부산항 북항재개발사업은 신항 조성에 따른 국내 외 해운물류환경의 변화와 해양레저관광수요의 증가로 재래항만의 재정비 필요성이 대두됨에 따라 2004년 부산항 재래부두 재개발방안 연구용역을 시작으로, 2007년 시민설명회 등을 거쳐 수립된 북항재개발 마스터플랜과 "항만 및 그 주변 지역의 개발 및 이용에 관한 법률"의 제정으로 본격적으로 시행된 우리나라 최초의 항만재개발사업이다. 이에 따라 북항재개발사업을 통하여 국제해양 관광거점으로 육성하여 지역경제 활성화를 도모하고, 세계적인 워터프런트를 조성하여 바다의 주인인 시민들에게 여가 및 휴식공간을 제공함으로써 우리나라 고유의 차별화된 항만재개발 모델이 될 것으로 기대된다.

본 연구에서는 부산 북항재개발지역 항만시설물을 대상으로 친수성과 경관향상을 위해 경관계획을 실시하였다. 경관수로를 중심으로 방파제, 호안, 등대 등 항만시설물을 대상으로 시민에게 열린 친수공간을 계획하고 주변 녹지 및 수역과 조화되는 경관계획을 실시하였다.

부산북항을 국내에서는 체류형 해양관광과 동남해안 관광벨트 중심의 해양관광 거점으로, 또한, 국제적으로는 해륙교통의 요충지 여건을 활용하여 교통인프라를 구축하여 유라시아 관광의 전초기지로 하기위한 친환경 워터프런트 및 시민참여형 항만재개발사업이 추진되고 있다. 본 연구에서는 부산북항 재개발지구의 친수공간 배치계획에 따라 반영된 마리나 시설을 대상으로 국제해양관광의 거점조성 개발컨셉에 부합하는 마리나시설 개발을 정립하기 위하여 국내 및 해외 선진국의 마리나시설 개발사례에 대하여 국가별, 시설별로 현황 및 문제점을 분석하였다. 이는 추후 국내 마리나 개발시 시사점으로 활용할 수 있을 것으로 본다. 아울러, 부산북항 마리나항만의 효율적인 개발과 운영의 활성화를 위한 법적인 절차, 정부의 지원정책, 개발방향, 사업시행방안, 관리운영방안 등에 대한 구체적인 검토를 통하여 향후 국내 마리나 개발과 운영시 사례로 활용하고자 한다.

2012년 상용화가 목표인 국내 위그선 개발은 화물운송과 여객운송에 큰 변화를 가져올 것으로 판단된다. 특히 부산은 일본과의 여객에서 수요가 클 것으로 판단되며 이에 2012년 이후 상용화에 위그선 터미널 등 관계시설을 계획할 필요가 있지만 현재까지 북항재개발계획에 포함시키자는 단순 논의만 있을뿐 뚜렷한 계획이 없는 실정이다. 위그선의 경우 속도가 빨라서 현실적으로 북항지역에 터미널을 생성시 어려움이 있을것으로 판단되며 이에 현재 영도 동삼동 크루즈터미널이 북항재개발 지역에 신규 크루즈터미널이 만들어진 후 여유가 있을것으로 판단되어 이를 활용화할 필요가 있다. 이률 위해 영도 태종대와 롯데월드를 잇는 관광벨트와 부산역과 연계된 열차화물수송을 적극 활용할 수 있게 영도 경전철을 고려해 볼 필요가 있다.

항만은 해륙교통의 요충지로서 그리고 국토의 균형적인 발전과 지역진흥의 기반으로서 중요한 역할을 담당하고 있지만 노후항만시설 및 쇠퇴공간에 대한 유지 및 보수가 효과적으로 이루어지지 않아 기능의 상실은 물론 재해와 우범화의 대상이 될 수 있다. 특히, 항만의 활성화를 위해 중요한 부분인 항만고유의 기능인 생산 및 물류의 지원과 아울러 소득수준 향상에 따른 풍부한 생활공간으로의 환경 친화적인 정비와 항만재개발이 필요하며, 미래지향적 종합항만공간으로의 기능전환이 이루어지고 있다. 국내 최초로 대규모 항만재개발이 추진되고 있는 부산북항재개발 사업에서도 항만도시의 경쟁력을 위해 국가차원에서의 경관계획을 반영하고 있으며, 해양도시 이미지 개선 및 가치향상을 위한 노력의 일환으로 고유의 자연, 역사, 문화적 자원과 함께 각종시설, 건축물, 상징물, 생태 녹지의 상황과 특성에 맞는 경관조성에 노력을 하고 있다. 본 연구에서는 부산북항재개발 사업에 대한 경관색채계획 사례분석을 통해 경관조성방안에 대해 향후발전방향에 대한 기초자료로 활용 할 수 있으리라 판단된다.

This study is to propose guidelines on waterfront landscape planning for Busan North Port redevelopment area. In Korea, Busan North Port redevelopment project is the first one which aims to make old port area into citizen-friendly waterfront. It is expected that many ports will be redeveloped soon after this urban waterfront remaking project. This is the basic research to lay groundwork for waterfront landscape planning at port redevelopment area. We analyze good examples of genera/landscape plans for port redevelopment area through case studies and suggest the problems and important elements for making landscape plan of Busan North Port area. Also we propose guidelines for making waterfront landscape plan of the redevelopment area at Busan North Port.

Recently it has moved to the stage of execution, after several trials to find concrete solutions. On the other hand, the change of flow field and tidal exchange cuased by redevelopment is one of the important investigation subjects. This study deals with the change of flow field and water exchange after redevelopment using numerical simulation technique, based on the general data which were collected and analyzed. As a result of simulation, the speed of tidal currents are tended to decrease near the North and inner-port and increase at the main waterway. Furthermore, the tidal exchange had a tendency to be small both before and after redevelopment by about 77% in a quasi steady state, which is about 15 days after.

국내 대표 해양도시인 부산시는 도시의 이미지를 향상시키고 경쟁력을 갖추기 위해 북항재개발지역과 원도심지역을 연계한 복합형 재생사업을 추진하고 있다. 부산남항은 북항과 원도심지역에 맞닿아있지만 고유의 특성이 고려되지 못하고 복합형 재생사업에 종속된 개발 압력을 받아왔다. 최근 해양관광벨트 형성에 있어 부산남항의 입지적 중요성과 북항·원도심지역과의 연계 필요성이 대두되며 부산남항을 대상으로 다양한 개발계획이 수립되고 있다. 항만재개발사업의 경우 대규모 SOC사업으로 추진과정에서 이해관계자 간의 갈등, 재정 문제 등의 여러 문제가 야기되는데 이러한 문제를 해결하지 못하면 사업이 표류 될 가능성이 크다. 따라서 본 연구는 부산남항 재창조를 위해 필수적인 항만재개발사업의 원활한 진행을 위한 추진전략과 민간참여방안을 제시하였다.
