A Study on the Method for Judging the Required Protection Capacity through Decision Making (의사결정론을 통한 방호요구수준 판단방안 제시에 관한 연구)

  • Protective facilities are the last means of ensuring the survivability of personnel and assets, and there is a greater amount of matters to consider than those of general buildings. However, the Defense Military Facilities Criteria and the Ministry of the Interior and Safety, Ordinance No. 20, are only considering the expected enemy threats. In this study, we use objective and statistical methods to refine the consideration of the required capacity of protection based on the opinions of the experts. Specifically, the study adopts the Delphi technique associating the experts related to 30 defense military facilities criteria. The first-round questions were open-ended, and it compiled the points to consider related to the bulletproof and explosion - proof design. The second questionnaire was applied as closed questionnaire with 7 points scale methods. As a result of the factor analysis on the opinions of the experts, it was confirmed that the protection requirement level was due to METT + TC.

  • In the context of increasing threats of EMP by neighboring countries in the security situation on the Korean peninsula, EMP protection facilities are a very important means of ensuring military operational capability. These EMP protection facilities should be constructed by comprehensively judging various factors about operation units. However, Defense Military Facilities Criteria and National Technical Guideline for EMP protection require at least 80dB shielding effectiveness without considering other options. In this study, we use objective and statistical methods to refine the consideration of the required EMP protection level based on the opinions of the experts. To do this, the Delphi technique is used for this study, and the survey was conducted from 53 experts related to EMP protection standard in the military and civilian sectors. The first questionnaire investigated the appropriate level of EMP protection, and the second questionnaire analyzed the factors considered in establishing EMP protection level. As a result of the factor analysis on the opinions of the experts, it was concluded that the EMP protection requirement level should be determined by variables of METT + TC.

  • 접이식 방호부양장치체계 설계안은 전투장갑차의 부양장치로서 요구되는 부력, 방호성, 독자적 수상운행성을 위한 탑재운용성, 수상운행 준비시간을 최소화하는 구동장치의 최적화 및 수상안정성 극대화 등을 충족시키면서도 중량 증가 요인은 최소화하는 것이 가능할 것으로 검토된 바, 기존 방법으로는 기대할 수 없는 높은 수준의 수상운행성능 구현이 가능할 것으로 기대된다.

A Study on Job Analysis and Physical Fitness of Special Security Guard in Nuclear Power Plant (원자력발전소 특수경비원의 직무분석과 체력에 관한 연구)

  • Special security guards play the role to safely operate and manage nuclear power plants from unintended internal and external threats. Physical fitness management of special security guards is one of the most important factors for improving and maintaining the level of physical protection. Thus, the purpose of this study is to analyze the physical fitness factor and physical fitness level required for mission accomplishment through job analysis of special security guards. The special security guards of Nuclear Power Plant in Korea were performing 7 jobs, 26 duties, 159 tasks. In order to accomplish theses tasks, the following physical fitness were required: muscle strength and muscle endurance of the hand, upper limb, lower limb and core, quickness, agility and Cardio function. The duties that require a lot of physical fitness were in the order of conducting arrest and self-defense, conducting unarmed defensive tactics, demonstrating proficiency with semiautomatic rifle, using protective equipment, performing emergency plan and defensive strategy, etc. The results of this study are expected to provide basic data necessary for establishing guidelines for fitness qualification and training of special security guards in the future and contribute to enhancement of physical protection of nuclear power plants.

  • 본 연구는 국내 전체 화재발생 건수에서 가장 높은 비율을 차지하고 있는 주거공간에 대한 화재 및 인명안전의 개선 대책에 관한 기초연구이다. 주거공간은 다른 어떠한 방호공간보다 가장 높은 수준의 안전이 요구되는 소방대상물이다. 국내의 주거공간을 대표하는 공동주택의 안전을 확보하는데 가장 중요한 역할을 하는 것이 화재감시시스템이며 이를 구성하는 요소 중에서도 감지기의 성능이 가장 중요한 역할을 한다. 감지기의 성능은 인간의 두뇌와 같은 기능을 하기 때문이다. 이미 일본의 경우는 공동주택 전용의 화재감시시스템을 개발하고 기준으로 제정하여 널리 보급하고 있는 실정이다. 또한 미국은 공동주택 전용의 화재감시시스템이 별도로 존재하지는 않지만 화재특성 및 화재하중 등에 대한 시험을 통해 다양한 방호공간을 효율적으로 적용할 수 있도록 상세한 코드가 정립되어 있다. 따라서 본 연구에서는 국내 공동주택에 적합한 전용 화재감시시스템을 개발하는데 필요한 기초 연구로서 국내와 방재선진외국의 감지기 설치 및 성능을 검증하는데 필요한 설치 및 시험 기준에 대하여 조사하였다.

  • In 2007, the International Commission on Radiological Protection (ICRP) published Recommendations of the International Commission on Radiological Protection. Accordingly IAEA safety standards committees have reviewed and revised the BSS. The process of the implementation of the ICRP 103 into Korean radiation protection regulations has been continued. Although the new recommendations retain the fundamental protection principles, the impact of the new ICRP recommendations will necessarily be greater than ever before. ICRP recommends the application of dose constraint in planned situations and reference level in existing & emergency situations for strengthening of the principle of optimization. Dose constraints and reference level play a criterion on the level of individual dose as prospective and source-related values. Therefore it is necessary to apply dose constraints and reference levels to all nuclear and RI&RG facilities in Rep. of Korea. Dose constraints and reference level of occupational exposure will be set-up by the stakeholder itself with the cooperation of regulatory body. In this study, the implementation method was discussed to apply the dose constraints and reference level as the procedure for the optimization, not the tool of the regulation.

  • 기존의 탄도미사일 방어무기의 배치와 관련된 대부분의 연구들은 배치규모가 결정된 상태에서 후보지 중 최적위치를 구하는 것이 일반적이며, 방어확률이 최대가 되는 것을 목적으로 하는 확률적 부분담당모델의 개념을 적용한다. 본 연구에서는 무기의 도입 및 배치를 담당하는 의사결정자들에게 보다 많은 상황과 변수를 가정할 수 있도록 하는 의사결정모델을 제안한다. 모델에는 기존에 고려하지 않았던 후보지의 수준 및 방호시설의 최소방어요구수준 등이 포함되어 있으며, 모델은 의사결정자들이 결정하는 결정변수에 따라 각기 다른 방어무기의 위치와 규모 및 방어확률을 제시 하게 된다. 모델의 결과로 제시되는 내용은 무기체계의 최초소요제기 단계에서 필요규모와 위치를 결정하고 또한, 그 결과 값이 최초계획단계의 대략적 무기배치규모와 상이할 경우는 그 값이 필요성과 타당성을 가질 수 있는 수치적 분석을 제공해 준다.

  • In this paper many vulnerable areas of the present fire PSA methodology were revealed to apply risk-informed fire protection to nuclear power plants. The results and insights from the fro PSA should be used as a part of a risk-informed decision making process rather than the complete technical basis for decision making. The degree of support and scope of applications is dependent on the accuracy and validity of the model used in the fire PSA. Accordingly; the usefulness of the fire PSA will increase as ongoing research and development efforts lead to improvements in the state of the art technology and as improvements in the implementation of the state of the art technology lead to more consistent results.

  • In this study, survey is conducted to make aware of importance which personal protection was accomplished at the dentistry. It investigated the performance of infection control and X-ray safety management to the third grade of D-Health College. 1. The infection control is recognized to high level and practiced certainly at actual training of oral prophylaxis. 2. The infection control is recognized to low level relatively at actual training of radiography. 3. The infection control is not practiced at actual training of radiography except for the film holder. 4. The X-ray safety management is recognized to high level and conducted certainly at actual training of radiography. To consider the above result, the infection control is not nearly practiced at radiography. In accordance with, the education must be demanded that the infection control is practiced throughly at radiography for raising a necessary against the recognization and practice of the infection control.
