  • The purpose of this study is to identify childcare teachers' self-reported perception of child abuse and neglect, reporting procedures, and reporting experience in Korea. The total average score of knowledge in child abuse and neglect was relatively high and most childcare teachers consider child abuse and neglect as a highly serious problem. About eighty six percent daycare teachers perceived reporting legislation toward child abuse and neglect, and most teachers in the study population perceived themselves as mandatory reporters. As the Child Welfare Act included a clause on mandated reporters, childcare teachers' role in intervening in child abuse cases has become more critical. In order to increase childcare teachers' reporting, education program should be designed for childcare teachers to effectively involve them in reporting child abuse and neglect.

  • The purpose of this study is to analyze factors to affect low fertility and to investigate its implications to social welfare. For the purpose, I surveyed 360 married women and men in Gyeongnam province, and employed multi-regression, logistic regression model to process the data. I analyzed factors to influence low fertility in three aspects: demographic feature, socio-economic status, and personal sense of value. The results of analysis can be summarized as follows: (1) the period of marriage in demographic feature, income level in social economic status, and the necessity of children in personal sense of value are important factors to affect the current fertility level, (2) period of marriage, total numbers of children, gender of the first child are determining the future childbirth in demographic feature. Secondly, income level is interrelated to the future childbirth in socio-economic status. Thirdly, in the aspect of personal values, how much one needs to get married, how much one prefers son to daughter, how much one relies on one's children to realize one's dream are interrelated to the future childbirth, (3) the cost of bringing up a child as well as he expense of private education, lacking of a day nursery, and economic difficulty are causes to make people to postpone or give up childbirth. These results suggest that development of population policy to promote women's social participation and to strengthen family welfare as well as social welfare is necessary. These also implicates that if we pursue integrated policies on women, childcare, and education, we can get much more effective population welfare policy.

  • This paper evaluates the effects of the Basic Subsidy Program provided to families with infants cared for in private day care centers. There has been a discrepancy in the price and quality level between public and private day care centers. Public day care centers which receive government support in their labor costs are able to maintain relatively higher quality at lower price than their private counterparts, while the majority of children are cared for at private day care centers. To reduce the gap of the price and quality of care between public and private day care centers by improving the quality and decreasing the price of private day care centers, the Basic Subsidy Program was introduced in 2006 to the private day care centers. The subsidies mainly aim to improve the quality and the accessibility of child care, and encourage mothers' labor supply. For this purpose, the provision of the Basic Subsidy Program imposed prerequisites to the care providers including minimum wage and four major insurances for teachers, and child-staff ratio. I examine whether the subsidies improve the quality of care, help mothers balancing work and family, and increase satisfaction with child care from mothers' perspective. Since the outcome variables that measure the quality of care are difficult to obtain, I instead use the input variables for quality production. Child-staff ratio, teachers' welfare, and care environment are considered. The relationship between these variables and the introduction of subsidies is examined. The 2004 National Survey of Child Care and Education and the 2004 National Survey of Day Care Centers are used for the base data set. To reflect the outcomes after the Basic Subsidy Program, equivalent data sets for households and care providers are constructed by the KDI Data Analysis Unit. Using these nationally representative data sets, information regarding child care is collected. The findings show that the subsidies contribute to the quality of care improving the input variables of quality production. The welfare of teachers is improved, and the child-staff ratio significantly decreases. As a result, the usage of private day care centers greatly increases even though the price level rarely changes. However, mothers' satisfaction with child care are rarely affected by the subsidies. Although the subsidies with no eligibility criteria enlarge the recipients, the actual effects to increase maternal labor supply or to improve satisfaction is limited. Given this findings, I suggest some modifications of subsidies to raise the effectiveness of the subsidy program.

  • The location and distribution of daycare centers do not reflect local daycare demand enough although government has increased facilities and financial supports to solve the low birthrate as a social problem. This study tried to examine spatial inequality of daycare center distribution by comparing the number of daycare facilities between city and rural communities in Jeollanam-Do. Analyzing the differences between city (5 Cities) and rural area (17 Guns) in Jeollanam-Do, it has been found that there were large differences in the number of available facilities per 1,000 children between Cities (10.9 facilities) and Guns as rural area (6.2 facilities). The average number of facilities in each City and Gun also showed a large discrepancy as a City has 147.8 facilities and a Gun has 15.4 facilities, respectively. There were total 78 Dong or Myeon with no facility at all as a dead zone of daycare, and 8 of them were Myeons in cities with 560 children, which accounted for 0.7% of total population of children in cities. On the other hand, 70 Myeons in Guns with 5,269 children have no facilities at all, which accounted for 11% of total population of children in Guns. Public facilities that parents prefer were more in cities (87) than Guns (28). Therefore, it is necessary to consider various childcare policies with minimizing discrepancies between city and rural area and investigating more accurate local demands and characteristics.
