공공부문의 정보화 사업의 중요성에도 불구하고, 공공기관의 정보시스템을 효율적으로 발주 ${\cdot}$ 관리할 수 있는 체계가 정립되어 있지 못할 뿐만 아니라, 정보화사업은 계획 ${\cdot}$ 심의 ${\cdot}$ 사업기획 ${\cdot}$ 사업발주 ${\cdot}$ 사업관리 ${\cdot}$ 성과평가 동의 일련의 발주체계의 전문성 미흡으로 발주자의 사업수행상의 어려움뿐만 아니라 이를 실질적으로 수행하는 수주업체에도 커다란 영향을 미치고 있어 발주기관과 수주업체간의 절차상의 문제발생 사업결과에 대한 책임 한계 불분명 둥으로 법적인 문제가 발생되고 있다. 또한, 국가, 공공기관 등은 모든 사업의 절차가 법과 제도에 근거하여 수행되고 있는데 소프트웨어 등 지식기반사업의 경우에는 법과 제도가 사업의 특성을 반영하지 않아 S/W사업 수행에 어려움이 상존하고 있어, 기술적인 발주 ${\cdot}$ 체계 개선과 더불어 법 ${\cdot}$ 제도의 개선이 요청되고 있다.

Interest and demand in heavy cargo logistics is increasing and becoming more diverse as economic scales have expanded and manufacturing activity has increased. Although cargo moves via maritime and/or land transportation, there is currently insufficient research on the actual condition of heavy cargo logistics. The purpose of this study is to carry out an in-depth analysis of heavy cargo laws, systems, logistics patterns, and current transportation status. By proposing measures to solve existing problems, this study aims to make an important and ongoing contribution to the scarcely studied field of heavy cargo logistics. The result of regression analysis on the main seven factors show that transportation frequency and law/system structure have a positive effect on working conditions. Furthermore, the result of correlation analysis on the main seven factors show that the cargo weight variable is highly positively correlated with cargo size. Also, the working conditions variable is highly positively correlated with the law/system structure. Detailed proposal measures to solve existing problems are summarized as follows. First, it is necessary to establish a clear concept of heavy cargo as numerous existing definitions differ. Second, laws and provisions relating to maritime and land transportation of heavy cargo need to be established and consolidated as current applicable legislation is insufficient. Third, the classification system for heavy cargo transportation needs improvement. Fourth, it is necessary to improve transportation performance statistics and the aggregate criteria system. Finally, the management system of heavy cargo also needs improvement.

This study aims to study the present situation of our national surveying system, in fields such as professional surveyor system, the surveying industry, the consultancy pricing system. The problems are identified to present an improvement plan for the system. The professional surveyor system was compared to other systems in the Asia Zone and the surveying industry related laws and regulations, were compared with those of foreign countries as well as with the regulations of the architectural industry. The improvements suggested include upgrading of surveying technology and of surveying personnel, increase investment into education and research and development. The government should support in policy upgrading such as providing aids to small scale companies and in distributing the concentrated activities in the capital city to other regional areas. Also the pricing for the surveying activities and consulting activities should he adjusted in fields such as price items, grades of surveyors and overhead costs.

본 연구는 현행 우리나라 노사관계(勞使關係)의 특정을 분석한 후, 미(美) 일(日) 등 선진국가의 노사관계(勞使關係) 경험으로부터 시사점을 도출하여 경제적(經濟的) 합리성(合理性)에 기초한 합리적(合理的) 노사관계(勞使關係)를 정립하기 위한 기본방향(基本方向)과 제도개선방안(制度改善方案)을 제시하였다. 첫째, 파업비용(罷業費用)이 작아 노동조합의 힘이 과도하게 커졌던 교섭력(交涉力)의 부균형(不均衡) 구조(構造)를 개선해야 한다. 반면에 한계근로자(限界勤勞者)는 주로 근로기준법(勤勞基準法)에 의해 보호를 받고 있으므로 법정근로기준(法定勤勞基準)을 일률적(一律的)으로 하향조정(下向調整)하는 것은 바람직하지 않다. 둘째, '종업원만족(從業員滿足)을 통한 고객만족(顧客滿足)', '정보공유(情報共有)를 통한 파업예방(罷業豫防)'을 위해 노사협의회(勞使協議會)의 기능을 강화(强化)하여 근로자(勤勞者) 경영참여(經營參與)를 확대(擴大)해야 한다. 셋째 유연(柔軟)한 인력관리(人力管理)를 위해 고용관계(雇傭關係)의 경직성을 초래하는 법 제도를 개선해야 한다. 유연한 고용조정을 위한 정리해고규제(整理解雇規制) 완화(緩和), 다양한 근로관계의 형성에 유연하게 대응하기 위한 고용결약(雇傭契約)의 자유화(自由化) 확대(擴大)등이 이루어져야 할 것이다. 넷째, 노사분쟁(勞使紛爭)의 소지가 많아지고 파업(罷業)의 경제적(經濟的) 비용(費用)이 크게 증대될 것이므로 노사분쟁처리의 공정성(公正性)을 제고하기 위해 중재위원(仲裁委員) 선정방법(選定方法) 개선(改善) 등의 제도개선이 있어야 한다.

2006년부터 시행 중인 「교통약자의 이동편의 증진법(교통약자법)」 제6조에 따라 교통약자의 이동편의증진을 위한 5년 단위 국가계획인 제4차 교통약자 이동편의 증진계획(2022~2026)이 수립 중에 있다. 2021년에 조사된 여객선의 기준적합 설치현황을 보면, '19~'20년 기준 여객선의 기준적합 설치율이 34.9%로 타 교통수단에 비해서 매우 낮은 설치율을 보이고 있다. 해양수산부에서는 2000년부터 연안여객선의 교통약자 이동편의시설 설치를 통한 장애인 노약자 등 교통약자의 이동편의 증진을 위해, 연안여객선 교통약자 이동편의시설 설치 지원 사업을 진행 중에 있으나, 여객선의 구조적 특성으로 인한 이동편의 개선의 한계로 인해 획기적 개선은 이루어지지 않고 있다. 본 발표에서는 제4차 교통약자 이동편의 증진계획 수립을 위해 해양 교통수단의 특성, 이용 만족도 및 선박의 안전성 등을 고려한 여객선 교통약자 이동편의 증진 대책을 소개하고자 한다.

1996년 8월 23일 교육법 시행령의 개정 공포에 따라 수의학 교육의 수업연한이 4년에서 6년으로 연장되고 1998년 10개 수의과대학은 480명의 6년 제의 신입생을 모집하였으며 2004년에 6년 제의 수의학 교육을 받은 첫 졸업생을 배출하게 되었다. 그러므로 수의학교육과 수의사국사고시제도는 선진국 수준으로 개선되어야 한다. 필자는 2000년 9월 28일에 대한수의사회의 주관으로 수의과학회관(성남시 분당)에서 개최된 '수의학교육 및 수의사국가고시제도 개선방안'(신광순, 2000)의 주제에 대한 토의자로 참석하였다. 필자가 이 심포지움에 토의자로 초정된 이유는 필자가 의과대학에서 의학교육에 참여하고 있기 때문에 주제에 대한 발표를 듣고 '의학교육과 의사국가고시제도'와 비교하여 토의하여 달라는 요청에 따른 것입니다. 필자는 이 심포지움의 주제의 발표와 토의가 앞으로 6년 제의 '수의학교육과 수의사국가 고시제도'의 개선에 조금이라도 참고가 되기를 기대하면서 '의학교육과 의사국가고시제도' 및 '학습목표의 활용'방안을 고찰하였습니다.

정보통신분야의 책임감리를 정착하기 위해서는 관련법 정비가 시급히 이뤄져야 한다. 특히 복합건설공사의 경우 해당사업의 관련법이 혼재돼 있고 이에 대한 해석의 차이로 각종 간섭사항이 나타나고 있으며 이로 인한 감리업무 혼선이 초래되고 있다. 본 연구에서는 정보 인프라 구축을 위한 정보통신설비 공사의 설계 및 감리를 위한 제도개선 방안을 건설기술관리법, 전력 기술관리법 등의 관련법규와 정보통신공사업법을 비교하고, 선진국의 사례를 조사하여 제도 개선 방향, 즉 정보통신분야의 설계감리의 필요성, 책임감리제의 도입, 및 감리원 관리의 체계화 방안 등을 제안한다.

As drone industry increase with the advent of the 4th industrial revolution, yet ensured the safety of a drone crashing and incurring accidents which may result in significant damage to human life and assets. Thus, the authentication of drone safety is very urgent. For this reason, many countries are in need of institutional improvement in the aspect of authentication/legal systems by considering the importance of safety for drone. In this study, the regulations, research, and standards concerning drone safety are compared and analyzed. The analysis results can be used for improving the regulations of drone safety and standardization. The study can be contributed to invigorate drone industry by ensuring drone safety.
