The Radiation Emergency Plan (REP) can be divided into a technical and an administrative responses. The domestic NPP's REPs are reviewed from the viewpoint of the administrative response and improvement methods are also suggested in this treatise. The fields of the reviews are the composition of the emergency response organizations, the activation criteria of the organizations, the selection of the staffings and the reasonableness of the REP's volume. In addition, the limitations of the current radiation exercises are reviewed and the improvement method of the exercise is presented. It is expected that the suggested recommendations will be helpful in establishing useful REPs and making practical radiation exercises in Korea.

With a purpose to set up an efficient national security system for both at war-time and peace-time, President Lee's government transferred the emergency management function from the Office of Prime Minister to Ministry of Public Administration and Security (MOPAS). As a result national emergency management system has been changed into diversified management system ; the function of comprehensive disaster control, emergency preparation to MOPAS, fire, civil defense and disaster management to NEMA and anti-terrorism to NIS, which produce another inefficiency. For this reason, this research presents desirable improvement alternatives through scrutinizing current governmental function and structure.

최신 제어이론의 한 분야로 주목을 받고있는 이산사건시스템((Discrete Event System) 제어이론을 원자력발전소의 비상운전지원시스템 설계에 도입하였다. 이산사건이론을 비상운전절차에 적용하면 보다 체계적이고 조직적으로 비상운전지원시스템을 구축할 수 있다는 장점이 있다. 본 논문에서는 발전소 운전상태 및 운전원의 조치사항을 이산사건시스템으로 모델링하여 제약조건에 맞는 수퍼바이저를 구성하고 이를 바탕으로 비상운전지원시스템을 구축하는 방법을 제시하였다.

IMO는 해상사이버보안 관리기준을 제정하여 2021년부터 ISM code에 따른 선박안전관리 지침 상 사이버보안 관리방안의 반영을 권고하였다. 이에 따라 선박에 대한 사이버보안 관리지침 또는 계획서 등이 선박회사별로 개발되어 적용되어 오고 있으나 명확한 법적 근거 및 표준이 부재하여 선박회사별 차이가 발생하고 있다. 본 연구는 국내 선사들의 사이버보안 계획서를 BIMCO, NIST 등의 Guideline과 Framework 기반으로 비교하여 선사별 사이버보안 대응을 위한 선내조직 및 역할과 책임, 비상 시 대응방안을 비교하였다. 비교 결과를 기반으로 차이점과 개선점 식별을 통해 실효성 있는 사이버보안계획서 수립 및 대응조직 구성 방안제시를 연구목적으로 설정하여 수행하였다.

From natural disasters such as floods, heavy rains, and strong winds and social disasters such as 911 U.S. terrorism and cyber attacks that could have a fatal impact on corporate continuity, it is necessary to introduce and implement a Business Continuity Management System (BCMS) within a firm to maintain continuity of business and to change the organizational structure for an emergency state in order to operate and manage it systematically and efficiently. therefore, this study analyzed and verified the impact of introducing a Business Continuity Management System (BCMS) on the change in the recognition structure of an organization in four categories, including personal recognition, organizational culture, organizational structure, and organizational strategy, in order to analyse the impact and effect of introducing a Business Continuity Management System (BCMS) on the change in the recognition structure of each category. through this study, we believe that the introduction of a Business Continuity Management System (BCMS) within a firm could effectively change the organization's perception of an emergency state and help it maintain its continuity as well as improve its value.

재해나 재난이 발생하면 물리적 피해는 지리적 지역을 중심으로 한정적으로 발생하나, 통신재난의 경우 일시적 트래픽 폭주 현상은 전국적인 피해를 입히기도 한다. 또한 이로 인하여 재난 대응체계에 치명적인 손상을 입혀 인명이나 재산상의 피해를 늘리기도 하고, 재난 복구에 차질을 빚게 하기도 한다. 본 고에서는 미국의 국가안전 및 비상대비 통신 프로그램에 대하여 정책적인 측면, 추진 조직 측면과 현재 운용중인 서비스 측면으로 나누어 운용 실태를 살펴보고자 한다.

지난해 11월부터 올해 4월까지 약 5개월간 발생한 고병원성 조류인플루엔자로 산란계는 184농가에 16,745천수로 전체 23%에 해당되는 마리수가 살처분되면서 산업이 여전히 불안정한 상황이다. 특히나 정부는 AI 발생농장 외에도 반경 3km의 농가 모두 예외 없이 살처분을 감행했고, 입식 시점에서는 턱없이 부족한 정부 보상 기준과 현실에 맞지 않는 정책으로 그 고통은 농가가 고스란히 떠안고 있다. 본회 채란위원회 차원에서 조직 활동 중인 'AI 살처분 농가 비상대책위원회' 황승준 AI 비대위원장을 만나 최근까지 활동과 농가의 요구사항에 대해 인터뷰한 내용을 정리했다.

The purpose of this study is to examine the effect of laws, systems, surveillance systems, and response management systems on organizational citizenship behavior and the moderating effect of organizational trust from the viewpoint of infectious disease prevention management for public hospitals. As a result of the analysis, the relationship between the monitoring system and the emergency response system showed a stronger relationship in the prevention management of infectious diseases. Therefore, it is expected that the effective management of the organization will be carried out in the field based on the theoretical foundation that the importance of the organization trust is paid attention and the firm the theoretical foundation in the future.

1980년대 후반과 90년대 초반부터 정보시스템의 비상계획과 재해복구의 새로운 개념으로 대두된 업무지속성관리(BCM:Business Continuity Management)는 정보시스템이 조직의 업무처리(Business Process)에 중심을 두고 활용되는 현실에서 업무의 중단없는 지속적인 업무수행이 조직의 중요 이슈로 대두되는 추세를 반영하여, 비상시 또는 재해시 복구의 대상을 단순한 전산센터나 시스템 단위에 초점을 맞추는 것이 아니라, 가장 중요한 업무처리 차원에서 중단없이 업무를 수행할 수 있도록 관리하는 것을 말한다. 본 연구에서는 이러한 업무지속성관리가 기존의 재해복구나 보안관리 등의 개념들과 어떠한 관계를 갖고 있는지를 정의함으로서, 업무지속성관리의 개념과 범위를 좀 더 명확히 하고, 정보시스템의 운영환경별(중앙집중처리, 분산처리, 외부위탁처리) 업무지속성관리를 적용하는 방안에 대해 살펴보고자 한다.

2011년 1월 21일 새벽 대한민국 해군 청해부두는 "아던만의 여명"이라는 작전명으로 소말리아 해적에 납치되었던 M/T "삼호주얼리"호를 구출하였으며, 이 작전결과 피납선박 및 선원 21명을 구조하였으며 작전 중 선장이 부상을 입었으며 해적 8명을 사살하고 5명을 생포하는 전과를 올렸다. 한국해양수산연수원은 2011년도 도입한 Full-mission Shiphandling Simulaor(다기능 선박조종시뮬레이터)를 설치하면서 항행, 조종훈련 및 비상, 선교조직훈련 뿐 만 아니라 Offshore훈련과 Dynamic Positioning System Operator훈련, Ice Navigation훈련, 테러방지 훈련(Anti-Terror Training) 및 해적대항 훈련(Anti-Piracy Training) 등 Crisis Management훈련을 할 수 있는 기능을 추가하였으며, 특히, 테러방지 훈련(Anti-Terror Training) 및 해적대항 훈련(Anti-Piracy Training)에 대한 훈련과정을 소개하고자 한다.
