사회복지 분야는 정부가 개입해야 하는 대표적인 정책영역이나, 공공성을 강조하면서, 시장기능을 전혀 고려하지 않는 정부개입은 정부실패라는 왜곡을 발생시킨다. 사회복지 서비스는 공공재라기 보다는 가치재로서, 사유재 성격을 가지므로 정부와 시장역할에 대한 균형된 시각이 필요하다. 시장실패와 함께 정부실패라는 경제적 왜곡현상을 동시에 고려하면서, 정부와 시장의 최적역할분담이 이루어져야 한다. 보육정책의 방향은 공공성이 높으므로, 정부가 주도가 되어 모든 국민들에게 똑같은 보육서비스를 공급하는 것이다. 획일적인 보육서비스 질을 정부재원의 확대로서 높이려는 정책방향은 필연적으로 정부실패라는 왜곡을 발생시킨다. 현재 많은 전문가들이 지적하는 민간부문의 보육서비스 질이 낮은 근본원인은 시장규제에 있다. 즉 영리법인의 시장진입을 금지하고, 가격을 규제하고 있기 때문이다. 따라서 보육서비스 질을 높이기 위해서는 보육시장의 정부규제를 철폐해야 한다. 보육시장에 대한 규제 철폐없이 모든 국민들을 대상으로 한 보육재정의 확대는 재정의 낭비를 초래하게 된다. 보육정책의 바람직한 방향은 정부와 시장의 역할분담을 통해서이다. 보육서비스의 외부 불경제 효과가 높은 만큼, 시장에서 충족시키지 못하는 일정소득 이하 계층에 대한 보육서비스는 정부에서 무상으로 제공해야 한다. 그러나 일정소득 수준이상의 계층에게는 다양한 수요가 시장기능에 의해 해결될 수 있도록 해야 한다. 시장실패의 논리와 함께 정부실패라는 왜곡의 심각성을 인식하고, 정부와 시장기능에 대한 최적의 역할분담이 이루어져야 한다.

The objective of this study was to examine factors that affect service linkage and Satisfaction of Comprehensive child care services through Community resources linkage. The subjects were 370 child care center workers providing child care services in Busan. The results showed that: First, in personal factors, maintenance of service interchange for maintenance of relationship with other facilities had significant effect on the satisfaction level, Second, in the case of organizational factors, closeness with linkage facility, sufficient business capital, positiveness for linkage, and preparedness of internal provisions for linkage had significant effect on the satisfaction level. Third, in the case of environmental factors, proximity with linkage agencies, level of environment fostering, and level of cooperation with linkage agencies had significant influence.

빠르게 성장하는 유비쿼터스 환경 속에서 보육서비스 대부분 기반 기술 개발이나 학습 시스템 기술 개발에 한정되어있다. 따라서 이제는 유아가 성장하는 시기에 필요한 다양한 탐색적 경험이 제공되어 바람직한 성장과 발달을 도와주는 유비쿼터스 환경 기반 보육서비스의 질적 수준 향상을 위한 개발 단계에서 활용할 수 잇는 이용자 중심의 보육서비스 가이드라인에 대한 연구가 필요하다. 이를 위해 유치원을 이용하거나 관련된 이용자의 행태에 영향을 주는 정황(Context)의 중요성이 강조된다. 본 연구에서는 유치원 환경 Context 요소와 보육서비스 개발을 위한 도메인을 선정하고 유치원에서 유아를 중심으로 정황 조사(Contextual Inquiry)를 통해 현장에서 일어나는 다양한 태스크들의 시나리오를 행동 절차 순으로 분류하여 행태 정보를 구조화 하고 유아를 중심으로 관련된 사람과 사물 간의 상호관계에 대한 포괄적인 정황의 흐름을 분석하여 다이어그램을 통해 모델링 하여 사용자 니즈를 도출함으로써 유아의 상호관계와 행태 중심의 유비쿼터스 환경 기반 보육서비스를 기획하고 개발하는 단계에 고려해야 할 요소를 제시하였다.

The purpose of the present study was to verify the relationship between the nursing teachers' perception of infant rights and infant care service. The scale for infant rights consisted of 40 items based on the U.N. convention on the rights of the child and infant care service was measured with 40 items regarding respect of daily life, respect of autonomy, respect of opinion, respect of individualism, and provision of information. The study participants were 489 nursing teachers working at child care centers. According to the nursing teachers' perception of infant rights, the right of survival was highest, followed by the right of protection, the right of development, and the right of participation. The main study results showed that the rights of development and participation were meaningful in predicting various infant care services, but the right of survival was not. This study implies that the difference of nursing teachers' perception on the various types of different infant rights can affect various infant care services.

While the government has put forwards several programs associated with community services under a nursing guideline linking nursing facilities with community, few nursing facilities seem to make use of them effectively. In such a circumstance, this study was aimed at surveying parents' comprehensive and extensive needs for nursing services associated with community services, and thereupon, suggesting the ways for the successful nursing services meeting the needs from parents as well as community, and thereby, providing some data useful to development of the nursing services ensuring individual children's rights of being nursed as well as meeting the social needs. To this end, the researcher surveyed parents - with their children being cared by nursing facilities - for their life styles and their perception of community services. In this vein, the community services of nursing facilities were divided into four areas such as community services, community PR, engagement in community and use of community resources, and thereupon, current community service programs were analyzed to determine the differences among them depending on parents' needs and their demographic variables, and thereby, the effects of the community service programs on parents' comprehensive needs for community services were analyzed.

This study was to explore the cognition of mothers and directors about the quality of childcare centers and analyze the differences of cognition of two groups. The subjects were 166 mothers and 178 directors in Gwanak-gu, Seocho-gu, Dongjak-gu in Seoul and Suweon-city, Anyang-city in Gyeonggi-do. The instrument of this study was the questionnaire on the quality of childcare center developed by researcher. The collected data were analyzed using t-test in SPSS 12.0 program. The major findings of this study were as follows: First, mothers evaluated that process area was the most important area, followed by service and structure area. Second, directors evaluated that process area was the most important area, followed by structure and service area. Third, directors evaluated overall quality of childcare center higher than mothers.

연구에서는 기존의 업종구분 없이 창업보육센터의 서비스와 입주기업의 성과와의 상관관계 분석과 관련된 연구들을 문화콘텐츠 분야의 기업 관점에서도 유의미한지 재 검증해보고, 또한 문화콘텐츠 기업의 특성상 아이템의 사업성이 입주기업의 성과에 유의미한 영향을 미치는지에 대해 검증하고자 한다. 그래서 문화콘텐츠 분야의 창업보육 시 필요한 서비스를 발굴하고 빠르게 변화하는 문화콘텐츠 시장의 성장에 따른 아이템의 사업성 평가에 따른 차별화된 창업보육 서비스를 통해 성과가 도출될 수 있도록 체계적이고 합리적인 문화콘텐츠 분야의 창업보육시스템 구축의 중요성에 대해서 논의하고자 한다. 실증분석을 위하여 설문조사는 경기도 문화콘텐츠분야 창업보육센터 입주기업을 대상으로 설문을 실시하였고, 설문 데이터의 실증분석 방법으로는 SmartPLS 2.0를 이용해 빈도분석(頻度分析), 신뢰도분석(信賴度分析), 그리고 구조모형을 통하여 가설검증을 실시하였다. 가설검증을 통해 분석한 결과를 다음과 같다. 첫째, 경기도 문화콘텐츠 분야 창업보육센터의 지원서비스 수준이 창업아이템의 사업타당성에 미치는 영향을 분석한 결과에서는, 공간 및 부대지원서비스, 경영지원서비스, 기술지원 서비스는 창업아이템의 사업타당성에는 유의한 영향을 미치지 않는 것으로 나타났으며, 인적지원 서비스 및 마케팅 지원 서비스는 유의미한 정(+)의 영향을 미치는 것을 확인 할 수 있었다. 둘째, 경기도 문화콘텐츠 분야 창업보육센터의 지원서비스 수준이 입주기업의 성과에 미치는 영향을 분석한 결과에서는, 공간 및 부대지원 서비스, 인적지원 서비스 및 마케팅지원 서비스는 입주기업의 재무적 성과에 유의미한 정(+)의 영향을 미치는 것을 확인 할 수 있었으나, 경영지원 서비스, 기술지원 서비스는 입주기업의 재무적 성과에 유의미한 영향을 미치지 않는 것으로 나타났다. 또한 공간 및 부대지원 서비스, 경영지원 서비스, 인적지원 서비스 및 마케팅지원 서비스는 입주기업의 비재무적 성과에 유의미한 정(+)의 영향을 미치는 것을 확인 할 수 있었으나. 기술지원 서비스는 입주기업의 비재무적 성과에 유의한 영향을 미치지 않는 것으로 나타났다. 셋째, 경기도 문화콘텐츠 분야 창업아이템의 사업타당성이 입주기업의 성과에 미치는 영향을 미치는 것을 분석한 결과 창업아이템의 사업타당성이 입주기업의 성과(재무적,비재무적) 성과에 모두 영향을 미치는 중요한 요소임을 확인 할 수 있었다.

This article investigates the impact of business incubator's support service and manager's capabilities on the start-up economic performance. BI's support services consist of physical infra, management/legal service, networking service, financial service, technical service, and education/training service. The results show that most BI's support services(except education/training service) have a positive effect on the start-up economic performance. This study also analyzes the gap between the importance and the satisfaction of BI's services. The results show that the satisfaction of BI's services is much lower than the importance. It can be explained that the start-ups' expectations are not able to meet. In conclusion, BI's services have a major impact on the start-up economic performance, but actually they didn't meet the expectation of the start-ups. In the future, the quality level of BI's services and manager's capabilities needs to be improved. The improvement will have a positive effect on the survival and growth of the startups.

본 연구는 창업보육센터 입주기업을 대상으로 지원서비스가 성장단계별로 차이가 있을 것이라는 가정과 입주기업이 느끼는 만족도와 그에 따른 경영성과에 영향을 미칠 것이라는 가정 하에 입주기업의 니즈(needs)를 반영한 성장단계별 차별화된 효과적 지원서비스로 입주기업의 만족도와 경영성과를 높임으로써 창업성공률을 제고하기 위한 이론적 기여와 정책적 시사점을 제시하는 데 목적이 있다. 본 연구의 검증을 위하여 가설1 성장단계별 지원서비스는 정(+)의 유의한 차이가 있을 것이다, 가설2 성장단계별 만족도는 정(+)의 유의한 차이가 있을 것이다, 가설3 성장단계별 경영성과는 정(+)의 유의한 차이가 있을 것이다를 ANOVA 분석을 실시하였고, 가설4 지원서비스가 경영성과에 정(+)의 영향을 미칠 것이다, 가설5 지원서비스가 만족도에 정(+)의 영향을 미칠 것이다, 가설6 만족도가 경영성과에 정(+)의 영향을 미칠 것이다는 회귀분석을 실시하였다. 분석결과, 선행연구와 같이 지원서비스는 입주기업의 경영성과와 만족도에 영향을 미치는 것으로 나타났다. 본 연구는 창업보육센터의 성장단계별 지원서비스가 서비스의 만족도와 경영성과에 어떠한 영향을 미치고 있는지를 중소기업청 지정 창업보육센터 입주기업 174개를 표본으로 SPSS 22.0을 이용하여 검증하였다. 본 연구에서 실증분석을 통하여 얻은 연구 결과를 요약하면 다음과 같다. 첫째 성장단계별 지원서비스의 차이에 대한 차이분석 결과 정(+)의 유의한 차이가 있는 것으로 나타났다. 둘째, 성장단계별 만족도의 차이는 차이가 없는 것으로 나타났으며 성장단계별 경영성과의 차이 중 투자유치는 정(+)의 유의한 차이가 있는 것으로 나타났다. 셋째, 창업보육센터에서 제공하는 지원서비스가 입주기업의 경영성과와 만족도에 정(+)의 영향을 미치는 것으로 나타났다. 마지막으로 입주기업의 만족도도 경영성과에 정(+)의 영향을 미치는 것으로 나타났다. 결과를 종합해보면 창업보육센터의 지원서비스가 아직도 행정지원과 자금지원 등에만 국한되어 지원되고 있는 것으로 나타나 입주기업의 성장단계에 적합한 다양한 서비스의 제공이 필요함을 주지시켜 주고 있다. 또한, 성장단계별 입주기업의 만족도는 매출증가와 고용증가로 이어졌지만 아직 투자유치에는 크게 영향을 미치지 못하고 있음을 알 수 있다. 따라서 모든 입주기업에게 획일적인 지원서비스가 아닌 차별화된 지원서비스가 필요하며, 이를 위하여 창업보육센터 매니저들이 엑셀러레이터로서의 역할을 하기 위한 창업보육역량 고도화가 필요하고, 창업보육사업은 기업의 성장단계와 관련이 있으므로 입주기업의 성장단계 및 창업보육센터의 지원하는 역할과 기능에 따른 창업보육모델의 진화를 고려한 3세대, 4세대 보육모델로서의 발전된 운영정책 수립이 요구된다.

이 연구의 목적은 창업보육센터 입주기업 CEO의 기업가정신 및 시장지향성이 경영성과에 미치는 영향을 분석하고 창업보육센터 지원서비스의 활용정도를 통해 경영성과에 미치는 영향을 분석하는데 있다. 이 목적을 달성하기 위하여 서울권에 위치한 창업보육 센터를 대상으로 설문조사를 실시하여 얻어진 연구 결과를 분석하고 창업보육센터 입주기업의 지원서비스 활용정도가 경영성과에 어느 정도 영향을 미치고, 입주기업의 지원 방안을 제시하고자 한다.
