International PMC Project Competency Enhancement Strategies for Domestic Engineering Companies (국내 엔지니어링 기업의 해외 PMC 사업 역량강화 방안)

  • Korea's construction engineering companies are facing difficulties in deterioration of international construction profitability because they focus on traditional engineering fields such as design and construction supervision. Therefore, it is necessary to strengthen competency of high-add-value engineering field such as Project-Management-Consultancy (PMC). This paper aims to suggest the strategies to enhance the international PMC competency. This study identified the competency factors for international PMC, using Borich needs assessment and Locus for focus model. As a result, step-by-step strategies were suggested according to the competency level in domestic engineering companies. The results of this study will assist Korean engineering companies to consider the important competencies for international PMC projects. Furthermore, enhancement strategies are going to be proper references for domestic engineering companies which prepare the international PMC project.

Analysis of Educational Needs for Strengthening Entrepreneurial Competencies of Science and Technology Personnel (과학기술인력의 기업가역량 강화를 위한 교육요구도 분석)

  • This study analyzed the Entrepreneurial Competencies of Science and Technology Personnel from the point of view of the industry's demanders. It is necessary to change institutional and policy support from quantitative support to improvement of qualitative level. Specifically, this study used the Borich's Needs Assessment Model to determine what capabilities are currently lacking and which should be supplemented. As a result of analysis, it showed that the current level was lower than expected level. Especially, expectation level was high in order of team working, problem solving ability, communication, abstract thinking, job knowledge, Autonomy, leadership, risk-taking, and commercialization are all lower than the overall average. In the analysis of educational need, the most important factor of entrepreneurial competence appeared in order of problem solving ability, teamworking, job related knowledge, abstract thinking, and communication. This means that it is necessary to logically solve the problems that are encountered in various situations in the organization by using cooperation between the teams and their own job knowledge. In addition, education should be conducted to effectively communicate the results to others.

A study on School Safety Policies by an Needs Analysis (요구분석을 통한 학교안전정책 개선방안 연구)

  • The purpose of this study was two-fold. Firstly, it investigated the current state of the 34 specific policies of school safety-accident prevention that were implemented at K-12 public schools in accordance with the $1^{st}$ School Safety-Accident Prevention Plan established in December 2015. Secondly, it prioritized the policies based on the outcomes from the investigation to make policy recommendations for future improvement. For this purpose, we surveyed 614 school teachers and staff from 24 school-safety research schools across the nation on their perception of the current policies for preventing school safety accidents. Specifically, they were asked about the degree of realization and the necessity of expansion of the policies. Based on the survey results, the Borich index as a needs measure was computed for each policy and a list of policies prioritized in descending order of the index was presented. The results of the study showed that school teachers and staff's perception of the improvement of school safety since the policies took effect was highly positive in general. It was also shown that the policies perceived as best-implemented were, in descending order, "first-aid education for teachers and staff", "safety management of school meals", "prevention activity of student traffic safety-accident", and so on. The majority of survey respondents said that the policies were being implemented well and that they should be expanded and enhanced. As a result of the Borich's needs analysis, it was found that "more collegial collaboration between the Office of Education and other relevant organizations in the community for school safety", "prevention education activity for water safety", and so forth should be more actively implemented.

Analysis of In-Service Status and Educational Needs of Engineering Faculties (공과대학 교수들의 공학교육 연수실태와 교육요구 분석)

  • The final goal of this study is to develop the in-service program of engineering education for professors of engineering college. In this study, survey research method using questionnaire was used to engineering professors of universities and junior colleges. The study contents were analysis of in-service status and educational needs for professors of engineering college. Statistical package SPSS for windows, korean edition version 10.0, was used for analysing data. To do it, 97 questionnaire were used finally. Educational needs was divided into engineering teaching method, engineering evaluation method, and engineering basic competancy. Equation suggested by Borich was induced to calculate the educational needs. Results were that educational needs of engineering teaching method and engineering basic competency were high, respectively, but, educational needs of engineering evaluation method was low. It was known that we need to consider the results during in-service program development.

  • The purpose of this study was to examine early childhood teachers' importance and performance of technology leadership. A survey was conducted on 205 early childhood teachers. Borich's needs model was used to calculate their needs. In the area of director leadership and vision, the early childhood teachers felt the most need for opportunities to participate in conferences or training programs related to the educational utilization of technology. In the area of teaching-learning methods, they called the most for better ways to take advantage of technology considering the characteristics of the activity areas and activity types. In the area of teaching professionalism, the items they asked for the most were building confidence over the educational utilization of technology and case studies of superior teaching and learning. In the area of institutional support, they felt the most need for assistant human resources who could assist in solving possible problems using technology. In the area of evaluation, they called the most for the development of a variety of evaluation tools and methods. Finally, the item they called for the most in the area of social, ethical, and legal support from the institutions to which they belonged was the preparation of guidelines on how to be in good health in times of using technology.

The Need Analysis for Operating Course-based National Technical Qualification Course of Vocational School Teachers (직업계고 교사의 과정평가형 자격 과정 운영에 대한 교육요구도 분석)

  • The purpose of this study is to use as a basic data of establishing operating Course-based National Technical Qualification(CNTQ) support program by examining the educational needs for operating CNTQ of vocational school teachers, and to contribute to the vocational school settlement of CNTQ course. To achieve those purposes, this study drew 27 tasks performed by teachers operating CNTQ. Also, it surveyed the perceived importance and the performance. The findings of this study are as follows. First, it is showed that 'selection of qualification fields and confirmation of organization criteria, organization of educational training time by competency unit, organization of subjects and establishment of competency unit operating plan by grade and semester, selection of teaching materials, implementation of education and training, establishment of evaluation plan, implementation of evaluation, re-education and re-evaluation students with grades under 40%, guidance of paper evaluation, guidance of practical evaluation, guidance of interview evaluation' are the first priority tasks in the result of the need analysis. Second, it is indicated that 'application of external evaluation, guidance to retake an exam for failure' are the secondary priority tasks. According to these results, the following conclusions were made. First, it will be more positive effects if the educational needs in the next CNTQ support program include contents of the first priority tasks. Second, it is indicated that the priority of the educational needs for tasks of operating plan stages is commonly high. In particular, the highest ranking in the result means that it is completely supported from the first step on operating course. It is expected that the program which teachers on operating the course of similar qualification fields share each operating experience is effective. Third, the priority of the educational needs for external evaluation step ranked high. External evaluation has a different level of difficulty and a form of practical evaluation output according to qualification fields, so the method of guidance has to be different. It needs the program constructed by similar fields.

Measuring the Professional Development Needs for Technical and Vocational Education and Training Staff in Nepal: A Look at Teachers' Perceptions (네팔 직업기술교육훈련 교사들의 교육훈련 프로그램 요구조사)

  • Promoting job growth and quality has been central to developing countries to reduce poverty for decades. In this regard, Nepal is not unique in its need to develop effective TVET programme as it is considered showing positive association with workforce development and productivity. While the copious academic literature has highlighted upon staff training programme in general education, it encounters lack of adequate attention in the field of TVET education. The purpose of the study is to identity and prioritise the professional development needs for the teachers of TVET sector in Nepal. A sample(N=317) of Nepalese teachers from seven provinces were asked to answer the scale. The Borich needs assessment model was employed to assess the perceived level of importance and present preferred training modules among 29 teaching subjects. Moreover, a quadrant analysis using 2×2 matrix was used as a diagnostic tool to denote overriding training topics. The result shows that following competence skills constructs were perceived to be in high need of enhancement as well as in existence of discrepancies: 'occupational characteristics of TVET trainer', 'training needs analysis and curriculum development', 'curriculum development based on national competence standard(NCS)', and 'Institution management evaluation'.

Horticultural Therapy: Job Analysis, Performance Evaluation, and Educational Needs (원예치료사의 직무 및 수행평가와 교육요구 분석)

  • This study was conducted to provide a job analysis for, and assess the job performance of horticultural therapists, as well as examine future educational needs. To this end, a chart developed using the DACUM method was chosen as the appropriate tool for the job analysis of horticultural therapists (Study 1). Based on the chart, a survey using an evaluation form was produced to investigate the current level of job performance and future required level of horticultural therapists (Study 2). A total of 8 duties and 45 tasks were classified to examine job performance, based on analysis of the DACUM Council (Study 1). These duties include A. Decide execution organization for horticultural therapy (HT) program, B. Diagnose and assess clients before starting the HT program, C. Plan HT program, D. Develop HT program, E. Prepare to implement HT program for each session, F. Implement HT program for each session, G. Implement overall assessment for HT program, and H. Develop oneself as a horticultural therapist. Their duties were broken down further into five to eight tasks per duty, totaling 45 tasks. Based on the horticultural therapist job performance sheet developed through this process, an assessment of the current job level of horticultural therapists was performed and future required level were examined (Study 2). The evaluation forms were sent to 779 horticultural therapists with level 1 or 2 certification via email or mail delivery. The analysis of 242 questionnaires (31.1%) revealed that horticultural therapists with level 1 certificates have a significantly higher job performance level for 34 of the 45 tasks. Regarding future required level, 20 out of 45 tasks were assessed as higher for level 1 horticultural therapists than level 2. In addition, a Borich formula was utilized to identify the priority of educational needs for the 45 horticultural therapist tasks. The results revealed the following top three tasks: H1. Receive feedback from the supervisor for the horticultural therapy program; A1. Distribute promotional materials about the horticultural therapy program; and H2. Submit a grant proposal for horticultural therapy program to organizations such as welfare foundations. The results of this study are anticipated to facilitate understanding and improve work conditions for current horticultural therapists or horticultural therapists-in-training. In addition, institutions that train horticultural therapists will be able to use this as basic research to develop a practical training curriculum.

Assessing Technology Leadership Perception of Teachers in Digital Textbook Utilizing Schools (디지털교과서 활용 학교 교사의 테크놀로지 리더십 인식수준 분석)

  • The purpose of this study is to define the teachers' perception for technology leadership when utilizing the Digital Textbook (DT). The subjects of this study were 97 elementary school teachers (40 males and 57 females) working in digital textbook research schools that implemented digital textbooks in 2009. Needs assessment instrument was revised based on previous instruments. Perception was calculated using Borich formula. According to the results, teachers of digital textbook research schools recognized 'teachers' instructional methods' as the most important area, while the least recognized area was 'support by the school'. The highest technology leadership needs by categories included 'role setting between members when implementing digital textbooks', 'instructional methods to cultivate creativity when using digital textbooks', 'troubleshooting digital textbook problems', 'additional staff support in case of problems', 'development of various assessment tools for measuring the effect of the digital textbook', and 'support of digital textbook resources for students with disabilities'. Based on these results, the study proposed specific methods to enhance technology leadership for the successful introduction of digital textbooks in schools.

Evapotranspiration of Soybean-Barley Cropping as a Function of Evaporation and Available Soil Water in the Root Zone (콩 보리 작부체계하(作付體系下)에서 대기증발요구(大氣蒸發要求) 및 토양수분(土壤水分)의 함수(函數)로서의 증발산량(蒸發散量))

  • Soil water changes in lysimeters with four different soils and two different available soil depths were monitored during the growing seasons of the soybean-barley cropping from 1977 to 1980 in Suweon to evaluate evapotranspiration (ET) as a function of available soil water and evaporative demand of the atmosphere. ET was calculated with soil water profile and water balance. Soil water content was measured with a neutron moisture depth gauage and The evaporative demand of the atmosphere was estimated with a class A pan evaporation. Rainfall. solar radiation, and wind speed were observed to examine heat and water balances. The average ET of soybeans ranged from 1.6 mm/day at seedling to 6.5 mm/day at flowering, and that of barley ranged from 0.5 mm/day at the regrowth stage to 4.6 mm/day at heading; however, a large variability was observed. The ratio of ET to pan evaporation ($ET/E_o$) ranged from 0.5 to 1.1 for soybeans and 0.4 to 1.2 for barley. The soil evaporation factor ($K_e$) of the $ET/E_o$ component decreased as the soil water depleted and the canopy developed. The crop transpiration factor ($K_t$), another component of $ET/E_o$, also was a function of time and the soil water. $K_t$ was constant when the available soil water fraction (f) in the root zone was greater than a threshold value, and $K_e$ was decreased linearly when f was lower than this threshold. The threshold was 0.7 for the moderate evaporative demand days, 0.4 to 0.5 for the low evaporative demand days, and 0.9 to 0.96 for the high evaporative demand days. Conclusively, the ET can be estimated from the evaporative demand of the atmosphere, $E_o$, $K_e$ and $K_t$, and the available soil water content in the root zone.
