

North Korean Defectors, Talk Shows, Dialogue and Discourses -A Dialogue and Discourse Analysis on TV Talk Shows with North Korean Defectors in South Korea- (문화적 양극화, 탈북자 토크쇼, 정체성 혼란 -<이제 만나러 갑니다>와 <모란봉 클럽>에 대한 담화 및 담론 분석-)

  • This study investigated formats and structure of meanings for the TV talk shows with North Korean defectors. The authors selected of Channel A and of TV Chosun as research subjects. As results of this study, it was found that the former dealt with heavy issues about North Korea, expressed positive perspectives on North Korea and fantasic expectations about South Korea, and produced superior dicourse of South Korea. On the other hand, the latter one dealt with light and sensational items about North Korea, employed dialogues about critics and disappointments on South Korea, and produced problematic discourse about South Korea. The former produced a kind of converged discourse structure to create superior ideology of South Korea, while the latter produced a kind of dichotomous discourse structure to create frustrating ideology. In short, through this study, it turned out that North Korean defectors suffered from their confused identities, unclear self identities, and minority positions in the South Korean society.

Interplays among Public Opinion, Public Policy and Discourse: Case Study about the Discursive Structure and Media Politics Surrounding the Fiscal Soundness Policy (재정건전성 담론 해체하기: 미디어담론에 내포된 프레임 구조와 변화를 중심으로)

  • Korean society suffers from severe divisions represented by bi-polarization and collapse of the middle class. Intensive demanding on expanding social welfare budget has emerged in accordance with such a dramatic shift. Social consensus moving toward well-financed welfare policy, however, happens to meet political opposition supported by the discourse of fiscal soundness. This paper thus pays particular attention to deciphering the discursive structure in way of understanding how discourses bring public policy into play. For this purpose, news articles about fiscal soundness collected from 8 national newspapers have been analyzed in terms of frame, attitude, perspective and world view. Research results show, first of all, that there exist persistent competition between two frames identified as 'reduced tax with fiscal discipline' and 'increased tax with welfare money.' While the 'reduced tax' frame favors in maintaining tax cut at the expense of welfare budjet, the frame of 'increased tax' supports such arguments as the flexible employment of fiscal soundness and prosperity of national community helped by widening tax revenues. Also did these frames include a number of sub-frames like welfare populism, partisan politics, trickle down effect, tax bonanza for the rich, universal welfare and market over-reactions in order to bolster its logical authority. Media's active taking a part in penetrating supportive frames in line with political stance was found as well. Taking into account both the discursive structure upheld by frames and politics materialized by the media, the authors argue that public policies should be considered more as discourse than fixed reality. Shedding additional light on understanding the interplay among public opinion, policies and media discourse is of another importance for further study.

Democracy, The Media and Discourse Politics -Case Study about Media's Intervention in Representing Labor Strikes (민주주의, 언론 그리고 담론정치 -파업에 대한 미디어 프레임 변화를 중심으로)

  • Public opinion has dramatically shifted from positive to negative in Korea society especially since the IMF crisis. Such terms as 'aristocratic union', 'collectivism', 'damages on public interest' became a kind of conventional wisdom. Undoubtedly, media's representation has much to do with such a tantamount difference. This study thus attempts to understand the mechanism by analyzing media discourse related to labor strikes. For this purpose, this paper made a choice three cases including doctor-pharmacist dispute, general strike by truckers' solidarity, and Ssangyong Motor's strike. Total 217 editorial pieces of , and conceived to be a representative newspaper of ideological stance were analyzed. Research showed that while paying particular attention to demoralizing labor strikes, shed positive light on such disputes by articulating fundamental causes hampered by pro-capital policies along with anti-labor law enforcement. The believed to be relatively a neutral one showed ambivalent attitudes toward those cases. More favorable and inclusive reporting were found in accordance with policy shifts as well. Media's selective partisanship for the sake of private interests is firmly believed to downgrading credibility on Korean journalism. Also is fair, balanced and less biased reporting over socal disputes a vital part in crystallizing social consensus. In this consideration, the authors hoped this study to provide an opportunity to contemplate on what would be desirable journalistic values in modern democracy.

  • The purpose of this paper was to analyze a social discourse on the construction of a domed stadium produced in the media. In particular, the article sought to explore and interpret the political, economical, social and cultural contexts of the building of a domed stadium by looking at how media sources with newspapers as the central source of information have produced and formed social discourses regarding the construction of a domed stadium. In a concluding perspective it was confirmed that the three aspects of social discourses have been produced and formed. First, a 'approval' discourse supporting the building of a domed stadium has been produced and formed. Second, a 'opposite' discourse criticizing it has been produced and formed. Third, in the confrontation between the approval and opposition of the building of a domed stadium, a 'governance' discourse, which the construction of a domed stadium should be solved rationally through the communication and involvement of the private and governmental sectors, has been produced.

Storytelling Strategy of and Its Potential to Evolve into Transmedia Franchise (<자이언트 펭TV> 스토리텔링 전략과 트랜스미디어 스토리텔링으로의 가능성)

  • This study intends to analyze the storytelling strategy of EBS's YouTube channel , which has been creating a remarkable cultural phenomenon since April 2019, and to examine the potential for its transition to transmedia franchise. Based on Henry Jenkins'seven principles of transmedia storytelling, shows satisfactory relevance in all but 'multiplicity'out of the 10 capacities consisting of the principles. In particular, was found excellent in terms of core capacities such as 'spreadability', 'immersion', 'worldbuilding', 'continuity', 'drillability' and 'performance'. In addition, critical discourse analysis(CDA) in sociocultural practice dimension of the keywords of the related news articles has discovered that is strongly linked to the following five values: 'social integration', 'resistance against authoritarianism', 'self-dignity and reasonable individualism', 'gender neutrality' and 'ecologism', indicating the reason why the work has been able to resonate so extraordinarily with participants across all generations. By answering the two chosen research questions, this study has proved that has high potential to be successful in evolving into transmedia franchise, while keeping building a new realm of edutainment storytelling by cleverly exploiting EBS's unique identity as a public education broadcaster. is viewed as an exceptional property capable of advancing transmedia storytelling in the local market; thus, productive arguments and contemplation over its evolution in storytelling needs to continue so that it can maintain a long-lasting positive influence.

Narrative Frames and Interpretive Communities: Frame Competition over the Resumption of W.O.C. Controversy and Journalistic Discourse of Interpretive Community (내러티브 프레임과 해석 공동체: '전작권 환수 논란'의 프레임 경쟁과 해석 집단의 저널리즘 담론)

  • This research analyzed the news coverage of controversy over Korean resumption of Wartime Operational Control from the United States in 2006, trying to find various narrative frames and their relevance to the characters of journalistic interpretive communities. Three competitive frames emerged: Self-national defense and peace making, Balance of self-national defense and the Korea-US alliance, and Priority of the Korea-U.S. alliance and national security. Journalistic discourses were also analyzed through the in-depth interviews of 14 journalists from three interpretive communities. The results revealed that competitions of narrative frames reflected the tensed relationship among political power blocs, each representing the liberal, moderate, or conservative camp of Korean society, and preference of journalistic practices such as objective journalism to advocacy journalism. Finally, inferences were made that the clashes among interpretive authorities, existing behind the competition of news frames, restrained public deliberations on a critical incident regarding national security by blocking up the reasoned news coverage of political controversy.

The Reconsidering of the Western based Development Discourse and the Future of Postdevelopment as Sustainable Development (서구 중심적 개발담론의 재해석과 지속가능한 개발로서 포스트개발의 미래)

  • The purpose of this research is to reveal the problems of the Western based development discourse, and to derive the future direction of postdevelopment as sustainable development. This study attempted to reveal the historical process of formation and change on development discourse. Development generally regarded as the overcome of underdevelopment, inducing the marginalization of the South as a place to follow the development model of the North. State based development discourse (Keynesian development discourse) focused on the growth by industrialization, and the supreme aim of the South was to overcome the underdevelopment. Neoliberalism development discourse emphasized on the market principle based on free competition which was recognized as the best way to provide development. However, neoliberalism discourse has been criticized for the concentration of power and inequality of class, causing on the consideration of postdevelopment because of its emphasis on growth rather than distribution and life value. This research revealed the ways of postdevelopment with fair trade and ethical consumption. However, fair trade and ethical consumption discourses clearly show somewhat limitation subsuming into neoliberal development discourse. In this respect, future ways for postdevelopment have to consider the overcoming of powers based on market and capital, and to orient into the value of redistribution in development process.

  • This work critically deals with the much unstable and fragmented states of young adults in contemporary Korean society. Nowadays, most of young adults in Korea have encountered much severe, uncertain, and 'hellish' socio-economic situations while their dreams of getting regular jobs are hard to achieve. This study aims to present a nuanced and detailed analysis of their sedimented feelings, variegated emotions, as well as embodied positions by utilizing in-depth interviews and critical explorations on their particular modes of survival.
