이슈 & 이슈 - 원하는 만큼 고쳐쓰는 '아파트 리모델링'

  • 국토교통부(장관 서승환)는 수직증축 리모델링 허용 등을 포함한 '공동주택 리모델링 제도개선 방안'(6.5 발표)의 후속조치로 노후 공동주택 거주 주민이 부담 가능한 범위에서 불편사례를 선택적으로 개선할 수 있도록 '맞춤형 리모델링' 활성화를 위한 연구용역을 마무리하고, 조만간 가이드라인을 제작 발표할 계획이라고 밝혔다. 가이드라인에는 주차장 부족, 배관 노후화 등 노후 공동주택 거주 주민들의 주요 불편사항(급 배수관 노후화, 주차장 부족, 난방효율 저하, 승강기 부족 등)을 효과적으로 해소할 수 있도록 단지 동 세대 내에서 각각 시행할 수 있는 총 39가지의 리모델링 아이템에 대한 소개와 공사비 등의 정보가 포함될 예정이다. 먼저, 단지내 리모델링에는 데크 지하주차장 신설, 녹지 보육시설 및 헬스장 등 확충, 노후상가 철거 후 별동 증축 등이 포함되며, 아파트 개별 동 내에서는 급 배수관/전기 통신/소방 등 노후 설비 교체, 승강기 신설, 코어증축(복도${\rightarrow}$계단식 변경) 등이, 세대 내에는 문 창호 및 내장재 교체, 단열 기밀 등 에너지 성능 향상, 실내공간 재배치 등이 포함된다. 특히, 아이템별 이주기간을 재실형과 이주형으로 구분하여 주민 선택의 폭을 한층 더 넓힐 것으로 기대된다.

Space Planning of Family Day Care Center in Apartment Unit (아파트 가정보육시설 공간계획에 관한 연구)

  • The purpose of this study is to provide basic information for planning family day care. The purpose was accomplished by observations, interviews and survey. The total 29 family day care centers were selected for the observations. The interviews and survey were conducted with 44 caregivers working there. Data were analyzed by descriptive statistics, analysis of variance and multiple regressions. According to the findings of the study, most family day care centers in apartment unit were to keep the laws related to the locations, number of children, etc. Also, the caregivers were satisfied with the general physical conditions of the centers, while they tended to be less satisfied with the space for themselves. Finally this study suggested several design alternativesas useful guidelines for the apartment family day care center.

  • The miracle of Korean economic development is the benchmarking for the developing countries. Among them, the STP of Science and technology area is very important case they tring to learn from Deadeok, Korea. Ecuador and Kazakhstan have the huge natural resources and they have interested in the model of Daedeok STP. This paper study about their needs and Daedeok's capability, and effective implementing factors. This paper suggest a six one based on the Daedeok Innopolis experiences for the successful local STP. First, most important thing is human resource development strategy for the knowledge and technology transfer. Second, the construction of Engineering Center for the collaboration of industry and academy is needed. This is important to have a bargaining power to the appropriate technology transfer. Third, they need a hardware and software infrastructure to the technology commercialization. It include a incubator, manager, and complimentary asset. Fourth, they have to connect with market closely for the venture creation and growth. Fifth, the clustering is realized by the STP construction. Lastly, leadership is critical factor to the absorptive capacity.

Children's Perception about Rest and Naps in Early Child Care and Education Centers Based on the View of Respecting Children's Rights (아동권리 존중 측면에서 본 휴식 및 낮잠에 대한 유아들의 인식)

  • The purpose of this study was to investigate children's recognition and needs about rest and naps at child care education centers, in the view of respecting children's rights. The participants were 40 children(20 4 year olds and 20 5 year olds), attending B Public Child Care Education Center in Seoul. The research methods were accomplished by participant observation in project activities and interviews with semi-structured questions. The collections of this process which were recorded document materials and video materials were analyzed by transcribed method. The results of this study were as follows: First, the meaning of the children's recognized rest showed time for family together, time for fun play, time required when they were very stressful and angry, and time for eating delicious meals. Second, children recognized that nap time in the child care center was time for a forced nap, time for listening to quiet music, and time for feeling good after a nap. Third, as for the needs to take a rest and a nap for children, they wanted to rest when they came together at full day class after their friends had returned home, they wanted a special area except the classroom, and they wanted to be cared for by familiar adults. Based on these results of the study, future research directions were proposed in terms of respecting children's rights of enjoying a rest and a nap.

A Concept and Standard of the Environment Design for the Joint Infant-rearing Facilities (공동육아시설을 위한 환경디자인의 개념과 기준)

  • Because of the oocIear family due to the rapid industrialization and the growth of husband and wife bah working, the base of the tradition that the parents, all of the famly or the hamet oonmunity bring up the infants together in the important time to the infarts has been collapsed in Korea. Because working mothers camot bring up their children by themselves they got stressed and housewives do not have the oonfidence in rearing their infants and the fathers are isolated from home and the chikten instead of being exempted from the responsibility of rearing children. Therefore the common and comprehensive rearing system should be made for solving the child-rearing problem. For solving these problems and for the desirable infant-rearing and education, the joint irlart rearing, whidl compensates for the life, education and furthermore the sdlool edJcation through the volur1ary participation, has been prepared altematively. Compared to the traditional rearing system, joint infant-rearing is not only operated by the residents with the dues paid by the union members but also makes children experience the life force of natu"e in themselves. So the preparation of the standard of the suitable environment design for the joint infant-rearing is required which is diffrent from the traditional standard of the environmertal facilities for the traditional rearing system. The concept of joint infant-rearing was defind in this study through the reference and the ooncept of infant edJcation which is in operation suocessfully in Italy and Sweden in order to understand how the ooncept of infant education has changed as the ages have dlanged. And the basic principals for the formation of physical envirorvnert and the spare design and the envirorYnertal oondition for the practical environmental design was also studied through the reference. And after study about the concept. figure and physical environmental suggestion, the concept, standard and element of joint infant-rearing environment design was suggested. And as the final conclusion, the design requirement of the envirorvnertal design for the joint infant-rearing was suggested.

Impact of the Parental Beliefs, Parental Attitude and Parental Behavior of Parents on the Multiple Intelligences of Preschoolers (부모의 양육신념, 양육태도 및 양육행동이 유아의 다중지능에 미치는 영향)

  • The purpose of this study was to examine the importance of parental beliefs, parental attitudes and parental behaviors of parents with preschool children and the relationship of the variables in an attempt to help preschoolers to gain multiple-intelligence experiences in an integrated manner in consideration of their interests, needs, strengths and weaknesses. A survey was conducted on the selected parents who had preschool children, and a multiple regression analysis was carried out to look for connections among the variables. The findings of the study were as follows: First, the preschool girls were ahead of the preschool boys in linguistic intelligence, musical intelligence and spatial intelligence, and the latter surpassed the former in logical-mathematical intelligence. Second, whether there would be any differences among the preschoolers in multiple intelligences according to age was analyzed, and those who were at the Western age of five were ahead of the four-year-olds in logical-mathematical intelligence, bodily-kinesthetic intelligence and naturalist intelligence. Third, the parental attitude of the parents was identified as the most influential variable for the multiple intelligences of the preschoolers, followed by parental behavior. Parental beliefs just had a very small impact on their multiple intelligences. The findings of the study imply that parents should be helped to improve their parental attitude and parental behavior to boost the multiple intelligences of their preschool children.

Spatio-temporal Characteristics of the Daily Activities of economic-active married women (취업주부의 일상생활활동의 시 ${\cdot}$ 공간적 특성)

  • Married women who follow occupations have remarkably increased. Economic-activies married women[EAMW] have experienced a great degree of role confilcts as the results of that they should play the role of wage workers and do duty as household affairs as well as raise children. To understand problems of EAMW and to make alterniative plans for EAMW, the daily life actives of EAMW should be examined. This study attempts to understand the daily life activites of EAMW. To obtain the goal this research generalizes the daily life actives of EAMW. classifies the patterns the activites, and analyzes the activites in the micro-level. The acivites of EAMW mainly consist of formal business and household affairs. The spatial bounds of activities are influenced by weekdays and holidays. During the weekday their activities are mainly found around residences and/or work places; while, during the weekend, they are discovered around residences and/or around residences or relatives who take care of their children. EAMW move longer distance rather than a full-time housewife; however, the activites of EAMW are residential orientation like those of full-time housewives. The role conflicts of EAMW are mainly from social cultural structure, the distance between workplace and residence, and the location of public service institutes.

  • This study aims to analyze chlidcare philosophy and the architectural characteristics of communal childcare cooperative nurseries(parent cooperative childcare facilities), and also to examine their mutual relationship. The communal childcare cooperative is an ideal childcare method to break away from employee-supported childcare system and cooperatively solve childcare problems in the family community system. The child-rearing philosophy of the communal childcare can bring spontaneous and creative development amidst 'daily life' and 'play' by switching from knowledge and skill-oriented education and puts an emphasis on physical environments in child's growth. The features of architecture related the childcare philosophy derived from this study are as follows: the way of participation and self-help, the extension of spatial scope and focuses on outside space, architecture of house-like residence rather than educational facility, spatial 'overlapping' focusing on transitional space and multi-purpose space rather than spatial partitions, the pursuit of creativity through play is realized in the incompletion and unspecification of space evolving over time.

Rationalizing Strategies for Children's Activity Spaces and Facilities (어린이 활동공간 및 놀이시설 제도 합리화 방안)

  • This study was carried out to find contradiction factors on laws for children's activity spaces and facilities and to suggest the rational options to control and manage those spaces and facilities by environmental and landscape planning methods. The results of this study are as follows: 1. The major laws related to the environmental safety for children's activity spaces are "Environmental Health Act (ERA)" for managing the environmental safety of children's activity spaces; "Safety Supervision Law of Children's Play Facilities(SSLCPF)" for the inspection and management for safety of children's play facilities; "Quality Management and Industrial Products Safety Management Law(QMIPSML)" for managing safety certification on children's play equipments. 2. The interior space such as "living room" by the Children's Welfare Law(CWL), "Children Park" by the Act on Urban Parks and Green Spaces(AUPGS), "classroom" on private educational institutes by the Act on Establishment and Operation Private Lesson and Training(AEOPLT) and "nursing room" of child care center smaller than $430m^2$ are needed to be managed as an activity space. 3. In order to reduce industrial burden in the production, establishment, construction, and operation and to minimize unwilling extra burden in the administration effort due to legally double regulate, it is necessary to mitigate the inspections on the equipment certificate from QMIPSML and overlapped or different factors and standards must be unified. With this study, the landscape domain could he enlarged from producing, import of play equipment and establishment, construction and operation of play facilities for a comprehensive range of activity spaces, and the landscape industry such as engineering industry, academic research, management, etc.

Post Occupancy Evaluation of the Forest Experience Centers for Children (유아숲체험장의 이용후 평가)

  • Due to the positive effect of forest space for child development, the creation and operation of forest activity space of various organizations is increasing in quantity; however, the research on practical space design and management program is insufficient. Therefore, the purpose of this study is to evaluate the space and management programs of the forest experience centers through the post-occupancy evaluation of teachers and preschoolers participating in forest activities. To do this, we analyzed the selected twelve sites through field survey, class observation, and interviews with forest education specialists, and then surveyed 115 forest education experts and childcare teachers for importance, performance, overall satisfaction, and space preference. In addition, we accessed overall satisfaction and space preference of twenty-nine preschoolers through interviews, photo-simulation, and questionnaires. As a result, the importance and performance of management program area was rated higher than the spatial characteristics area. In terms of group comparison, the group with active structured program rated two areas higher than the groups with free play. Preschoolers with structured programs preferred facility space, but preschoolers with free play preferred nature. Two preschooler groups rated forest activity as satisfactory. Based on the analysis results: 1) The composition of the forest activity space should ensure accessibility, safety, diversity of diversity, water space, connect to the forest road, and secure various terrains, trees, and natural materials; 2) The management program should ensure that forest activity programs have the proportional balance of structural programs and free play; also. management programs should plan for sufficient free playtime and a high share of play in the forest; and 3) Ensure the role and expertise of forestry specialists and run a program to increase the autonomy of preschoolers.
