  • Israel craves peace and freedom. Israel has won many wars and conflicts militarily. They have developed strategic thinking based on the data, unique culture, and peacetime preparation system accumulated so far, and the strategic culture based on it contributes to fostering elite strong forces by presenting directions to security strategies.The strategic culture formed by Israeli beliefs, behavioral patterns, and identity influenced strategic thinking and the usefulness of security strategies. The purpose of this study is to redefine the concept of strategic culture by referring to the methodological discussion of strategic culture theory and to examine how useful strategic culture has provided strategic thinking and security strategies. In addition, based on the impact of Israel's strategic culture on security strategy, I would like to present implications for Korea's security strategy.

  • The recent COVID-19 pandemic is threatening human life and well-being, causing pain that has not been experienced before. Human security was summoned again as a result of the COVID-19 pandemic. However, it is paradoxically a threat to human security due to its inherent limitations and authoritarian control model. This paper first raises the analytical rigor of the concept of human security, focusing on COVID-19. Based on this, the practical usefulness of human security is improved by constructing a practical model that reflects the human security issues raised in reality. In particular, we approach the COVID-19 pandemic not from a natural disaster, but from the perspective of an artificial catastrophe caused by immorality and division in the international community. At the same time, we propose a multilateralism governance model that reflects the perspective of emerging security in order to realize human rights, the fundamental value of human security, and quarantine, a practical task in a balanced way.

  • In that this study is a subject and character of risk, emerging security covers non-military areas in addition to traditional military security: environmental security, human security, resource security, and cyber security. The rise of these risks is not only changing the phenomenon of the new expansion of security areas, but also the expansion of the number and scope of security entities and the aspect of security world politics. These risks are transnational security issues at the global level in terms of their nature and extent of the damage, as well as multi-layered ones that affect local and personal security issues at the regional and national levels. In addition to national actors, non-state actors such as international organizations, multinational corporations, and global civil society, and furthermore, technology and social systems themselves are causing risks. Therefore, to solve the new security problem, it is necessary to establish a middle-level and complex governance mechanism that is sought at the regional and global levels beyond the fragmented dimension of the occurrence of new security issues that have been overlooked in the existing frame of perception, and to predict and find ways to respond to new security paradigms that have been identified in a broader sense.

  • The ocean provides with not only the global environment and ecology, which is essential for human beings survival, but also various resources for human beings prosperity. The ocean security is to secure and keep the benefits that the ocean provides with to human beings. It is essential to keep enforcement measures for the ocean security. Major marine countries are challenging to secure ocean environment and resources since UNCLOS. The utmost policy priority should be given to the ocean security in Korea.

A Study on the Effect of Trust in the Army Perceived by University Students on Perception of National Security (대학생이 지각하는 군 신뢰가 안보의식에 미치는 영향에 관한 연구)

  • The most important responsibility of a government is to protect citizen lives and its own territory from outside threats. Especially recent political changes surrounding the Korea Peninsula seriously threaten the korean national security. To copy the situation, perception of national security based on citizen's trust in the army is needed. Accordingly survey analysis on effect of trust in the army on perception of national security had been conducted on students of a university located in Ulsan. Result of the statistical analysis as follows. First, while social contribution and military abilities among trust in the army are highly evaluated, integrity and characteristics of organizational culture are low evaluated. Second, all the correlation coefficients among studying variables are significantly positive. But correlation coefficient between social contribution and perception of national security is relatively low. Third, integrity, characteristics, and military abilities has a significant and positive effect on perception of national security, but social contribution has no significant effect.

  • Currently, the nation's military is facing a real threat due to a reduction in military service resources and shorter service periods. Based on the military view that puts security first, the military tried to draw its impact and implications on the future army by reflecting the general objective content that the Ministry of National Defense and other government agencies and international agencies share. In other words, this study looks at the direction of the perception of mainstream perspectives (realism, liberalism) on international order, and presents the direction and framework for establishing future security strategies for the Korean Peninsula on the basis of military relevance that reflects the essential characteristics of military organizations contributing to national security on the theory and prospects of international order.

  • COVID-19 pandemic brings attentions to the nonmilitary and transnational non-traditonal security threats, as the scales of such damage by these threats are beyond expectation. The Republic of Korea Army tries to forecast non-traditional security threat which may be occurred in Korean peninsula by using collective intelligence platform. In coming years, climate change, social changes and technology development caused by the 4th industrial revolution will diversify non-traditional security threat. Considering urbanization, internet distribution rate, and geopolitical location where atmosphere from continent and ocean meet, Korea would may face the most lethal ones compared to those of other countries may face. Therefore, to predict such threats in pangovernment scale using collective intelligence platforms which embrace civil, public, military, industry, academy and research center is the most important than anything.

  • 동북아시아지역에서 집단안보와 관련된 지역협력체가 형성되기 어려운 이유에는 먼저 체제와 이념이 다른 국가들 사이에서의 강한 지정학적 역학관계가 작동하고 있고, 두 번째로 개별국가 내부의 사회이념과 정치체제의 차이로 인한 이질성이 매우 강하며, 세 번째로 새롭게 형성되고 있는 미-중 관계의 대립적 구도가 군사안보적인 차원에서의 과도한 경쟁관계를 유발하고 있는 동시에, 네번째로 북한의 지속적인 핵과 미사일위협이 지역을 넘어 범세계적인 위협요인으로 작용하고 있으며, 다섯 번째로 장기간 미해결상태에 있는 도서 분쟁이 항시 관련국가들 사이에서의 과도한 민족주의적 갈등을 유발시키고, 이로 인한 적대적인 갈등관계가 지속되고 있는 점 등을 동시대적인 현실적 차원에서의 정치적 장애요인들로 규정해 볼 수 있다. 동시에 이런 현실적 차원에서의 정치적 장애요인들의 근원적인 발생요인으로도 평가될 수 있으며, 특히 동북아 개별국가들이 내세우고 있는 강력한 민족주의 성향과 과거사와 연관된 역사인식에 따른 문화적 이질성의 내면에 존재하는 낭만적 민족주의요소가 동북아 개별국가들 간의 신뢰형성과정을 강력하게 가로막고 있음을 지적할 수 있다. 19세기말에 동북아에 유래된 낭만적 민족주의에 대한 비교국가 차원에서의 심도 있는 분석과 이를 통한 절충점의 발견은, 역설적이지만, 세계 어느 지역보다도 극심한 갈등과 대립국면이 심화된 동북아지역 내의 국가들이 군사안보 및 정치경제차원에서의 보다 원활한 협력관계를 도모하기 위한 첫 단계로서의 공동의 장을 마련할 수 있는 주요한 동기가 될 수 있다.

Multi-dimensional Security Threats and Holistic Security - Understanding of fusion-phenomenon of national security and criminal justice in post-modern society - (다차원 안보위협과 융합 안보)

  • Today, the emergence of cyberspace and advancement of globalization caused not only the transformation of our productive and conventional life but also the revolutionary transition of use of destructive violence such as crime and warfare. This transition of environmental condition connects various security threats which separatedly existed in individual, local, national, and global levels in the past, and transformed the mechanical sum of all levels of security threats into the organic sum of multi-dimensional security threats. This article proposes that the sum of multi-dimensional security threats is caused by the interconnectivity of various different levels of security threats and the integrated interdisciplinary perspective is essential to properly understand the fundamental existence of today's security problem and the reality of fear that we face today. The holistic security, the concept proposed here, is to suggest the mode of networked response to multi-dimensional security threats. The holistic security is suggested to overcome the conventional divisional approach based on the principle of "division of labor" and bureaucratic principles, which means more concretely that national security and criminal justice are divided and intelligence, military, police, prosecution, fire-fighting, private security, and etc. are strictly separated into its own expertise and turf. Also, this article introduces integrated security approaches tried by international organization and major countries overseas with the respect of the holistic security. The author have spent some substantial experience of participant observation, meetings, seminar, conference, and expert interviews regarding the issues discussed in the article in various countries including the United States, Russia, Austria, Germany, Canada, Mexico, Israel, and Uzbekistan for the last ten years. Intelligence and information on various levels of security threats and security approaches introduced in this paper is obtained from such opportunities.

  • After the Russia-Ukraine War, NATO broke away from the peacekeeping strategy that it had maintained and declared that it would strengthen the multilateral security consultative body, pursue strategic stability, expand armaments, cooperate security, and strengthen dialogue and cooperation in the Indo-Pacific region. Changes in NATO's strategy directly and indirectly affect Korea's security environment. Only by clearly analyzing this and establishing policies and strategies to respond to it can the threat be suppressed and national interests protected. NATO designates China and Russia as threats. By using cooperation and solidarity with NATO as an opportunity, we will be able to strengthen security cooperation and alliances, develop and expand the defense industry market, and expand opportunities to participate in the Ukraine reconstruction project.
