2007년부터 교육감 직선제가 시행됨에 따라, 이제 교육 정책을 펼칠 지역 일꾼을 직접 뽑을 수 있게 됐다. 2010 부산시 교육의 책임자로 시민의 선택을 받은 임혜경 교육감은 지난 해 '전국 교육감 공약 이행 및 정보공개 평가'에서 최고 평가를 받았다. 취임 4년차, 그 행보가 돋보이는 임혜경 교육감을 만나보았다. 인터뷰를 위해 찾은 부산시교육청은 청명한 가을 날씨에 길 양쪽으론 가로수가 멋들어진, 옛날의 교정을 연상케 했다. 그리고 가을 햇살 가득한 방, 교육감실에서 인터뷰가 진행되었다. 다음은 임혜경 교육감과의 일문일답.

Despite the fact that Korea is ranked No. 1 in shipbuilding industry, it has encountered limitations in providing domestic ship finance. Therefore, there has been an increased demand for expanding ship finance through domestic financial institutions, which has been mostly discussed by political communities. In particular, the city of Busan has shown its keen interest in the vitalization of ship finance and proposed a plan to specialize in ship finance to promote the financial hub function. In this regard, we investigate the preference of Busan city for several effective policy options that can support the ship finance. Our investigation was carried out by opinion leaders of Busan city through AHP (Analytic Hierarchy Process) method. Our results show that Busan city has a strong preference for the establishment of a Ship Finance Corporation which provide policy finance with ship industry only. This is different from preferences of the government and ship finance market.

The purpose of this study is to construct the System Dynamics Model that can analyze urban spatial and temporal change and suggest the policy directions applicable to U-City Planning in Busan based on the SD model. It reviews previous literatures to elicit U-City issues and performs the case study to simulate urban spatial and temporal changes in Busan. The elicited results are connected into the policy directions of U-City planning. It emphasizes the necessity of business model suggestion based on U-City technology and industry not a tool, the U-City model construction that linkages and integrates the existing cities and new cities, and the excavation of U-City service model reflecting social and demographic changes.

To install and operate the Automatic Noise Monitoring Networks reasonably, which able to monitoring environmental noise continually, is an important issue for making decision to urban environment. Noise level is determined by regional environmental factors, that affected by complex urban environment. Therefore, accurate measurement of environmental noise level has top priority to establish and promote appropriate environmental policies. Currently, Automatic Noise Monitoring System is installed for grasping the environmental noise level and preparing basic data for constructing noise-reduction policies. However, this measurement data is recognized not to be able to reflect a sensory noise. The main reason is the lack of reliable measurement data and unreasonable installation site. The main point of this research ought to be the analysis of installed site of noise monitoring system in Busan.

In this paper, I evaluate national and regional policies for financial centers and Busan Fiancial Center and find the way of the future development of Busan Financial Center. And I found that national policies for financial centers was focused on general improvements of financial industry, so a little tasks for Busan Financial Centers were listed. Therefore I suggest that central government should have more national policies for enhancing Busan Financial Center and promoting participation of private financial firms. And I propose the broader incentive schemes for financial firms moving to Busan, and expect that combining national deregulation policies like Regulation-Free Zone and Regulatory Sandbox and Moonhyun-North Port financial free zone and FinTech cluster plans of Busan will make a big progress of Busan Financial Center.

Busan Metropolitan City government has been implementing the local Bus Quasi-Public Operating policy since 2007. As a result of the policy, financial burden to cover financial deficit has become a big social issue. For successful settlement of the policy, the government should be able to gradually cut off the financial support for the deficit by continuously increasing the bus demand, which can be accomplished by providing more convenient bus services. The weather conditions that affect the public transportation demand include rain, fog and snow. They affect the mode choice for public transportation use, which in turn results in decrease in bus demand. In short, the adverse weather conditions result in significant profit loss of bus transportation, and consequently it financially burdens the City of Busan. In this research, the pattern of travelers' use of transportation modes given various weather conditions was analyzed. In addition, the reasons why people transfer from one to other transportation modes were analyzed by conducting a field survey, and policy implications on desirable public transportation facilities and transfer system were discussed.

After the spread of COVID-19 in 2020, the country's Crisis Alert Level went up to the highest level, Level 4. Respond of COVID-19 pandemic, Governments, and cities secured each province's duty for the citizens. The government provided health assistance first and stepped forward to support the necessary resources for the citizens. Busan City proposed policy response to prepare and implement the Corona support for each county as well. The high occupant rate of self-business owners lost basic incomes, and the effect varies on industries. In our paper, to avoid any crisis in such an epidemic, we propose a clustering analysis for the guidance of policy support for Busan City. By analyzing patterns and clustering on districts and Sectors, we would like to provide reference materials for determining the direction of support and guiding preemptive response in the event of a similar epidemic.

Currently, Busan Metropolitan City is under the economic depression. To solve these problems, this study attempts to provide strategies for building local IT policies, especially for vitalizing software industry. Firstly, it analyzes the trends and basic status on the Busan software industry. Secondly, case studies by S/W policy initiators are conducted, and followed by empirical studies including in-depth interviews from government officials, researchers, and businessmen in Busan metropolitan city. Finally, it provides policy alternatives and strategies for building the local S/W development policies including the role and necessity of S/W industry in vitalizing the local economy, improving financial capacity of local governments, reorganizing of relationship among different levels of governments, and the possibility of integration of policy instruments and organizations.
