The firms aim to acquire services and costs advantage from logistics outsourcing strategy. But it is very important to select optimum service provider. A checklist of the criteria for the evaluation of service providers follows : service quality, low cost, logistics information system, service network, financial stability, investments in plant and equipment, management attitude and lookout for the future strategic fit, cultural and psychological barriers etc. Also, a 8-step implement of logistics outsourcing strategy will be of help for maximizing benefits of logistics outsourcing. It follows : 1-step : logistics environment analysis, 2-step : check service provider availability, 3-step : logistics outsourcing determinant analysis, 4-step : select of optimum service provider, 5-step : contract with optimum service provider, 6-step : identify of remaining barriers, 7-step : performance of logistics outsourcing, 8-step : evaluation.

해상 수입화물은 입항 및 하역에서 보세구역으로 입고되기까지 컨테이너 터미널 정보조회서비스나 관세청 유니패스(UNI-PASS) 등을 통해 확인할 수 있다. 하지만 보세구역·보세물류창고에 장치된 이후, 화물의 출고가 이루어지기까지 과정에 대한 정보의 공유 및 경과 확인수준은 부족한 실정이며, 이로 인해 화물의 무단·불법 인도와 관련한 분쟁, 법적 다툼 등의 문제가 발생하고 있다. 본 연구는 기존 수입화물의 인도에서 제기되던 인도관행 문제, 수입관련 주체 간의 무단 불법 인도에 대한 법적 책임과 관련한 법적분쟁 등의 문제점을 해결할 수 방안으로 표준전자문서 도입을 제시하고자 하였다. 부산항신항 배후단지 보세창고·물류센터를 관리하는 서비스 제공자와 이를 이용하는 화주인 서비스 이용자로 집단을 분류하여 설문을 진행하고 두 집단 간 인식차이를 분석하였다. 분석결과 두 집단 모두 표준전자문서 도입이 필요하다고 판단하고 있으며, 오 출고 예방 및 감소, 무단·불법출고 문제의 예방 및 개선에서 높은 기대효과를 보이는 것으로 나타났다. 이는 입출고관리시스템의 표준전자문서 도입을 위한 관련 기관, 관련 당사자·주체 간의 논의가 우선적으로 필요하다고 판단되며, 표준전자문서시스템에 대한 관심과 서비스 제공자 및 서비스 이용자 등 관련 주체의 실제적인 참여가 제도의 구축 및 향후 성공적, 안정적 이용, 이용의 확대에 매우 중요한 역할을 할 것으로 판단된다.

최근의 통상환경중 "Logistics" 혁명을 통한 컨테이너 운송의 신속화, 인터넷혁명을 통한 전자상거래 활성화는 EDI, EC등을 통해 "Paperless trade"가 실현을 앞당기고 있다. 본 논고는 이러한 물류혁명과 인터넷 정보기술의 발달로 대두되는 문제중 기존의 종이서류로서의 운송서류를 전자식 운송서류로 대체하는데 따른 문제점과 이의 활성화 방안에 대해서 살펴보고자 한다. 인터넷 전자거래가 활성화되어지면 기존의 종이서류들은 전자메시지로 대체될 것으로 여겨진다. 이에 따라 전자계약서, 전자송장, 전자보험증권, 전자선하증권 등이 출현할 것이지만 이중 무엇보다도 전자식 운송서류중 유통성 운송서류의 전자화는 그간 전자화의 핵심부문으로 여겨서 상당한 중요성을 두어왔다. 현재 이용되는 유통성 운송서류는 그간 선하증권의 지연도착문제와 이에 따른 추가 경비의 소요, 또한 선하증권 발급에 따른 부대경비의 과다소비, 종이서류로서의 선하증권의 위조에 따른 사기문제 등에 제기되어 졌고 이에 따라 선취화물보상장 등의 현실적 대안이 제시되었지만 이 또한 여러 문제점을 야기시켜왔다. 전자식 운송서류는 이러한 문제점을 다소 해소할 수 있는 방안으로 알려져 왔다. 전자거래가 활성활 될 미래에는 운송서류의 전자화는 필연적으로 대두되게 될 것이고, 이러한 전자화에 있어 해상운송장의 사용은 바람직한 모델로 여겨지고 있다. 그렇지만 전매가 잦은 산업에 있어 해상운송장은 자체의 유통성의 미비로 인해 그 사용에 문제점이 있고, 실제 상관행에서 많은 이점을 가진 선하증권의 발행 욕구를 충족시켜 줄 수 있어야 할 것이다. 본 논고에서는 전자식 운송서류의 활성화 방안으로 첫째, 전자식 운송서류에 관한 법률정비가 필요할 것으로 여겨지며 둘째, 유통성 전자식 운송서류에 있어 관리기관의 안정성이 확보되어야 할 것으로 여겨지며 셋째, UCP에서 전자식 운송서류에 관한 조항이 삽입되어져야 할것으로 여겨지며 넷째, 여러 측면에서 우위성을 지닌 전자무역거래의 활성화는 점차적으로 운송서류의 전자화를 활성화시키는데 반드시 필요한 명제로 등장할 것으로 여겨진다.

The information technology(IT) development of telecommunication, along with the information analyzation over the world, enables the firms to process their inner and outer operations through Electronic Data Interchange (EDI) system. And the concept of logistics has become more important to the enterprises in strategic sense because it had aggrandized itself to more comprehensive and integrative concept. Also the world shipping market is more competitive than any other market. In these environment, to maintain competitive power, shipping firms process operations by Logistics Information system(LIS), And then, reduce the working processes, working time and its costs. So the LIS has become more important in developing our national logistics system and industry. Therefore, this study purposes on empirically analyzing the activation factors of shipping LIS and the relationship these, factors with logistic performances in the shipping industry. Considering environments of Shipping logistics information system, this study sets up the research model and hypothesis to examine the activation factors of shipping LIS and the relationship these factors with logistic performances. We used the field data on the 163 numbers of firms(29 overseas shipping companies and 133 forwarding Agency) to get the empirical evidence. According to the study results, The shipping LIS activation factors which the sample firms recognized as important: were top managers support, well structured communication channel, strategic plans connection and inner information analyzation level. And IS organization & human resources, IS discipline & training, software development, IS organizational alignment, database management system, information standardization, competitive advantage, financial support and government support represent partially significant. Also, the current shipping LISs main problems are expensive system cost, standardization of working processs, institutions imperfection and systems interaction defect. So these problems must be improved to activate shipping LIS.

e-비지니스환경에서의 SCM의 성공적인 추진을 위해서는 우선 e-business 전략과 Supply Chain 관리 전략의 상하 연계, 조직측면에 있어서의 경영자의 변화에 대한 혁신 능력과 리더쉽, 조직 구성원들과의 비전 공유, 저보기술(IT)을 활용한 보다 차별화된 서비스가 제공되어야 한다. 본 연구는 C기업의 사례로 통해, 기존의 SCM 기법에서 정보기술(IT)의 급속한 발달과 인터넷의 급속한 보급, 그리고 e-비지니스의 등장으로 인하여 경영환경의 변화라는 새로운 패러다임 하에서 다수의 경쟁기업, 정보 네트워크시스템 기반에서 보다 효과적으로 기업과 고객에게 대응하기 위한 기업의 구체적이고 실무적인 전략 측면에서 다루어 보았다는 데 그 의의가 있다. 소비재, 생활용품에 있어서 보다 빠른 납기, 보다 전문적이고 다양화되고 있는 고객의 욕구를 충족시키기 위해 제조기업 측면에서 어떻게 기존의 조직구조 및 업무 프로세스를 혁신 할 것인가를 실제 사례를 통하여 연구함으로써 동종 산업체나 또는 기업의 실무자들에게 있어 큰 도움이 될 것이다.

The purpose of this study is to consider the problem on pursuit of logistics strategy by our international shipping company in international shipping business under the said circumstance due to the open international shipping market and to suggest the logistics strategy for the consideration of the logistics competition under new international shipping circumstances. The results of empirical analysis are mentioned as follows; First, it shall be considered to maintain the size of company bigger than a certain capability so that it may obtain the superior competition of logistics. Second, as there are the plus correlations between the competition of logistics and the logistic support, it is necessary to pursuit the upgrade service with using EDI system and making up the complex shipping and integrated logistics system in general. Third, with the rationalization of finance policy and the profitable management of shipping company the ratio of net worth can be raised and it can be achieved to make the sound financial structure as reducing the excessive debt ratio. Fourth, it can be effort continuously to perform the investment for the infrastructure of logistics support & the institutional supplement so that it may achieve to increase the efficiency of logistic support at pier and to reduce the cost of logistic support.

본 연구는 2010년 4월부터 웹기반의 새로운 플랫폼으로 서비스되고 있는 WEB Port-MIS의 서비스 품질 측정에 대한 연구는 전무하여 처음으로 WEB Port-MIS 서비스 품질 평가에 관한 연구를 하는 것에 의의가 있다. 설문 문항은 공공기관 웹사이트 평가지표를 기초로 개발하였고 요인분석을 통해 품질측정척도를 개발하였다. 개발된 측정 척도를 바탕으로 AHP 분석을 실시하여 항목별 중요도를 평가하였고 설문조사와 AHP 분석을 통해 도출된 결과를 바탕으로 중요도-성과분석법을 활용하여 서비스 품질 관리 전략을 수립하였다. 중요도 만족도 분석결과 WEB Port-MIS의 세부항목 별로 가장 중요하게 평가 된 컨텐츠(정보의 다양성, 유용성)항목에 대한 개선이 필요하며 행정정보의 제공 및 운영 항목도 컨텐츠 항목과 함께 집중 개선 영역에 위치하여 개선활동이 필요하다. 이를 위해 최신 기술을 활용하여 최적의 민원서비스를 구축하는 것이 필요하며 실시간 정보제공 체계, 민원처리시스템의 다양화, 최적의 민원서비스를 제공하기 위한 대안 마련이 필요하다. 특히 컨텐츠 항목의 개선을 위해서는 주를 이루는 항만민원신고 서비스에 대해 향후에는 웹기반 민원처리의 고도화, 관련 기관 간 정보 공동 활용 확대, 이용자 중심의 신고절차 간소화 구현을 단계적으로 추진하여 해운항만물류정보의 글로벌 통합정보서비스의 역할이 되도록 고려하여야 한다.
